the world. i'm wolf blitzer, and you are in the "situation room." >> this is cnn breaking news. >> we are following the breaking news. president trump says he is ordering the u.s. agencies to provide information on the residents citizenship immediately as alternative to asking an informal question in the census. he is retreating on the demand to add the question to the census citing the process of lengthy court battles and delays. tonight, house speaker nancy pelosi is trying to diffuse in-party fighting in public as they head to a pivotal moment of the investigation of the president. we are told that pelosi told the house democrats to show restraint and avoid the theatrics in robert mueller's testimony next week. and tonight, pelosi's clash with members of her own qaa sus

is more contentious after alexandria ocasio cortez accused her of singling out freshmen congresswomen of color. this how, i will talk to congressman and presidential candidate tim ryan and the correspondents are also standing by. first to, the chief white house correspondent jim acosta. jim, we heard from the president in the rose garden and he says that the census question on citizenship will no longer be an issue for him. >> that is right, wolf. a political retreat for the president as he is dropping the quest to add that citizenship question to the 2020 census. he talked about this in the rose garden a moment ago joined by the attorney general william barr and the commerce secretary wilbur ross and he is going to order all departments of the federal governments to hand over to the commerce department everything that they know, all of the data they have on undocumented people here in the united states so that the commerce department can

essentially try to cobble together an accurate count of what they say is the undocumented people in the country. that is the president's aim, he is saying in all of this, but the big headline out of all of this is that the president is dropping the quest that he has been on for months now to add the citizenship question to the 2020 census. his administration went to the supreme court and handed a defeat there and then in recent days the people like the attorney general william barr thought they could find another way to approach the question in the census, and have it tested in the court, but all of that was dropped as the president says he will try to gather all of this data on the undocumented by other means. this is what he day, i will be executive order to put this very plan in effect immediately. i am hereby ordering every department and federal agency in the federal government to give

all data showing number of citizens in the country. they must surrender all legal records in their possession immediately. we will utilize the vast federal databases to gain a full, complete and accurate count of the non-citizen population including databases maintained by the department of homeland security and the social security administration. we have great knowledge in many of our agencies. will leave no . >> after the president finished speaking he brought forward william barr, the attorney general, who did some damage control. and he said that the justice department could if they wanted to bring a different legal challenge to try to insert that question into the the 2020 census, but it is not a legal question at this point, but a logistical question as the commerce department has already started the process of printing

up the forms and beginning the 2020 census, and so the attorney general there will at the very end of the remarks in the rose garden was saying essentially if they wanted to fight it out in court, they could, but they have run out of time. >> they certainly have. thank you, jim acosta at the white house. and now southern border and the growing fear of undocumented immigrants into the country as we are going to ed lavandera at the border of texas. what are you learning about the raids and how they are playing out? >> we are told by the immigration officials that the focus is on about 2,000 people who have ordered of deportation, and these are believed to be migrant families who have come in recently, but that is not enough to stem the fears and the concerns of many undocumented immigrants across the country, and not just undocumented immigrant, but immigrants as well, because many of the homes they live in, you will have

essentially mixed situations where you have undocumented citizens living with the u.s. citizens which is a great deal of concern. and also, there is concern on the local levels and again the cities where these raids are scheduled to happen, and like houston, texas, and the police chief there told me this afternoon they will not be involved in any of the i.c.e. raids and his quote to me was that we chase crooks and not cooks. that is the sentiment in a number of communities as they are concerned about people not reporting the crimes because they will be bottled up in their homes. and in fact, we have spoken to several undocumented immigrants throughout the day, wolf, and they are treating it as a hurricane, and buying up the food and water and staying inside of their homes for the foreseeable future. >> ed lavandera on the scene for us in el paso. thank you, ed. important note to viewers to watch ed's special documentary "undocumented in america" airing at 10:00 p.m. eastern tomorrow night only here on cnn.

