news and increasingly ominous tones coming out of north korea. this morning in fact we're getting fresh indications about when the strange and secretive regime there might conduct an expected missile launch that could ratchet up the tension in this crisis even further. bob woodward is in seoul, south korea. >> reporter: the reporting out of seoul is that the south korean military is now speculating that if there is a missile launch, it could be happening sometime around april 15th or before because that day is the 101st birthday of the founder of north korea kim ill so song. parades, marches and military action are connected to important dates. the last nuclear test happened within a few days of the birthday of kim jong-il. this rocket last april launched but failed took place a couple days before the 100th birthday

of his grandfather kim il-sung. that's why they're watching the movements toward the coast trying to predict what will happen if a missile is launched how south korea, japan or the u.s. should react. >> we think we have the capable to knock it down but have never tested against it so until you actually do it for real, there's no knowing that we have absolutely 100% certainty of knocking this down. so there's obviously going to be some tension within the u.s., as well. can we actually engage this missile. >> reporter: in a frightening warning the north korean government is encouraging foreign embassies including britain and russia to leave before april 10th because they cannot guarantee their security anymore. but this morning, here in seoul, life appears to be pretty normal. in the rain, the streets are filled because they have lived through such propaganda so many times they are fairly confident

this is just another spectacle. "our government should have a sword in one hand and hold out their other" this father told us. the kim jong-un regime will collapse. these canadian high school students tell us they have little fear. >> my mom is probably kind of nervous. nothing here seems like anything is wrong. if i didn't know anything was up you would have never guessed. it just seems scary for wheel are on the outside i guess. >> reporter: president obama is reaching out to china to tie to get them to convince north korea to back away from their possible threats and as you know, dan and bianna, china is the most influential country in asia. >> china a key player in the region. reassuring to see scenes pretty normal and reports out of north korea that things are the same there. >> i guess the big concern is we know so little about kim jong-un and his intentions. >> exactly. let's check in with linsey davis in for ron claiborne.

how are you. >> good morning, dan and bianna. good to see you guys. good morning, everyone. we begin with the former head of the cia getting a visit from the fbi. federal agents interviewed david petraeus, part of the ongoing investigation into whether paula broadwell received classified information. petraeus told investigators he did not share top secret documents with broadwell. he resigned from the cia last year after it was revealed. the chairman of the joint chiefs of staff arrived in afghanistan for talks about u.s. troop levels. general martin dempsey is meeting with allied commanders as well as afghan officials. as many as 10,000 troops are expected to stay when combat operations end next year. that's down from the current 66,000. the parents of trayvon martin have settled a wrongful death claim against the florida subdivision where he was fatally shot last year. the amount of the deal between

the two will, however, remain confidential. neighborhood watch volunteer george zimmerman who claims he acted in self-defense goes on trial for the murder in june. and more fallout from that scandal at rutgers university. the school's athletic director has now resigned after that video showed former head coach mike rice assaulting players at practice. in his resignation, tim pernetti said, he wanted to fire rice right on the spot but claims other school officials were against it. and new evidence this morning that using cell phones while driving, laws against it are not working. the new survey finds at any given time, listen to this number, about 660,000 drivers are texting, talking or in some way using their cell phones while behind the wheel and we know that is risky business. and finally this morning, a sign of the times. the company that operated thousands of portrait studios at scores including sears and walmart went out of business

that she hasn't said no. >> probably a good idea to just find out how tired i am. >> reporter: will she or won't she? >> i am not thinking about anything like that right now. >> reporter: 2016 watchers already looking for clues. >> what's next? >> reporter: friday at the women in the world summit hillary clinton offered this. >> so many of the countries that threaten regional and global peace are the very places where women are deprived of dignity and opportunity. >> reporter: highlighting the need to empower women across the world. no specific mention of the need to getting a woman in here. >> whoo! >> reporter: but the pressure has begun. >> i think it's really important that we see strong women leaders showing us what we can do. >> reporter: there's already a super pac ready for hillary but could she redeem 2008's devastating loss in iowa.

hard to forget. >> i congratulate senator obama. >> reporter: even if she does win the primary clinton would face an opponent ready for battle. >> we'll have a republican party out of power for eight years. >> reporter: the former secretary of state is taking her time and if she chooses not to run, there still maybe hope for a female commander in chief in 2016. >> in the elections that we saw last november was a call by the american voters for more women's leadership. it elected a historic number of women into the senate, into the house. >> reporter: but for now the spotlight remains on hillary clinton. she'll speak in texas later this month. until she says yes or no, the hillary fever continues. dan and bianna. >> it does. as you pointed out she has not said no. that is the big thing. reena, thank you for your reporting. moving on to health news. this morning families across america are absorbing some big health news. a judge has ruled that girls under 17 should be able to buy the so-called morning after pill

