i'm eric thomas. >> i'm kristen sze. topping our news, governor schwarzenegger will arrive in san bruno for a first-hand look at the damage done by the san bruno fire. pg&e facing new questions how long it took to shut off gas after the blast. terry mcsweeney has the vice chairman with him right now to address those questions. >> i'd like to address that question you just brought up, kristen. the problem seems to have been that the pg&e couldn't get that gas shut off in the most timely fashion. what was the problem and what are you looking at? >> we're developing a time line regarding that issue because one of the issues we've been looking at is the response time to situations like this. 1982 there was an accident in san francisco and we investigated and there were some recommendations regarding making sure that the first responders were properly trained to do the right thing and making sure the

valves were still operable and had been recently exercised. >> as far as the investigation, what kind of answers or is it too early? >> it's too early to know but those are the issues we're looking at. >> as far as our viewers, people see that fireball from last week's explosion and word gets out about how many gas lines, aging gas lines are out there in neighborhoods. what can you say to people to assure them -- or can you assure them the chance of this happening are extremely slim or something is being done about this? >> we investigate eight or ten pipeline accidents a year. having them in a densely populated residential area is very rare. that's one of the issues we're looking at because more and more we're seeing situations where large pipelines were put in areas like this in 1956 that were not densely populated but are now. we'll look at that issue. >> one last question. ntsb investigators, what exactly

are they going to be doing? are they out there on the scene shifting through ashes? >> yesterday we visited the milpitas control station that controls the flow of gas. today we'll be visiting other control stations as well as looking at the valves that immediately adjacent to this site that needed to be closed will be also starting the interviewing of witnesses. >> real briefly, at the milpitas flow station, what are you looking at there? >> we want to get excruciating detail how the system works, how well the people are trained who work it, their background and experience, all aspects of what happened day. we'll do an exhaustive look at the details. >> christopher hart, thank you for being with us live. you mentioned the governor coming out here today this afternoon to take a look for himself. terry mcsweeney, abc 7 news. >> terry, thank you. 6:03. national gas pipeline safety will be a very big topic in congress this morning. an east bay congressman says

he'll be asking some tough questions in the wake of the san bruno fire. the previously scheduled hearing on pipeline safety begins at 7:00 this morning in washington. he'll ask the house transportation and infrastructure committee to focus on the san bruno fire as they question a dozen investigators about the safety of high-pressure gas lines in urban areas. >> it's 6:04. right now in san francisco, arson investigators are examining three suspicious car fires in three very different parts of the city. the first happened just before 11:30 near the rv park at scandal stick point. the second after 1:00 in the morning at 25th and harrison. the third happened 2:30 a.m. on the 1400 block of sell by. nobody was hurt at those fires. >> police have two suspects in custody as they investigate a fatal shooting and assault on two people inside a bayview district home. it happened when two suspects knocked on the front door of a

house. the man who opened the door got into an argument with the suspects. investigators say the fight turned physical and one of the suspects shot and killed the man at the door. a second victim inside the house was assaulted and taken to the hospital. >> wearing camera on their uniforms, a device that some call a win/win but others consider a privacy threat. theresa garcia is live in the oakland police department. >> many concerned about privacy rights worry about innocent bystanders being recorded but there are others who say the benefits shine much brighter and this is in the sense it could encourage professional behavior, also clarify any allegations of police misconduct and perhaps provide evidence of crimes or even attacks against officers. the oakland police department has announced a plan that it wants to purchase 350 of these wearable cameras plus the

equipment to download the video recorded. the small devices clip on the officer's uniform, slide open and begin recording. each has an internal hard drive. the end of the day the video is downloaded to a server. they were tested over the summer and the chief has recommended the units to the city council's safety committee saying they'll improve officer safety. >> not only police safety but citizen interaction. a way for me to monitor our customer service and giving the best service and following up. >> one of those things that can keep policemen a bit more under control. >> well, some critics wonder about the effectiveness such as will the devices always be turned on. the police department says all officers will be properly trained to make sure the devices are recording. these clip-on cameras will replace the ones mounted on police cars. they're expected to record better as well as be less expensive.

