into a chase and a shoot-out. what concord police think he was doing and why they stopped him up ahead. >> i'm terry mcsweeney live in san bruno where people victimized by last week's explosion and fire are now facing being vitaminmized by scammers. some already arrested, maybe more on the way. the warning in a live report. >> under a partly cloudy sky and warmer weather this morning. that will springboard us to the warmest temperatures in this weather forecast cycle. rain chances for not only saturday but also sunday. >> an early morning accident in san francisco's marina district has been cleared. all streets open in the area. live shot of the san mateo bridge has traffic flowing well. in fact looking good on bay area freeways right now. >> it's become a busy thursday morning. 6 a.m.. i'm eric thomas. >> i'm kristen sze. let's begin with the latest on breaking news we've been following all morning. concord police shoot and wound a pedestrian.

theresa garcia joins us to explain what happened. >> we just found out that two officers were involved in the shooting. both fired their weapons at this one suspect who also drew a gun at them. take a look behind me. first off you've got the crime scene truck that just pulled up. those investigators have gone down the street. that's ashbury where you see patrol unit cars. what happened at 2:30 this morning is a man was walking down the street clayton road. they spotted this man who they believe fit the description of a man wanted for several robberies. they're not very clear whether those robberies were here in concord or elsewhere. but he fit the description. they tried to stop him. he ran down ashbury and one point turned around, pulled his weapon and pointed it at them. we don't know whether the suspect fired his gun but those two police officers did fire their weapon hitting him. the extent of his injuries, not

revealing that but he was taken to the hospital. the suspect is in his early twenties. that's all we're being told. for those who live in the concord community perhaps going to work along clayton road, part of the lane is blocked and all of ashbury which extends down one residential block is closed off at this time. the investigation will continue through the morning. they're trying to see whether any gunshots actually pierced any property such as someone's home or car. a lot of work to be done here. >> theresa, thank you very much. it's 6:02. as residents begin returning and rebuilding their homes in san bruno, officials are offering new warnings and threats. the warning is for residents. the threats are for anyone looking to capitalize on the disaster. terry mcsweeney is live in san bruno with more on that. terry, there have been arrests already. >> there have been four arrests. the warning and the threats are

coming from today down at san bruno city hall, the san mateo county district attorney's office, san bruno p. d. and the state contractor's licensing board and state insurance department and they're all saying pretty much the same thing: watch out for scams. there have already been some. now, the -- take a look at some video from yesterday. people just getting back into their red-tagged homes, warning about possible scams. these people may face scams and they're telling these people to use licensed contractors. there have been scams already. we mentioned the four people arrested. they went to the rec center saying that they lived in rentals in the affected area. the rentals burned down so they applied for and received i.d.'s. they took those i.d.'s to pg&e and various companies like old navy and started cashing in. >> essentially you would walk out with $1500 in gift cards and a free cellphone. >> and they did. >> and they did. >> they need to be locked up for a long time.

they need some serious, serious punishment. that is just the lowest of lows. >> they may receive some serious punishment because the dmv figured it out. all four arrested. two from san francisco, the other three miles from the affected area. other scams going on, people i am -- impersonating a utility worker. some people looking to cash in on this deal. also the city of san bruno estimating that it may cost $6 million to fix the streets and the sidewalks damaged by the explosion. this is a city $2 million in the hole. they can't afford it. they're going to be looking to the county which is having their own problems. they're looking to the state and federal government. other money may be coming from pg&e. it has $100 million account sed up and a billion dollar insurance policy. terry mcsweeney, abc 7 news. >> there's a new admission about

another risky section of that same pipeline that runs through san bruno. it was supposed to be repaired last year and pg&e raised gas rates to cover this $5 million project. but even though it poses a high risk of failure, the utility delayed the project and spent the money on another project. >> it's incumbent on pg&e and on the regulators to, you know, get this system back in shape so that, you know, people can rest easily in their homes and not be afraid that they're gonna be subject to another incident. >> pg&e is defending its decision to delay the project saying a bigger problem came up that needed to be fixed first. >> our first priority is take care of things that maybe are dangerous today. because we wanna make sure that everybody's safe. >> work on the high-risk

welcome back. right now san francisco police are investigating an early morning accident that sent four people to the hospital. it happened just before 3:30 at the intersection of chestnut. investigators say two cars collided, one flipped over. all four people were taken to the hospital. they're said to have serious injuries. >> the usgs reporting two small quakes, the first a magnitude 2.7 struck in alameda county. it originated along the hayward fault and was centered in fremont. the second quake was also a magnitude 2.1 and hit at 10:13

