its followers, but we must not disregard the growing threat posed by russia, whose global efforts of disruption must be checked, particularly against our allies and our alliances. and which must not turn away from threats posed by china, whose naval adventurism, infiltration of the supply chain and efforts to get around processes in the united states and to undermine data security, more generally, challenge our security and business interests abroad and threaten our asian partners. second, are we sufficiently protecting what we currently have, whether in space, at sea or in the cyber realm? third, are we leveraging commercial products and services while at the same time making investments in revolutionary technologies that do not yet have commercial application? fourth, are we recruiting and training and developing the most effective and diverse work force as well as leveraging foreign intelligence relationships and building foreign partner capacity? the u.s. has unquestionably the most advanced capable and reliable intelligence community

in the world. this will support -- that bill will support that by promote travel, support language training and increase diversity. it does this in part by expanding internship opportunities in the i.c. to students from diverse regions and backgrounds and allocates resources to building the capacity of our foreign partners. there are values and who we are as a country. there are many unknowns about the incoming administration and how it will interact with the i.c. we need to give them the tools to keep us safe and the oversight to ensure that they act in a manner consistent with our values and at all times. i'm pleased that this provides critical oversight of the i.c., ensuring our nation is secure and transparency and accountability are paramount. i am proud to support this. and i urge my colleagues to do
6:02 pm
the same and i urge the senate to pass this bill and send this to the president's desk. and work with us before any differences before the end of the congress. the speaker pro tempore: the gentleman reserves the balance of his time. the gentleman from california. mr. nunes: i yield two minutes to the gentleman from utah, mr. stewart. the speaker pro tempore: the gentleman is recognized for two minutes. mr. stewart: i thank chairman nunes to speak in support of the intelligence authorization act. sometimes it's easy for us to forget that the primary responsibility is to help to keep us safe. i felt the weight when i was serving as an air force pilot and reminded of that same responsibility in my role on the house intelligence committee. we live in a dangerous world. the news is filled daily with
6:03 pm
dangerous activities. all of us are aware, a young man, certainly inspired by terrorist ideology attacked students and faculty at ohio state university. and it doesn't stop with terrorism. we face tremendous threats from china, russia, north korea, iran. the list goes on and on. i'm grateful for the brave men and women serving who operate critical national security programs which protect americans and keep us safe. we must pass the intelligence authorization act. not only does this bill contain critical national security programs at a time when we face the most critical threat, but it contains good government provisions that have gained bipartisan support. this bill shines light on
6:04 pm
and namo bay detainees strength thention congressional oversight and whistleblowers' provisions. this does not contain any provisions for related authorities. this bill is critical to providing the intelligence committee with the tools they need to protect americans and our national security. i urge my colleagues to vote yes on this important bill. and with that, i yield back. the speaker pro tempore: the gentleman from california, mr. schiff. mr. schiff: mr. speaker, i'm pleased to yield three minutes to mr. swal well, a very valuable people member of our committee. mr. swalwell: i stand here today in support of this bipartisan i.a.a. and the many provisions that it has that will continue to strengthen and empower our intelligence community.
6:05 pm
this bill contains a few provisions i have championed during my time on the intelligence committee. it includes a provision that i added requiring a report from the director of national intelligence on programs from the intelligence community to manage student loan debt, knowing this is critical for recruitment and retention of quality intelligence members. the bill includes a provision that includes a stand-alone bill to track foreign fighters as they attempt to move. his passed this last year by 4 23-0. it includes a report on the current utilization of our national laboratories win the departments of homeland security communities the can expand. i represent two of these
6:06 pm
laboratories and i have seen how important their work is to our national security. this bill is a result of both parties and both chambers to prioritize our national security needs. i also just want to echo what i have heard from our chairman and ranking member which is there is nothing more fulfilling especially during since national discord to come to work every day and work with the members on this committee. i think maybe the thought is here the chairman and ranking member are both oakland raiders' fans, but when you go into our committee hearing, republicans and democrats put party aside and put national security first. i also want to say i'm going to miss two members and that is congressman patrick murphy and he and i sat.
6:07 pm
he showed up every day, worked hard and asked tough questions on behalf of his constituents and national security. i'm going to miss congressman mike pompeo of kansas and i congratulate of him being nominated as the next director of the c.i.a. i enjoyed traveling with him to iraq and i look forward to seeing him serve in his new role. mr. nunes: i have no other speakers. the speaker pro tempore: the gentleman reserves the balance of his time. the gentleman from california, mr. schiff. mr. schiff: thank you, mr. speaker. and let me say on behalf of my chairman and myself, we were fans of raiders even when they were not winning. i'm proud to yield three minutes to ms. sewell, a member of our committee, from alabama. the speaker pro tempore: the gentlelady is recognized. ms. sewell: i rise in support of

this year's intelligence authorization act. our national security is a bipartisan issue and this legislation is a reflection of both parties' shared commitment to the safety and security of all americans of the this provides our intelligence community with the necessary resources and capabilities to defend our nation against ongoing and emerging threats from around the world. as a ranking member on the d.o.d. and overhead intellectual subcommittee, i was pleased this language continues to advance our capabilities on the ground and in space and provides necessary oversight of many critical, d.o.d. and n.g.a. programs. this legislation takes important steps towards enhancing thorough oversight of our surveillance capabilities whu while making investments in critically important strategic efforts. we invested in our greatest national resource, our people. i thank the chairman and ranking
6:09 pm
member for accepting provisions that i promoted. we are now able to provide a summer internship program to students from existing centers of academic excellence in intelligence. we also now hold the i.c. more accountable tore doing a better job to assess minority fellowship programs and how they achieve their desired result which is to increase the number of minorities hired by the i.c. i had the privilege of hosting a diversity in intell summit. this served as a rare opportunity for minority groups interested in the i.c. to gain insightful and helpful advice from top national security officials. it further reaffirms our committee's shared commitment to help to ensure robust diversity entire i.c.he
6:10 pm
i successfully included bipartisan language that promotes accountability and transparency in the i.c. federally funded entire academi programs to report on their recruitment and retention efforts. increasing diversity is an issue of good governanceance and encourages unique ways of problem solving which is necessary as we face more complex intelligence challenges. i'm proud of the work we have done. we have cut unnecessary funding while prioritizing the need to improve upon processes and be more efficient in the i.c. the reality is we live in a world where potential threats are developing changing. as our military missions continue to evolve, we need an i.c. that is both diverse, agile and adequately funded. i'm proud to support the intelligence authorization act and i thank the chairman and

ranking member for their hard work and i urge members to support. and i yield back. the speaker pro tempore: the gentleman reserves the balance of his time. . mr. schiff: i'm ready to close. thank you, mr. speaker. i yield myself the remainder of the time. earlier this afternoon we bated h.r. 3929 honoring the heroes. we honor them today to express our deepest gratitude for the contributions they made during world war ii and our appreciation for the example they set for the present intelligence community and special operations heroes. they were part of america's greatest generation, and we will continue to honor. they face a complex and dangerous world and met those in europe and in the pacific. intelligence was critical to winning the war and preserving
6:12 pm
the peace. as we look forward to the future and the dangerous world we inhabit to, we would do great to keep that in our mind. we should lead by example and strength. our intelligence community is the most capable and committed in the world to the ideals and rule of law. they seek to ensure we are given the information to guard and defend ourselves. we remain grateful for their hard work and dedication. my thanks to chairman nunes, and the members who are leaving the committee and to our excellent committee staff. i want to thank the many public servants who led the i.c. with whom we had the chance to work with over the past particular years and i thank those who are ending at the administration, and james clapper, c.i.a. irector brennan.