without a prescription as easy as buying aspirin. >> a rare move. the judges overruling an age limit set by the obama administration calling it arbitrary and political. abc's dr. richard besser is here with the medical reality check for us. there's a lot of confusion about this. doctor, is this the same as the abortion pill. >> there's so much confusion about that. it is a different drug. rd 486 has to be given under a doctor's prescription. this is a hormone. in many birth control pills given at a higher dose and prevents pregnancy in the first place. >> here's why it is so controversial. some believe making this so commonly available will encourage young people to have sex. is this your view? >> i'm a parent of teenagers and i'm a pediatrician and one thing i know is far more teens are having sex than parents know or believe. some of it is unwanted, incest, abuse, but some are just young children making a decision to

have sex. the goal here is to the to foster earlier sex but it's to help prevent some of those unwanted pregnancies. 40% of pregnancies are unplanned and unwanted. by making this available over the counter the goal is that when that happens there is a choice between having a pregnancy or future abortion and not getting pregnant in the first place. >> is it safe. >> it's very safe. you know, there may be some breast tenderness, may be some irregular periods but it is an extremely safe drug. if someone uses it they still need to see their doctor afterwards for std testing but very safe. >> it is controversial. >> it is. >> great to see you. thank you very much. now to a look at where jobs are in this country. we just had a fresh report saying american employers did not add many new jobs last month. it was disappointing. wall street did not like it but there are some industries that are hiring and abc's linzie janis has been looking into that. good morning to you. >> good morning, guys. very lousy report but economists say it isn't time to panic just

yet. the housing market is still improving giving consumers a boost that there's one industry powering ahead. it's the symphony of sounds the economy is happy to hear. while it might be off pitch, the construction industry is still tuned up. >> now that the business is picking back up, the subcontractors that i use are trying to draw back in the people that had to leave the industry because there was no work. >> reporter: the construction sector added 18,000 jobs in march according to careerbuilder.com most of the jobs filled since 2010 were high tech like software developers, mechanical and industrial engineers. american companies hired just 88,000 workers last month. a far cry from the 236,000 new jobs added in february. businesses got cold feet worrying about the impact of $85 billion this automatic spending cuts that went into effect march 1st.

another eerie discovery the sheer number of people giving up the search. >> 500,000 americans quit looking for jobs in march. that means they just gave up and so that's how you get the unemployment rate to look lower because you shrink the pool. >> reporter: but among the 12 million still searching record numbers of job seekers are turning to trade and vocational schools across the country hoping specialized skills will help them land a job. >> contract work and all these will be able to be easily utilized. >> enrollment at trade schools is at a record high. job experts say tweaking your skills or retraining altogether is a good idea. that means adding more technical know-how to your resume. >> the stock market ended up higher. a lot thinking that meanings the fed will continue to pump money into the economy after the jobs report. >> exactly. >> great to see you, linzie. this is, of course, the biggest weekend for college basketball fans. we're just hours away from the two final four games.

and this year one game pits a small school cinderella story against a basketball powerhouse running on passion for an injured teammate. abc's john schriffen has the story. >> reporter: this morning the four best teams in college basketball are waking up in atlanta eager to bring home the championship. will it be michigan, syracuse, louisville or wichita state? yes, the shockers from wichita state in kansas have crashed the party. don't feel bad if you've ever heard of them. their star player hasn't either. >> i knew nothing about wichita state. i had to google it and see how big the city was. >> reporter: any other year the shockers would be america's favorite underdogs to pull off another upset but that was before the country met louisville's kevin ware who captured the country when he broke his leg in last week's regional final then vowed to play again. >> that is a gruesome-looking injury to kevin ware. >> reporter: to do something special for ware his team will hit the floor tonight sporting

for severe weather because it's going to happen. here's what's happening. you get the warmth of spring springing from here, 86 midland, 87 laredo, oklahoma city in the mid-70s too. pair that warmth with storms hitting and i say storms because it is plural hitting the west coast. some of the mountainous areas getting into some snow even into denver some snow but all of that energy starts to really circulate and bring up enough moisture and energy to create severe weather. again, tomorrow there's a little pocket in far western kansas and eastern colorado but i think it's monday into tuesday when we really see some severe weather outbreaks happening from dallas up to kansas city and then again on wednesday this thing progresses east and you can look for it from st. louis to little rock. updating you as we. >> through the week but, of course, spring hasn't sprung fully or at least what we think of it in a lot of places. duluth, minnesota, no, but that's spring for them. this looks like april in duluth. boy, did they get ita.

