of the $120 million severance. good morning. welcome to "early start." i'm dave briggs. >> i'm christine romans. it is tuesday, december 18th. 4:00 a.m. in the east. let's start with former national security adviser michael flynn. set to be sentenced in a few hours for lying in the russia investigation. and special counsel robert mueller has released a memo giving details of the fbi interview where flynn lied. >> flynn allies, including the president, latched on to the fact that flynn was interviewed by peter strzok who was later fired over anti-trump texts. flynn suggests he was tricked into lying because he did not have a lawyer with him. the memo with the questions and answers debunks that claim. here is white house correspondent kaitlan collins with more. >> reporter: dave and christine,

michael flynn is expected to be sentenced in the federal d.c. court today. we know special counsel robert mueller has recommended litt little-to-no jail time. the special counsel released a memo detailing the notes that the fbi agents took when they interviewed michael flynn at the white house in his office when he lied to him about his interactions during the transition period. they asked about his conversations with sergei kislyak and an upcoming u.n. vote on the israeli saettlement and discussed the russian expulsion of the spies during the interference in the obama administration. he asked to mute reaction to that because the trump administration would come into office in a matter of days. what we were seeing from the memo released by the special counsel shows the level of detail in the questions that were largely yes or no questions

that michael flynn said no to when, in fact, he had discussed these things with the russian ambassador. it adds to the level of drama the day that michael flynn is going to be sentenced as well as two being sentenced for the lobbying in turkey. dave and christine. >> thank you for that. soon after the 2016 election, russian operatives got the top threat to the trump campaign. they targeted pages to create the russia probe as nonsense. >> the russian influence campaign targeted african-americans as part of a broader effort to suppress voter turnout among democrats.

for the border wall and where democrats stand, which is they will not give him the $5 billion. what i have been told behind the scenes is staff on the republican side have worked up several options that the president can take as a way out of the jam. it includes short-term resolutions. freezing the funding for two or three weeks time. just get past the holidays and get to the time when the democrats retake the house. and congressional republicans have not been given any signal if he would accept it or reject it. that leaves things where it is right now. a holding pattern. there is a question among republicans i'm talking to if the president wants a path forward. what senate appropriations chairman told me earlier today is perhaps the president doesn't want a solution. perhaps the president wants a shutdown. he claimed as up up to this

point. will they find a path forward? at this point friday is the deadline. there is still no plan. guys. stock markets deeper in the red with the concerns on the economy. the dow fell 508 points. the s&p lost 2%. it is at the lowest level of the year. the nasdaq is lower for the year as well. down 2.3% yesterday alone. the decline spread through global markets as well. nikkei and shanghai and hang seng closing 1% lower. markets in europe are opening lower as well. the dow and s&p down 4.5% this year. and down more than 8% just in december. this is shaping up to be the worst quarter and the worst year in maybe a decade. nasdaq down 2.7%.

year to date down 9%. the worst quarter for stocks since 2008. these are big moves. the biggest shift in ten years of the bull market. how is the president reacting? n one says he is privately expressing anxiety. all eyes on the fed tomorrow. the central bank is expected to hike interest rates and the president has privately and publicly blamed the fed. he said this is not the time for the fed to raise interest rates. >> further butt heads. the family of the 2-year-old boy on life support pleading for an expedited visa from the state department. the child's mother wants to pfl here from egypt to see him. she is a yemeni national and unable to fly.

all the major averages are now lower for the year and facing their worst year in a decade. the damage report is the dow fell another 508 points. s&p lost 2.1%. the nasdaq fell 2.3%. this is the worst quarter for stocks since 2008. this is shaping up to be the only negative year in a decade. a shock for investors who are used to winning. the s&p has had double digit returns in the seven of the last nine years. the central bank tomorrow is expected to raise interest rates. what will powell say about hikes next year and if the economy can withstand more of them? the president said he would release a second round of benefit payments to farmers hurt by tariffs. this is after china resumed buying u.s. soybeans last week.
