begun. he's on a 25-hour journey around the world. >> why not 24? >> all of that data is crunched, i promise you. not much holiday spirit in washington this morning. congress headed towards a long standoff toward a framework of a senate impeachment trial. senate minority leader chuck schumer warning that democrats will stand firm on their demand for more witnesses and documents. >> we, at the very minimum will require vote theres from all of senators on each of the witnesses and about each of these sets of documents. and i don't think my colleagues, democrat or republican, are going to want to vote to withhold evidence in such an important trial. >> it would take the votes of 20 republican senators to remoove president trump. at the moment, it's unlikely

that republicans are going to budge. congress is not slated to return until january 6th. here's congressional reporter, lauren fox. >> reporter: both sides digging in in washington over when and if the senate impeachment trial will start in january. there's still questions looming, as everyone is waiting on nancy pelosi, the speaker of the house, to send over the articles of impeachment. the democrats are insisting he gets witnesses. and mitch mcconnell makes hit clear that he gets those articles before he makes the next move. >> it's an absurd position after you impeach the president, you don't send over the impeachment

papers. we're at an impasse. we can't do anything until the speaker sends the papers over. so, everybody enjoy the holidays. >> reporter: there was more fiery back and forth on monday. this is as chuck schumer said they need to be negotiating witnesses now and not wait until the start of the senate impeachment trial. republicans are arguing what they're going to do is something very similar to what they did during the clinton impeachment trial. you have the house managers make their case on the democratic side. then, you have the president's lawyers defending him on the senate floor. then, you would make a decision about witnesses. but all sides at this point, digging in. no sign that the stalemate will break anytime soon. joe and alison. house democrats raising the suggestion of impeaching president trump again. a court filing from a house judiciary committee, seeking testimony from white house counsel don mcgahn. the former white house counsel. mcgahn shed light on alleged obstruction of justice in the mueller investigation. that was not included in the

articles impeachments passed last week. >> earlier monday, the justice department argued in its own filing, the house impeachment ends and an urgency to tie up the mcgahn case. and they should have gotten to court to hear the issues. the mcgahn case is expected to be heard january 3rd. rudy giuliani michael eye-opening comments, digging up dirt, defending rivals in ukraine. the president's personal attorney talked about his associates. the two served as giuliani's conduit to ukraine. they have pleaded not guilty to charges they illegally funneled foreign money into political campaigns. they asked why giuliani trusted the pair. they look like miami people. i know a lot of miami people that look like that that are legitimate and act like them.

the company suffered a series of missteps since the boeing 737 max airplane was grounded. it was suspended production of the max, a blow to the company and its suppliers. now, one of my sources telling me, the board was concerned about the feedback it was getting from customers and regulators about poor communications from muilenburg himself. the bottom line, the board says it boils down to a lack of confidence in muellerburg's leadership. the board asked him to step down. some people on the board were concerned about removing the ceo in the middle of trying to fix the problem with the 737 max. but ultimately, the board was on

the right track with regulators and now was a good time to make that change. big picture here -- boeing is one of the largest exporters and one of the largest manufacturers. it's an important part of the u.s. economy. and some analysts estimate a production halt that lasts through the first quarter can knock a half a percentage point off of gdp. the company is hopeful to get the 737 flying again in 2020. joe? alison? the security and exchanged commission is investigating bmw. a source familiar with the probe, reports how the s.e.c. says the automaker reports its sales in the u.s. bmw may have boosted its vehicles by having dealers register cars that had not been sold to customers yet. bmw is the not the first automaker to have its sales look into by the s.e.c.

the probability of a white christmas over the last 40 years or so, decent in the north, not so much in the south. this year, dreaming of a white christmas. well, that may be as close as you can get. meteorologist pedram javaheri has your yuletide forecast. >> you look at where the snow is on the ground, you have to be in the higher elevation or the northern tier of the country. that's about it. we've had christmas eves and christmas days when plenty of snowfall has shifted farther towards the south. but that won't be the case this go around. high pressure begins to build here. a low moving system on the coastline. we'll see a warming trend and a drying trend, as this departs off of the carolinas.

plenty of rainfall on the immediate coast of georgia and south carolina. beyond this afternoon and evening, this is all but offshore because we see the drier weather pattern take shape. the four-corner states, in the high country of arizona and utah, in the areas of california. that's where all of the wintry weather is. los angeles, 60 degrees. but in chicago, we'll take a 53 on christmas eve and a pair of 4s in new york city, over the next couple of days. we want to warn you, now, the video you're about to see may be disturbing. a deputy has been placed on lead, after body cam showed him removing a driver from his car. >> get out of the car. >> i'm getting out. i'm getting out. >> he just bit me. >> the officers were responding to a report of a stolen car. after a pursuit, the deputies tried to pull david ward out, thinking he was the carjacker. it turns out, ward was driving his own car and had been the victim of a carjacking. he later died at the hospital. the county sheriff's office says blount will be on leave while the incident is being investigated. the officer is responsible for his own death, because he took bizarre actions that made deputies think he was an armed carjacker. he's on the sidelines. but colin kaepernick's new shoe is flying off of the shelves for the holiday.

