we have been keeping an eye this morning, the forecast, we started at 10 feet, that was the river level, we got up to 45, we were at 49. i just checked an hour we could go above 60 according to forecast f so a lot more damage to be done, take a look at the scene this weekend, water rescues not only here but elsewhere across north carolina, places that hadn't flooded before, we have a hurricane, we have been through that before and then the flood waters began to rise and small cities and towns, streams, rivers, dams in jeopardies in some places, the storm has been long-duration event as weather forecasters called it, now it's finally moving away with some speed but the damage as i said, the seeds of that damage that is been

sown. dagen: jeff, the people in north carolina, they really didn't -- i spent a lot of my life down on the coast there from atlantic beach down to wilmington, the people have never seen anything like this in that part of carolina, have they? >> exactly, they have been through hurricanes before, the old ones have been hazel, the young ones france more powerful than this one, the problem is this one was so large, so slow, moving so much water the wind was light but the water situation and this, you know, it's still not done, there's still more to come here, hopefully the crest here is tomorrow and then maybe we get to clean-up and the rest but the damage is not done being done yet. dagen: jeff, more than a thousand rescues in the last few days and, again, portrayal of

bravery and kindness and thoughtfulness because it's not just the coast guard and the national guard these are just local folks, first responders and also just people pitching in and trying to save folks' lives. >> used to be first responders, they get overwhelmed. we know what happened in houston, same sort of thing and this is similar, i will tell you, over actually a wider swath of land, i mean, houston was fairly concentrated in that city, this is all dog-on half of north carolina or more and people have really come out, you know these people obviously you grew up not far from here and you know the people and they've come together, that's great to see. dagen: thank you, jeff, that reporting we will see you later this morning, jeff flock in fayetteville, tropical depression florence moving its way inland and where is it headed next fox news senior meteorologist janice dean has more, janice, i know it's the

national hurricane service but also you being spot on about what this storm did to the carolinas. >> well, national hurricane center certainly did an amazing job forecasting the system as you mentioned, a lot of folks focused on the category and we did too, it was at one point a cat 4 but we knew the problem was going to be the flooding, the inland flooding, the storm surge and we tried to hammer that miami home because we knew this was going to be like a harvey event for north carolina and for south carolina, you know, i just hope people heeded the warnings and, you know, everyone can get out and help those that are going to need help because really we are not going to see the damage until probably this week when the rains finally let up and the rivers start to crest. we have to get the rivers cresting and at many points historic level. already in record books, 33-inches from the storm in

north carolina, so both north carolina and south carolina right now, the wettest storm on record, that was florence for both of these states, north carolina and south carolina go down in history book as this storm being the worst in terms of how much water it put down across the carolinas, the good news is the storm is weakening, the bad news is we still have flash flooding underway across the carolinas and this storm is going to be lifting over the northeast now so we have flood advisories for parts of northeast and new england, river flood gains, they are at moderate to major, a lot of areas we will see historic levels, so past the record into history and that's why we are concerned because the rivers continue to rise and they won't crest till tomorrow or wednesday. future cast by wednesday, florence is out of here but we don't have access to some of the areas closed off, you just can't

get to them. wilmington as well chattering all sorts of records, 85-inches of rain this year for the wilmington area, there's the additional rainfall forecast, will start to taper in north carolinas, apalacias needs to be concerned. we will see flood warnings as rain subsides, dagen, back to you. dagen: i saw that every single county in north carolina was under some weather advisory or weather alert yesterday which is just again to put exclamation point historic. janice: they'll remember this for decades to come. dagen: thank you so much janice dean with the panel, going forward flood insurance something people will need to buy in coastal communities, mitch, i know that you have been looking at the story over the

weekend, the wall street journal reporting on friday that the percentage that the number of policies flood insurance policies in north carolina and in south carolina were lower than they were just 5 years ago, so fewer people have actually been buying flood insurance in these areas and there was an e mate that first than 10% of households likely to be affecte by the storm have federal flood insurance. >> what's really interested unless you're required by mortgage lender most homeowners don't have flood insurance and people have tremendous water damage and they're not insured at all and regular home insurance carrier does not in many cases insure you for flood damage, it is a major problem and we are starting to sort that out a year later from hurricane harvey. dagen: who will pick up the tab, would it be the froth? >> there is fema flood insurance which can be, you know, very

