been declared safe don't want to go back. lillian you spoke with several people who are nervous about being back in the neighborhood. >>reporter: resident are worried that the pipeline could crack, explode again which is why many of them came to the town hall meeting tonight looking for answers. hundreds of family have been allowed to return to their home but tonight many question the wisdom of going back. 4 days since the pg&e gas line exploded in the san bruno neighborhood and resident want answers. >> still running through the neighborhood. under my house. there are areas, areas of the pipe you can't access. >> we are concerned because there are other pipe lines in the area. make sure that they are following up on all the safety features. >>reporter: congresswoman spear organized the town hall meeting at the church of the highlands where all of the major players involved in the investigation came to offer assurances. she says based on what expert told her resident should feel confident they are

safe. >> truth of the matter is this kind of an explosion is extremely rare. it has happened maybe 2 times in the country. >>reporter: still a representative of the calf public utility commission told the audience that it is ordered pg&e to turn did you know the pressure in the pipeline and need to inspect all the natural gas lane for leak throughout the state. >> we are going to do everything in our power to oversee the risk management practices of pg&e and to make sure they do all the inspections that are require. >>reporter: resident of the tight knit community are counting on it. many hear have grown up in san bruno where people look out not only for themselves but for each other. >> we haven't moved out of here so we still don't know each other. still see each other at reunion and day care and everything else. e-public can expect more of these meetings. consolidate woman spear assured residents they

will be briefed regularly on the latest on the investigation. live in san bruno, investigation. live in san bruno, abc 7 news. >> thanks very much gentleman pg&e handing out check for expenses not covered by insurance. people will get payments of 15,000, 25,000 or 50,000 dollars depending on damage to their homes. pg&e also giving 3 million dollars to the city of san bruno for the cost of respoping to the disaster and repairing damage this money comes from 100 million dollar fund for victims. mean time federal agency finished the initial investigation. pieces of pipe were boxed up today and now headed to washington top dc where experts will tray to determine why it failed. national transportation safety board safety board investigators say they are still lacking into whether anyone reported smelling gas before the blast. so far they say there is no record of that. and investigators have two areas of concern as they examine the pipe. first that it has a long seam whether

welded together and may have been susceptible to corrosion. they also found a variety of small pieces called pickup. each individually welded that place to make a pipe dip under the road as seen in the graphic. more modern pipe are bent to shape which leave fewer weld point that could fail and then catch fire from something as simple as near by stove or maybe a car. microscopic examination will look for an answer. >> for example a fatigue fracture where the pressurization, fracture where the pressurization, depressure asian bends it back and forth and back and forth where it eventually breaks or was it impact from excavation. >> 2 pipe lean in the east bay deemed more risky than the one that exploded in san brawn o. 8 mail stretch from livermore to pinole and cost of replacement tlaiv million dollars and 4 mile stretch through fremont would cost 13 million dollars to fix. pg&e will not release specifics on the pipelines citing national security concerns. >> we are looking forward to

more specific information from pg&e precisely where it is electricityed. the condition of the line. and we want to know that the preventive measures have been tan e.we think that it is important for pg&e to release not only the list but the infection reports. >>reporter: even though pg&e has not officially relessed the list we were able to find out about the risky pipe lanes lacking back at testimony the utility gave at the state capitol last year. ntsb has not ruled anything out in the investigation including a sewer pipe project. license was put in two years ago and covered a large area of san bruno. there was excavating done near the epi-center of thur's explosion. >> state ring laytors will get the first lack tomorrow at proposalhf.;x backed by pg&e that would require customers to pay all cost of a fear that exceed the utility insurance coverage this would apply to the fire in san bruno. this proposal was introduced last year by

san diego gas and electric. it was in response to massive fires in san diego county in 2007. well now that pg&e safety record is under scrutiny one former employee has come forward to share his personal story. mike wise man filed a lawsuit against the utility few weeks ago claiming he was harassed after erased questions about safety. wise man worked on gas transmission pipeline and complained that workers were sent in to a ditch almost 6 feet deep without training or required manual. >> the i actually had my foreman take a picture of me in front of the ditch. at the he said of the week we submitted it to my supervisor. he called me in his office an threatened to discipline me over the picture. >> pg&e says every employee is expected to stop work and raise concern if they feel there is unsafe situation. mean time 4 san bruno resident are still missing in all of this. they have been id fade asia-year-old bull and

her son greg age 50 and his son william, skaechbility the family of 81 year elizabeth torrez tells us she was one of the 4 people killed but the coroner not confirmed her identity. officials have rae leased the names of 3 of the dead and they include 44-year-old jacqueline and her 13-year-old daughter and the woman on the right scene with her boyfriend gomez. he was badly burned trying to rescue her. that young man was horribly wounded trying to save his girlfriend. suddenly he needed saving himself. and family rush to go escape the danger risked their laivs to help him. carolyn takes their story vl. >> we first met tammy the day after the explosion. talking about a neighbor. >> that skin just rolling all of him. and in critical condition. >> that's where the house was, >> that's where the house was, ya.

>> horrible. >>reporter: tonight tammy, >>reporter: tonight tammy, her husband meek and their daughter amanda showed us what used to be their neighbor's house. it is gone but he's alive. they believe the explosion blew 19-year-old joseph gomez nearly 300 feet to their door step. >> he still had smoke coming off his body at the time he walked up to us. how he was walking and talking. >>reporter: at the time they were trying to escape but they stopped, put the teen in their car and drove to the near car and drove to the nearest hospital. gomez told them his girlfriend jessica moralez had died in the blast. they tried to keep him from going into shock. >> i kept him conscience the whole time. yes made sure we prayed both of us prayed. >>reporter: they have been able to return to their home and are sharing their story hoping a disaster leak this never happens again. they don't consider themselves heroes but they have a new friend. >> i don't know how he got to our house. i don't know how he made it. it was god but i don't know. it's not over.
