its followers, but we must not disregard the growing threat posed by russia, whose global efforts of disruption must be checked, particularly against our allies and our alliances. and which must not turn away from threats posed by china, whose naval adventurism, infiltration of the supply chain and efforts to get around processes in the united states and to undermine data security, more generally, challenge our security and business interests abroad and threaten our asian partners. second, are we sufficiently protecting what we currently have, whether in space, at sea or in the cyber realm? third, are we leveraging commercial products and services while at the same time making investments in revolutionary technologies that do not yet have commercial application? fourth, are we recruiting and training and developing the most effective and diverse work force as well as leveraging foreign intelligence relationships and building foreign partner capacity? the u.s. has unquestionably the most advanced capable and reliable intelligence community

in the world. this will support -- that bill will support that by promote travel, support language training and increase diversity. it does this in part by expanding internship opportunities in the i.c. to students from diverse regions and backgrounds and allocates resources to building the capacity of our foreign partners. there are values and who we are as a country. there are many unknowns about the incoming administration and how it will interact with the i.c. we need to give them the tools to keep us safe and the oversight to ensure that they act in a manner consistent with our values and at all times. i'm pleased that this provides critical oversight of the i.c., ensuring our nation is secure and transparency and accountability are paramount. i am proud to support this. and i urge my colleagues to do

dangerous activities. all of us are aware, a young man, certainly inspired by terrorist ideology attacked students and faculty at ohio state university. and it doesn't stop with terrorism. we face tremendous threats from china, russia, north korea, iran. the list goes on and on. i'm grateful for the brave men and women serving who operate critical national security programs which protect americans and keep us safe. we must pass the intelligence authorization act. not only does this bill contain critical national security programs at a time when we face the most critical threat, but it contains good government provisions that have gained bipartisan support. this bill shines light on

this bill contains a few provisions i have championed during my time on the intelligence committee. it includes a provision that i added requiring a report from the director of national intelligence on programs from the intelligence community to manage student loan debt, knowing this is critical for recruitment and retention of quality intelligence members. the bill includes a provision that includes a stand-alone bill to track foreign fighters as they attempt to move. his passed this last year by 4 23-0. it includes a report on the current utilization of our national laboratories win the departments of homeland security communities the can expand. i represent two of these

laboratories and i have seen how important their work is to our national security. this bill is a result of both parties and both chambers to prioritize our national security needs. i also just want to echo what i have heard from our chairman and ranking member which is there is nothing more fulfilling especially during since national discord to come to work every day and work with the members on this committee. i think maybe the thought is here the chairman and ranking member are both oakland raiders' fans, but when you go into our committee hearing, republicans and democrats put party aside and put national security first. i also want to say i'm going to miss two members and that is congressman patrick murphy and he and i sat.

i successfully included bipartisan language that promotes accountability and transparency in the i.c. federally funded entire academi programs to report on their recruitment and retention efforts. increasing diversity is an issue of good governanceance and encourages unique ways of problem solving which is necessary as we face more complex intelligence challenges. i'm proud of the work we have done. we have cut unnecessary funding while prioritizing the need to improve upon processes and be more efficient in the i.c. the reality is we live in a world where potential threats are developing changing. as our military missions continue to evolve, we need an i.c. that is both diverse, agile and adequately funded. i'm proud to support the intelligence authorization act and i thank the chairman and