effective but it's after the fact and what ends up happening some government, state, legal or federal ends up picking up the tab. dagen: flood insurance, if you buy flood insurance, federal insurance program it's run by uncle sam, it's not flood insurance underwritten by a private business. >> correct, there are some requirements, the good news if there's any here that it has to be a designated disaster area to file claims t good news in this case if there's any good news that it's designated disaster area. >> yeah, there needs to be some clarity ahead of these events like you said, mitch, a year later we are still sorting in and out houston, maybe there needs to be more clarity of what's covered here, what's not covered here, we can't really blame the private mortgage insurers, mortgage providers, this is something the government wants to, you know, make sure

not so many problems in the wake of -- in the wake of the floods and disasters and maybe that needs to be something that they focus on a little more. >> and i'm just saying from capital market perspective, the mortgage industry should think about it and they could be more proactive because at the end of the day if somebody is totally wiped out in their home and lost equity they can leave house back and turn to lending institution and they may want to think about perhaps down the road having a more robust flood insurance requirement. dagen: but a lot of these people never expected, there was one story -- never expected that their home would be flooded because this is a once in a lifetime event. >> you live 100 miles inland. dagen: there was a woman rescued in new bern, i read her story over the weekend and she literally was sitting on her softa watching television and put her feet on the ground and her feet was under water, she

went to twitter and called 911 and went to kingston and they were in a hotel. again, it's very hindsight is always brilliant but this is a historic storm, the economic impact, though, really quickly. >> so what's interested in harvey, $125 billion according to moody's very latest impact of gdp at tend of the day, all of the rebuilding efforts are stimulative to the economy, the losses are not so, there is -- the good news there if anything it doesn't really hurt the economy in the long run. >> home builders have been under a lot of pressure as stocks are off their highs here, maybe we will see that sector get boost here, it did after houston, certain home builders active in the area saw more activity so that's one thing that i'm looking for here.

have thus far been almost unnoticeable, if countries will not make fair deals with us they'll be tariffs, joining me eric donovan, intlfc, stone managing director for otcfx interest rates, did i say that right? good to see you eric. >> great to be here, thanks. dagen: why are markets not concerned from 10 points away from new all-time high, more concern on the trade front? >> for one a perspective is warranted, we have a 20 trillion-dollar economy, 200 billion it's a big headline number but it's not that impactful in the grand scheme of things, we have a service-based economy and when you look at 80% of the economy is based on services, so 20 billion-dollar trade tariff is actually not that impactful to the overall economy and i think that's why the markets are faceically slugging this off.

>> i was with a bunch of folks during the week, this past week and one of my friends said as it relates to corporate decision making, businesses are terrified making up new expression, it's terrifying wondering what's ahead but corporate earnings have been so robust and just pushing on all of this? >> it is weighing on the decision-making process, it's not enough to hold them back right now and i think that when we look at what the potential outcomes are, we saw the playbook with méxico, trump is going to ramp up the rhetoric and then he's going to ultimate cut a deal, the problem is he showed his cards and so now everyone is expecting the exact same thing to happen with china and he's got to take it up a notch, so now we see over the weekend, 200 billion trade tariff, he has the spook the market. dagen: maybe 10% tariff versus

20% tariff of annual import coming from china,less of a blow so to speak to americans quite frankly. >> well, it would be as we are discussing with eric, markets don't seem to care about this because as eric points out we are very much a service-oriented economy, the question is where do we go from there? the wall street journal talking if tariffs are imposed, china is threat tong walk away from trade talks that are supposed to happen in a little over a week, is that good news or bad news, this the all ploy to get china back to the table and could backfire? i'm with you, eric, i have seen corporate earnings have stayed strong, profit has stayed strong, we did where they were talking about companies being able to dictate price, we are seeing less language like that, they talk about inflation

decelerating and do you think there's concerned that trade finally coming home to roost and we could see issues in q4? >> i would credit that more towards -- we are talking about two more hikes before the end to have year, that's probably having bigger impact than the tariff discussion at this point. it's possible but i -- i don't think that the tariffs are a big enough impact. dagen: when president trump, he tweeted about the steel industry and what i was pointed out which i have from day even as these steel tariffs were an idea, they are roughly 150,000 people who work in the steel industry in this country but there's 6 and a half million people that work in industries and businesses that use steel, it puts -- it potentially hurts those jobs and to the point if you have your prices going up, if you're a manufacturer in this country, you will pass along -- either you pass along those price