last night about 9 miles east-northeast of san jose city hall. no damage reported from either of the two minor quakes. >> today voting on ucsf's plan to build the city's first new hospital in decades. the new medical center will include special hospitals for children, women and for treating cancer. this hospital comes with a billion and a half price tag with much of that money coming from private donations. u.c. hopes to have the new facility open in 2014. >> the senate is expected to vote today on a bill that could mean big money for the nation's small business owners. it would make $30 billion in loans available to small businesses. two republicans have indicated they'll break ranks with their leadership and make passage all but certain. democrats say the legislation would give small businesses

incentive to expand and hire workers. president obama has pushed hard for this measure. >> this morning pope benedict made his clearest admission yet about the church's sex abuse scandal during a historic four-day visit to britain. she was greeted by queen elizabeth and prince phillip. this is the first visit in 30 years. the pontiff admitted the catholic church failed to act quickly enough to deal with priests that rape and abuse children. they need to gain their trust in the church. the pope's comments are his most thorough admission to the church's failure to deal with the scandal. >> next week we officially have fall. mike, it feels like it for quite some time. >> really feel like it this weekend with the chance of rain, dampness that will hang around. >> maybe bring us summer for

more day. the reason why we're going to be warm and sunny today but quickly tomorrow morning look at the drizzle along the coast and tomorrow afternoon most of the rain stays well north of the bay, even north of ukiah. but drizzle along the coast and that's where it stays saturday afternoon. by sunday morning you can see the rain start to dip across the rest of the bay and drizzle starts sunday morning. we'll see a drying trend by sunday afternoon. we're talking a tenth of an inch of rain if we're lucky. maybe a quarter up in the north bay valleys and mountains. for sure will happen everywhere, about 10 degrees cooler over the weekend. have a great thursday. >> we'll head to tracy this time where traffic is slow westbound 205 from i-5 out to 11th street where an accident is in the center divide. you'll notice the slowing a little under 40 mph as you make your way through the altamont pass. as we check out the drive the times, it has grown to about 26 minutes. not too bad from 205 to 680.

of events but fires were shot by the officers. he's a male. the question was asked how old he is. a male in his early twenties. >> the suspect was taken to john muir hospital. his condition is not known right now. no officers were injured. our theresa garcia is there on the scene. she'll have a live update in about 20 minutes. >> public safety officials in san bruno are warning people whose homes were damaged or destroyed by last week's natural gas fire to be on the look outfor scammers. they're especially worried about unlikely contractors prowling the neighborhood. already an arrest of scammers, terry. >> yeah. those people were arrested basically for impersonating fire victims trying to get their hands on cash intended for the real victims. the warning going out today is telling people watch out for people impersonating contractors. take a look at the people most vulnerable to these big contractors trying to get their hands on money. people who lost their homes in

a park ranger says several occasions the coyote approached people walking their dogs and barked and howled at them. one case the animal nipped at a dog but there have been no tacks or injuries. the areas include woodland star, bay laurel trails. the most recent encounter was september 1st. >> it appears san anselmo, the second city in marin county to ban smart meters. the city council has voted to instruct staff to draw up an ordinance that will place a one-year moratorium on the devices. the city is sending a letter to pg&e demanding the installation of the meters halt immediately. fairfax has set a moratorium setting health and privacy concerns. as of september 2nd, pg&e had installed 20,000 of the evices in marin county homes. that's 10% of the meter customers. santa cruz county was reporting going for a moratorium on those

two environmental groups are taking wal-mart to court to stop the retail giant's expansion plans in the park. they have filed suit claiming city officials violated rules when they approved wal-mart's plan to turn its existing store there into a new supercenter which would sell groceries and a whole lot more. the mayor says she's not surprised. wal-mart calls the suit unfortunate. the retailer will fund the city's legal fees. >> schools considering a radical option to create a megaschool. jenelle wang joins us live. >> actually several megaschools. in order to do this alameda would have to close half of the city schools. lincoln and wood middle schools along with washington and paid am elementary could close as early as next year and 2012 they could shut down these schools. one option would be to create a megak-6 school with up to a

second half of next year. another sign of improvement for the bay area housing market says the number of foreclosures in the san francisco oakland fremont area fell 10% in august compared to july and fell 22% compared to august of '09. one in every 73 households received some type of foreclosure notice last month. gold this morning hitting a new record high. this has the dollar continues to weaken here. stocks, they are lower. we did have some decent news about job claims. weekly job claims did fall. still high. 450,000 people filing for first-time unemployment benefits. fedex weighing on stocks after announcing job cuts and closing 100 facilities. the silicon valley trading just slightly lower at the moment. we continue to watch the blackberry maker research in

