winds: s 10-20 alo: 72 dbq: 70 iow: 72tomorrow night: partly cloudy low: 51-57 winds: sw 5-10 alo: 57 dbq: 55 iow: 56 monticello police say an anonymous tip texting system helped them learn about a potential school threat. but they say it also revealed a downside to the procedure. the monticello school district says police received a text message indicating a student might bring a gun to the high school yesterday. as a precaution, police were at the school, and students were not allowed in hallways during classes. parents, if they wanted to, could take their kids out of school for the day. early yesterday morning, monticello police chief britt smith got a message on his phone. it was a notification that someone had sent an anonymous tip about the gun threat to the jones county "text to tell" system. once the tipster sends the text, officers can respond asking for more information. but the tipster can end all communication at any

time, by simply typing stop. "with this program granting that anonymity we aren't able to clarify. we aren't able to update people. it's just an unknown until we are able to get someone to admit that and say "i submitted it". " monticello, anamosa, the jones county sheriff and jones county safe and healthy youth coalition split the two thousand dollar annual subscription cost for the texting program. so far, chief smith says that's money well spent because they've received many helpful tips particularly about drugs. jury selection has started for a man who's on trial for the fatal stabbing of his ex-girlfriend in the marion hy-vee parking lot last spring. 32 year old nicholas luerkens is charged with first degree murder. authorities say he followed 29 year old lynnsey donald around for months before he ambushed her in april. after the attack, police say

himself. lynnsey donald's seven year old son was with her when the stabbing happened. the defense plans to claim leurkens had diminished capacity and was intoxicated at the time. iowa city police say a man broke into a house and assaulted two people. 33 year old ricardo prosper faces charges of first degree burglary, assault, and domestic assault. a conviction could put him in prison for more than 26 years. police say it all happened about 6-30 sunday morning at a home in the two thousand block of davis street. officers say prosper does not live there, and had been ordered to leave several times. they say he punched a woman in the face, who then threw him out and locked the door. that's when police say prosper kicked open the door and assaulted a man in the house. the state has tentatively agreed to pay 235-thousand dollars to settle a lawsuit by a former resident at the iowa juvenile home. jessica turner claimed in her suit that the home kept her in small cement isolation cells for 280 days between 2011

she claims she would cry and tell employees she was in pain and wanted out, but they would only let her out to use the bathroom. governor branstad closed the juvenile home in toledo last year, partially over concerns about the treatment of residents. landlords are frustrated with the amount of time it takes the black hawk county sheriff's department to serve eviction notices to their tenants. landlords say after they receive a court order, it usually takes about a week for someone from the sheriff's office to serve an eviction notice. now, the process is amount of time because a sergeant is on extended medical leave. landlords say they understand they have to be patient, but it's costing them a lot. "you are asking me as a landlord to go another month without collecting a rent, because you don't have enough man power or somebody scheduled that can help you remove the person you need to go, and that hurts." "we've got a total of 24 evictions scheduled over the next 11 days, our civil division only runs monday

through friday and we only do evictions on day shift because of the iowa code." captain boeschen says he has stepped in for the sergeant on leave, and things are going as fast at they can. a university of iowa scientist now has 3 point 7 million dollars to find matter. that's because scientists have measured all the matter they know about and it only adds up to half of what they say it should be. tv-9's forrest saunders is live in the newsroom this morning. forrest, this goes beyond people places and things? for years scientists have been trying to find missing normal matter. that's the stuff composed of protons and neutrons. people, stars, planets, everything that we can seen. that stuff should equal 5% of the universe. but it only comes out to half of that when added up. this u-i professor is using his nasa grant to find out where the rest is by building a tiny satellite

small body, a few x-ray detectors. the professor is looking into whether all that missing matter is actually giant halos of hot gas, circling galaxies like ours. the detectors are a way to see the gas and help measure just how much there is. " the leading idea is that the extra matter is just in very hot gas that we can't see, because it doesn't make visible light. but, it does make x-rays. at prairie creek. she loves helping out at home, school and in her community. she's active in music, girls on the run and rings the bell for the salvation army. she also volunteers to support the homeless and children in need. next is ashley stinocher , a 12-year-old in 7th grade at solon middle school. ashley sets goals for herself every school year and works hard to improve in the classroom. she's on the basketball and cross country teams, a member of the solon youth octogon club and volunteers with local organizations. rounding out this month's finalists - madelyn monroe, a 16-year-old junior at south winnesheik. madelyn started the f-t-c or first tech challenge at her high school which is a stem related robtics program. she also mentors younger students on the lego league team. madelyn is involved in her school choir and also works at a local nursing home. head to kcrg dot com slash student of the month to read more about this month's nominees, and to vote. we'll feature the winner at the end of november.