increases to your customers or you eat them and that hurts your profit margins and at what point does that become an issue because, again, if you've got another $20 billion -- $200 billion being tariffed, that becomes more of a problem here. >> it is a problem. you have to separate whether tariffs are good or bad in general, this is not helpful. this is not something that's positive. dagen: trump supporters like the ideas that he's bringing companies to the table. >> the thing that worries me and i'm with you on the size of the economy and how 200 billion looks small, having said that look at retail industry and how they have struggled in the last 10 years, you now increase the cost of the stuff that they sell that's imported from china, for example, by 10 or even 25%, that

is what they pass long to customers and that's inflationary, right? >> this is devastate to go agriculture and you talked about trump supporters, well, the ag sector, corn belt, this is trump country, if you look at the electoral map trump did very well -- dagen: the thing that i've pushed back the agricultural sectors farmers are getting a bailout because of retaliatory tariffs from the other nations what about the bailout for all the other industries hurt by this and that's the question and looks like there's no other money going into any other industry but to the farmers at this point. >> in addition, the agricultural industry is unique that they are forward hemminged and so right now we are heading into harvest in agriculture, as farmers look to 2019 this will have political fallout. dagen: iric, we shall see, we will have to wait for midterms,

dagen: fallout from tropical storm florence threatening travelers, thousands of passengers with delays, joining us luxury travel amy west, amy, how destructive has this storm snro rents been on the travel industry? >> you know, that still remains to be seen at this point. i think every day that those flood waters continue to grow and aren't decreeing obviously they are losing thousands if not millions of dollars. dagen: what about them being able to get flights back up and running, what do you know about that in terms of increased activity at airport that is were hit? >> you know, i think with the flood waters receding and as utilities are coming back into play, you are going to see those flight patterns remain. at this point, i'm sure there's a lot of delays, consumers are

going to feel, they will feel the punch as the storms continue to hoover over the midwest and i say as soon as it's operational, you will see flight patterns will be back, i think it's the least of the worries at this point. dagen: let's move onto southwest and support animal policy, the airline will allow three species on board, dogs, cats and miniature horses, the policy -- >> i couldn't be happy to hear that. dagen: policy goes into effect today, amy, your reaction, tell us more about the story? >> yeah, ponies, i would love to see them on flight, a lot of people have pushed back, what about people with allergies, there are some people who do struggle significantly with allergies from animals, with ce get at least a heads up if there's a support animal on board, cats, dogs, ponies, i don't think we will be see many chickens at this point but you

have seen anything from rabbits, chickens and goats and they are trying to qualify these and what they are saying you will have to have significant, you know, doctor approvals and written approvals to bring them on board. dagen: mitch roschelle has doing extensive research of miniature horses during commercial break, mitch, i feel like this is southwest airlines in some way thumbing its nose at the other airlines who have been aggressive, american, and delta to name two at cracking down people bringing emotional support animals, it's not because people have allergies, if people have allergies, they let the airlines know in advance, it's not because they are disturbances anymore than small children, when you have an emotional support animal, they can't charge you, they cannot charge you for bringing the animal and they don't charge you, by the way, we keep showing

the peacock, it never got on the united flight at newark. i just wanted to pointed that out. you knew that had to be a joke. miniature horses. >> miniature horses horses are s than a pony. the thing i don't understand as frequent traveler, you have to stick everything underneath the seat in front of you and the image during fbn:am two-seater, the miniature horse sitting in front of a couple. >> absolutely. are they going to take one or two seats? dagen: underneath the seat if they charge you, if you put the dog or cat and crate and bring it on the plane and you ut it under the seat in a crate, if you have an emotional support letter they require letter from psychiatrist, that animal can sit in your lap.

