"early start" continues right now with the findings of the stunning doj inspector general report. certainly there are a lot of things in this report that not only worry those of us in the administration, but should worry a lot of americans. >> both democrats and republicans somehow see redemption in the same report from the inspector general. although one fbi agent's text messages about president trump is especially damaging. and president trump approves tariffs on $50 billion of goods from china. this move is likely to provoke a strong reaction from beijing. several people are in the hospital after a roller coaster derails in florida. some victims falling more than 30 feet to the ground. that's on my list of nightmares. welcome to "early start."

i'm dave briggs. >> i'm christine romans. it is 5:00 a.m. in the east. this is the big story. the white house and allies quick to seize on a report from the justice department watch dog on fbi actions before the 2016 election. the doj inspector general calling former fbi director james comey's actions extraordinary and insubordinate. he was not politically motivated. the report details numerous failures by top officials heading the hillary clinton e-mail probe. concluding the fbi actions cast a cloud over the bureau. >> one of the ironic findings, comey used a personal g-mail account for official government business.

and in the other issue with the fbi, peter strzok and lisa page. >> the inspector general did not rule out anti-trump bias with strzok. he noted the russia investigation for a month instead of following up on a cache of clinton e-mails. this is tout by trump allies by deep state conspiracy to damage the president and using it as fodder to get rid of the russia probe. trump lawyer rudy giuliani is going straight at peter strzok. >> tomorrow mueller should be suspended and honest people should be brought in to investigate people like strzok. strzok should be in jail by the end of next week. >> political correspondent sara murray last more. -- has more.

>> reporter: good morning, dave and christine. in a report on the clinton e-mail investigation, the justice department announcing no evidence that conclusions from prosecutors in the hillary clinton e-mail probe were effected by bias or other improper consideration. president trump has made a habit of smearing the fbi work. this finds that former fbi director james comey's action were extraordinary and insubordinate. it was not fueled by political motivations. the 500-plus page report led to comey's initial july 2016 recommendation that clinton should not face charges. it condemns comey for usurping loretta lynn's authority at the time. -- lynch's authority at the time. and the discovery of e-mails were announced to the public days before the election. he calls that decision insubordinate.

the first, this is the second ig report that has been released. there is a third that is hurdling toward us which is the investigation into the investigation of the trump russia investigation. we still have that on the horizon. i thought fbi director wray did a nice job of getting out in front of the, not allegations anymore, and say we will fix these things and make sure we conduct better training and we get better oversight and we sanction the people that committed really unthinkable acts in the report. i have to tell you, i started reading it and i was clean shaven. 568 pages. including appendix. it was a deep dive into the investigation. >> i'm not the first to say it was choose your own adventure reading. will stop it. really appalling anti-trump sentiment that appears to be passed along between two fbi folks during the election. that is a problem here. also in terms of what it means for jim comey. democrats said we told you jim comey handled it badly. the times was terrible for hillary clinton. here is what he said. my team believed concealing the investigation would have been catastrophic to the institution. the ig weighs it differently. that's okay although i respectfully disagree. how does your former boss come off here? >> sure. christine, i agree with comey. i believe he was thrust into an untenable position as he described it of a 500-year flood. i think he was illequipped to

deal with that. the evidence produced no specific investigatory decisions. that says james comey did not place his finger on the scale purposely. james comey did not allow anything to infect the decision bias or decision making. to your point, there were people in his orbit, young, i inexperienced agents that did not think the same way he did. that was good to get it rooted out. it did not impact any investigation. those people need to be sanctioned and make sure this doesn't happen again. >> ironically, peter strzok, helped donald trump and drove the nail in the coffin, some feel, of the hillary clinton campaign. let's play for you what is now known as the full rudy. here is giuliani last night.

let me tell you what he said. tomorrow mueller should be suspended and strzok should be in jail. does this have anything to do with the mueller probe and should strzok be further investigated? perhaps did he commit a crime? >> dave, i have been very vocal in this issue. i was once an ununabashed fan o rudy giuliani. i think he has jumped the shark with this acting as house counsel. it is not right or appropriate for him to weigh in on who should be jailed and not jailed. those decisions will be made if a criminal referral is to be done. that would be done by the ig to the department of justice.proto. that is the steps that need take place. he is fanning the flames. i think the mueller

pages of the ig summary. some zeroing in on one thing. some looking at the bigger picture. some using it to condemn fbi director james comey. what is your take away from the report with 25 years experience at the bureau? >> christine, you nailed it. it is a test for perception. those that are deep staters and convinced that within the government apparatus that we are working to subvert the will of the people saw what they wanted to see. those resisters looked at it and saw what they wanted to see. what is important is yesterday is not just the release of the 568-page report, but the fact that you had a press conference and director wray has made it his calling card not to get out in front of the media and hunker down and do the work and do the

business of the fooibi. you had james comey drop an op-ed and say he accepted the findings and he disagrees with the report. everyone will find something in the investigation that it proves my point. the most important thing here is the fbi has to fix some things that there is incontrovertible evidence done incorrectly. miscalculations. that has to be fixed. >> no one needed an ig report to determine that james comey screwed up in the lead-up to the election. these three little words. we'll stop it. the most damning of the 568 pages. what did that do to undermine the public trust and the place you spent for 25 years? >> i think what it does is it continues to tell folks that people who took issue with the things coming out of fbi

headquarters, they called them the tin-foil hat crowd. there is something there. the inspector general said and i quote, they found no documentary evidence that bias produced investiga investigate -- investigative decisions. i'm convinced that is accurate. there are enough redundancies that it did not happen. that doesn't mean the political bias did not exist and certain people, dave, like peter strzok, were looking for ways to potentially influence the investigation. >> that particular text message exchange on government phones is something that really has a lot of attention. maybe outside attention. it just shows you even if there is a little bit of bias of the agency like that, it tanints th
