primary care services saw and increase in payments as a result of these changes, other providers saw fairly substantial reductions which were not phasedin that is why last year, congress provided a 3.75% increase in the medicare conversion factor as a transition to the providers that were most affected. this legislation continues that glide path. with a 3%, one-year increase in the medicare conversion factor providing a bump in payments. with the new covid variant emerging here in the united states, this will be important support for our frontline workers. this legislation also eliminates the medicare sequester, the 2% cut slated to take effect in january, and instead provides a glide path by fully eliminating the cut in the first quarter and phasing it down to 1% in the

second quarter. lastly, the legislation imposes a one-year delay on clinical laboratory reductions and a radiation oncology payment mod tole provide additional time to adjust to these policies. these commonsense provisions were also included in the legislation that i'm proud to have introduced earlier today along with my colleague, congresswoman schrier. these provisions have strong support from the medical community, physicians, and hospitals because those in the health care field recognize that we must ensure providers have the support that they need to care for patients as we continue to bat they will coves 19 pandemic. a letter from 20 surgical groups notice, and i quote, we urge congress to pass the protecting medicare and american farmers from sequester cuts act to mitigate the 2022 medicare payment cuts.

this legislation will also provide a procedure for the senate to raise the debt ceiling. this deal was struck by senate republican leader mcconnell. as much as my colleagues across the aisle may claim, this is not about new spending. increasing the debt ceiling will prevent us from defaulting on debt we already owe. it's about investments that congress previously improved. in fact, 97% of the current debt was accumulated before president biden assumed office. this vote is about protecting the full faith and credit of the united states of america. a default would spell disaster. nearly 50 million seniors could stop receiving social security checks for a period of time, troops could go unpaid, millions of families who rely on their monthly child tax credit, a tax cut, could see delays.

our current economic recovery could reverse into recession with billions of dollars of growth and millions of jobs lost. according to an analysis by moody's analytics chief economist mark zandy, the recession would wipe out as many as six million jobs and erase $15 trillion in household wealth. so i'm proud to stand in strong support of this bipartisan agreement that will end the specter of default looming over the american economy and the american people. i urge my colleagues to support this responsible measure and i reserve the balance of my time. the speaker pro tempore: the gentleman reserves. the gentleman from texas is recognized. mr. brady: thank you, madam speaker. i yield myself such time as i may consume. the speaker pro tempore: the gentleman is recognize. mr. brady p.c. today ought to be a rare day for bipartisanship on behalf of patients and health care providers across america.

but sadly, it is another day for democrats' partisanship. providing needed funding for our medicare providers, our local doctors and hospitals, especially as we recover from the pandemic is just commonsense. we should be on the same page. in fact we are. as early as a few hours ago. where republicans also introduced legislation to help our health care providers. but instead, democrats have decided to push a very partisan agenda that has led to crisis after crisis, including the one we address today. our border communities are overwhelmed. bidenflation is robbing american paycheck, the president has mishandled the economy so badly he's already nearly a million jobs short of his promises from his last $2 trillion spending binge. and now patients and doctors are being held hostage to pave the way for trillions more reckless spending that most americans

don't even want. regrettably, democrats are politicizing needed funding for americans' health care with the poison pill that provides the process for lifting this debt ceiling, absolutely unrelated. and using patients and access to local doctors as leverage to increase the national debt on our children and grandchildren. last month, knowing this was coming, republicans on the ways and means committee called for a hearing, a bipartisan hearing, to address the issues around our doctors. and our health care providers. and reimbursing. in a letter we wrote to our democrat colleagues who we believe share the same concerns and said, quote, if the stability of health care providers is in fact still a priority for you, let's hold a hearing so we can discuss a legislative solution going forward to maintain patient access to local providers. instead, once again, my democrat colleagues are choosing to go it alone because seemingly they're

obsessed with spending taxpayer dollars wastefully. we know there's bipartisan support for doctors. we should do a stand-alone bill. but the truth is house republicans can't support using patients and access to local doctors as leverage to increase the national debt on our children. we know there is bipartisan support for providers and we know this could stand alone as a bill. unfortunately, this is not the path our democrats have chosen. make no mistake this debt ceiling is being lifted to pay for trillions of wasteful socialist spending. this debt ceiling is limited -- is increased until 2023. all to accommodate trillions of wasteful spending. and americans know it. the committee for responsible federal budget has noted the president -- that president biden's build back better bill will cost nearly $5 trillion. while the president and others continue to claim falsely that

