millions. temperatures plunging up to 40 degrees. how long will this last? ahead. good morning. welcome to "early start." i'm john berman. >> i'm christine romans. it is 4:00 a.m. in the east. nice to see you. breaking news this morning. two new york city police officers shot responding to a robbery call at a store in the bronx. officers are hospitalized one in critical condition. police are hunting for two gunmen with a $10,000 reward offered for information. the shooting comes among the back drop of high tension with mayor bill de blasio and nypd officers after the ambush murders of two police officers last month. the mayor criticized as disrespectful. officers who have turned their backs on him on multiple occasions. the commissioner downplayed of

low level arrests. this is raising concern of a work slowdown by nypd officers. we have miguel marquez with more on the story. >> reporter: this is a disturbing issue here with the shooting of two officers. officers in plain clothes. not targeted like in the previous shootings of officer liu and officer ramos. this robbery was taking place in the bronx as the officers tried to enter a shop. one of the assailants shot one in the back and one in the elbow. they were off duty. all of this against a back drop of tension with the mayor and his police force. he addressed that yesterday in a press conference.

and the sound byte that we were going to run was the mayor of new york talking about the officers turning their backs on him twice in a row. once at the funeral for officer ramos. then for officer liu. this was the first time the mayor has come out this strongly against his own department. >> those individuals who took certain actions these last week last two weeks really they were disrespectful to the families involved. disrespectful to the families who lost their loved ones. i cannot understand why anyone would do such a thing in the context like that. >> this shooting will not help the poor morale among the police and tension at city hall and police unions where all of this is going. it is not clear what the next

move for the mayor is. no scheduled meeting with the mayor and any of the unions right now. they say they are looking at all those numbers and the low numbers of arrests and whether or not there is some slowdown. they are looking into it. they are not ready to call it a slowdown yet. >> the two officers shot. not life threatening? >> one in critical condition. both expected to survive. it is not going to be good. >> and the suspects on the loose? a manhunt as we speak. >> on the loose. 25 to 30-year-old latino males. >> miguel marquez. there are a lot of developments before us. disappointment and concern in indonesia as crews searching for airasia flight 8501 race the clock in harsh conditions. the more time passes, the harder it is to find the wreckage and the deceased.

hope of rough weather would break today dashed and none of the divers in the search zone were deployed. cnn's anna coren is live for us in surabaya. anna what is the latest? >> reporter: john there were such high hopes when the day began that they could get in the water. some 97 divers ready to continue the search. a couple got in and checked visibility. it was terrible. they got back out. they are on stand by. we are waiting for word if they managed to get back in this afternoon. as you say, we are in the middle of monsoon season. the weather is bad. the seas are high. this is something that is really hampering the search process. there are four main objects they located by sonar. another object located late last night. the speculation it could be the tail of the aircraft but really it is mere speculation. we know that the black boxes are in the tail but we cannot confirm whether that wreckage

has been identified. then late this afternoon, john we got word that another two bodies had been spotted. once again waiting to hear from officials if they are able to retrieve the bodies by helicopter and take them back to the military base where they will be prepared and brought here to surabaya where they are then handed over to the disaster victim identification unit. we spoke to the head of that unit who talked about how they are racing against the clock because it is now in day ten and the bodies as we have been discussing are decomposing at a rapid rate. let's take a listen. >> from the first day, you can find the bodies in good condition. that's why you can just identify them using fingerprints. but lately you will find that the bodies are more decomposed. after the next few days you

will find maybe not in an in tact body. you will find fragmented body or maybe worse. >> reporter: that was dr. castelani who has the grim task of identifying the bodies and returning them to their loved ones to bury them. the bodies they have recovered. the 37 bodies have mainly been in tact. he has serious concerns about what the state of the bodies will be in the coming days. it is hoped that the majority of the bodies are with the wreckage of the plane which is yet to be found, john. >> anna coren for us in surabaya thanks. when congress reconvenes today at noon republicans will be in control of the house and senate for the first time since 2006. there are obvious bumps in the road ahead for the gop. the first of course is the president ready to veto any bills rolling back obamacare or

or elements of obamacare. there is a concern of internal rebellion as some republicans are set to vote against john boehner as speaker. our correspondent dana bash with the latest. >> reporter: john and christine, the big question is how big will the rebellion of john boehner be? there will be 246 house members. those in the republican leadership who i talked to say this is really just the group that they not so lovingly call hell no caucus. the house speaker is elected, remember by the entire house. boehner has to get a majority of all house members, 218, that means he can afford to lose 29 republicans and still be elected

speakers. he talked to his aides and they are monitoring this but not that worried. here is tom cole the republican congress member who is a boehner ally. >> this is a last moment side show. it distracts from the message now that we have the senate. about keystone and fixes on obamacare and trade and regulatory reform. instead on the opening day of the republican congress we have republicans add odds. that's unfortunate. it doesn't accomplish anything productive. >> reporter: the argument that cole and others make is you cannot replace someone with no one. right now, there is no other house republican who raised as much money or campaigned for as many people that comes close to getting 218 votes. cole and other members of the team that i talked to say they

police officers were shot responding to a robbery call at a store in the bronx. officials say both officers are now hospitalized. one in critical condition and police are hunting for the two gunmen. they are on the loose. there's a $10,000 reward offered for any information leading to their arrest. now the shooting comes against a back drop of high tension with the mayor bill de blasio and city police officers following the ambush murders of two officers last month. the mayor addressed the rift for the first time at a news conference on monday. he said the officers who turned their backs on him on multiple occasions said they were disrespectful. at the same time, the mayor and police commissioner downplayed in the plunge of arrests for low level offenses. more than 90% of arrests in some cases and that is raising concerns of a slowdown. we have our national correspondent miguel marquez with the latest. >> these were two plain clothed