>> sit in your lap but the miniature horse was sitting in front of those people. >> still heavy. >> your dog is potty trained or whatever you call for a dog, miniature horses to the best of my knowledge don't have the luxury, so what happens when they have to go to the bathroom? dagen: unless they are wearing a diaper. >> i have a relative that has service animal and the animal can hold it up to 12 hours. >> i don't think the horse would likely be able to horse it. >> i wouldn't underestimate the amount of training they receive. >> i'm not sure that aisle be able to take my support porcupine. dagen: if somebody is legitimately injured by an animal, pleat let me know about that but i think that this is, you know what, dogs are fluffy and love any even miniature horses. amy, take care.

that's putting already fragile negotiations at risk. futures are showing slight losses this morning, 26-point loss on the dow futures, all three major market gauges are lower to start the week, at least in futures trading. the s&p 500 is within striking distance of a new all-time high today, roughly ten points away from a new record. this after gains last week. the dow and s&p 500 rising roughly 1% on the week. in europe we have losses across the board to tell you about at the moment. the biggest loser, the dax in germany, and it was a similar story in asia overnight, declines across the board. the nikkei was closed for monday's trading, but the shanghai and hang seng lost more than 1% each. brett kavanaugh's nomination may be at risk after his accuser comes forward publicly in name. we have the fallout straight ahead. another example of bias in

morning, and that's great news. but if another drop of rain does not fall on fayetteville, north carolina, there is still problem. perhaps you see, if ben is able to go off to the right and perhaps off to my left with the sun coming up, you can see how much water is running through downtown fayetteville. this isn't water over your head, but it is running through the streets, basements, first floors of a lot of buildings both here as well as you can see how this runs all the way through. this is downtown. we're not far from bank buildings, you know, all sorts of larger buildings that are getting hit by this. and the problem is, as ben maybe moves off in the other direction, this is not done. they think that the crest for this will come sometime tomorrow. now, that may be adjusted some. we're going to find out a little bit later in the morning whether or not they're going to adjust the crest down, but they say at

least another 10 feet of rise. we'll see if that holds given the fact there is no more rain falling. a lot of rescues over the weekend, a lot of rain. a lot of folks didn't think they were going to get flooded, are out. but, boy, that blue sky up there, that's a really -- i forgot what that looked like almost. dagen, we'll give you another look now that the sun's up, we'll get elsewhere in town, you'll be able to see a little bit better. blue skies, love it. dagen: jeff, you were on the ground after harvey in texas. how does it compare? >> reporter: here's the problem with it -- exactly. yeah, i'm not, in terms of quantifying it, we'll see later. but, you know, houston, that was a huge population center, and houston prone to flood anything the downtown as well as neighborhoods. there were a lot more homes there. this is over a wider swath, but the fact is north carolina a little bit more rural, there's not a big city that's like right

in the center of it. i don't know that the overall damage is going to be as great as it was in houston because that was simply more homes, more people and more stuff to wreck. here, even though a lighter area, i don't think the toll will be quite as high. that's my perception of it. dagen: jeff, thank you so much for that. but, you know, thousands of people, their lives uprooted. jeff flock, in fayetteville -- >> reporter: oh, absolutely. dagen: residents in north carolina are confronting the aftermath of florence. listen to this. >> hoping i can get some gas. running out of ice at home, been out of electric about four days now. >> that's the top half of our one-and-a-half story garage. i don't know where the rest of it is. that was the foundation right there. >> we've been down here eight years, and this is the first time we've seen this. dagen: joining us on the phone is the emerald of 'em -- mayor

of emerald isle, eddie barber. we spoke to you on friday right as hurricane florence was making landfall. can you just give us an update on the conditions in emerald isle and how the recovery efforts are going? >> the recovery efforts are moving forward. we have about 7,000 housing units in emerald isle and at least 1,000 received some form of exterior damage. 85 homes have major damage and 25-30 are totally destroyed. we had 32 hours of wind, wave and surge action. we had 23 inches of rain, the highest gusts were 89 about a mile from the ocean and about 100 miles an hour on the oceanfront. we have significant beach erosion. it was just a really bad storm for us.