money could be used to buy these cameras. a total cost of $540,000. a vote by council is expected on these cameras by the end of the month. live in oakland, theresa garcia, abc 7 news. >> all right, theresa, thank you. a marin county supervisor is calling for a review of the sheriff deputy's protocol using tasers. that follows the tasing of a wood acre man inside his own home. this video is from a camera mounted on a deputy's taser. the man had just been treated by paramedics following a fall when two deputies and arriveded on the scene. they tasered him three times when he refused to go with them to the hospital. >> craigslist will break its silence on its decision to remove its adult services section during a hearing on capitol hill. jackie spear and colleagues on the subcommittee are investigating domestic minor sex

trafficking. they have long expressed concerns about prostitution on craigslist and have followed suit to force removing. they shuttered it this month and posted the word sensored over the link. we expect to hear from people who have been harmed by craigslist. >> we'll get a check on the forecast. had to use the wipers a couple of times coming into work. >> let's check with mike and see where you'll find it most. >> mainly the higher elevations around the bay. coming from the caldecott across the bay bridge, found some there. those areas and along the bay shore also. what we're dealing with are temperatures this morning that are in the 50s. in fact, let's take a look at those temperatures. you can see most of us are in the mid to upper 50s. low 50s livermore, novato and santa rosa.

>> so many people have been telling the media they smelled natural gas out here a couple days before last week's explosion. some saying a couple of weeks before. the ntsb has taken a look at pg&e complaint e-mails and found just one reporting the smell of natural gas. that was weeks before the explosion and pg&e responded to that complaint. investigators also pointing out that they have taken a big section of that ruptured pipe back to washington d.c. to determine if it gradually wore away or if it was a sudden event that caused it do give away. ntsb also looking into shut-off volume -- valves. this pipe did not have them. investigators were in milpitas yesterday. >> we wanna get excruciating detail how the system works, how the people are trained to work it, their background and experience, all aspects what

happened that day. we'll being done an exhaustive look at the details regarding that station. >> ntsb also asking for the public's input on this situation. they have received 90 e-mails so far, some saying that -- some people have seen dead vegetation near the pipe. some offering help, some saying thank you for being out here. also did pg&e follow the recommendations from a 1981 incident, downtown san francisco which caused massive evacuations when a gas leak happened there. there were problems turning off the gas that time. it took two hours to shut off the valve manually. a lot of questions remain. answers may soon be on the way. live in san bruno, terry mcsweeney, abc 7 news. >> terry, thank you. the families hardest hit by the fire finally got a chance to go home, even though many have nothing left to return to.

yesterday they put on life-protective suits and walked on to their property for the first time. one woman stood silently more than a minute as she pondered the ruins of her home. others found most of their personal property intact. they were given just one hour to retrieve their most precious belongings. one fire victim doubts he'll come back. >> whether we're comfortable moving back in? >> that's a whole different story. my wife and children ran screaming barefoot from the house, ran down the street with a fireball behind them. hard to bring the kids back to this neighborhood. >> authorities have now identified all four people killed in the fire. 81-year-old elizabeth torres lived at claremont drive just yards from the blast site. also killed were torres' neighbors on claremont, jacqueline and her 13-year-old daughter and 20-year-old jessica morales visiting her boyfriend on earl avenue watching a football game. >> here are the latest numbers on the devastation in san bruno. four people are confirmed dead,

linked to you other home invasions in palo alto and menlo park over the past few months athe san jose city council is recommending a proposed high-speed rail crossing downtown be put aboveground. the council voted 9-2 in favor of the aboveground plan with the stipulation they have some control over the design. the below ground proposal would have cost five times that much. the mayor fears the rail authority could ultimately insist on an elevated station and thinks san jose should put language in now to give the city some leverage. >> we're looking at perhaps putting right of way into the project, in the southern part of san jose. they want that. and so i think we can negotiate for some additional control over what they build in the city. >> in some places the tracks will be 90 feet in the air. it will take between 3 to 5 years to build and is expected to cost a half billion dollars. >> this morning craigslist will break its silence to remove its adult services section.