cops. not the same as the ambush and killings of detectives liu and ramos. these were two individuals getting off work. they responded to a robbery in progress. they went to check it out. they got there. one of the individuals came out of a shop and shot one through the arm and in the back. that person is in critical but stable condition. one shot in the chest. it is not clear they were wearing their vests at the time as they were off duty. all of this happening with the anger by the mayor. the police officers turning their backs on the mayor at the hospital and the last time the two officers were shot and the funerals when the two officers were laid to rest. for the first time mayor bill de blasio had tough words for his own cops. >> those individuals who took certain actions the last week --

or last two weeks really -- they were disrespectful to the families involved. that's the bottom line. they were disrespectful to the families who lost their loved ones. i can't understand why anyone would do such a thing in the context like that. >> we should point out that the police commissioner bill bratton he said he did not understand why that police officers disobeyed his respect not to turn their backs and they did. he said it was a political statement they made at a time when they shouldn't have done it. they can come down to the police plaza and protest and city hall and protest, but don't do it at a funeral. all of this against the back drop of is there a slow down. two weeks in a row, massive drops in the numbers of arrests and summons. that said it is the holiday season. all the police officers are doubled up. they spent $35 million in overtime alone on covering the

protests. that was thousands of police officers covering the protests. they just didn't have the manpower to make other arrests, plus all police officers now two cops to every beat. even the meter maids. there are other reasons. the police department is looking at it and looking at it hard to see if there is they will call it a slowdown and take action. >> let me show you "the new york daily news." it says "end this war now." it has a puck turpicture of bill bratton and patrick lynch. >> how do they ramp it down? >> it feels like a powder keg. the mayor says there are no meetings scheduled with the mayor's office and any unions. he has spent an extraordinary amount of time with the families of the officers ambushed. he is trying to make as many amends. they talk about the statistics and how low the crime is in the

city yesterday. the mayor praised over and over nypd as many times he could. >> that comment he made about disrespecting the families. for the officers that turned their backs, that will make them more angry. they will say they were not disrespectful to the families but disrespectful to police. >> they said this is one way they can vote with their voices and make their opinions felt and heard in city hall. all of this as well there is no contract for the police officers. they have not had one since the previous administration. some of that is also going on here. there is a great lack of confidence in the mayor right now among his force. >> he is not about to apologize. >> that will not help. >> miguel marquez, great to have you here with us. disappointment and concern in indonesia this morning as crews searching for airasia flight 8501 race the clock in harsh conditions. the more time passes the harder it comes to find the wreckage of

the flight and harder it will be to identify bodies found. hope that rough weather would break today was dashed. more than 100 divers in the search zone have not been deployed. we have our cnn correspondent anna coren in surabaya with more. >> reporter: that is right, christine. there were high hopes the weather would clear and good conditions today because the waves are not as high but that did not prove to be the case. two divers got in the water to see what it was like. visibility was zero. they came back up and instead, at least 97 divers who are now on stand by. we are waiting to hear whether or not they managed to get into the water late this afternoon. from all accounts. the weather has closed in. storms have come into the area and there are vessels out there. there are planes flying and searching for the wreckage.

as it stands there is still no major developments. four objects have been found. speculation that the tail had been spotted. well the head of the search and recovery operation has confirmed it was not the tail. there is confirmation there. certainly we have heard in the last half an hour that two other bodies have since been retrieved from of water. that takes the total from 39 bodies that have been recovered from the java sea ever since that airasia flight 8501 went down on the 28th of december. the two bodies are prepared to be flown here to surabaya where they will be handed over to the hospital where the identification process will begin. we have been discussing over the past few days that the longer this drags on the more the bodies decompose. we spent time today with the head of the disaster victim

identification unit. he said the majority of the bodies brought to him so far have been in tact. as the days go on it will become body parts and then worse, he said skeletons. this is what this team is dealing with as the bodies are brought in. certainly, christine, very frustrating times for everybody involved. they want to find the wreckage and bodies. they believe the majority of the bodies are still strapped in their seats in the wreckage of the plane at the bottom of the java sea. they just can't find it at this stage. the hunt is on for those black boxes. 22 days before the batteries run out on those. the time as we say, is ticking. christine. >> anna coren, thank you for that. 37 minutes after the hour. when congress reconvenes at noon the republicans will be in control of the house and senate for the first time since 2006. there are bumps in the road ahead for the republicans.

meteorologist pedram javaheri. >> good morning, john and christine. let's talk about the pacific northwest in recent days. tremendous rainfall on the coast. this is where we had the landslide across hoquiam. we have the olympic mountains on the western side. they take the brunt of the rainfall and snowfall. squeezing the moisture on the western side. you get to the eastern side and seattle is quiet. generally speaking minimal rainfall. some areas no rainfall at all. the big story right now, talking about what is happening in chicago. average temperature this time of year freezing. 32 degrees. tuesday's high temperature is 14. it drops to the high of 1 over the next couple of days. windchills could be 25 or 30 below zero. in fact over the next week chicago will struggle to get up to the average of freezing for this time of year. notice minneapolis also the high temperature is minus 3. windchill at 40 below. new york and boston highs in

details come out in court. it is likely they are going to sue, but no doubt, conversations with lawyers going right now in buckingham palace and windsor, which is where i understand prince andrew is just outside london. now, he was in switzerland on a skiing holiday when the scandal unfolded over the weekend. the british newspapers are trying to get all of the news on the story they can. prince andrew was there with his ex-wife at the time sarah ferguson. there she is. making the point to reporters there that he is a great man. the best man in the world, in fact. "the daily mail" using that headline, the greatest man, featuring a picture of prince andrew with virginia roberts back when she was 17. "the daily mail" hasten questions here that it believes the palace should be answering.
