forthwith, with the following amendment. page 4rks line 11, after the first dollar amount, insert by $6 d -- increased million. the speaker pro tempore: pursuant to the rule, the gentleman from florida is recognized for five minutes in support of his motion. mr. rutherford: thank you, madam speaker. my motion is very simple. i propose to add $64 million to the operation and support account for immigration and customs enforcement for basic pay and overtime, bringing the total for pay up to the president's request. immigration and customs enforcement is a law enforcement organization with a legislative mandate to uphold the laws of this country. officers at the border are tasked with transporting families from the in-take facilities and moving kids out of d.h.s. custody and into h.h.s. child -- children's care

sites. further immigration and customs enforcement is working to combat human trafficking at our border. over the past two months, forcement officers uncovered 735 fraudulent documented fake families. these traffickers are exploiting our laws and forcing our children to make this dangerous journey north in hopes that they will be released into our country. i.c.e. plays a vital role in stopping trafficking and punishing those who traffic in innocent children. i suggest if the majority truly cares about these children, vote yes on this amendment to give i.c.e. the resources and the pay to stop human traffickers. madam speaker, i've been to the border and i've seen the hard work that these officers do. officers are working overtime to process the record number of

supplemental that allows processing facilities to buy things like food, water and blankets. legal assistance for migrants. one step closer to getting back to the jobs that they were trained to do. it reimburses communities and nonprofits who have shouldered the burden for too long and it provides badly needed funding to h.h.s., money to get those children out of those facilities

and thanks to appropriators who know how concerned we are about these hard-lined policies that turn a challenge into a crisis, they have placed guardrails in this bill unlike this m.t.r. to prohibit funding to go to any activity, like conducting immigration raids that terrorize our communities. will this appropriations bill solve every problem or address every concern? of course it won't. do we have much work to do? of course. and we have legislation and reforms that we would love you to join us. but today, this vote is not about solving every single roblem, nor can it be.

each year there are around 12 named storms. six of them are hurricanes. three of these are major hurricanes. even as far as my district in new jersey, hurricanes and other tropical weather events can be disrupt -- destructive. >> the house is not in order. the speaker pro tempore: the ouse will be in order. mr. payne: even as far as my district in new jersey, hurricanes and other tropical weather events can be destructive. superstorm sandy hit new jersey in 2012 and we are still feeling the effects. with the hurricane season upon us, it is important to remind our constituents to be prepared. every family should know whether they are in an area that has the potential to be affected by a hurricane. every family should have an evacuation plan, as well as a plan for sheltering in place.

constituents at the bluegrass army depot in richmond, kentucky. established as an ammunition and general supply storage depot in 1941, the bluegrass army depot is now one of two remaining army installations in the united states that stores and destroys chemical weapons. the important work of the employees at the depot ensure america's worthy task of destroying our chemical weapons stockpiles and making good on our commitment to the chemical weapons convention. i'm proud that operations to get rid of these stockpiles began earlier this month. mr. barrow: a process that will result -- mr. barr: a process that will result in the destruction of thousands of chemical rockets and project aisles over the next several years. this vital -- projectiles over the next several years. this vital task could not have been achieved without the madison county community who serve on the kentucky chemical demilitarization citizens advisory commission. i want to personally thank community leaders like craig

that carri's death was a suicide. kerry was 63 years old. he shouldn't have had a care in the world. he was financially secure and had a warm, loving family and dozens of friends. he loved them all and yet inexre henceably he seemingly did not grasp the toll his absence would have on those who loved him. why am i sharing this very personal story? ms. wild: because we all need to recognize that mental health issues know no boundaries. i do not want anyone else to suffer as he suffered, nor for any family to suffer as mine has over the past month. this is a national emergency. in 2017 there were more than 47,000 suicides in this country. and more than 1.4 million suicide attempts. across our country, suicides

rose by 30% between 1999 and 2018. behind these numbers are grieving partners and spouses, parents and children, siblings, friends and relatives. every community in our country has been touched in some way by major mental health challenges. removing the stigma cannot just be a slogan. we need to make it real through our actions. that means building a future where people truly understand that they should feel no more shame over seeking treatment for this disease than they would seeking treatment for any other disease or medical condition. to anyone out there who is struggling, i'm urging you to reach out. there are people who love you and who will suffer more than you know if they lose you. help is available 24/7 through 911 or the national suicide prevention life line,

the speaker pro tempore: without objection, the gentlelady is recognized for one minute. >> thank you, mr. speaker. it is with great pride and respect that we recognize the legacy of james bogs, a worker, activist who played a pivotal role in labor organizing in the civil rights movement in the city of detroit. ms. tlaib: james was born in alabama in 1919. he eventually moved to detroit where he became an auto worker. active in his workers union, he was passionate about the political issues facing workers and african-americans. his experiences and increasing interest in far left philosophies inspired him to pen the american revolution, pages from a negro worker's notebook, his most well-known work. mr. boggs married grace lee in 1953. their influence as a couple and individually had tremendous impact on the organizing community, drawing influence from global history, observations of the everyday struggles of people. together the boggs' grassroots

security number. fraudulent people steal their social security numbers and utilizing it in the public areen after. is is important to note that these social security numbers are very valuable because children have no long record of any credit impro prites or bad credit and therefore it seems as if you have a perfect number to do all manner of havoc and create a trail of responsibility for these mourning parents and guardians. ap so we have asked for an investigation of the use of the social security numbers and a method in which to stop these fraudulent individuals from using the social security numbers of deceased children but more importantly adding to the absolute devastation of these