the 20-16 race to be the g-o-p presidential candidate is getting interesting. ben carson is ahead of donald trump in the latest national poll. the campaigns are duking it out over upcoming debate rules -- many now saying they won't sign on to a plan that they agreed to just one night before. abc's lana zak has more from washington. "they can't handle a bunch of cnbc moderators... overnight. president obama poking fun at gop presidential candidates and their the republican debate demands... "if you can't handle those guys, you know then i don't think the chinese and the russians are going to be too worried about you." and after initially banding together, the republican alliance is coming apart at the seams.... donald trump says he prefers to negotiate for himself telling bloomberg tv sot "we should be like basketball players?go on strike...demand money for charity." also refusing to sign on: john kasich, chris christie and carly fiorina,

ohio residents will vote on marijuana legalization today. this is the first time voters in a state election will decide whether to approve recreational and medical marijuana at the same time. under the measure, residents would be able to grow their own four plants for personal consumption. if, approved, ohio would be the fifth state to legalize recreational marijuana. cleanup efforts are underway after severe storms rolled through several southern states over the weekend. there have been at least 18 tornadoes in the past three days, from texas to georgia. the national weather service says it's the largest outbreak since july. parts of texas also experienced flooding, which has killed at least six people. a popular store in one iowa community is closing its doors for good. and it's leaving lots of workers without a job for the start of 20-16. here's a live look at our citycam this morning.

birth mothers and primary caregivers can ease back into work on a flexible schedule. the new policies start next year. the new york times published an article about the online retailer's workers having a poor balance with work and life back in august. the target in ottumwa will permanently close on january 30th. the store's corporate office confirmed to a-b-c affiliate k-t-v-o that it notified employees of the closure yesterday. target says it is offering all eligible employees at the ottumwa store the option of transferring to other target stores. it closed the store in clinton in january of 20- 15. 20-16 presidential candidates from both sides of the aisle will stop in eastern iowa today. that includes the democratic front-runner and one trying to make a name for himself in the g-o-p field.

vying for the at-large and district candidates for city council. voting officials in johnson county will be extra watchful during today's city elections. they want to make sure "poll watchers" are following state law. johnson county auditor travis weipert says he's heard some candidates in university heights and iowa city will have poll watchers at voting locations. these people can contest a ballot, if they believe the person who filled it out is not eligible to vote. weipert told tv-9 earlier yesterday that he was waiting on some paperwork from some those poll watchers who will be write-in candidates for mayor and city council. but he contacted us later to say no write-in candidates turned in poll watcher applications. waterloo voters are headed to the polls today to decide whether to support the grout museum district. the cultural and scientific facilities levy is a new property tax for the district's five facilities. a few of those include the grout museum of history and science, the imaginarium, and the sullivan

brothers iowa veterans museum. project leaders say this is the second time voters will take up this issue. it didn't get enough support in 2013 and left the museum to make tough spending cuts. those behind this effort say this is their way of supporting the district's five buildings and keeping new programs and exhibits coming. "19:55:31 when we added on the vets museum and acquired all of these properties it was built into the plan to look for more funding and this has been the most reliable source of funding that we can look for." the committee says if this passes, it would mean an extra dollar-25 per month for those owning a 100- thousand dollar home. it would bring in about 600-thousand dollars a year. as voting closes tonight, you can catch the results on tv-9 news at 10 and kcrg dot com. with now an even stronger lead in the polls, democratic presidential candidate hillary clinton comes to iowa today. she is hosting two town hall