the explanation will come in a very public forum. >> eric, in just a few hours representatives from craigslist will be testifying in front of the house judiciary subcommittee on the topic of child slavely and prostitution. jackie spear from california and human rights organizations are scheduled to testify. earlier this month they shut down their adult services section and posted the word sensored. they refused to say why they did that, whether it felt pressure from critics. the company received numerous complaints that includes a group of 18 state attorney generals that allow ads that lead to violence. most ads are free but adult ads cost $10 apiece, generating $36 million in revenue. craigslist increased screening of these ads after a man in new england killed one woman and attacked two others he contacted

and along the coast and will fall on saturday. that's our best chance. 5:00 this morning through 7:00, you see the clouds increasing around all of our neighborhoods. by noon around the bay with the rest of the coast still pretty cloudy and sunshine for the inland valleys. some of us will hit 80, 70, 60s around the bay and the coast. let's throw those temperatures out and start in the east bay where it's warmest with sunshine low to mid-80s. the usual suspect in the mid-60s, richmond, berkeley, oakland. low to mid-70s elsewhere. even castro valley 75. cupertino 75. about 76 san jose, campbell around 77. low to mid-70s on a mostly sunny peninsula today with palo alto about 73. mainly cloudy along the coast and near 60. downtown south san francisco and sausalito partly and mid-60s to upper 60s. near 80 through the north bay

valleys. around the monterey bay, santa cruz, watsonville see sunshine and low to mid-70s there. carmel mid-60s and plenty of sunshine inland. gilroy and hollister low to mid-80s. dodgers stay pace with the padres. patchy fog and breezy. temperatures running low to mid-50s north bay valleys. mid to upper 50s for the rest of us. all is quiet but as this cold front draws near, you see it pushing the rain through most of the next two days into oregon. by friday into saturday watch out along the coast and north bay. that's when that chance of rain starts to roll in. for all of us 10 degrees cooler by sunday. >> quite a few hot spots. start with a sigler issue for this accident. an injury crash in martinez. the marina vista off-ramp will be blocked for a while. maybe folks are slowing down to take a look at it or trying to

figure out an alternate route. you may want to get off at author and they will get you through martinez. heading out of solano county, right now the drive time 16 minutes from venetia bridge to highway 24. you may want to consider the carquinez bridge to the maze. the other hot spot a motorcycle crash. traffic remains heavy from there all the way out towards summersville. the earlier injury accident at the altamont pass is now blocking a lane. the drive time has increased to half an hour from 205 to 680. slow at the bay bridge toll plaza. things backed up to the foot of the maze. and also in the north bay a new crash just came in reported southbound 101 in san rafael. that one's off to the shoulder. you can always get the latest by going to our website on abc7news.com. you'll find the bay area traffic link under abc 7 extras. kristen. >> frances, thanks. 6:53. state health officials are

reporting yet another baby who died from whooping cough. the 9th victim of the epidemic this year is another southern californians. this a two-month hold. it causes severe coughing spells but hard to diagnose because early symptoms are mild. do not delay treatment. 36 cases of infection row reported in california this year. >> a jockey remains critical but stable after his spinal cord was severed, a time when he and his fiancee are expecting their first child anyday. michael martinez was riding fair and warmer when he was thrown from the horse and then the horse fell on him. martinez is a rising talent at golden gate fields. he ranks 13th in north america and trainers say he was riding his way to a triple crown race. >> no telling how great this kid was gonna be.

i mean, he was far above the ordinary -- your ordinary jockey. >> martinez is paralyzed from the waist down. doctors tell the daily racing form that martinez is a prime candidate for embryonic stem cell therapy to regenerate his severed spine. he may just get on his saddle and ride again. >> the investigation into the san bruno explosion and fire is taking federal officials to other parts of the bay area. >> terry mcsweeney is live with details. >> the ntsb investigators spanning out the san bruno blast site to other parts of the bay area to take a look at gas control stations. the ntsb is looking at the aftermath of the blast and the fire that killed four people and destroyed and damaged dozens of homes last thursday evening. the 56-year-old pipe that gave way did not have automatic shutoff valves that respond to a drop in pressure.

the gas flow had to be shut off manually and took two hours. the investigators are checking out the gas control stations in the bay area. they were in milpitas making sure people are trained properly and equipment is maintained. the section of pipe that erupted is in washington d.c. to be inspected carefully to find out what caused it do give away. as for customers that reported gas, they said they smelled gas before the blast. ntsb looked at e-mails received by pg&e. e-mails, not phone calls. they say they found one person three weeks ago reporting the smell of gas and that pg&e responded to that call. investigation continues. terry mcsweeney, abc 7 news. >> checking other top stories this morning. oakland police are a step closer to wearing clip-on video cameras on their uniforms. the small cameras were tested by some officers over the summer. chief anthony bass recommended the cameras and is passing it on to the full city council.