they all count the same if you win. rest up this week. a chance to play for something even bigger. and make people come to green bay. >> the packers could get home field advantage in the playoffs with a win next week and the seahawks win over the niners. the vikings are locked in the sixth seed in the nfc. the seahawks dipping into their past to help with the backfield. the team is signing marshawn lynch yesterday. the 33-year-old spent part of six seasons with the seahawks and was a big part of their two super bowl teams. lynch did not play at all this season, after spending the last two years as a raider. in the nba, the pacers beat the raptors. this is a half-court shot to win free chick-fil-a for a year. he nails it. his reaction is as priceless, hugging his brother there.

melissa bell is live for us in paris. almo good morning to you. this is one of the images of the cathedral burning in april. we carried it live here on cnn. walk us through the reconstruction of the building and when it is expected to be complete. >> reporter: it is a delicate operation. the night it began burning, the whole world watched. and you remember when the fire collapsed under the weight of the flames. it was renovated at the time. the scaffolding around it, remains trapped on top after the burned-out hollow of the church. and it's removing the bits of scaffolding that is delicate. and it has to be done before the reconstruction can begin. we spoke to the chaplain about that time able. >> construction will begin in a

year's time, more or less. the building is still fragile, because of the scaffolding that is on the walls. >> reporter: that means this year, for the first time since the aftermath of the french revolution, there will be no christmas mass at notre dame. allison, the truth is, that it will take many more years before the faithful can hope to get back inside on days like today. the french president promised on the evening of the fire, he hoped to have it rebuilt in five years. given the delicacy and the work involved, it's looking unlikely that timetable will be met. >> we'll have to get used to notre dame being surrounded by scaffolding for the near future. melissa bell, thanks.

a 6-year-old former cancer patient bringing holiday cheer to patients at a virginia hospital where she underwent treatment. poppy was diagnosed with leukemia around christmas last year. she returned to the children's hospital bearing gifts. 300 donated lego sets for friends, old and new. i want to make them happy. >> it's hopeful and inspiring and makes you feel really good about the future. >> the gift of hope, the gift of love, and a gift of compassion.

capitol hill this morning. democrats demanding senate republicans allow witness testimony and new documents in the trial of removing president trump. republicans demanding house democrats first send over the articles of impeachment approved last week. >> will either side blink? an early christmas gift. she is a cnn political analyst. >> good morning. >> yeah. >> i guess we ought to begin with the big question on everybody's mind is, what's the bottom line on what's going on on capitol hill between the speaker and the majority leader of the senate, mitch mcconnell? one of the signals is she doesn't want to appoint impeachment managers until she knows what's going on with fairness in the senate.

what does that mean? does that mean she'll import more impeachment managers if there's witnesses or less if they are or what? >> it's tough to know what the math is. this is the leverage she has right now. and she and mcconnell are well-matched opponents. they can be stubborn and counting the votes they have. whether mitch mcconnell has 51 votes in the senate to back him up and the white house's lawyers up. and it's better that witnesses aren't going through that again. sticking through the discovery that the house did. >> how does it play out? >> we don't know because there are new pieces coming forward. he's potentially a new thing coming up. he agrees to keep lawyers out of this. she can't hold on to the

articles forever and defend the impeachment she did. they are using the two weeks to get back and find the leverage basically, through new evidence that comes forward, by the pressure that puts on through republican senators and hope that shifts the pendulum in their favor. what the democrats define is fair. >> we see them trying to get democrat from don mcgahn and trying to impeach president trump a second time. what do you see is the upside to impeach him again during an election year. >> the upside would be to break the log jam on the former administration officials that have refused to testify because the white house told them not to. if he's forced to come forward, he will testify for john bolton. but impeachment is supposed to be the worst of the worst. do you ask the list of articles?

they decided no. maybe they felt they weren't there yet. once you're impeached to come back and say, let's impeach again, that much closer to november elections. it's a little bit, why don't you do that in the first place? and it's a harder argument to defend. when even in the first go around, you couldn't take the impeachment past 50% and make them stick. >> there's been a rudy giuliani eruption for lack of a better word. he knows love and igor. >> he's from miami. regular florida guys. another thing he said is, he made some references to george soros and him being jewish or not jewish enough. what do you make of the continued statements by this

person? not to have to remind the viewers but this is the personal attorney for the president of the united states. >> he is. and he keeps putting things on the fire. why did he go back to ukraine when the president was in the middle of scrutiny and do what he was being accused of? rudy giuliani marches to the beat of his own drum. do you play it safe? do you stop scrutiny or putting on a show and don't care because you think that you're unimpeachab unimpeachable. you can get away with anything and rudy giuliani is an example of that. he spokes in ways that don't necessarily ring that plausible for what he's doing in ways in a aren't offensive to other

people, as well. it shows he can act with impu impuni impunity. and the president seems to think that's working. i don't know where it stops, unless rudy giuliani causes a problem for the president. here, he has the senate dpgop behind him. >> in an effort to appeal to his base, we're seeing the president use climate in this election, going off on a rant over the weekend, about windmills. >> i never understood. i know windmills very much. i studied better than everybody. tremendous fumes, gases, are spewing into the atmosphere. you know we have a world, right? the world is tiny compared to the universe. a tremendous amount of fumes and everything.

you talk about the carbon footpri footprint. fumes are spewing. >> most of what he said there are not true. he's gone on on several issues. what's the strategy here? to appeal to his base and the nostalgia, versus the radical change that democrats are going for. >> right. democrats are going for the green new deal and saying that both corporations should change the way they act and behave in this regard, too. i think the president likes s ashoeing that. >> do you think it will work? >> i think when it comes to my grandmother's generation. but a lot of people who think about the president scratch their head about this one. there's people that are climate