dagen: mr. mayor, are people able to get back to at least survey the damage to their 40 homes at emerald isle? >> the only people who can come back now are people with reentry permits. the beach is not open to the public. we have a curfew from 8 p.m. to 8 a.m., and even if you're back on the island, you cannot get out between 8 p.m. and 8 a.m., and we're going to keep the same reentry permit today. you have to have a reentry permit to come over onto the island, and it's going to be that way at least through the day, and we'll take a decision later on today about extending that. but people can come over, most of the island does not have electricity, so we need to let people aware of the fact that there's very little electricity over at the emerald isle right now. dagen: do you know when crews will be able to get there -- >> crews are over here right now. we're blessed, we have so many crews from out of state that are working right now around the clock trying to get the

electricity turned back on. i can't say enough for the utility crews that came here immediately and are working night and day around the clock to restore electricity to the island. our entire town the staff has done an outstanding job after the storm, and we're doing can can -- the best we can to meet the needs of our citizens. dagen: mr. mayor, what do you need right now? what else do you need? >> i guess time and patience, it's going to take a while to get over this. we have so many trees that were blown down. their trying to get -- they're trying to get the power lines back up. we just need a lot of patience and prayers, and it's going to be a lot of recovery for us because there was so much damage the. dagen: did any of your residents need rescuing at all, or you had a complete evacuation, right? >> yes. 95% of our population heeded the warnings and left the beach, and i think that really saved us a

lot. i'm pleased to report that we've had no fatalities or significant injuries, and we're very thankful about that. but we think the key was the mandatory evacuation which i issued, and at least 95% of our population heeded evacuation warnings and left the beach. dagen: once you're back up and have gone through recovery and rebuilding and everything's put together, i think you might agree with me on this, everybody should visit that part of the country and -- >> please. [laughter] please come visit us when everything is back to normal. we're a great beach town. we take pride in what we do, and we're going to be bigger and better once we get through this crisis we're in right now. we're a great, we're a great beach and, please, come back and visit us when everything's back to normal. dagen: mayor eddie barber of emerald isle, north carolina. mayor, thank you so much. weesings to everybody down there on -- blessings to everybody down there on the coast. >> thank you so much. god bless yawl.

demographic of the american population felt they had no voice, and that's how trump won this election. dagen: do you think that another -- because, again, it does seem very interesting that somebody from the business community would come out because, again, nobody thought that president trump could come out, win the nomination and then win the presidency as a businessman and not a career politician, but it does seem like there is -- because of president trump, there's a lot more room for that. >> he's like the uber of politicians. he's a disrupter. he really shifted the paradigm and tore it up -- dagen: i think that's an insult to the president, to compare him with uber -- [laughter] >> the disrupter of industry, you know? be. dagen: i'm kidding. >> he disrupted the business of politics. >> jamie dimon criticized the president more or less and then backtracks it a couple of times. why is he doing this? is he suddenly some big trump supporter? no. he's afraid any bank deregulation is going to go out

the window or suddenly the justice department may start investigating lending practices or this move to go to zero trading as unfair. it's like the equivalent of dumping, the equivalent of unfair competition. hmm. dagen: well, he doesn't have anything to worry about if they're not doing anything wrong, now does he, mike block? >> of course not. >> i'm not accusing them of doing anything illegal. maybe it was just a trump tweet, president trump tweeted back at -- >> if i'm not mistaken, they're both kids from queens, new york, so this may be just a queens street fight in 140 characters. dagen: what were you going to say? jamie dimon is extremely charismatic though, and he is not used to being in front of a television camera the way that president trump was doing "the apprentice" all those years which you appeared on, but he is charismatic. never underestimate -- at this point i think that's what --

dagen: concerns over liberal boy wheren silicon valley. -- bias in silicon valley. at twitter, conservative employees don't feel safe to express their views according to the ceo, jack dorsey. here's what he said in a recent interview. they do not -- they do feel silenced by just the general swirl of what they perceive to be thed broader percentage of leanings within the company. and i don't think that's fair or right. joining us now, former arkansas governor, fox news contributor, governor mike huckabee. what's he doing about it then? >> well, not very much, and i'll tell you the surprise was not that he admitted that conservatives were not only a minority, but really didn't feel free to express their views, but here's the big question: why do they feel uncomfortable? i thought liberals were all about love and tolerance and diversity. why on earth would a conservative at twitter in the midst of such incredible love

and acceptance and tolerance feel somehow overwhelmed and unable to express a view? i think it just shows that there is an incredible hypocrisy on the left. but the big picture for bitter as well as -- for twitter, they can mitigate their problem by doing something to fix it. they're going to end up with litigation or they're going to end up with very heavy regulation, and i think we're barreling toward that option and sooner than later. dagen: this is knot the first time -- not the first time dorsey has admitted bias. here he is at cnn last month. listen to this. >> we need to constantly show we are not adding our own bias which i fully admit is more left-leaning. but the real question behind the question is are we doing something according to political ideology or viewpoints, and we are not. period. dagen: well, governor, you throw