this costs $0. unfortunately for the president and for the taxpayers, who have to foot the bill, the "washington post" fact checker found this claim false and misleading. false and misleading. they said it takes some dubious gimmicks to help disguise the true cost of president biden's agenda. and these gimmicks are just to justify paying for absolute waste. democrats give away hundreds of billions of dollars to special interests and the wealthy. literally sending government checks to the top 1%. and the biggest corporations. democrats protect so-called green companies from their new minimum tax. wealthy individuals with up to half a million dollars in income every year enjoy their own green welfare including a 12.5 -- a 12,500 check from single moms and working americans so they can buy the wealthy a luxury

electric vehicle. democrats force -9d 0% of americans who don't join a union to subsidize the few who do. democrats provide special loopholes and tax cuts for special interests like trial lawyers. democrats would increase the $10,000 salt cap providing wealthy taxpayers with a windfall of a quarter of a trillion dollars to help the wealthy. two out of three millionaires get a tax cut, one out of three middle class families get a tax hike. where are their priorities? and democrats' tax and spending spree will more than double american's chances of being audited as it targets lower and middle income earners to make sure they pay, quote, their fair share. this proposal and that proposal will lead to an additional $1.2 million -- an additional 1 . 2 million i.r.s. audit focused on then middle class.

we'll see billions of dollars in taxes on main street small businesses. what does it men for americans? more than double the chance of being audited, not just for the rich. americans ought to take a step back and see what we're doing tonight as shameful. that's what it is. the democrats are threatening to hold up payments for local doctors and health care providers as they fight out of the pandemic so democrats can pay for measures they claim we need because of the pandemic. we've gone from never letting a crisis go to waste to never letting a crisis get in the way of waste. this debt ceiling didn't have to happen this way. house democrats have known this day was coming for two years. never bothered to pass a budget. never passed appropriations bill. failed to have any bipartisanship discussion. here we are at the last minute. madam speaker, commonsense americans will not let their

pandemic. since the beginning of the pandemic, congress has provided relief to medicare providers by waiving a 2% cut in payments created as part of sequestration. this legislation will continue waiving those cuts. it also protects medicare and other federal programs by preventing any cuts from occurring as a result of pay-go results. the legislation provides additional relief to health care providers by increasing payments under medicare's physician fee schedule next year and increasing reimbursements for lab and oncology services. we have to understand that provide verse to keep their doors open. labs have to be open. during this difficult time when providers are being stretched to the limit, labs, oncology service, everything is being stretched to the limb if congress does not take action now and pass this bill then some health care providers will face significant reductions in payment and that has an impact on our seniors on their ability to get services. so this legislation is important

i want to thank the gentleman from texas for yielding. what a mess, madam speaker. truly what a mess. just about nine months ago, i stood on this floor when we were debating the biden bailout bill and i warned the gentleman from nevada how much his state, how much his seniors in his state, was going to lose and in medicare cuts. i said i said it state by state with everyone who spoke. everyone on that side of the aisle, madam speaker, they act like it wouldn't happen. they still wanted to spend $2 trillion. but guess what. reality has set in. and we're here and unless you try to wipe away the scorecard for your reckless spending, seniors are going to have cuts. why? because of a law that democrats

passed in 2010. the pay go act. nancy pelosi loved the act then. president obama signed that act into law, madam speaker. you guys just want to wipe the slate clean. madam speaker, we're here today for two reasons. first, because democrats blew up a bipartisan agreement this afternoon, this afternoon, and second is because there are looming cuts to seniors and farmers. and to programs that millions of americans rely on because of reckless democrat spending. republicans have warned since march that these cuts would happen. in fact, the $2 trillion biden bailout bill that democrats rammed through congress is what

triggered a sizable portion of these cuts in the first place under the paygo act. their bailout bill is the largest, it is the largest trawnch of spending -- tranch of spending ever added to a paygo scorecard in the history of congress. in the history of congress. the $2 trillion expenditure back in march. speaker pelosi said in 2009 that pay as you go budgeting, quote, will help return our nation to sound fiscal health, closed quote. it was president obama who signed paygo into law like i stated but now that democrats' deficit spending is forcing cuts, they're singing a much different tune. in fact, just today, just today the chairman of the house budget committee said, quote, about paygo, it has never been an