now, let's get to other important issues we are following including the house speaker nancy pelosi appealing for the party unity. she is embroiled in an escalating feud with the outspoken group of freshmen women including alexandria ocasio cortez, and let's go to our senior congressional correspondent manu, and what have you seen? >> well, it is a compromised bill for billions of dollars of funding to deal with the humanitarian crisis dealing with the border. that bill was pushed back from a number of liberal members in the caucus and some outspoken members including the four democratic house members led by alexandria ocasio cortez and the new york democrat. well, nancy pelosi took to the pages of the new york times and pushed back on the four members, and in response, alexandria

ocasio cortez pushed back on the speaker and said that she appears to be unfairly singling out women of color. so when i caught up with the alexandria ocasio cortez earlier today, i asked her, do you stand by those remarks, and she did. >> reporter: do you stand by your comments that the speaker unfairly singles out women of color? >> well, i think it's really just pointing out the pattern, right. we are not talking about just progressives, but it is singling out four individuals. and knowing the media environment that we are operating in and knowing the amount of death threats that we get, and knowing the amount of concentration of attention, i think it is just worth asking why. >> reporter: does she have a racial animus, and is she a racist? >> no, no. absolutely not. >> reporter: and trying to quell the uprising nancy pelosi went behind the closed doors and talked to the house democratic caucus, and said to keep the

disagreements within the family and don't go out to twitter and attack other member, and try to engage constructively because people come from other districts and have different constituencies and if we engage in the part san infigisan infig is going to risk the majority in 2020. and when asked about alexandria ocasio cortez's comments today, she made it clear that the comments within the caucus would stay within the caucus and also, she would not address the freshman democrat head-on. >> i said what i will say in the caucus. they took offense because i addressed at the request of my members an offensive tweet that came out of the one of the members' offices that referenced the blue dogs and the new dems as segregationist, and members took offense to that and i addressed it. how they are interpreting it, and carrying it to another place is up to them, but i won't be discussing it any further. >> and now, a number of the democrats are siding with nancy pelosi including members of the

congressional black caucus and one lacey clay accusing alexandria ocasio cortez of using quote race card, and karen b basset, the chairwoman said that it is not correct criticism and nancy pelosi should have further discussions, and we are hearing that there are be further discussions with the particular progressive caucus next week. >> i am sure there will. and manu, the house judiciary committee is going to subpoena former and present trump administration members. >> yes, the group could be hit with subpoenas after they have authorized subpoenas for jared kushner, and the former deputy general rod rosenstein, and jeff sessions, and several who are expected to get subpoenas. and also to david pecker the head of the parent company

"national enquirer" to dig into the money to keep quiet marital affairs before the 2016 elections, and whether the white house would ultimately comply with the requests, they have so far pushed back and they could end up in court. and jared kushner was in the house judiciary office spaces moments ago but not on this issue of criminal justice reform, and i asked if they brought up the notion that the same committee that authorizes a subpoena for jared kushner and they said it did not come up. >> thank you, manu raja up on the hill. >> and now joining us is congressman tim ryan. >> thank you, wolf. >> start with the breaking news that president trump's announcement that this census may be an admission of defeat on his part of the courts, but could he spin it as a political win? >> well, he can try, but it is a big loss for him and a big win

for the country. but you can see the pattern, wolf. he wants to keep the issues in play, and that is what he is trying to do, and keep the issues going around immigration, around the border, and around the raids, and that is where he thinks that politically he can benefit from it. and that is why he wants to keep it going, but the reality of it is that he lost in court, and, you know, he is going to keep losing these things if he keeps going. >> and the president is vowing to compile the data now to have a full and complete picture of the noncitizens in the country, and this is what the commerce department more than a year ago by the way recommended before the whole battle of a formal question on the census forms even came up. are you worried though about what the administration will eventually do with all of the new data? >> yeah. i mean, that is a real concern. we hear about it with the facebook and the google and a lot of the companies, the tech company, and data is a huge issue, and privacy is a huge issue, and now the president is saying that he is going to go in

and start digging in, and again, the president uses s and somets abuses the power he has, and this is something that we will have to watch very, very closely. >> the citizenship question is not going to be on the 2020 census, but is it still safe for immigrants to participate in the census? >> well, it is hard to say with this president, because he clearly has it out for immigrants. he clearly does not like immigrants. he doesn't like immigration. he sees it as weakness when many of us that we all come from immigrants see it as strength. and so there is no telling what he is going to do. and no telling what line he will cross. we can see what is happening at the border, and he has not solved that problem, and he has not galvanized the american people to try to solve that problem, and calling the doctors and the nurses and the health care professionals down there, and we can see what is happening with the children, and he does

not care. and that is the reality of it. no question what he will do and we have to keep an eye on him, and that is the aggressive oversight of article i of the constitution to oversee the president. he is not a king, but a president, and we are supposed to oversee him, and we have to keep an eye on all of this. >> all of this is coming, congressman, as the administration is gearing up to conduct deportation raids in cities and i will read the names, new york, baltimore, miami, new orleans, atlanta, chicago, houston, denver, san francisco and los angeles. how concerned are you about this new operation beginning this sunday? >> well, i'm very concerned, wolf. i think they ev, every american should be when the federal government is raiding people's homes and raiding neighborhoods, and not trying to solve the problem. look, the country, and we have to heal at some point, wolf. we can't keep going down this