on i think google, for example, is a much bigger problem than twitter in terms of how they put their hands on -- google and facebook control 60% of all the online advertising dollars here in the united states. and you saw that video from google where the cfo was having a meltdown because hillary clinton lost. that was an embarrassment to that individual and that whole company. but what do you think happens in term the of regulation? >> well, good point, and i want to give kudos to jack dorsey. at least he has the honesty to comfort and speak the -- come forth and speak the truth. google wouldn't even show up for the congressional hearings, and i think they're going to rue the day when they did that. and this video that came out is such really a revelation. not that we were shocked, but it just showed the degree to which they injected themselves into the election. now, here's their problem, both

google and facebook, someone's going to sue them; a candidate, a party, i'm guessing the republicans will at some point. and they're going to sue them for trying to influence the election without reporting it as a campaign expenditure. and it's a legitimate complawnt. over 50% of americans get their news from facebook. if facebook is slanting the news toward a particular ideology, candidate, party, that's a campaign contribution. if google is protecting certain searches that favor the left, that could be construed as a campaign contribution. and in this case, an unreported, undisclosed, illegal campaign contribution. >> governor, erin elmore here, good morning, thank you for being here. what can the average american using the internet, using google and using twitter do to avoid being a victim of this bias? i know i switched my search engine, and it just wasn't as efficient. google really does work the best. what are we to do? is there a solution? >> well, i mean, what you did is

about all we can do at this point, it's go to bing or duck duck go or some other search, but you're right, google sort of owns the space in a big way. i think really it's going to be -- and i hate this, i mean, i truly hate the fact that the government is going to get involved and start regulating a private industry, because i think that probably messes it up in some new ways. it may fix some things and tear the up ten more, but there's really no other option. i remember when not -- and i know you will too d when microsoft thought they don't need to lobby, they don't need to be involved in politics because they were sort of immune from it, and then they got hit with antitrust suits. i think these companies know they're in some trouble. i don't have the confidence they realize how much trouble they are in because of what now we know to be their unbelievable bias. dagen: i think that the government didn't act with microsoft soon enough and let it get -- because people in washington didn't realize how much control that microsoft had

over the nation and really the world through that operating system, and we're still paying the price to this day that we waited to long to do something about it. you just look at the penetration of its e-mail software today because of the dominance of that operating system. real quick, the obama administration continues its assault on the job that president trump is doing. i want you to listen to former vice president joe biden from the human rights campaign's national dinner over the weekend. listen to this. >> barack and i agreed that we'd remain silent for a while to give this administration a chance to get up and running the first year. [laughter] god forgive me. laugh -- [laughter] these forces of intolerance remain determined to undermine and roll back the progress you all have made. and this time they, not you, have an ally in the white house. the president uses the white house as a literal, literal

bully pulpit. dagen: governor, your reaction. >> well, the trump administration is not the administration that has tapped people's phones including reporters and their families. it's not the administration that busted into gibson guitar with fully automatic-armed s.w.a.t. teams over some woods used in the neck of the guitar. it's not the administration that went after many, many nonprofits, pro-israel, pro-life, conservative organizations and sic the irs on them. for joe biden to talk about bullying, his administration was the most bullying administration, they weaponized the federal agencies, and we every day discover a new way in which just before the 2016 election and even after they injected the power of the federal government to try to prevent donald trump's election and then to try to delegitimize it. it's almost comical to hear him talk about an administration that is bullying anything or

anybody. dagen: yeah. and i also sense a sense of jealousy that the economy's doing so well, and i almost feel like they're rooting for the american people not to prosper, because it's not under their watch. it's under the current watch and the new policies. >> yeah, but, dagen, but why would they be unhappy with it? after all, president obama said that he was the one who made it happen, so wouldn't they want to continue their own economic miracle that obama himself, by the way, said could never happen. dagen: yes. i think that everybody, i think that president obama and vice president biden need to be thank the federal reserve, quite frankly. now from areas from fayetteville and lumberton across the sand hills and southern piedmont to our mountains. >> reporter: now, let me explain why it's not over, because the inland rivers are bursting over their banks. i'm standing on the new river here in jacksonville. if you look around, entire sections of neighborhoods underwater like this street, you know, you don't have power poles and no parking street signs in the middle of 5 feet of water normally, and that is why it is such a threat. inland towards lumberton and fayetteville, a very, very serious situation. those watersheds, by the way, are going to flood back towards us. new bern, where we saw all the rescues going on, that is going to be a problem yet again. here is a person who was rescued near new bern yesterday, bruce pollack, he was awfully glad to be rescued. listen. >> this morning about 2:45 the water was coming up so fast,

