with all lanes are blocked for the on-ramp so that means people driving here on 280 are having to pass this on-ramp at the highway going through downtown san jose. here is what we know what happened to the pedestrian on the freeway. two vehicles were involved in the accident. maybe possibly even a third. the first clipped the pedestrian in the fast lane of the on-ramp. a second vehicle hit the pedestrian and a third vehicle came on the scene with c.h.p. investigating whether the third vehicle hit this pedestrians. right now we know that the two vehicles are involved and we have learned that the we victim is 26-year-old man. they do not know why he was here on the freeway. right now, no driver is in

custody or under arrest. they trying to figure out the circumstances to what led up to the person being hit. why was he on the freeway? they do not believe droning and drive was a factor in the accident if people who are driving northbound 280, people are slow down obviously because they cannot get off on the exit at 87 so they are being told bit c.h.p. to go up to meridian to get on 87. this is an active scene. c.h.p. expects the on-ramp at 87 and the slow rain here on 280 to be closed for two hours. >> thank you. we have more breaking news in antioch where police are investigating a deadly accident in a warehouse parking lot on 2nd after 2:00 this morning. investigators say a 31 year old man lost control of the s.u.v.

foggy so be came. if you are headed out along 87, this is along the off-ramp with low beams and not the high beams. mike nicco? >> we have 25 minute flight arrival delays because of the fog. we are down to less than quarter-mile visibility after half moon bay and quarter mile at sfo and oakland and three-quarters of a mile in novato and starting to see the fog spread to the shoreline not hitting the reporting stations. that is the biggest concern in the morning commute reduced visibility because of the fog. you can see it oversan francisco. it is the fog that swallowed san francisco. we watched it roll in and it took 20 or 25 minutes to cover downtown. the next 12 hours are foggy with tells in the mid-40's to low 50's. by noon, sunshine with low 60 at the coast to upper 60's inland and by 4:00, high clouds and brighter than yesterday with temperatures in the 60's and 70's and everyone grab a coat we

will fall back to the 60's by 7:00. our typhoon haiyan moved through the philippines while we were sleeping. it has 165-mile-per-hour winds and as it heads through the ocean towards vietnam specifically da nang it will be a category four storm tomorrow afternoon. it is not over yet. >> more details now on the damage caused by the typhoon haiyan with 720,000 people evacuated from towns and villages in the path and officials say four people were killed and the numbers could change. among the evacuated of thousands of residents living in shelters following the devastating earthquake. >> concern is in the earthquake affected areas there was a 7.1 earthquake in mid-october which left 350,000 people displaced. >> the storm knocked out power

the girls. the teen and the 62-year-old are both free on bail. >> the proposal from a congressman to raise the minimum wage to $10 an hour is now getting white house support. an official with the obama administration says that it supports the minimum wage act from george miller. the minimum wage would rise to $10.10 an hour. right now the federal minimum wage is $7.25. california's minimum wage will rise to $9 an hour next year. san francisco has one of the highest minimum wages in the country at $10.55. >> new details on the report accusing the c.i.a. of paying at&t $10 million a year for phone records of possible terrorism suspects. this morning, at&t is responding to that and the phone company admits it routinely charges governments for the information

and victims. they are having trouble reaching people. last night, people we spoke with in the bay area said getting information, reaching loved ones, has been tough. the people we met say they are not feeling defeated. >> i feel the filipino people can survive. we are resilient people. even those who have lived in the united states, we help people back home who are in need. this is just another tragedy and another challenge i know we can survive. >> we got ahold of a man on the phone in the philippines and he said thousands of people were finding shelter in schools and malls and sports arenas bracing for the storm. the hard bart in the bay area, course, is waiting for word to see how everyone is doing.

involved in the accident have been removed from the scene so they are working on picking up the debris from the accident. they specific the 87 on-ramp from northbound 280 to open up in less than 30 minutes. c.h.p. identified the victim as a 26-year-old man and he was hit before 5:00 this morning by at least two cars. officers are investigating if the third car on the scene hit the victim. they do not know why he was on the on-ramp. fog is in the area but c.h.p. downplayed that as a factor. >> i was working on 87 and i don't know your definition of "pretty foggy." but this is not heavy >> all three drivers stayed at the seen and officers say they are not in custody and were not drinking. traffic is backing significantly on northbound 280 with a lot

people slowing down because they cannot use the 87 on-ramp. c.h.p. is work on getting the on-ramp open as they continue to investigate why this man was in the middle of the road this morning before 5:00. >> thank you. airports across the country will hold a moment of silence this morning to honor the t.s.a. officer killed a week ago by a gunman in los angeles international airport. the transportation security administration says that check point operations will stop at hundreds of airplanes at 9:20 the moment that hernandez was shot at lax last friday. he was the first t.s.a. officer killed in the line of duty. two other t.s.a. officers and a bystander were wounded. the gunman was shot by police and is still in the hospital. he was targeting t.s.a. officers. >> happening now, trading is underway on wall street. we will look at the big booed from new york.

investors are reacting to the jobs report released in the last hour. the dow is up 30 points. the unlimit rate rose to 7.3 percent up from 7.2 percent in september likely because furloughed federal workers were counted as unemployed. the united states added 204,000 new jobs. analysts say it was an unexpected burst of hiring when the federal government was partly shut down for 16 days. only employers added 60,000 more jobs in the previous two months. >> we will check on twitter stock the first full day of trading. you can see twitter shares are saling a dollar below what they were selling for at the oning -- opening of trading opening at $45.10 and went up to $50 before closing at $44.90.
