4:00 a.m. in the east. in hours, president trump will give his first address to the joint session of congress. the speech writing team to finalize the address which is expected to be heavy on national security creating economic opportunity and quote promises made and promises kept. the white house sent an e-mail to outlets. the e-mail was provided to cnn. it notes the president will address safer communities and better schools for the forgotten men and women. apparently a reference to poor and minority communities. he will layout a plan to work with congress on a sweeping agenda with better workplaces for parents and better education for kids. >> this comes at a critical time. the country is waiting on the president's health plan and budget outline just made public and options for winning the

fight against isis. we have jim acosta with a preview of the address. >> reporter: dave and christine, the president is appearing to have a tone of renewal of the american spirit. that is the theme of the speech. the white house is signaling that president trump is sharpening the budget axe to non defense spending. only the pentagon is spared in the budget plans. the president is expected to propose a big $54 billion increase in defense spending. just to put that in perspective. that is larger than what the government spends at the state and epa. the president said yesterday here at the white house, agencies should brace for leaner times. >> we will do more with less and make the government lean and accountable to the people. we can do so much more with the money we spend. with a $20 trillion in debt, can you imagine, the government must

learn to tighten its belt. something families all across the country have had to learn to do. they had to learn do to do it. >> reporter: dave and christine. >> we will look for that. >> he wants to cut funding of agencies. here is the projected budget outline for 2017. about 66% is mandatory spending. the bills the government has to pay. remaining one-third is discretion spending. bulk of that is defense. trump wants $30 billion added to the spending. he wants to increase the defense spending by $54 billion. he can cut government prom pro and agencies. this is more of a guideline.

this goes to the federal agencies to give them a head's up. then it goes to congress and could look different by the time it is passed. one group is excited about the policies. the dow hitting another record high. that's 12 in a row. it ties the record set back in 1987. dow up incredible 2,400 points since president trump detectiel president. running into stumbling blocks in morning. two house conservatives, chairman mark meadows saying he would vote against a draft of the obamacare repeal bill leaked last week. meadows calling for the refundable tax credits which he calls a new entitlement program. ahead of the speech, the president is admitting that replacing obamacare is tougher than it looked from the campaign

trail. cnn's phil mattingly has the latest. >> reporter: it has been a seven-year war for the republicans against the cornerstone achievement. repeal and replace of obamacare. the process of actually doing it is slightly more difficult. something president trump made very clear yesterday. >> we have come up with a solution that's really, really, i think very good. i have to tell you, it is an unbelievably complex subject. nobody knew health care could be so complicated. >> reporter: on the policy side and politics and procedure side here on capitol hill under scoring the urgency for house gop leaders. they want to move fast and with good reason. they see the town halls and they see approval numbers for obamacare rise. they want to move quickly. if they don't, if people feeling the election pressure and feeling that town hall pressure, who knows what could happen. they want president trump not to

get behind in general proposals, but specifically get behind the path laid out by house speaker paul ryan. that is what they want in the speech. the question is will he go that far? is he with them in the process? >> reporter: thank you, phil. bernie sanders not known for his sense of humor. busted out laughing when asked about the trump comment nobody knew how complicated health care could be. serving on the senate health committee providing care in the nation of 320 million people is very complicated. >> stunned. every day. you just mentioned to me. this is the president of the united states. we have debated health care in the country for 30 years. he says, who knew how complicated it was. he is maybe the only person in the country who doesn't know. >> the former candidate says he does not believe democrats

should help repeal and replace. members of the key house committee looking into russia's interference allegedly. and they will examine contacts with the trump campaign and russia and also look into who leaked key details about russia's action. the leadership on the committee is at odds over what investigators have determined. if they determined anything at all. house intel chairman tells cnn there's no evidence that russian officials communicated with the trump campaign and is brushing off calls for an independent investigation. >> not that i'm aware of. we have not seen any evidence of anyone from the trump campaign or any campaign for that matter, communicated with the russian government. >> the ranking democrat says the committee hasn't looked into the issue yet. saying the white house is too quick to dismiss the

investigation. >> that is like saying before you begin the investigation, because you haven't started it yet, you should not start it because you don't have the evidence. we need to follow the facts wherever they lead and not begin with the conclusion as the white house would like us to do. >> there are questions over whether the housecompromised after the chairmans discussed with the white house and agreed to speak with reporters about the russia connection. president trump says he insists he knows who is responsible for the town hall. in an interview with fox news set to air this morning, he sets the finger at president trump. listen to him suggest mr. obama is orchestrating this before he takes it one step further. >> can we talk about president obama? it turns out his organization is organizing the protests that the

republicans are seeing around the country and against you. do you believe president obama is behind it? if he is, is that a violation of the uncalled so-called president's code? >> i think he is behind it. i think it is politics. people are behind it. some of the leaks, possibly, come from that group. some of the leaks, which are serious leaks. they are bad in terms of national security. >> is it produded question. cnn reached out to president obama's office for comment. sean spicer denying the cnn report that trump blessed his decision to search cell phones and block reporters from a briefing. spicer said that move to check the phone of top aides to see if they were leaking information or using evncrypted apps to talk t reporters. he says those were his ideas.