i've got a 9-year-old and a 7-year-old, and i just didn't know how fast or how high or anything, so we called for the trenton fire and rescue, and they did a great job. >> reporter: add to that the more than 500,000 without power as rescue crews and recovery crews and duke energy trucks try and get in and bring some normalcy back. dagen? dagen: thank you so much for your reporting, griff jenkins on the ground in jacksonville, north carolina, for us. switching gears to supreme court showdown. the future of nominee judge brett kavanaugh hanging in the balance after the woman accusing him of sexual misconduct revealed her identity to "the washington post" over the weekend. lawmakers now scrambling for more information ahead of this week's committee vote, senate judiciary committee member jeff flake telling a number of news outlets if they push forward without any attempt with hearing what she had, she's had to say, i'm not comfortable voting yes.

we need to hear from her, and i don't think i'm alone in this. he told politico that they also spoke to "the wall street journal." chairman chuck grassley issuing a statement saying he's working to set up follow-up calls with judge kavanaugh and his accuser ahead of thursday's vote, and now we are learning that kavanaugh's accuser is willing to testify publicly in front of the senate judiciary committee. her lawyer revealing the development in an interview on "today show". here now fox news senior judicial analyst judge andrew napolitano. where do they go from here, judge? >> it looks as though there's going to be, regrettably -- because this was such an awful time in our lives -- another anita hill/clarence thomas type hearing where dr. ford testify before the senate judiciary committee in public and state her case and be examine by republicans and democrats. republicans have an issue to be

addressed in a minute, and then judge kavanaugh will be examined, and the senate and the public will decide who is more credible, her allegations 35 years later or his denial. when anita hill testified -- and this came out of the blue in the clarence thomas hearings, much as this is, this has come out of the blue -- when she testified before the senate judiciary committee, the republicans went for her jugular. the late senator arlen specter, the former district attorney of the city of philadelphia, engaged in one of the most destructive cross-examinations i've ever seen. i don't know that that can be done today in this me too era. the republicans are going to have to be a little gentler. there's only two female members of the senate judiciary committee. both are democrats, both are announced opponents to judge kavanaugh. so this is virgin territory that judge kavanaugh and his supporters and the white house now confront. dagen: but there is much to be

explored in these accusations. >> yes. dagen: just the timing of it, the fact that senator dianne feinstein first learned about it in july, that it just was revealed last week. the fbi has put basically a letter, the letter in brett kavanaugh's file, but brett kavanaugh's been investigated many times over the 25 years -- >> six times by the fbi. to get his job in the bush white house, to get various levels of clearance, security clearances in the bush white house, to get his job which he now has, united states court of appeals for the district of columbia circuit, the second most important court in the land, and in preparation for the nomination to the supreme court. i myself have been the subject of these fbi investigations for nomination to positions. i know how thorough they can be. when i looked at that report, i couldn't believe -- some of the stuff that they found out about

me. dr. ford say she suffered from repressed memory and this did not come out until 2012 -- dagen: 30 years after it happened. >> correct, he she was in a counseling session, the counselor has notes. the notes are not precisely consistent with the letter, but they are generally consistent. how does law enforcement view a complaint made 35 years after the date? with grave and serious skepticism. dagen: but, judge, is it disqualifying? and, again, you raise the issue of if the senate judiciary committee interviews this woman, makes her testify publicly, you have to press her on any potential bias. >> yes, of course. dagen: of how she's conducted herself in recent years, her political affiliations which is -- >> correct. what contributions has she made, who does she communicate with on social media. her social media either has disappeared or is disappearing.

