first day on the job is today. >> thank you, abby. the pentagon had to deny syrian state mediimmediatmedia reports attack was on the air base in homs. we now could learn who is behind the strike. we have ben wedeman in beirut. ben, what are you learning? >> reporter: we heard early in the morning local time that there had been a missile strike on what is known as the t-4 air base which is one of the largest air bases in syria. about 60 miles northwest of damascus. initially the syrian media was saying it was probably an american strike. of course, the pentagon quickly denied it. now we're hearing just a little while ago from a statement from the russian defense ministry saying it was israeli aircraft that launched the missiles.

according to the russian statement, two israeli f-15s while flying over lebanon fired eight rockets at the t-4 base. five of them were intercepted. three hit the base. we don't know the specifics of damage or whatnot. the syrian news agency in their statement did say there were casualties and fatalities. there have been reports that perhaps there were iranians among those figures because in the past that was a base that had been used by the iranians to launch drones toward israel going back to february. alison. >> if israel did carry out the missile attack, it is unclear as to the timing and why they did this at this moment. ben wedeman live for us in beirut. thanks. joining us this morning live from washington is political analyst josh rogin. josh, good morning.

>> good morning. >> josh, the president in the wake of the alleged chemical attack said animal assad will have a big price to pay and he is being urged to respond by several people, including noted hawk lindsey graham from south carolina. listen to what he had to say. >> defining moment in the presidency. he has challenged assad in the past not to use chemical weapons. we had a one-and-done missile attack. assad sees it again. they see our determination to stay in syria waning. this is no accident they used chemical weapons. if he doesn't follow through and live up to the tweet, he will look weak in the eyes of russia and iran. this is a defining moment, mr. president. follow through with the tweet. show resolve that obama never did to get this right. >> josh, in light of his own strong language which is matched by others, does the president have any choice but to respond

somehow militarily in syria? >> of course he has a choice. i would say although we don't know what will happen in today's meeting. the likelihood of a strike is relatively low in my view. every time this comes up, they have to come through a process to prove what they are striking is in response to something they know what happened and there is evidence to attribute what they are responding to as in this case the deadly gas strike to the assad regime. all of this is difficult in the current environment. you will have people inside the meeting arguing for a strike. others arguing against it. you know, i wouldn't prejudge that. there are a lot of options the president has moving forward. as for graham's overall point. i agree with the administration risks losing credibility if it doesn't respond strongly.

the president signalled to iran, russian syria his view. he said he wants to pull out. he said let others handle it. if he strikes or doesn't strike, his overall strategy is clear. he wants u.s. out of the syria game. so far, despite what we saw yesterday, we have not seen him pull back on the basic sentiment. >> josh, we see what the president is tweeting and many can interpret it as a red line. you look in the past and as early as sunday president trump blaming obama for allowing assad to cross president obama's red line. let's look at a tweet from 2013 that donald trump had written as citizen trump. the only reason obama wants to attack syria is to save face over his dumb red line statement. do not attack syria. fix usa. then sunday, he tweeted if

president obama had crossed his stated red line in the sand, the syrian disaster would have ended long ago. animal assad would have been history. president trump acknowledged or realized he is laying out a red line himself and he is being hypocritical in his tweets? >> i would say this is the latest in years of confusing and contradictory statements of syria coming from citizen trump and now president trump. that message and approach is a hallmark of the president's syria policy. some days he is for a tough humanitarian response and some days he says it is not our problem. some days he says we will kill isis. some day he says we will get out. this overall strategic confusion is what undermines the effectiveness of the u.s. policy in the region in my view. you know, the bottom line here is that nobody understands what

president trump is willing to do and what he will do and in that vacu vacuum, other actors are advancing. this is not the first chemical strike by the assad regime in syria since president trump struck last year. he has been doing it the whole time. the message the assad regime and others have gotten there will not be a strong response. if there is a response today that could change the calculus. overall, what we have seen over the past year is the assad regime, russia and iran increasing the sieges and torture and mass murder. that is the pattern. they are awaiting the war. they are advancing on the rebels. they are taking back territory. they see the total confusion of messaging in washington as an opportunity to advance their interests. again, it is against the interests of the united states and partners. that confusion is really untenable. if the administration is now going to come together with a

new national security adviser who starts today, john bolton, and come up with the serious strategy that is coherent and can be implemented, that is a positive thing. it has to state a clear issue of what the strategy is in the u.s. that is what we never understood. >> a lot of questions facing donald trump and john bolton. josh, thanks. as trade tensions with china escalate, larry kudlow says beijing is not talking in earnest among the threats of tariffs. >> after we made the first round, the chinese response was unsatisfactory to put it. the president is trying to get their attention again. the process may include tariffs. i cannot rule that out. it may rest eventually on negotiations. we will see how the president wants to do it.