one in eastern iowa. the first town hall will be in coralville at 3 o'clock. clinton will speak to a crowd at s.t. morrison park. then she heads off to grinnell for another town hall at 6:45 tonight. both events are open to the public. on the republican side, ohio governor john kasich is also in eastern iowa today. he will speak at a town hall at 11 this morning. kasich will be at loras college in dubuque. in the recent wall street journal/ nbc poll kasich has 3 percent support among republican primary voters. "where's the matter" .... is what's the matter. nasa recently gave a university of iowa professor millions to search for matter and conduct some potentially ground breaking research. tv-9's forrest saunders joins us at the desk this morning. forrest this professor is looking for matter that can't be found? what exactly do you mean? here's some simple science for you. studies show 5% of the universe should be what's called normal matter, which is people,

yeah, thanks a lot forrest. alliant energy has teamed up with the city of oelwein to help people reduce their energy costs. together they're offering energy audits and will weatherize any home for free. it's part of the "hometown rewards" program that offers incentives to cut energy usage. so far, 60 oelwein home owners have signed up to get the free help. "we have newer windows, we have a newer roof but i'd like to see them come in and let us know what needs to be improved." alliant hired the green iowa americorps team to do the work. members can't do large jobs like adding insulation or

replacing windows. but if the audit finds air leaks, the members will caulk, add weather stripping to doors, and other small jobs to improve energy savings. bruce harreld is into his first week as the president of the university of iowa. he's hoping the rest of the week will bring fewer protests from student and staff calling for him to quit his job.

meet in des moines. the committee will review the privatization plans for the state's medicaid program. critics are raising questions about the projected cost savings... ..... how the state awarded the contracts... ..... and what the effect will be on medicaid patients. the legislative oversight committee meets at 10 this morning. the governor claims the move will streamline services and reduce costs. he says iowa is doing the same thing many other states have done. "the dept of human services has shared with me the spreadsheet and the citeria and the approach that they used. i think that we acted in an appropriate way. and we feel confident. and just as 25 other states have been able to move forward with this." iowa's medicaid program provides care to poor children, families, and disabled people as well as low- income adults. its state and federal funding totals more

governor branstad says he would be okay with using eminent domain for an oil pipeline. but he says he'll let the iowa utilities board make the decision for the proposed bakken oil pipeline. the pipeline would stretch from north dakota, through much of iowa, to southern illinois. and it would carry up to 570 thousand barrels of crude oil each day. the utilities board will hold hearings later this month on whether to allow eminent domain. the board could make a decision next month or in january. university of iowa president bruce harreld says he hopes students, faculty and staff give him a chance as he starts his new job. he had his first day as head of the university yesterday. dozens of people protested on campus, and some gathered outside his office in jessup hall. they called on him to resign, saying he has little academic experience. protestors fear he could cut programs that don't bring in money. but harreld, whose background is as a businessman, says he wants to talk with people about their concerns. "we've got to move on. this institution today is a lot different

than it was in 1847. it's going to be a lot different moving forward. if we're going to continue the great, excellent things that have gone on here in iowa city, what's the plan? what's their plan? please, let's engage." harreld has a five year contract with an annual salary of 590-thousand dollars. bruce harreld's path to the university of iowa presidency has been full of protests and demands for him to step down. we've put together a time-line of events on our web site, kcrg dot com. in a tv-9 follow-up this morning.. the johnson county board of supervisors is creating a committee to review the impact of the county's minimum wage increase. the first of three boosts went into effect sunday, raising the wage to eight dollars, 20 cents an hour. it will eventually increase to 10 dollars and 10 cents in 20-17. the supervisors hope the committee will help them better understand the challenges of low

if you enjoy gambling, this month you can give -- to play. the riverside casino is holding a food drive to fill up four food banks in the area. casino staff made the first delivery yesterday to the iowa veterans food pantry in cedar rapids. donations will also go to the north liberty food pantry, the iowa city crisis center, and pearl city outreach in muscatine. the riverside casino will reward players who bring in two to five items with "play of the day" points. with the upcoming holidays, casino staff encourage everyone to give. the casino will accept donations until the end of the month. the veterans food pantry encourages people to give toiletry items too. and now here's our morning mugshot on your tuesday. it's the preucil school of music's "harvest hoedown 20- 15." the hoedown is at five on november 15th at the ce3lebration barn in solon. there will be an iowa prairie supper with samples of local area harvests, plus, world class hoedown music. there will also be a short live auction. single tickets are 50 dollars,