effective tool of fiscal policy, closed quote. so which is it? the fact is democrats should be working in a bipartisan way to protect seniors from these cuts. including those stemming from the budget control act sequester and the medicare physician fee schedule. but in typical fashion, democrats have decided to abandon bipartisanship and just kick the can down the road over and over again. we can stop these cuts but we should do it in a responsible way. one that addresses wasteful spending and puts in place some commonsense reforms. how about rescinding money from the biden bailout bill that is fueling inflation? maybe congress kotiten up our laws -- could titan up our -- tighten up our laws. or put commonsense work requirements in place for federal programs so american

burnout. he's encountered a lot of it since he's re-assumed his role as a surgeon general, the nation's top doctor. we shared with the surgeon general, one of the principle drivers, yes, the pandemic has been a problem. cutting down elective surgeries in the pandemic and clogging the cash flow in offices was a problem. but one of the real drivers of physician burnout today is constant, constant and -- constant haggling and no solution over these cuts. a year ago we were here on this floor talking about a $9 -- a 9.4% cut in medicare reimuser about -- reimbursement rates. at the last minute god came out of the machine and saved the nation's doctors but here we are again. we knew this was coming. it wasn't a mystery. we could have had hearings, as ranking member brady has pointed out, we could have had hearings in our committee. but we chose not to. we chose to squander that time

such time as i may consume. the speaker pro tempore: the gentleman is recognized. mr. brady: the claim we just heard, that only democrats want to prevent these cuts to our local doctors and the hospitals is just nonsense. democrats and republicans have worked hard together to extend the moratorium on sequester cuts on our providers, our doctors and hospitals, to provide a 3% payment to increase for our physicians, to make sure that in the administration's proposals to help increase reimbursement for primary care physicians, you don't cut the payment for specialty doctors who many of them were hurt so hard during covid. we also worked with our democrat colleagues to delay for a year the proposed cuts by this administration on our labs, in our oncologists and worked together to make sure other cuts didn't occur.

and all that happened together, but not at this time, and all that bipartisanship was all on track up until a few hours ago. my democrat colleagues decided they would hold this hostage, this health care reimbursements for doctors and hospitals hostage for their debt ceiling crisis that they created. it really is, i think, in a day and age where we've seen this one party rule for an entire year, the arrogance of this power go to their heads, it's unfortunate that they couldn't continue to work just like a few hours longer together with republicans to provide help to our physicians, our hospitals. this bill ought to be a stand-alone bill. we shouldn't never hold them hostage for their spending spree and socialist agenda.

unfortunately that's what our democrat colleagues have done today. we've introduced the legislation as republicans that mirrors our democrat colleagues because we believe so strongly together. unfortunately one party ruler to this -- rule tore this apart. that's why the the american public is going to return the majority of this house to republicans in the next election and why president biden's approval ratings is at a terribly low, the disapproval of 57%. it's unfortunate. we ought to be working together on that. i'd be glad to yield 15 seconds to the lady. the gentlelady. ms. jackson lee: i thank my good friend. the 15 seconds i will take. you can't provide for the doctors if you don't provide an increase in the debt ceiling. you know that. we have to pay our bills and paying the doctors and making sure that they are protected includes doing the action that we're doing. join us in doing that. mr. brady: thank you. reclaiming my time.

process. certainly, the staff of the armed services committee, our bipartisan staff work incredit apply hard to put the bill together to get it through our committee process off the floor and in the negotiation process that has led to this final bill. and i think it is an important process because it includes so many people. throughout the house and throughout the senate, members who have concerns in a wide range of policy areas have the opportunity to have those concerns heard. when you add it all up, all the different proposals that have come at us, you are well north of the thousand different ideas that have been sent our way and the staff has worked to come up with the best solution. this is an unbelievely process it is representative democracy and this bill truly reflects that. it is a bipartisan, bicameral

