philippines, still tonight a category 3 typhoon and may strengthen before it makes land fall tomorrow. catastrophic storm surge damage where the ocean rises temporarily as the storm passes by thanks to all of that wind. here is the storm now, category 4 updated as of the last couple minutes. 130-mile an hour sustained winds, category 2 or 3 storm as it moves through vietnam and rain maker for southern china. lots of damage. here is a look at what happened over the past 24 hours. >> reporter: winds of 150 miles an hour and blinding rainfall battered coastal villages in central and southern philippines. flooding and downed trees mean no body could get in or out. this was reduced to scrap. rough seas tossed a crew of 15. rescuers were unable to save

one man thrown over board. it moved quickly, it may have limited the mud slides and severe flooding but since we are talking about an island nation storm surge was the number one concern. winds whipping around a storm of this size and strength literally shove ocean water toward the ocean line. the water level rise was 23 feet. for example if the ferry building was in the philippines when the storm passed by the whole main structure would be completely under water and waves would crash over the clock tower. this typhoon is a last thing the philippines needed. last month a 7.2 magnitude earthquake hit the same area. some people are still living in shelters. we saw damage in mississippi and louisiana from hurricane katrina, a weaker storm. and building codes in the u.s. are better and more strict than the philippines we will see

familiar script for this fraternity, but the entire cal greek system. one uc berkeley police are trying to crackdown on. lights and sports center are on but according to the national website the fraternity house is not a home any longer. as of wednesday the charter was pulled. the omega chapter who didn't want to talk to us had their charter pulled for hazing and allegations of under aged drinking. >> they are loud, rowdy, really obnoxious. >> reporter: you don't have to look hard, to find the signs of boozing, the red solo cup. cal police had been trying to educate and end binge drinking in the greek system. one weekend logged a record 14 calls for ambulances. >> we ask them how things have been, it is a lot worse this

to personally apologize. for now he says he wants to focus on helping sasha get better. they spent the morning, dressing up bus stops. they are tieing the ribbons along the 57 bus stops the bus route he was on when attacked. >> it is for sasha. >> reporter: oakland police believe it was the skirt that 18-year-old sasha fleischmann wore monday that made him a target aboard a bus. sasha identifies himself as a gender, neither male or female. the suspect used a lighter to set his skirts on fire. >> sasha is being really well taken care of and in stable condition. >> reporter: he remains at the st. francis burn center he has had one surgery and will need more. his father tells me he is thankful for all the support it

is this kind of support that turned a tragedy into something positive. >> grateful for all the love and care and support people have shown us. >> reporter: the victim's family is asking others to tie rainbow ribbons to bus stops along mcarthur boulevard. richard thomas the 16-year- old accused of lighting sasha on fire is due back in court next week. students and teachers at sasha's high school in berkeley took part in wear a skirt for sasha day. during lunch those who participated took pictures to send to him. george shirikawa will go to jail. he was sentenced to one year in jail, three years probation. he pleaded guilty to charges he misused public money and prosecutors said he took more than $130,000 using some of it to feed a gambling addiction.