>> last week, president trump threatened an additional $100 billion in tariffs on china. that followed an earlier announcement on tariffs of $50 billion of chinese goods. china retaliated with tariffs on u.s. exports. kudlow says no tariffs have been implemented. he is one of the white house officials sunday out on the talk circuit trying to downplay talk of a trade war. treasury secretary steve mnuchin says he doesn't expect a trade war and peter navarro says tariffs are a negotiating tactic. sunday morning, president trump tweeted he and xi jinping will remain friends no matter what happens with the dispute on trade. the hope is to calm wall street. a possible trade war is really shaking markets. dow lost 572 points on friday or 2.3%. led by boeing and caterpillar.

welcome back. texas officials are deploying the first wave of national guard troops to patrol the state's 1,200 mile long border with mexico. once the troops are in place and mission and requirements are determined, thousands more could be deployed. laws bar actual immigration enforcement by the military. these troops are limited to support tasks like training, construction and intelligence. we now get more from cnn's kaylee hartung. >> reporter: troops will be

attack. we have cnn's ben wedeman in beirut. do we know they hit syria before? what more are we learning this morning? >> reporter: this came in a statement from the russian defense ministry, alex, which said two israeli f-15s flew over lebanon. from lebanese air space, fired eight missiles. it is known as the t-4 air base which is 60 miles northeast of damascus. according to the russians, five of the missiles were intercepted. three hit the targets. the syrian arab news agency, the official syrian news agency, is saying there were fatalities and casualties, but they are not going into any detail. the israelis, for their part, are declining to kmicomment, wh is normally what they do in these circumstances. it is well known over the last

few years israelis have conducted more than 100 air strikes inside syria. normally the targets are operatives from hezbollah or iranian forces. it is known that the t-4 base does host iranian personnel. it was from there on february 10th, that the iranians launched a drone in israeli air space. on that occasion, israelis did respond by attacking t-4, but one of the f-15s was shot down by syrian depp fenfenses. >> this may not be tied to the chemical weapons attack? thank you, ben wedeman. >> joining us live from washington is political analyst and post reporter josh rogin is back with us. good morning. we continue to talk about this alleged chemical attack in

if he doesn't follow through, we will look weak in the eyes of russia and iran. you need to follow through with the tweet. show a resolve that obama never did to get this right. >> if he doesn't live up to that tweet, how do you see this playing out, josh? >> it is important to know a couple of things. this is not the first chemical weapons attack by the assad regime since we struck last year. they have been doing it on a semi regular basis this whole time. i remember a few weeks ago where similar chlorine attacks. there were issues with the trump administration over whether or not to strike. they could not attribute the attacks or get the evidence to support the case for a strike. they did not strike at that time. this time they will have a similar problem due to lack of access to build a case to defend on the world stage to make a strike. that doesn't mean they won't

strike. president trump is libel to do anything. he has shown a willingness to break all of the rules. i would caution it will be tough for the national security council to present a case to the president to present that case to the world to lead the strike on assad. there are a number of things the united states can do. more sanctions or more diplomatic pressure. president trump could knowledge the united states has national interests in syria and pull back on his promise only from last week to cut and run. these are all of the other options. if he does nothing, if he simply let's it go and the tweets are bluster with no follow through, in that case, senator graham has a good point which is american credibility is lessened. bad actors in syria emboldened. we can expect further use of chemical weapons because the assad regime will get the message that the international community doesn't care. >> if the president is talking about the big price to pay and there is a strike that plays out, that would mean the u.s.

getting more involved in syria at a time when the president talked about being less involved in syria and pulling out u.s. troops. listen to what he said recently about that. >> we're knocking the hell out of isis. we'll come out of syria soon. let the other people take care of it now. >> that obviously would be at odds with striking and getting more involved in syria. josh, that language about pulling out of syria. doesn't that encourage the syrian regime and allies to act with more impunity and carry out chemical weapons attacks like we have seen over the weekend? >> yes, i think you are right, alex. one, the assad regime is not primarily based on u.s. policy. they are to take back the territory through the most criminal means. they will do that whether we say it is okay or not okay. they have been mass murdering civilians for years. they will continue to do it.

there has never been enough pressure to bring them to the table. the fact that donald trump is all over the place, back and forth. a strong response. we have to pull out. sure, that contributes to the confusion and leaves a vacuum filled by bad actors. it harms the u.s. ability to do what it has to do which is get a coalition of countries to bring their collective power to stop syria from murdering civilians. if he strikes, it signals a reversal of the policy he just announced last week. it signals a u.s. commitment to doing more in syria. it doesn't actually give you a strategy. a strike is not a strategy. a strike is just a strike. it puts u.s. credibility on the line, but doesn't answer the question of what do we care about in syria? what are we willing to defend our interests and the interests of our partners and what are we willing to defend the interests

nic, the syrian regime allies rallying around it and dismissing the reports out of hand. what are the russians saying? >> reporter: we heard from senior russian lawmaker comparing this situation in syria, the chemical strike there, with the poisoning of the former russian spy sergei skripal in britain over a month ago. saying essentially it is all the same fabricated narrative. it is all about blaming russia. the russian military is putting the strongest of face on this saying there could be dangerous consequences. they will take down u.s. missiles and target american carriers. the ones presumably that would fire the missiles. the russian military, the general staff, is taking a strong line. we hear from the military pushing back and making allegations these are just fabrications and this is a hoax and reminding the united states that russia has service