motion. shares have doubled since april. blackberry's in favor of the rival i-phone. the blackberry touch which came out last month received mixed reviews in what analysts say are lukewarm sales. >> jane, thank you very much. it's 6:47 now. menlo park is closer to putting tough new restrictions on smoking in public. the city approved a law that bans lighting up in condominium and picnic areas, bus stops. council members granted an exception to restaurants, bars and tobacco shops they could designate smoking area outdoors. the city council has to take one more vote before this ban becomes law. >> environmentalist believe bay area homeowners and businesses can take plenty of steps to clean up the air we breathe. the bay area air quality management district may expand its own local version of cash for clunkers to get polluting cars off the road. our media partner reports the

clean air plan includes requiring dairies to reduce methane gas from their cows by changing their feed. another idea calls for wineries to minimize sweet-smelling emission from fermentation tanks. >> hundreds under mandatory evacuation near lake isabella. the blaze is 50% contained by firefighters are worried it could jump the containment lines. it scorched 6,000 acres of land and destroyed one home. the cause is still under investigation. >> fingers crossed but the fire season slower than the usual start thanks to the weather. >> and the summer we did not have. >> exactly. the cool weather and potential for wet weather will keep that fire danger under wraps which is good news. clouds increase down on to the bay. so far no flight delays into sfo but we'll keep an eye on it and you can too at abc7news.com.

all right. let's talk some temperatures before the clouds move in. we had a clear sky around santa rosa, napa. 48 there. 60 antioch and los gatos. 52 redwood city and looks like the rest of us mid to upper 50s. the monterey bay seeing increase in clouds. watson vil, salinas, monterey bay. not as much cloud cover santa cruz and gilroy, upper 40s. the warmest afternoon of this forecast cycle stretching the next seven days. moisture, drizzle around the coast and some of the higher elevations of the bay tomorrow morning. and chance of rain with that cool front saturday in the north bay and the rest of us probably sunday morning. here's a look what's happening right now. you can see the clouds increasing through the morning hours and then by about 10:00 they start to retreat back to the coast. still hanging around bay at noon. higher clouds start to move in during the afternoon hours and thicken along the coast keeping

romantic relationships typically lose two friends. the research shows most single people have five people in their core group, friends they see at least once a week. but those who are in a relationship have about three core friends. two get kicked out. >> yeah. for various reasons. recapping our top stories. concord police investigating a shooting involving two of their officers. >> theresa garcia live at the scene. >> the crime investigators have been here on the scene of this early morning shooting involving two concord police officers. they say it all began at 2:30 this morning when those officers saw a man walking down the street and they tried stopping him to talk. >> officers believed he was wanted for some outstanding warrants for robbery. >> how did they know? >> he fit the description. i believe he fit the description of the subject wanted. >> but the suspect didn't stop there on clayton road. he ran down ashbury drive. the officers briefly chased him in their car and jumped out.

that's when investigators say he pulled out a gun and the two officers fired their weapons at him. the suspect, early twenties was taken to the hospital. how many times he was shot is not revealed. the investigators are still confirming whether this man was indeed the robbery suspect they were searching for. people passing through this area near downtown concord will continue to see police activity out here on clayton. this is blocking a portion of the right lane here as you can see plus ashbury drive behind me will still remain closed until the investigators gather all their evidence. for other top stories, let's check with terry mcsweeney in san bruno. >> good morning, theresa. there's a warning going out to victims of last week's explosion and fire in the neighborhood down the street from me here and it is watch out for scamers. take a look at some people most vulnerable to these new breed of scammers. these the people who lost their homes or had their homes damaged by the fire going back home for

the first time yesterday. the warning today is watch out for people coming out here purporting to be contractors trying to get their hands on your money. another kind of scam going on. four arrested for going to the assistance center in san bruno claiming to be victims of the fire, not really being victims of the fire and getting their hands on cash cards and other help for the people who were inconvenienced by the fire. all four of those people have been arrested for burglary, perjury and submitting false documents. three other people have been arrested for looting or attempted looting and that would explain the massive police presence out here from just about every police department in san mateo county. also a price tag on the damaged homes out here or destroyed homes. $31 million for those. $6 million for the city of san bruno to repair the streets and the sidewalks. now pg&e has put up $100 million fund for people who lost their homes or had their homes damaged by the fire.