road of division, of suffering. we have to come together. is this a complicated problem? yes. we can both secure the border, be compassionate and bring people into the american way of life through a pathway of citizenship in a compassionate way and a way that is economically competitive, but this president is hell bent on keeping us divided and we need a leader in the white house to help the country heal and to transform the country in the direction that we want it to go in. i am very concerned, and i know that there are a lot of scared people out there right now, and i want to say that we want people to love america, and we want people to come to america, and we want people to take advantage of the american system by coming here legally or through asylum or the refugee status or whatever it may be and become a part of the american family like my great grandparents did from italy. they did and they enriched the

count country, and so we have to create a pathway for people to come in, and we can do it together. and everybody is tired of being divided, i know that i am, and let's come together to fix this so we don't have a president raiding people's homes in the united states of america. >> and obviously, all of us are concerned of what is happening to the children of the undocumented immigrants that are born here in the united states, and u.s. citizens, and do they have a plan to make sure that the kids are not separated from their mothers and fathers. do you know if they do? >> well, they didn't the last time they separated the kids. i still don't know, and in some instances of how the connect the parents with the kids. i can't believe we are having this conversation in the united states that we are literally separating kids from their parents and not know how the reconnect them back together even if we grotesque as it is to do that and then not be able to bring them back together, and that is a real problem, and so to do it again through the raids. and here is another thing, wolf, at the end of the day, we want people to love america, and we

talk about it in the context of, you know, a war usually, but the reality of it is that we have a lot of people who are not going to be thinking kindly of the united states of america. a lot of young kids that were traumatizi traumatizing, and we are damaging them psychologically, and the health issues as well. these are young babies and kids and this is tragic that the president is so emotionally out of touch to even be touched by what is happening, and completely ignore it, and play the political game with it. it is tragic what is happening with it. >> i know that you have to go vote, but what is your take on this dispute between house speaker nancy pelosi and the house democrats out there. and so you, yourself, tried to ask speaker pelosi at one point, and where are you standing on the fight that we are witnessing right fonow? >> i agree with leader pelosi that you have to keep the family

discussions behind the closed door. i have been here since 2003 and the iraq war and the t.a.r.p. program, and everything that we did in 2006, 2007, and 2008, and health care and the energy bill, and so there much wrangling and those discussions are best kept behind closed door, and i agree with the speaker on that, and so we have to work through this. it is contentious, and we have 230-some members of the caucus, and leader pelosi is doing a great job to keep things together with a republican senate that does not want to cooperate and a president of the united states that is completely out of control. >> congressman and presidential candidate tim ryan, thank you for joining us. >> thank you, wolf. breaking news ahead, a hurricane warning for the parts of the louisiana coast as tropical storm barry closes in and intensifientensifies. cnn is in the danger zone.

though it is the right decision, there is no lawful path to add this, i can't imagine that anybody in the white house is particularly happy tonight. >> and david swirlick, he could have done this from beginning. the state department said that he could use existing data, but he was insisting that there be a formal question on the census, and why did he want that so badly? >> because it is bringing the attention to the issue, and you could have people behind closed doors to do that and so that is not the political boost that you need. why would you go out in the rose garden to declare defeat, and it is because they like this topic, and they like it at the white house, and better than jeffrey epstein and anything else at the white house, and talking immigration is a winner they believe. >> and david chalian, when you are coupling this with the deportation raids beginning this

sunday in the 10 large u.s. citizens and affecting tens of thousands of immigrants in the united states, this is going to play to the political base. >> yes, no dubt it shg, no doub. this is the identity that donald trump is based on, and that is why he believes he is in the white house. they went on this issue in the midterms and it did not work out for them so well, and this is the issue, the immigration that would keep it in their hand, and it did not, and donald trump pays it no mind, so i think that when you say why they bring it up. in washington, wolf, it is a classic battle. do you want the resolution to the issue or do you want the issue to go out there to campaign on and fight. and so there are lots of times that you make the calculation, and they hadmitted no resolutio in their favor on this issue, but they want this fight to take to the public. >> and let me get beanna to weigh in.