she may say i'm protecting the people i'm communicating with. i don't think there's going to be a vote on thursday. i don't even know if they can hold a hearing that quickly, the woman and her lawyers are in california. judge kavanaugh is here. i don't know what kind of backroom negotiating is going on at this point. so is your question to me even if what she says is true, is that disqualifying? i would think in this era it would be. dagen: but it's still, we will never -- this is my opinion. we will never really know the truth. you have the two men who she says were in the room who did this to her who deny it, both brett kavanaugh and mark judge, repeatedly. >> right. dagen: it is her word against their word. so if that's all we find out, is that disqualifying? >> no. she has, and those who are promoting her, have what lawyers call the burden of proof. she has to make her case.

if this thing is a wash, if she expresses these complaints with the same degree of credibility that judge kavanaugh denies them, then it's a wash. this will go to the floor of the senate where i think he will pass. the senate judiciary committee operates differently, you do not need a majority vote to get to the floor of the senate. even if senators graham and flake say not enough time, the nomination can still be heard by the full senate. dagen: do you want a quick -- really quick? >> what if, in fact, she is a democrat? we know that's circulated out there. what impact will that have on all of this? >> i can't answer that until i actually hear her testify and hear her being cross-examined and decide how credible she was. >> and if there's no police report, which there wasn't -- dagen: no. any chance that they pull the nomination? >> i doubt it. this was a slam dunk three days ago, and a tremendous amount of work has gone in. and judge kavanaugh, aside from

>> we typically rally around our local teams, so the carolina hurricanes may be appropriately named now. initially after hugo which went through 20 years ago, we'll work with them on the ground to make sure we're getting supplies and helping families. much like we did, as you said, in new orleans post-katrina. i spent eight years there helping bring back the community with the help of the nba, and obviously it was a huge impact in bringing that city back. dagen: seeing everybody, even the sports figures, seeing them on the ground really helping people, it does lift people's spirits and give them a sense of hope. >> right. you see what j.j. watt does in houston. it turns into a foundation with tens of millions of dollars going back into the community. dagen: i think he needs to be the star of a lot of ad campaigns, if you ask me. >> that is the power of sports. that's why we came together because, again, the power of being able to bring these teams

sunday what is the status of the hospitals with whom you work. on the phone: thanks dagen we have 90 potentially affected 60 are hospitals, we have been working with them to make sure they have three to five days, of uninterrupted supplies i would say there are four or five significant facilities that have had a lot of needs, and so it, it is really all about what the flooding getting the supplies to these facilities pulling orders in vans so they have supplies i think several more days of potential challenges. >> mike block here you talked about working with the distributors obviously trying to keep this patients and your employees and other employees safe. how much working with insurers clearly a big part of doing business, also of the health care systems as well is that

something where you are finding a lot of good work together? on the phone: actually, at this point, in a disaster like this it is all about supplies, so the member health systems are continuously in contact with us, we are in contact they are in contact with over 150 or more suppliers, and typically the food suppliers, the blood product suppliers iv fluid suppliers those critical needs. the insurance relationships typically start to be informed later. but in the last seven days probably next several days it will be all about getting those needed supplies to patients. >> susan, mitch roschelle here good morning in wake of some natural disasters we have heard stories after the fact about different agencies not collaborating well to the extends of some folks impacted how would you sort of rate the

federal government local government to collaborating together to make sure that those in need of help are getting the help they need? on the phone: you know, with this storm, i think there was a fair amount of advance preparation and it was slow-moving storm so i think that the coordination you know -- i actually think you see the heroes we had one directorate low helicoptered in supplies we have a washington, d.c. presence where we try to help work with fema to open up access routes transportation is a big challenge, you might have the supplies you just can't get them, to the facilities, and so my sense is local state federal groups have worked well together, to get the needed supplies into those areas. >> susan, what -- looking at what you'vers experienced last few days with this storm, what will you do differently? can you say as of yet?

>>. on the phone: you know, i think it -- we have a virtual devastate team launched any time there is event like this in think part of the country and i think the local and state agencies have prophecies in place you can't predict exactly what is going to happen only thing you can do is try to get three to five days of supplies in those facilities before it happens then it is all about communication, and the ability to coordinate, you know, what needs to get where, we. and so i think, i know from my perspective, this one has -- you know, has -- has really brought out the best in a lot of those processes we have lost 17 lives here in the carolinas, and that is horrible and i think the -- the flooding and the road routes and rivers that you are last speaker said have not crested yet will continue to
