"special report" is next. the third time will not be the charm for mitt romney. the gop's 2012 nominee and this year's early front runner says he will not run in 2016. this is "special report." good evening, i'm bret baier. welcome to washington. we begin with the first big surprise of the 2016 campaign, mitt romney who was way out in front of the gop field in last night's fox news poll shocked a lot of people today when he said thanks but no thanks. it's a decision that creates an even more wild west feel to a gop presidential free for all. we have fox team coverage

tonight. james rosen measures the shock wave but we begin with chief political correspondent carl cameron on romney's announcement. >> we are three weeks exactly to the day after mitt romney said he was seriously considering a third presidential run. he held a national press conference call with his supporters today and pulled the plug. >> it's critical that america elect a conservative leader become our next president. you know that i wanted to be that president but i do not want to make it more difficult for someone else to emerge who may have a better chance of becoming that president. >> reporter: romney said he could raise the money but many former donors wouldn't commit. romney said he was heartened by encouraging calls but the grassroots showed little interest. romney wasn't there, wasn't missed and his team sow first hand what little buzz existed

was negative. he joked about his wealth. >> i don't miss the adoring press. i don't miss over 300 00 nights a year in a motel room. i'm not thinking about getting rich from the speaking fees after a leave office. if you have heard, i'm already rich. i'm thinking about how i can help the country. >> reporter: not only was he leading gop polls but the only one tied with hillary clinton. even president obama took notice last night re. >> we've got a former presidential candidate on the other side who suddenly is deeply concerned about poverty. that's great. let's go. come on. let's do something about it. i am glad that the rhetoric at least has shifted. but let's now make sure that the policies match up with the

rhetoric. >> reporter: romney's response made it look like game on last night. obama, wonder why my concern about poverty? the record number of poorb in your term. this morning romney bailed out with a nod to newcomers. >> i believe one of our next generation of republican leaders, one who may not be as well known as i am today and has not yet taken their message across the country, one who is just getting started may well emerge as being better able to defeat the democrat nominee. >> reporter: to many that amounted to a shot at jeb bush and chris christie the two-term new jersey governor. romney is having dinner with christie tonight. he met with bush last week and now is out. so begins the scramble for the rest of the field. >> we shall see. carl, thank you. today i interviewed wisconsin governor scott walker for our possible presidential contenders series.

during that interview walker had to pause to take a call from mitt romney. i wasn't in on that private conversation but before the call walker praised romney and then pointed to one line in romney's exit statement. >> governor romney is a good man, would have been a good president. i appreciate the fact in his comments he pointed out it is time to maybe pass the torch and look for new leadership. >> you saw that line pointing to somebody like you? >> i would love to have his endorsement. i think it is a time for new fresh ideas. >> changes the gop picture. >> no doubt about it. i think you are right about that. i think it is one of those where initially when he made comments it kind of -- now he made it official he is not running there is a number of perspective candidates who will be out eagerly. >> for the ten or more republicans left angling for

party's presidential nomination romney's withdrawal creates a host of opportunities as they scramble to lock up the former nominee's donors staffers and supporters. james rosen has that part of the story tonight. from former florida governor jeb bush the candidate, saying mitt is a patriot and i join many in hoping his days of serving our nation and our party are not over. >> jeb bush would certainly helped by romney's decision. it takes his main rival in the establishment tier of the nominating battle out of the race. he still has to worry about chris christie and scott walker and marco rubio. we are starting to see that he isn't as much under jeb bush's shadow as we thought. >> reporter: the latest poll finds romney supporters largely up for grabs with bush former

arkansas governor mike huckabee. >> it tells me republicans are not thrilled with establishment candidates right now. they are not thrilled with the establishment and it is a great opportunity for governor perhaps one we are not thinking of right now to step in and take control of this race. >> reporter: the other perspective candidates in various positions praising romney even as they circle about the donor base looking to coral campaign cash. >> the primary now is the money primary. one of the big reasons why the mitt romney announcement is so important is that this frees a lot of the establishment money that may float to the multiple governors because they are the establishment candidates. >> reporter: with a year to go before iowa caucuses seasoned gop hands caution that crowded field of candidates will likely expand and contract and voters will be unlikely to pay close