product that took into account every single opinion that it could. the number one thing that i want to make sure that people are aware of is how important the armed services' job over oversight and making sure that the men and women who serve our country have everything they need to carry out the migs that we asked them to do. that is what our committee does. a whole lot of other issues get involved but at its core that is what we are focused on. there are hundreds of provisions to make sure it gets done well. one of the major challenges is dealing with the rapid pace of technology and getting the pentagon to adapt the innovative technologies that we need to meet our national security threats and those these are real with what is on going between

russia and ukraine as we deal with ex pan shonift china and terrorist groups. technology is crucial to meeting those threats. there was a commission on artificial intelligence run by two gentlemen. jim langevin worked on that. a number of proposes are dealing air better job. we had a task on supply chain concerns which we heard so much about and a number of provisions are in this bill. that is what we do. there are a lot of other issues and we are talking about the things we disagree about which makes sense because you get through the sense and get down to the really tough sense. i hope that will people don't lose track of how important this

important piece of legislation is with the work we do to support the national security and national defense of this country. this is an outstanding bill that needs to get passed and one of the few bills that consistently passes every year and only bill, so we have a lot of issues outside of committees. i forget of how many proposals we have had but at the end of the day, we got 40% of them including the final product and we are happy to do that because it advances issues. but we can't carry them all and there is a bipartisan agreement. if you didn't get what you wanted out of this but look at what is on going and the single most important thing is we finally reform our military code of justice with how it deals with sexual assault.

a stain to this day that we haven't protected the servicemembers that have faced sexual crimes in the military. this is the most transformational change we have done. we create a special victims' prosecutor who will have the expertise and the focus to determine what crimes should be charged and prosecute those crimes effectively. a lot of people have worked on it. no one has done more than jackie speier. of all those people who worked on it and there is a lot of differences of opinion how to do it and and slightly differently there. this is the agreement that we can get done and get passed and it is transformational in what it does. it is also, i believe, crucial

in dealing with one of the major issues we face in the military and that is diversity. i yield myself an additional minute. the diversity problem we have with recruitment, promotion and how is it carried out with regard to people of color. this bill will give us the opportunity to set up a whole set of crimes that are under new authority of fixing that problem. i know some people would like to add more crimes to that and we had that debate and this is huge. biggest change and worthy of our support. i want to thank mr. rogers, the ranking member on this committee, the bipartisan, bicameral work would not be possible without leadership on both sides and i couldn't ask for a better partner and and i highly recommend this bill and i urge everyone to vote in favor.

the speaker pro tempore: the gentleman reserves the balance of his time the gentleman from alabama is recognized. mr. rogers: i rise in strong support of the national defense act and i want to start off by saying chairman smith has been a real leader on this effort. he has had obstacle after obstacle for months and continued to be a real advocate for the legislation, but also trying to make sure we get in a good place and i couldn't ask for a better partner. the bill before us has strong bipartisan, bicameral support. over the last year, we have seen the best of our soldiers, sailors, airmen and marines. ma gave their lives so others would have a chance at a better life. our military is the greatest

force or good the world has ever seen. providing the resources that our servicemembers need to defend our nation is the greatest responsibility we have here in congress. we accomplish that responsibility with the bill before us today. it provides an additional $25 billion over the president's request reversing the cuts. this bill ensures our war fighters are the best equipped and puts our servicemembers first and providing a pay raise and expanding benefits to families and puts american workers first. and it begins divesting in legacy systems that will not help us did he tear -- and artificial intelligence and quawpt umh computing that will help us stay ahead. russia and china are modernizing their military.

china is outpacing with advancements in weapon systems. we have seen china use its military to push out its borders and threaten its allies and gain footholds in new territories. and this makes critical advancements in new systems capable of surviving and includes provisions that will remove china from our defense supply chain and reaffirms our supports to allies in the region. in eastern europe, russia is on the march again. putin is environs massing a and this makes on the initiative and provides $300 million, $75 million of which is legal aid. threats from china and russia are not the only ones we face.

