address is given by california representative barbara lee, in which she celebrates black history month and talks about the democratic agenda. host: -- rep. lee: i am proud to represent the 13th district of california in congress. every february, we celebrate black history month. but this year is particularly meaningful, as it is 400 years since the first african slave arrived on the shores of america. families were separated, children were taken from their parents, and they entered into lives of bondage and unspeakable cruelty. from this painful history, african-americans have risen to and speak ason, the conscience of this country.

i stand on the shoulders of ughtk leaders who fo truth to power, visionaries like james baldwin, a social critic who told the stories of disenfranchised african-americans. james baldwin used to say, i cannot believe what you say because i see what you do. we are going to have chambers on tuesday after the state of the union. these words echoed in my head. we cannot believe what president trump says because we see what he has done. he has sabotaged our health care the pocketsd of billionaires at the expense of the poor, and presided over the most corrupt administration in history. and after offering a lukewarm pledge of unity in his speech, he then turned around and threatened anyone who would hold him accountable. let me be clear.

compromise deal to keep the government open. they are approaching a compromise number somewhere from the range of about $1.3 billion for president trump's border billion for his border wall. that is significantly lower than what president trump has been demanding for the last several months. the president wants $5.7 billion. but given the fact that we just had a 35 day shutdown and the ed andent was weaken hobbling coming out of that shutdown, it appears the president will have to come off that $5.7 billion number. the question is, once the bipartisan group comes to some sort of deal by, we are hoping, by monday. what does the president do at that point? nobody can speak for the president. nobody really knows what he is going to do. that remains an open question,

once they put it in the president's hands. >> it certainly did seem to some reporters that the president was leaving it in the hands of legislators. his acting chief of staff mick mulvaney inviting legislators up to camp david. saying a about that, bipartisan house group is heading to the camp david retreat. who is going up there, and what do they hope to get done? and is it on all weekend affair? this group of house republicans and house democrats, four republicans and four democrats, should be leaving any minute now. they will be up there this evening for a dinner with the new acting chief of staff mick mulvaney, who used to be a member of the conservative freedom caucus. there are a number of negotiators who are negotiating the government funding bill who will be attending, including

henry clay are of texas. also a number of appropriate or's and the top members of the budget committee including john yarmouth of kentucky. is it will not solely focus on funding the government. although that certainly will come up given the people in the room. areasmore focused on where democrats and republicans can find any bipartisan concord -- compromise in this new congress and in this new era of divided government that includes, perhaps, some of the things president trump touched on during his state of the union address, lowering prescription drug prices, a possible big package on infrastructure that members of both parties have desired.

sayinge white house is is there are no indications. we want to extend an olive branch and have maldini -- have mulvaney talk to members across the aisle. >> you were talking about the 2 billion-dollar range for that. each week that the negotiators lower the range. how quickly do they have to get this done to meet that february 15 deadline? need looks like they will to come to an agreement by monday that will get the ball rolling. that means these negotiators will be working through the weekend. kay granger, the top republican appropriator in the house, told me she will be here this weekend. they asked the white house and the leadership for more time to strike a deal. they feel they are that close, and that is within reach.

by monday, they are hoping to get a deal. that gets the ball rolling for votes in the house. if it passes the house, it goes on to the senate, and then to the president. as i mentioned before, that is where the rubber hits the road, because it will be up to the president. you will have many options at that point. he can sign it into law and that will be that, and congress will move on. he could decide to shut down the government and have a second shutdown in as many months. did not get what he wanted, the $5.7 billion on his wall. there are a range of options. he could decide to sign the syntel lot and go ahead and move forward with an emergency -- sign the law and go ahead and move forward with an emergency declaration. the president will have a range of options, and nobody quite knows what he is going to do next. >> we know the senate will be

taking up the nomination of william barr. we know the house is taking up a war powers resolution on yemen. tell us about that briefly. >> this war powers resolution would essentially forced the president to bring troops back home from the civil war conflict in yemen. is something the senate has passed already back in december. the house foreign affairs committee just approved it this week, and it now heads to the floor in the house next week. the reason this is significant is if both chambers pass this and send it to the president, flexing their congressional authority and the separation of powers, this likely will be the first resolution or piece of legislation that will be vetoed by president trump. obviously a significant moment