is not allowed to travel outside of qatar. this individual is still in qatar right now. >> reporter: the five detainees included the taliban's deputy minister of intelligence and interior minister. >> in past releases there is approximately 30% of those who have returned to the fight. so it should be of no surprise that one or more of these five wouldn't return to the fight. >> reporter: and backing reluctance to refer to the taliban as terrorists. >> i think my colleague at the white house made it clear that they use terror tactics to some degree to exert their influence. they are not designated a foreign terrorist organization. and for purposes of u.s. armed forces in afghanistan they are considered an armed insurgency. >> reporter: the amir promised president obama that his country would monitor the detainees for

president who campaigned on pragmatism. >> i think the president mirrors the democratic party generally where you see the energy in the party. >> the president believes there is a lot more to do to support middle class families. i don't know if supporting middle class families means you are more oriented to progressive end of spectrum so be it. >> reporter: critics say it is a throwback to the old tax and spend days, spending boom against the back drop of record debt, $18 trillion in 2015. >> dangerous for the democratic party in the sense that there is a wide spread perception majority of americans think government hasn't been working very well. >> or working at all which is why this is so corrosive for democrats because as the president's policies go so go the political narrative in 2016.

it's an uncomfortable fall leftward say analysts for hillary clinton. on monday the president visits the department of homeland security where he is expected to renew calls for congress to fully fund the agency. just the latest in an ongoing battle over how best to spend your tax dollars. >> kevin korke. the president's new push comes as republicans renew attempts to turn back the clock on obamacare. chief congressional correspondent reports on the efforts to replace it. >> reporter: in a memo this week to house republicans majority leader says the first order of business in february will be voting to repeal obamacare. mccarthy notes this legislation will also include instructions to the relevant committees to develop our patient-centered health care reforms. in an interview with fox speaker john boehner revealed it is in the works. >> three committee chair men

have jurisdiction over health care policy in our country. those are working together to craft what we believe would be a better approach with regard to health care for the american people than obamacare. >> so there will be -- >> there will be an alternative and you will get to see it. >> reporter: the three committees are ways and means, and education and the workforce. in broad terms the republican alternative would be designed to reduce costs, give every american more control over their health care decisions and provide access to the best care with 21st century cures and treatments. senate republicans have also been exploring alternatives. >> i think we have to get rid of the mandates on the american people, the mandate that they have to buy a government-approved product. i think people ought to have the freedom and choice and flexibility to buy what actually works for them and for their families.

all we are seeing are job cuts within the energy sector. and then there are all budget issues where the uncertainty of what tax reform will look like is keeping businesses at bay. the president says business spending is increases. i can't find many businesses ramping up spending right now. >> how much of an issue is the impact of weak economies abroad. >> europe our largest trading partner. a lot of people say it is a positive that the europe yn central bank instituted stimulus but what they need is structural reform in the labor market. try convincing that to 19 countries part of the euro. that is going to be slow in terms of recovery. china another issue. for the longest time we spoke of china being the engine of growth for the world while china is growing way down from the 11% that we were looking at when we discussed china being the engine of the world. it is about the u.s. and the

earned the right to consider running. i respect his decision to give the next generation a chance to lead. scott walker's tweet, had a great conversation with mitt romney. he is a good man. as i mentioned earlier in the show i was interviewing governor walker when he had to pause and take that call from mitt romney and then the tweet came in after that. let's bring in our panel. senior editor of national review. thoughts on this announcement and what it means? >> up until two weeks ago i thought every wub was talking about him running. everyone thought he was going to run. he shouldn't do it. he announced to his base which is a bunch of donors in manhattan that he was thinking about doing it. for the last couple of weeks and particularly that speech in mississippi it sounded like he was really going to do it. i was actually surprised that he is not going to do it now. i think he made the right decision. the people i have talked to

today said he basically decided that the only way he could have done this would have been bloody and bruising. if he got the nomination he would be battered. if he didn't get the nomination he would have battered somebody else. he took the high road. good for him and the party. >> who benefits most? >> jeb bush benefits most. you have an establishment wing that has been looking for a torch bearer. the question is, is it going to be jeb bush? mitt romney said not so quick. i'm interested. and then you have chris christie sitting in the wing. >> who is also having dinner with mitt romney. >> you have lots of drama available to all of our viewers. i think that one of the big issues here was the donors and the structure of the campaign. it was a big loss for romney to see that his key operative in iowa went to work for jeb bush. of course, iowa and the