to deal with sexual assault in the military, which this bill does. the speaker pro tempore: the gentleman from ohio is recognized for two minutes. michael turner i want to -- mr. turner: i want to thank the ranking member. i rise in support of the fiscal year 2022 national defense authorization act. i want to thank chairman smith, ranking member rodgers and of course chairman of this strategic forces subcommittee, jim cooper, for once again delivering a national defense authorization act in a bipartisan manner. this is, as the chairman was saying, the one time a year that we all come together in this -- and that's counter to the narrative you see in washington that this truly is a bipartisan product. i want to thank the committee staff for continuing that culture. d.o.d. leaders have made it clear that we must do more to deter adversaries. i'm confident that this bill will do that, countering both russia and china. that the ranking member of the strategic forces subcommittee i'm particularly proud of the progress this bill makes on the issues of nuclear modernization missile defense in space, specifically the bill fully funds our triad modernization program to include the ground-based strategic deterrent, the long range standoff weapon, the b-83

it also re-authorizes a vessel to boost maritime training and sea lift capacity. later this week the historic philly shipyard will lay keel for the first of the series of nsmv's which is tangible proof our nation can we build its fleet with our domestic ship building industrial base. to that end this agreement rejects the request to further our reliance on used foreign bill sea lift ships. of particular note is the mark onioned sea capabilities which at the end of the day is the most effective path to deter the pacing threat of china. look no further than the recent security agreement between the u.s., u.k. and australia whose centerpiece is building a new fleet of aussie and nuclear powered submarines. this ndaa funds two pre-year class subs and full production of the columbia program. it also includes the house provisions of $200 million for new facility, $130 million for new supplier development. this will increase production capacity to help both our allies and our navy to maintain

nations into submission and declare their regional i had gemny on hong kong and the entire region. just this year china surpassed the united states in battle force ships and is rapidly approaching parity in our combat aircraft. do we have the courage to stand up to these regional tie ran thes? do we oppose an iranian regime who threatens to destabilize neighboring countries while they seek nuclear capabilitys? or even do we seek to appease a north korea who continues to threaten south korea and even the united states with their nuclear expansion? our nation sits at the press if is of a national -- precipice of a national security inflexion point. i know which path our nation should selection and -- select and i'm emboldened to make sure our nation is prepared to choose at a time of our choosing that will be in the best interest of our nation. a strong national defense is necessary to preserve our democratic ideals and the nations who seek to live free from subs gaition and oppression. that is why i am particularly pleased that we have rejected a multitude of national security

objectives proposed by the biden administration. this bill authorizes the 20% increase to ship construction, partially rejects an ill-advised divest to invest strategy and blocks a multitude of poison pills that were tacked onto this bill. i want to thank ranking member rodgers and his leadership during the top line debate this year. we are adopting his authorization mission today, a vision that ensures real growth for defense. also want to particularly thank chairman smith and chairman courtney for their approach to national security and their desire to reach a bipartisan consensus, doing what's in the best interest of our nation. my friends, this is a good bill worthy of support. it send as strong message to our democrat partners and allies that the united states stands with countries that oppose regional higeminy. we need to pass a national defense authorization and ensure our national security. the speaker pro tempore: the gentleman from alabama reserves his time. the gentleman from washington is

defense, directed energy, quantum computing, biotechnology so we never send our war fighters into a fair fight. madam speaker, i am proud this bill includes recommendations from the national security commission on artificial intelligence, including funds to accelerate the deployment of new technology to the war fighter. i'm also proud in our first year as a subcommittee that security and innovative technology information subcommittee, we've made significant investments in our cybersecurity forces to set a force for improvinged governance within the department and continue to strengthen department of homeland security cybersecurity and infrastructure security agency. the ndaa also fully funds key national security platforms. the virginia class and columbia class submarine programs. i want to thank the rhode islanders who built our nation's submarines and make our country safer. finally, this bill funds installation resilience projects to address the ongoing threat from climate change.

many of them, hundreds of others of servicemembers who have been sexually assaulted in the military has finally been heard. we cannot erase their pain, abuse and scarring, but we can through this ndaa change it for a future service member. make it no mistake, this is a seismic reform of the military justice system as it relates to sexual assault, murder and kidnapping. it is creating a separate distinct office where it will be populated by those who are lawyers, skilled in sexual assault and investigators to do the investigations. they will make the investigations as to whether or not these cases move that. we don't go far enough because

unfortunately it is still in the chain of command, 100,000 servicemembers are sexually harassed every year and it begets sexual assault. but beyond that. in this particular measure, we have 2.7% increase for our servicemembers and we provide up to 12 weeks of parental leave. our version had a required opportunity for 12 weeks. that was changed and hopefully we will move on that in the future and improving child care centers that are failing. we have required the independent review commission to look at suicides within the military. we have now required racial -- mr.smith: additional 30 seconds. ms. speier: we providing better access to mental health. when servicemembers serves so do