but that shoutout turned into a controversy when he added this "she also happens to be by far the best-looking attorney general in the country." now that's being called "sexist." >> if you have a powerful man is it okay for him to say to a less powerful woman in front of a group of women you look really great today? >> the great state of california. >> reporter: the president called harris to apologize thursday night. >> you know, he believes and fully recognizes the challenge women continue to face in the workplace and that they should not be judged based on appearance. >> reporter: it's the not the first time the president has called a powerful person good looking. in fact he does it a lot. the hud secretary. >> there he is, the good looking guy in the front here. >> reporter: the secretary of the navy. >> there he is right there, the good-looking guy there. >> reporter: the sons of israel's prime minister. >> they are very good-looking young men. >> reporter: and, of course, the first lady. >> how good looking is my wife? >> reporter: but this time some

people were offended and the president did what presidents rarely do. he said, i'm sorry. >> this president basically said today he's going to be sensitive enough to apologize even for saying something that was not truly that terrible. >> reporter: and the attorney general's office says the president and harris are good friends and she still supports him. but her spokesman said -- didn't say if harris accepts his apology. >> huh. >> and meanwhile, a rare misstep verbally by the first lady as well. >> it happened during a local tv interview on thursday. take a look. >> as a busy single mother or i shouldn't say single as a busy mother, sometimes, you know, when you have the husband who's president, it can feel a little single. >> do you think that was in response to him calling ms. harris a good-looking -- >> talk about revenge, right? i don't think so. >> anything can happen on live tv. we know that well. >> that's true.

calls that send the los angeles police swarming to the home of big stars. police are now saying the joke is over. ty hernandez is here with the story. >> hey. good morning. the dangerous pranks called swatting appear to be getting more popular and shaken up some of hollywood's biggest celebrities but after four stars were hit in less than a week l.a. police are saying enough is enough. this morning, justin timberlake joins the long list of stars hit by the swatting prank. this video taken from a passing tour bus outside the singer's home shows the result of this dangerous trend. here a tour guide explains to his passengers why a s.w.a.t. team has stormed timberlake's estate. >> there was a call, four men entered the home and there was a call of someone being shot inside the home. >> wow. >> it's very, very popular in los angeles. >> reporter: just hours later police respond to selena gomez's mansion. drawn by claims of gunfire.

>> we are responding with the mind-set of possibly encountering a suspect or suspects with weapons or multiple weapons. >> reporter: gomez and timberlake joined rihanna and p. diddy as the newest celebs targeted by the prank which relies on dramatic fake 911 calls like this one that sent s.w.a.t. teams to miley cyrus' home back in august. >> shot my wife -- >> you just shot your wife? >> i'm going to shoot someone else soon. >> there is a trend across the country and s.w.a.t.'ing is typically done through spoofing and spoofing is where you change the telephone number. >> reporter: the calls may be fake but the response is real. several of ashton kutcher's staff were rounded up at gunpoint until they determined the call about a home invasion was a hoax. a 12-year-old boy was charged with making that bogus 911 call but the culprits are often very

hard to trace. they sometimes hack into phone lines to place the calls or use computers to access 911 telex services for the hearing impaired. well, it's the hollywood a list nobody wants to be on but the list goes on and on, justin bieber, clint eastwood, not just celebrities but 400 incidents of s.w.a.t.'ing across the country and cost police an average of $10,000 each time. >> nasty trend. all right, ty, thank you. a lot of other news and for that we'll get it over to linsey davis in for ron claiborne this morning. >> good morning again, dan and bianna. good morning, everyone. in the news, new concern this morning that if north korea launches a missile it could be around april 15th. that's the birthday of the nation's founder. president obama is now reaching out to china for help in convincing the north to back off its threats. the faa is delaying the closing of 149 air traffic control towers until mid-june to review safety measures and resolve legal challenges to the

plan. the agency initially planned to close towers at small airports beginning tomorrow. boeing 787 dreamliner could be back in service as early as next month. the company conducted its final test flight friday with a new battery system and now it's up to federal regulators to sign off on the fix. the planes were grounded after the batteries caused a fire on a plane. and finally, a record price for the most coveted baseball card of all time. this honus wagner card sold for $2.1 million in an online auction this morning beating the previous record by half a million dollars. fewer than 200 of the cards were ever produced and why, oh, why didn't i ever start that baseball card collection. right now to the weather and ginger zee. >> i was so focused on his top button being buttoned. he's so hipster before hipster. >> the original hipster. >> let's go right to the nation's capital and that's where we've got cherry blossoms. it's happening, you guys,

spring, by tomorrow we'll be close to 70 in d.c. but let's talk about seeing those beautiful cherry blossoms. a beautiful shot here and of course if you're going to check it out the warmth doesn't stop tomorrow. it just keeps growing through the week. we'll see d.c.'s temperature go into the mid-70s by monday and tuesday. close to 80 by the midweek. so you know it's warm in d.c. that means it's going to be warm elsewhere, right? we'll be flirting with that warm/cold line through the weekend. cooler, 54. 62 by sunday. boston gets up to near 60 by the time we end the weekend. philadelphia in the mid-60s and a nice one. you start to dry out, 75 in jackson, mississippi, 71 for atlanta. that's a look at the big picture.