evangelical wing of the party was going to be a difficult marriage for romney anyway. when you stop and think about the folks that he is talking about, the folks on the phone call in manhattan if there is an early primary among republicans going on with the donor class there was a clear message from the editorial pages as well as from the hedgefunds your time is passed. >> charles? >> i hate to say i told you so. i love saying i told you so. i never thought there was a chance he was going to run. i don't think there is any sort of conspiracy or plan here. i think he thought he had a chance. he decided all of a sudden i'm going to do this. he saw the numbers and then he got three weeks of reaction which is very negative. and he made the right decision. this is not going to be a good race for him and it was going to hurt the party. i would love to be a fly on the wall for the dinner he has with

christie. saying he damaged romney last time around. >> what do you think of the line that says new leadership? do you think it was a jab at bush? do you think he was looking to somebody in particular? >> that was an obvious jab at bush. it was obvious a tip of the hat to a new generation. >> we are going to take a walk now to this new place that we have created with a fancy new animation, candidate casino. i know you think it is cheesy. but we spent a lot of time on it. this idea last friday that let's say you have $100 in chips and you have all of the candidates there. how do you split your $100 as of

today of who will be the nominee at the end? we have a lot of reaction. so then we put graphics on it and then we had a roulette here and here we go. $100, where did you put your chips? >> when did cheesiness ever hold us back? >> i stay with rubio with $40, jeb with 30. rubio's odds are about 5 1/2 to 1. jeb 's are 2 to 1. i want to win big with a longer shot. scott walker helped out a lot with a speech in iowa. he goes from $15 to $25. since i had the booze last week i spend the remaining 5 on christie. >> i should point out you can split the chips and play the field at some point and put money there. you can play at home. we will have a thing on the website. it's going to be very

interactive every friday. >> i think today was a big day for jeb bush. i will put 50 on jeb bush. i think it's a 50/50 shot for him at this point against the rest of the field. i put 20 on rand paul, 10 on marco rubio. i think you have been drinking a little bit from last week. 10 on walker who after his great performance. five each on guys i characterize as fitting, people like carson, ben carson, the physician from baltimore and a little bit like christie who he is having dinner with tonight just in case. >> let's talk about booze. most casinos i go have complimentary table service. >> it's part of the deal. >> maybe the online show. >> when you play roulette you are allowed to bet on colors. i bet red republicans will win.

communication effort, that's easy. it's abysmal. you know, the way they talk about the stuff, it reminds me of, you know, with with all this terrorism if it's in pakistan, it's not. if it's in afghanistan. it kind reef minds me of john candy and stripes explaining how to play poker. it's tuesday it's these rules. if it's wednesday it's these rules. the recidivism rate out of gitmo is 30%. right now the recidivism rate of these 5 is only 20% so i would expect more. >> juan? >> so far recidivism rate is zero. i mean the key point here is that these guys are still being held in qatar and we know that this communication occurred, so that would indicate there is some kind of monitoring of these individuals. the question is what happens after a year because jonah i think in a year, they are allowed to leave. and the question is then do they go back to the battle field? that would be the real sad tragedy from our perspective. so the question is what is the deal? and i wish they would tell us because i don't believe that you are just going to

allow these guys to walk back to battlefield. the overall argument goes back to bergdahl. there is a lot of resentment and political weight on the idea that you are closing gitmo. you are trading prisoners and i think that's where the political energy is in this conversation. >> what rankels exactly the opposite. i was not against the trade of prisoners. you want to get an american back okay, you have to give up a bunch of bad guys, okay. but now given what's happened since it looks as if obama was doing was the beginning of emptying of guantanamo. and this was the cover the swap was a cover of a way of releasing the worst of the worst. that, i think is sort of a disguising of his motives which i'm not sure was helpful or extreme -- or very honest. >> well, in fact, on another network, chuck hagel said that the white house wanted to move faster on gitmo releases than he was prepared to do. despite pressure.
