whistleblower complaint. including vladimir putin and kim jong-un. >> we don't know the nature of the promise. but it was of sufficient concern. it was troubling enough that the intelligence community official who learned of it felt compelled to lodge a complaint with the inspector general of the intelligence community. and he did this in august. just wasn't too long ago. if it was putin, it was only a couple weeks after that. >> these developments are raising more questions of the president's handling of sensitive information. the white house is not commenting. and acting dni, joseph mcgwire, is refusing to share with congress. that's touching off a political and legal dispute. he has agreed to talk next week. and the dni will brief the intelligence committee behind closed doors today. an apology from justin

opponent. and election is october 21st. mike pompeo in the middle east, showing ining support fo saudis after a crippling attack on their oil fields. >> anytime you have an act of war in this nature, there's a risk this could happen. >> the term act of war is a clear reference to iran. there's a high probability that saturday's attack originated and launched from an iranian base. iran denies it. pompeo says he is in the middle east to build a coalition to deter iran. on wednesday, the defense ministry released weapons that may have been used in the bombing. let's go to cnn's nic robertson.

nic? >> reporter: good morning. what the saudis put on display, the cruise missiles and drones that were used in the attack, there were 18 droenes and 7 cruise missiles. these attacks could not have come from yemen, that it was the iranians that made the missile systems. they wouldn't be pushed on where the attack came from. those responsible would have to be held accountable. what seems clear in the picture emerging here, secretary of state mike pompeo here, is not having a press conference, leaving right around now. that alone is showing you that the united states and the saudis are trying to dampen down what might happen next. the saudis won't point the finger of blame, shows they are not looking for a military confrontation at this moment. what they are trying to do is build international support for their position.

who said the race is too close to call. he is watching it. and the u.s.'s relationship is with israel. that's probably not what netanyahu wanted to hear, since he spent the last three years cultivating this relationship to his advantage. and it seems like trump may be getting ready for another leader. netanyahu canceled his trip to the u.n. general assembly next week. that is indicative of the tight spot that netanyahu has been in. it means he's missing a potential photo op with president donald trump. and that is a tight spot for netanyahu. meanwhile, netanyahu in that statement he put out this morning, said he's calling for a unity government. for his statements in the past 24 hours, he's placed himself in a big block of right-wing and religious parties and sees himself as the next prime minister, trying to bring in his rival, benny gantz, who has the party but doesn't have a group of parties behind him.

more political uncertainty ahead in israel, with local media projecting prime minister benjamin netanyahu trailing benny gantz by just one seat. oren leibermann is live in jerusalem with the latest on the never ending election. oren, good morning. >> reporter: there's roumors tht israel may be heading to a third election. benjamin netanyahu saying, benny gantz should create a unity government, hinting that third elections might be a pobl possibility. and netanyahu trying to play the few cards that he has. when you look at the international stage, president donald trump, saying he is looking at the results of the election. he sees it is really close.

but his alliance is with israel. he didn't mention netanyahu there. and that can't be good news for netanyahu, who has spent years cultivating his relationship with donald trump. he canceled his trip to the general assembly. he's spoken there every year for the past ten years or so. that's a big deal. this was netanyahu's favorite podium to rail against iran. it would offer a photo op with trump, which is something that he would never miss. and that gives you an idea of the tight spot that netanyahu is in right now. netanyahu made a call for a unity government. that's a move to put pressure on his rival to support him. that doesn't seem likely because benny gantz's campaign was predicated on not sitting with netanyahu. it seems that netanyahu is just trying to blame gantz if this country goes to third election. and that seems like a not remote possibility. >> a long road ahead for orren

leiberma leibermann. thank you, sir. the washington monument will we open to visitors after being closed for years for generations. melania trump will attend the reopening of the monument which was closed after a 2011 earthquake damaged. it reopened after $15 million worth of repairs after an elevator snapped. first, a look at global markets. you can see mostly higher. checking futures at this hour, you can see they are leaning lower. a look at the energy sector after those bombings in saudi arabia this weekend. you can see crude is up again. so, the second rate cut from the fed sparked some confusion on how to react. it wasn't deep enough to make them real excited about lower rates of the economy. the fed suggested it could cut rates in the future. the dow fell 150 points after the fed's announcement.
