christi christine romans. he left no manifesto, no evidence of his motive. investigators are now discovering disturbing clues behind the shooting in las vegas. the shooter tried to buy tracer ammunition at an arizona gun show in recent weeks. >> tracer like those you see here are completely legal. they have a coating or charge that burns brightly when fired, and could have allowed fun man to target his deadly fire much more accurately. officials say the shooter bought other ammo at the gun show but could not obtain these and there are new details about the note left in the gunman's room at the mandalay bay. sheriff lombardo telling the nrk times the note contained numbers analyzed for their elements. >> it appears he was not just

statement quote, the nra believe the that devices to allow semiautomatic fiefls to function like fully automatic rifles should be subject to additional regulations. >> they call for the atf to review rapid fire devices. it doesn't mention congress. president trump is also signaling he is willing to look into the matter. willen to how speaker paul ryan. >> the point is we all have to get more educated as to what these are. how they became available in the first place. was it a regulatory misstep by atf some number of years ago? h and we all know and believe that fully auto weapons are illegal. and so is this a big gap that needs to be close, and if so, how to close it. >> a congressman is planning to introduce legislation. i can tell you there has been a

run on bump stocks. cnn reporting that most of these dealers can't keep them in stock. there's a run on them because the assumption is that they will be restricted or banned in some way, so as we often see after a mass shooting, there is a mass rush to buy. >> even though you talk to most gun shop owners, they say it's some gimmicky sill y we vice we ha no interest in. >> walk under the circumstances through who has the responsibility for regulating these so called gun stocks. is it the atf? is it congress? who has the responsibility here? >> it's a complex technical -- we always took the position that we enforce the laws congress enacts. i disagree with speaker ryan's claim that they're illino are i.
1:06 am
in in situation he's not authorized to have a fully automatic of any kind. >> those would have to be made prior to 1986 as well in h addition to being allowed to own them. here's what kellyanne conway told chris about who is to blame here. >> we are hearing from so many legislators and so many individuals in this country, they never even heard of a bump stock before. and so, i did know and it's in the "new york times" today that it was president obama's atf, the bureau of alcohol, tobacco and firearms in 2010 that decided not to regulate this device. >> they decided not to regulate the device. your response? >> i'm not aware that did or did not happen. what i can tell you is that there are any number of devices like this that are on the market
1:07 am
that some people who are gun enthusiasts know about. this is not something that was widely known. now, all of a sudden, after this tragedy people are running out to buy them because there's a fear there may be some increased regulations, either by the atf or by congress through legislation. >> to me, dave was talking to a bunch of gun shop owners saying it's a gimmick, kind of make youtube videos, but essentially this device allowed this man to outgun hundreds of law enforcement people. he had more fire power than they did, didn't he? >> very true, but keep in mind, what the suspect had was method, motive, means and intent. whether he did it with this device or four semiauto rifles or combination of rifles and pistols, it doesn't change the intent he had.
1:08 am
>> those certainly would have saved lives had the bump stock not been available but there are many other devices that can automate a semiautomatic weapon. that's why the other legislation may be more important. the carlos ca bell low legislation i believe just covers the bump stock. what about the other reporting he may have targeted these other festivals? >> it el ttells me his intent w more broad reaching than we initially thought. investigators are going to determine where he's been and stayed and where he purchased guns, what gun shows he might have went to. we might find he may have been targeting any number of locations over the past year or two. that's going to take time to ascertain. >> we don't have a manifesto. there's some interesting strange note covered with numbers they found in his hotel suite.
1:09 am
we don't know what that means. it's almost as if this guy had a second life secret life and we don't have a motive here yet. he was clearly gunned up. he was armed to the teeth. as a former atf, how concerned are you, one individual can cause so much damage? >> listen. when i go back to my experience in law enforcement. i've been in people's homes who have hundreds of guns. we keep talking about ammunition. 1600 rounds of ammunition is not a lot of ammo for a gun that fires fully automatic. it's just one of those things people have a lot of guns. >> all right. well, and that's not going to change any time soon. >> all right. thank you. talk to you in about 30 minutes. all 58 victims who died in h the massacre have now been identified. much of the focus has been on the gunman and his motive, it is

police vehicles, just remarkable. unexpected twist now in the battle over gun violence. the national rifle' association announcing it is in favor of tighter regulation of those bump fire stocks and these other devices that allow semiautomatic weapons to simulate fully automatic weapons fire. the nra statement comes out amid calls for an outright ban on these devices. the gun rights group says the nra believes that it should be subject to additional regulations. >> the nra statement calls for the federal bureau of alcohol, tobacco, firearms and explosives to review rapid fire devices, it does not mention congress. president trump signaling he's willing to look into the matter. listen to house speaker paul ryan. >> the point is we all have to get more educated as to what these are, how they became available in the first place.
1:35 am
was it a regulatory misstep by atf some number of years ago, and we all know and believe that fully auto weapons are illegal and so this a big gap that need tsz to be closed and if so, how to close it. >> various members of congress watching youtube to figure out what these are. legislation will be introduced next thursday. let's bring in former at executive via skype this morning to talk about who owns the responsibility of this. the because the nra made it seem as though it is on the atf and here's what kellyanne conway said to chris cuomo on "new day" yesterday. >> we are hearing from so many legislators and individuals in this country and you read it publicly too.
1:36 am
they never heard of a bump stock before. so, i did know and it's in the "new york times" today that it was president obama's atf in 2010 that decided not to regulate this device. >> okay. the matthew, did the achltd tf denied not to regulate these things or is it up to congress? it not clear. >> it's a complex cycle, as you know. the atf enforces the laws that congress enacts and the a -- this always comes up whenever an incident like this happens. but it's very clear, the bump stock is not a firearm, and atf does regulate firearms. that language is very clear. >> so when you look, there's a 2010 letter that say said it petitioned the atf to approve this as a way to help people with disabilities simulate an automatic weapon without having to hold it a certain way.
1:37 am
this is to help people with disabilities who couldn't use a semiautomatic in the right way. does that wash with you? >> well, it doesn't wash with me personally, but i know that unfortunately atf is put in the position to have to evaluate things like this quite often. conversion kits that convert firearm the from semiautomatic to fully. and we can only evaluate things as relates to what they are. the they're not a irm fu. then we don't regulate them. >> if there's legislation that bans, makes these illegal, would it solve the problem or would much more about required to stop the problem? >> it will sol that problem for this specific device but it doesn't solve the broad problem of criminals, method, motive. >> sorry to interrupt. let me make clear. are there many more device that

is can automate a semiautomatic weapon? >> there are many other process the out there that people are aware. that can automate semiautomatic weapons, yes. >> let me ask you this new detail about the tracer rounds that the gun man at a gun show in a southwest tried to buy tracer rounds. how does that change i guess your idea of the grandy os itty of this particular shooter what he was trying to do? >> does t. doesn't. we may find the fact that he tried to buy other types of am nation and other gun shows around the country. one thing we know now is that his activities transcended geography time. >> still no sense of a motive as to why stephen paddock did this. but what does it tell you that there may have been a reservation or him with the same
