news and increasingly ominous tones coming out of north korea. this morning in fact we're getting fresh indications about when the strange and secretive regime there might conduct an expected missile launch that could ratchet up the tension in this crisis even further. bob woodward is in seoul, south korea. >> reporter: the reporting out of seoul is that the south korean military is now speculating that if there is a missile launch, it could be happening sometime around april 15th or before because that day is the 101st birthday of the founder of north korea kim ill so song. parades, marches and military action are connected to important dates. the last nuclear test happened within a few days of the birthday of kim jong-il. this rocket last april launched but failed took place a couple days before the 100th birthday

of his grandfather kim il-sung. that's why they're watching the movements toward the coast trying to predict what will happen if a missile is launched how south korea, japan or the u.s. should react. >> we think we have the capable to knock it down but have never tested against it so until you actually do it for real, there's no knowing that we have absolutely 100% certainty of knocking this down. so there's obviously going to be some tension within the u.s., as well. can we actually engage this missile. >> reporter: in a frightening warning the north korean government is encouraging foreign embassies including britain and russia to leave before april 10th because they cannot guarantee their security anymore. but this morning, here in seoul, life appears to be pretty normal. in the rain, the streets are filled because they have lived through such propaganda so many times they are fairly confident

this is just another spectacle. "our government should have a sword in one hand and hold out their other" this father told us. the kim jong-un regime will collapse. these canadian high school students tell us they have little fear. >> my mom is probably kind of nervous. nothing here seems like anything is wrong. if i didn't know anything was up you would have never guessed. it just seems scary for wheel are on the outside i guess. >> reporter: president obama is reaching out to china to tie to get them to convince north korea to back away from their possible threats and as you know, dan and bianna, china is the most influential country in asia. >> china a key player in the region. reassuring to see scenes pretty normal and reports out of north korea that things are the same there. >> i guess the big concern is we know so little about kim jong-un and his intentions. >> exactly. let's check in with linsey davis in for ron claiborne.

how are you. >> good morning, dan and bianna. good to see you guys. good morning, everyone. we begin with the former head of the cia getting a visit from the fbi. federal agents interviewed david petraeus, part of the ongoing investigation into whether paula broadwell received classified information. petraeus told investigators he did not share top secret documents with broadwell. he resigned from the cia last year after it was revealed. the chairman of the joint chiefs of staff arrived in afghanistan for talks about u.s. troop levels. general martin dempsey is meeting with allied commanders as well as afghan officials. as many as 10,000 troops are expected to stay when combat operations end next year. that's down from the current 66,000. the parents of trayvon martin have settled a wrongful death claim against the florida subdivision where he was fatally shot last year. the amount of the deal between

the two will, however, remain confidential. neighborhood watch volunteer george zimmerman who claims he acted in self-defense goes on trial for the murder in june. and more fallout from that scandal at rutgers university. the school's athletic director has now resigned after that video showed former head coach mike rice assaulting players at practice. in his resignation, tim pernetti said, he wanted to fire rice right on the spot but claims other school officials were against it. and new evidence this morning that using cell phones while driving, laws against it are not working. the new survey finds at any given time, listen to this number, about 660,000 drivers are texting, talking or in some way using their cell phones while behind the wheel and we know that is risky business. and finally this morning, a sign of the times. the company that operated thousands of portrait studios at scores including sears and walmart went out of business

without a prescription as easy as buying aspirin. >> a rare move. the judges overruling an age limit set by the obama administration calling it arbitrary and political. abc's dr. richard besser is here with the medical reality check for us. there's a lot of confusion about this. doctor, is this the same as the abortion pill. >> there's so much confusion about that. it is a different drug. rd 486 has to be given under a doctor's prescription. this is a hormone. in many birth control pills given at a higher dose and prevents pregnancy in the first place. >> here's why it is so controversial. some believe making this so commonly available will encourage young people to have sex. is this your view? >> i'm a parent of teenagers and i'm a pediatrician and one thing i know is far more teens are having sex than parents know or believe. some of it is unwanted, incest, abuse, but some are just young children making a decision to

have sex. the goal here is to the to foster earlier sex but it's to help prevent some of those unwanted pregnancies. 40% of pregnancies are unplanned and unwanted. by making this available over the counter the goal is that when that happens there is a choice between having a pregnancy or future abortion and not getting pregnant in the first place. >> is it safe. >> it's very safe. you know, there may be some breast tenderness, may be some irregular periods but it is an extremely safe drug. if someone uses it they still need to see their doctor afterwards for std testing but very safe. >> it is controversial. >> it is. >> great to see you. thank you very much. now to a look at where jobs are in this country. we just had a fresh report saying american employers did not add many new jobs last month. it was disappointing. wall street did not like it but there are some industries that are hiring and abc's linzie janis has been looking into that. good morning to you. >> good morning, guys. very lousy report but economists say it isn't time to panic just

yet. the housing market is still improving giving consumers a boost that there's one industry powering ahead. it's the symphony of sounds the economy is happy to hear. while it might be off pitch, the construction industry is still tuned up. >> now that the business is picking back up, the subcontractors that i use are trying to draw back in the people that had to leave the industry because there was no work. >> reporter: the construction sector added 18,000 jobs in march according to careerbuilder.com most of the jobs filled since 2010 were high tech like software developers, mechanical and industrial engineers. american companies hired just 88,000 workers last month. a far cry from the 236,000 new jobs added in february. businesses got cold feet worrying about the impact of $85 billion this automatic spending cuts that went into effect march 1st.

another eerie discovery the sheer number of people giving up the search. >> 500,000 americans quit looking for jobs in march. that means they just gave up and so that's how you get the unemployment rate to look lower because you shrink the pool. >> reporter: but among the 12 million still searching record numbers of job seekers are turning to trade and vocational schools across the country hoping specialized skills will help them land a job. >> contract work and all these will be able to be easily utilized. >> enrollment at trade schools is at a record high. job experts say tweaking your skills or retraining altogether is a good idea. that means adding more technical know-how to your resume. >> the stock market ended up higher. a lot thinking that meanings the fed will continue to pump money into the economy after the jobs report. >> exactly. >> great to see you, linzie. this is, of course, the biggest weekend for college basketball fans. we're just hours away from the two final four games.

calls that send the los angeles police swarming to the home of big stars. police are now saying the joke is over. ty hernandez is here with the story. >> hey. good morning. the dangerous pranks called swatting appear to be getting more popular and shaken up some of hollywood's biggest celebrities but after four stars were hit in less than a week l.a. police are saying enough is enough. this morning, justin timberlake joins the long list of stars hit by the swatting prank. this video taken from a passing tour bus outside the singer's home shows the result of this dangerous trend. here a tour guide explains to his passengers why a s.w.a.t. team has stormed timberlake's estate. >> there was a call, four men entered the home and there was a call of someone being shot inside the home. >> wow. >> it's very, very popular in los angeles. >> reporter: just hours later police respond to selena gomez's mansion. drawn by claims of gunfire.
