mr. trump urging him to reconsider. they believe isis will renew efforts in the region. top republican senators not pleased about getting blind sided. >> now we're dramatically less safe. this is an obama-like move. >> it is a terrible mistake. i think we will pay a price for it. >> it is hard to imagine any president would wake up and make this decision with this little communication and preparation. >> pulling the plug on these troops without due consideration to the consequences is something that i don't think any of us want to do. >> to say they're defeated is an overstatement and fake news. we have been dishonorable. this is a stain on the honor of the united states. >> the president did not make himself available for questions about syria on wednesday.

instead, the white house released a video of mr. trump explaining why he made the move. >> we have won against isis. we've beaten them and we have beaten them badly. we have taken back the land. now it's time for our troops to come back home. >> one problem. the defense department disagrees. they released this statement. the coalition liberated the isis-held territory, but the campaign against isis is not over. >> the white house is struggling to articulate the withdrawal plan. they cannot say how many troops have come home or the timeline or when other personnel will leave. an administration official referred all questions to the pentagon and the pentagon referred them right back to the white house. >> the president ordered to withdrawal all troops is being met with universal condemnation. there are a lot of reasons why. we have nima elbagir with more

from london. you know, everybody scratching their heads this came up out of nowhere. saying it is impulsive. what is behind this foreign policy decision? >> reporter: it is no secret that the president has signalled in the past he is keen to withdrawal from syria and he is keen to not repeat the mistakes of president obama, as he put it. this is something the key allies within the anti-isis coalition have been fighting. this is something which is a concern of conversations with the president and the egyptian president erdogan. this is a kurdish force which has been strong in the fight against isis fighting along side u.s. troops. this is seen as potential staging ground. they are feared for attacks

inside turkey by the turkish administration. tellingly, it is the turkish president with the allies who have come out and said this is a very good decision. other allies are not quite convinced, alison. france has agreed this is not over and there is still a fight against isis. more importantly, what does this do within the context of the broader fight of extremism? everyone we are talking to on the ground and diplomatically across europe is saying the same thing. what the president has done is telegraph to isis that the u.s. is not in it in the long term. he telegraphed to american allies that the u.s. is not in it in the long term. >> senator lindsey graham saying i think it is disastrous to our national security. nima, thank you. could be just a coincidence, but president trump is giving

russia two big gifts in the same day. pulling troops out of syria and lifting sanctions on major russian firms controlled by friends of vladimir putin. the united states is also sanctioning 15 russian intelligence agents for interference in the 2016 election. this morning, vladimir putin is holding the end of the year news conference. let's go live to moscow and bring in cnn's chief nathan hodge. nathan, any word of the u.s. pullout of syria? >> reporter: dave, yes, it is a conference we expect to go on for another three or four hours. no, syria has not come up yet. putin brought up issues s of t nuclear war which is increasing.

t another summit with president trump and kim jong-un has been rumored for early next year. the senate passed a stop-gap spending bill to prevent a shutdown on friday. the measure still needs house approval and the president's signature. the deal kicks the can down the road on critical issues like funding for the border wall. that is a tougher task for republicans once democrats take over the house next month. the funding for the wall has to go through nancy pelosi. the white house could get funding from other departments or carve out money for border security rather than a wall specifically. the dow to the lowest level of the year after the federal reserve voted to raise interest rates despite signs of softening and weeks of market volatility. the selloff left the dow at the

lowest level in 13 months and wiped out a 382-point rally that happened before the fed made its decision. the s&p 500 fell 1.5%. the nasdaq lost more than 2%. central bankers agreed to lift the rate to 2.25% and 2.5%. interest rates have increased seven times since trump took office. four of the increases under jay powell. the president has repeatedly attacked powell and blamed the hike for the market volatility and drops. when asked about pressure from the white house. powell said we will do our jobs the way they have always done them. stressing the importance of the independence from the political pressure. nothing will cause us to deviate from that. what rattled the market here is while the fed sent that signal to investors, it wasn't enough.