is affecting recruitment. and retention. all that other stuff, for those of you listening who may be thinking i lost my mind, i did not. we didn't support that and do that. that aside, this is an outstanding piece of legislation that is truly bipartisan and there's a lot of small little things here and there, but again, the big picture is everything we do in this bill and everything that you heard from primarily the chairs and ranking members of our subcommittee, an exhaustive list of all of the provisions that are so important in making sure that we meet our obligations, our national security defense and supporting the men and women who serve. it is a ton of work to figure out those policies and it has never been in my view, more important during my time in congress, as we have heard, we have these threats that are out there real and as complex as they have ever been. and then also we have the rapid pace of technology and

innovation that is changing what is necessary to provide an adequate deterrence and to provide an adequate defense on a minute to minute basis. the most crucial thing in our ability to move, to meet our national security octoberive -- objectives is how quickly are we going to innovate and adapt? we are not inoat owe -- innovating and adapting quickly enough right now. there are a whole bunch of things in this bill to help push the pentagon in the correct direction. to make sure we give them the help they need or in some cases the push they need to adopt the technology that's going to move us in a better direction. we also have a lot in this bill to help improve competition and to deal with some of the very painful cost overruns that we've seen on programs like the c-46 tanker, programs like the f-35, whole series of other issues. we introduced competition, we introduce ways to make sure we take advantage of technology. because every time i see a cost overrun and the chair is uniquely positioned to

understands this, we have these terrible cost overruns, we always hear, it's a software problem. well, yeah, it's like a multibillion dollar software program. so why don't we fix those software problems and save us a lot of money. this bill pushes us more in the direction of getting after those problems than any bill that i've worked on. it is an incredibly important piece of legislation that moves us forward in a positive direction and yes we are also able to carry a few issues that were not in our jurisdiction. in fact, with the permission of everyone, the chair of the foreign affairs committee has arrived and was going to speak. if i could yield to him just a minute or two to talk about the foreign affairs, because the house foreign affairs re-authorization bill is detained in this bill asle with. i want to make the -- as well. i want to make sure the imished chairman has a couple of minutes. i yield to him two minutes of my

remaining time. then i'll close when he's done. the speaker pro tempore: the gentleman from new york is recognized for two minutes. >> thank you. i want to thank the distinguished chair of the house armed services committee for all of his hard work and putting together, as he was just closing, what i think is a bill that is one of the best. a lot of hard work that he's done. i thank the ranking member also. mr. meeks: i rise today to speak in favor of passing this measure before us today. every year for the past six decades congress has passed a defense authorization bill. this is important bipartisan that drition and i -- this is an important, bipartisan pra digs -- tradition, and i commend chairman smith for carrying on this leg sivment unfortunately congress has been asleep at wheel when it comes to our state department. we've not passed a comprehensive state department authorization in nearly two decades.

congress has been attuned to defense for decades, but we have consistently left diplomacy out to dry. i'm glad that tonight we'll be ending this trend by passing both a defense authorization bill and a bipartisan state authorization bill contained herein. we need a state department for the century ahead. not decades past. and my state authorization bill will put us on that track. now, no bill is perfect. i'm disappointed that there are provisions not included in this ndaa. saudi arabia's abuse against dissidents in civil society has continued since the brutal murder of jamal could showingy -- can showingy. yet two bipartisan house

provisions were dropped in the final package. other amendments that would ended civilian casualties resulting from the brutal war in yemen were also removed by senate republicans, though we had a bipartisan agreement in the house. finally, provisions promoting diversity and other -- mr. smith: i yield the gentleman an additional 30 seconds. mr. meeks: provisions promoting diversity and other management reforms at the state department were also left out. these are just a few examples of where the bill does not force -- falls a little short. despite the efforts of many on the foreign affairs committee, we were unable to secure the requisite support from senate republicans. nevertheless, there are other important provisions contained in this ndaa. state authorization. i urge my colleagues to vote in the affirmative. i yield back. the speaker pro tempore: the gentleman from washington is recognized. mr. smith: reclaiming my timism want to close where i started by thanking the staff for the outstanding job that they do.