back to the analysts and be beanna, and what do you make of the riff between nancy pelosi and the squad of freshmen members, and what does it reveal of where the caucus of the house and democrats are right now? >> it is revealing a lot of the underlying tensions that we have been seeing and now coming out to open. it is highlighting a lot of the generational issues that we have seen going back to even prior to nancy pelosi elected as house speaker. you are seeing this come forward

where the nation and the democratic party as a whole is having a real discussion and debate as to the direction that the party is taking nationwide and is this sort of the twitter verse to see the progressives as nancy pelosi likes to point out perhaps the four, versus the moderates that nancy pelosi is trying to protect or the squad and others a trend that we will see going forward. all of that having been said, this is something that the white house i am sure is loving, and seeing this play out in the public ahead of these continued debates and the mueller testimony next week is something that i am sure that the president and others of his aides will be talking about and highlighting. >> aim sui am sure. david swerdlick, alexandria ocasio cortez is standing by controversial comments that the speaker is going after members of congress, freshmen members of congress who are women of color. >> yes, congresswoman alexandria ocasio cortez is right to point out that there is a generational

and ethnic, and gender divide within the party. she and congresswoman talib and omar and presley are the new stars and they are not traditional back benchers and the demographics does have something to do in terms of the democrat party, but in terms of the split, they are showing that there is a little bit of the pox on both houses here in terms of the speaker, and it is strange to me that she is chastising the members in a way that is going to be out there publicly and strangely to me that the young guns are kind of challenging the speaker in a way that is coming out publicly. when you have a situation where you had congressman ryan on and someone who challenged pelosi for the speakership, and now he is telling you that he is doing a good job and he is basically on her side on this, and that is suggesting to me that the democrats have to knit it back together if they want to get into the 2020 elections. >> and how is this going to play out, because congresswoman, you know, alexandria ocasio cortez, she said i was just pointing out a pattern, and then when manu

raja asked her do you believe she his a racial animus, and she said, referring to nancy pelosi, and she said absolutely not, absolutely not. >> i would imagine that this episode is going to be coming to a close real fast and more to come. there is a generational difference, and there is as david was saying a group of new members who are not going to be okay and just say, okay, whatever the leaders want, we will sit back. this is not also a new story in congress. we have seen both on the republican and the democratic side leadership have to wrangle some factions. one thing that is key here to note, and i would say this is a little different than we have seen in the most republican iter ration in which the house freedom caucus had big numbers and paul ryan or john boehner would be roled. and nancy pelosi does not have that political problem in terms of the head counting in her caucus, and all of the votes are on her side and she is not allowing them to win internal fights, but she has a

perception, because a party that looks split is not where they want to look heading into the election. >> and now, what do you see of issuing new subpoenas for 12 current members of the trump administration, and including the members of the administrations who are not current or former members of the trump administration like david pecker of the national enquirer. >> it is incredibly interesting, including corey lewandowski, because they are not previous or current white house official, and they have stone walled with executive privilege which they might push for with kushner and others, but no case for lewandowski and pecker. it is a sign that the house is not going to wait for robert mueller's testimony to tell the story. they are pressing to get the primary witnesses who saw and described in the mueller report,

a hurricane warning in effect for parts of the louisiana coast as tropical storm barry intensifies and churns toward land. millions are at risk and flood waters are rising. let's go to the cnn weather counterour meteorologist is joining us. allison, what's the latest forecast for barry. >> the latest forecast now continues to push the landfall point no into louisiana on saturday. we expect some intensify indication with the storm before we get to that. right now it looks to be late morning early afternoon on saturday for that landfall point as it makes its way into louisiana. one of the biggest concerns with this storm is going to be flooding. from two aspects, one from the

rain coming down but also in the form of storm surge. you can see as it approaches it's producing a lot more of the outer bands, even for states like alabama, mississippi, eep portions of arkansas as well. dealing with a huge amount of rain. look at this widespread totals, 5 to 10 inch pps some areas exceeding a foot of rain. in addition to that we talked about the storm surge as well. you see this darker pink shade that's where we are talking three to six feet of storm surge. two to four feet for the pink area. look at the mississippi river at the gauge at reserve, louisiana it's in myren flood stage. but now we are seeing that push into the moderate flood stage because of the storm surge that's going to come in. wolf, that's one of the main concerns, not only the rain coming down but also the storm surge and the impacts that will have for flooding as well. >> very dangerous situation unfolding. we'll watch it closely with you. allison thank you very much. just ahead we tell you which north korea's kim jong un is furious tonight and who he is