central bank will eye more hikes in 2019, but investors were expecting a slower pace. new memo could complicate william barr's nomination for attorney general. in a memorandum this year, chris barr writes the mueller investigation is fatally misconceived and president trump's interactions with james comey do not constitute obstruction of justice. the fact that barr weighed in on the issue and poised to oversee mueller's work could put the nomination in peril. >> barr was a.g. for george h.w. bush. also wrote that trump asking comey to let go of the michael flynn investigation and firing comey were both within his powepower powers as head of the executive branch. according to a justice department official, barr's memo was unsolicited. deputy attorney general rod rosenstein said this on wednesday. many people offer unsolicited

advice and barr's memo has no impact on the investigation. the house intelligence committee trying to decide if turning over roger stone's testimony to robert mueller. this has been a focus of the special counsel investigation. mueller looking to the back channels with wikileaks during the campaign. a vote to give to mueller would raise the legal stakes for stone. several republicans and democrats tell cnn they are willing to turnover the transcript of the special counsel's team. south carolina republicans could forgo the presidential primary in 2020 to show support for president trump. the move would be designed to frustrate the challengers to the president. the state's gop chairman asking why have taxpayers pay for a primary when the party totally supports mr. trump. a decision is expected by next

president announced withdrawal of u.s. troops, isis detonated a bomb inside raqqah. that doesn't mean they are managing a new union, but they are reconstituting. that is the worry of general mattis and what he has spoken about. it is not just about isis. it is the regional politics. that is something else that general mattis is concerned about. if the u.s. cwithdrawals from syria, it gives up the territory to iran. it is a worry for the u.s. and uk and france. that sends a bigger message. it sends the message the u.s. cannot be relied on in the longer term. >> that is the most important implication. nima, thank you. back here, the senate passed a stop-gap spending bill to prevent a partial government

the republican members feel pressure from the voters and if the president wants it, they will start hearing from it. they will be out of power in the house and it will be difficult. >> i have to ask this. back up to the reality tv crazy moment in the white house. roll it. >> i am proud to shutdown the government for border security, chuck. i will take the mantle. i will be the one to shut it down. >> he is the one to shut it down. where is the political damage? he vowed to shutdown the government. now he is backing off. oh, never mind the wall. >> we still don't know. he hasn't signed it yet. it has to go to the house and back to the president's desk. mark meadows is urging him not to sign it and says we're with you and the american people are with you. will he sign it? >> unless it is signed, sealed and delivered, we cannot assume. it looks like it is on the right track. before we got to this point in

the shutdown, it is interesting. both sides thought they would benefit politically from the shutdown. that is why i have been saying for months it was likely we had at least a short-term partial government shutdown because both sides think they will benefit. the president in the oval office was surreal. he so believes he is on the right side of it that if the government shuts down, he will look better and politically benefitting from it. >> let's talk about the friendly fire regarding pulling troops out of syria. it is hard for me to find anyone who support's the president's decision. all republicans in the senate and minus rand paul are against this move. it looks like push back. jamal khashoggi and the war in yemen, the decision to punt on the border wall. how significant is the fallout for the president within his party? >> it is interesting about the backlash on the syria decision.

first, bipartisan agreement. it is tough to get bipartisan agreement on anything in washington these days. over the last two years, the republicans -- disapproved of the president are retiring senators or not up for re-election. you had john cornwyn who is up for re-election in 2020. he is risking backlash from the president and constituents i talked about. the president is more popular with them than the senators. i think they so believe this policy is wrong. they are probably trying to keep it based on policy and not make it a personal fight with the president. that is what is interesting about the backlash. >> who is with the president on this? >> the president and the people within the walls of the white house. it is clear that not everyone within the administration is on

level of the year after the fed decision. the dow fell 352 points. that left the dow at a 13-month low wiping out the rally that happened before the fed announced the decision. s&p 500 fell 1.5%. nasdaq losing more than 2%. fedex is worried the tensions with the u.s. and china would hurt business. the company cut profit outlook next year lowing it to 10%. fedex ships all over the world. it is now saying inn it after nation -- inter nation busine business -- international business is lower in europe. now the company will offer buyouts and scale back hiring plans. it is considering a buyout offer for international staff. fedex is not saying how many jobs it is expecting to eliminate.