quote mr. trump did not sign off or know what i did. that is not accurate. i don't believe he knew there was a gaggle. it was not discussed with him or any other staffer. a driving force behind the trade agenda will be sworn in. the senate voting 72-27 to confirm wilbur ross as commerce secretary. a final vote for interior secretary ryan zinke is now scheduled wednesday. rick perry still awaiting for confirmation. sonny perdue is still waiting for committee hearings. >> now wilbur ross is secretary, he is key part of the agenda. including involving the budget negotiations. >> trade. >> exactly. now a feeling that the team can really get up and running.

welcome back. a preliminary framework for wrapping up the war on isis is in the hands of president trump. the pentagon delivering options with diplomatic and financial and military strategies. that is setting ground forces in northern syria could be on the table. we have cnn's jomana karadsheh joining us from amman, jordan. >> reporter: dave, the attitude is wait and see. the realization there are so many options on the table and people want to wait and see what the administration decides to do when it comes to the fight against isis. you have some in the region who would be welcoming of an

increased u.s. role in the fight against isis. some who have been critical of the united states saying that they haven't been aggressive enough in the fight. you have others who are very suspicious of u.s. motives. especially when there is talk of the possibility of deploying ground forces and combat forces in northern syria and increasing the number of forces in iraq. some who feel that there's more to the u.s. intention here of deploying troops. especially after we heard the talk from president trump about mistakes in the past and not taking iraq's oil that really has increased those suspicions in some parts of the region. you have others concerned also about increasing and having more fighting forces in northern syria. a complex battle field with so many groups there and competing

interests with u.s. forces raises the concern that it would make the battle messier. there is no real one option that is accepted by all in this very complex and very divided region. dave. >> thank you, jomana. breaking overnight. cnn learned two women charged in the murder of kim jong-nam. the half brother of kim jong-un. let's go to alexandra field. she is live in kuala lumpur with the breaking details. there are a suggestion that the family of the women were duped or a tv prank. the authorities see something more devious. >> reporter: that's right. authorities here believe the women were trained to kill. both women told authorities they thought they were participating in a prank. the officials say they have enough to charge the vietnamese and indonesian woman with murder after putting the liquid on kim

jong-nam's face. investigators are still looking into another case of a man not charged yet. envoy from north korea arrive in kuala lumpur paucalling for tha man's release and calling for the return of kim jong-nam's body and asking for better relations. the north koreans are critical of the investigation into kim jong-nam's death. officials said north korea has refused to cooperate. officials are looking for seven more north korean citizens they want to question in connection with the attack. without more cooperation from north korea, officials could look at various actions. they already recalled ambassador posted to pyongyang. they could look at shuttering the embassy and ending the travel program for north korean citizens. >> alex following every twist and turn of the mysterious

it is critical to keeping america safe. dave, they say the state department, foreign aid spending, is a compliment to the military strategy. these are investments in the country to have a seat at the table to craft policy there to prevent military conflict later on. >> let's not forget during the benghazi investigation, the argument was the state department cuts left them vulnerable to attacks in benghazi. a bit of a hypocritical message. republican efforts to repeal and replace obamacare running into stumbling blocks. two top house conservatives mark meadows saying they would vote against a draft of the obamacare repeal bill that leaked last week. meadows calling for refundable tax credits which he calls a new entitlement program. the president is admitting that replacing obamacare is tougher than it looked from the campaign trail. we have phil mattingly.

countries like jordan who have wanted to see a more aggressive u.s. approach when it comes to the fight against isis in iraq and syria and expanding beyond that. you have others who are suspicious of u.s. motives. especially when it comes to the notion of more combat forces in iraq, for example, more troops in iraq. or deploying combat ground forces in northern syria. some very suspicious. especially after hearing president trump talk about what he described as mistakes of the past and not taking iraq's oil. you have some who will be very concerned about adding more combat forces in northern syria. very complex battle field there where you have so many different groups already engaged in the fighting there and competing regional and international interests. there is that concern. of course, the issue of the

syrian kurds and how they deal with that issue. they have been considered one of the reliable partners in the fight against isis. so far how is this administration going to deal with this syrian kurds and support they have been providing them which is not very acceptable to turkey. there really is no one option acceptable for all in this very complex and very divided region. >> it never is. if there were a magic pill or silver bullet, it would have been deployed. thank you, jomana karadsheh. breaking overnight. two women will be charged in the murder of kim jong-nam. the half brother of kim jong-un. we have alexandra field in kuala lumpur with the breaking details. good morning. >> reporter: the busy airport in

kuala lumpur terminal. they will now go to court tomorrow to face murder charges. both of the suspects claimed they thought they were part of the prank when asked to put liquid on kim jong-nam's face. the charges they are facing are murder. the conviction comes with a mandatory death penalty. a north korean citizen in custody who malaysian officials are investigating. an envoy from north korea has arrived in kuala lumpur to lobby for his release. that envoy also seeking the return of kim jong-nam's body held in kuala lumpur. he wants it returned to north korea. he is working toward better relations with north korea and malaysia. relations with the two countries increasingly strained. north korean officials critical of the malaysian investigation. malaysian officials are not getting the cooperation from north korean officials. they are looking to question seven north koreans in
