both parties are calling for stimulus checks to be more targeted for americans who need them the most, raising concerns in a call with white house officials about the nearly $2 trillion price tag of the president's proposal. here's abc's andrew dymburt. >> reporter: the u.s. surpassing a staggering milestone over the weekend. 25 million confirmed cases of covid-19, 5 million since january 1st. more than 418,000 lives lost. president biden issuing a new covid-19 travel ban blocking most non-u.s. citizens traveling from south africa after a new variation of the virus has begun to spread around the world. he's reinstating the ban on travelers from brazil, ireland, and 26 european countries after former president trump sought to end the ban. the variant of the virus dented in at least 23 states. the virus is basically telling us that it's gone to continue to change and we have to be ready for it.

>> reporter: the president has promised 100 million doses of vaccines in 100 days. over the past week, the country is averaging about 1.1 million doses per day. >> we've got to try our best to control this. the vaccine is our best tool right now. >> biden using his executive authority to ramp up production and distribution efforts. >> this is a war-time undertaking. >> directing fema to establish 100 vaccination sites in the country in the next month and employing the defense production act to order private companies to manufacture specialized syringes to get more doses out of vials. governor murphy on cnn. >> we are getting about 100,000 doses a week. a little more than that. we could probably take 200,000 or 300,000 easily. >> but the administration struggling to assess how much supply is available. >> the fact that we don't know

today, five days into this administration and weeks into planning how much vaccine we have just gives you a sense with the challenges we've been left with. >> over the weekend, the u.s. finally administering the 20 millionth dose. three and a half weeks after the former administration's original target date. andrew dymburt, abc news, washington. >> frustration is mounting across the country from americans over long waits for their vaccine doses. i spoke earlier with dr. raufry. >> the new director of the cdc which was plagued with problems under the trump administration said sunday the federal government even aware of how much vaccine the u.s. currently has. people would ask how much is that possible? >> it's hard to say exactly what went wrong with the prior administration except that they really focussed on allowing states to take more control,

which led to the federal government not having oversight over the entire process. i'm hopeful with the biden administration's plan for the federal government to take a larger role in distribution that we'll have a better idea soon. >> president biden is imposing more travel bans because of concerns that those new mutations of the virus from the uk and south africa may be more deadly than we thought. how concerned are you about these new mutations right now? >> well, the scientific community is still learning about the mutations. i will state that mutations are not unexpected. something we knew that like all viruses would occur. the key to controlling mutations is controlling the spread of the virus. i'm not overly concerned about the current mutations, but we really need to stop the spread of the virus so that future virus particles don't mutate into something more concerning. >> dr. ravi, thank you. we'll take it. >> thank you, kenneth. and today in washington, house managers will walk to the senate to hand deliver the article of impeachment against former president trump. some republicans say the trial should be canceled, because trump is already out of office. but democrats insist the president's actions have left

them with no choice. abc's rachel scott has more. >> reporter: democrats say they have even more evidence to add to their case against former president donald trump. he is charged with incitement of insurrection after he told his supporters to march to the capitol. >> we're going to walk down, and i'll be there with you. make no mistake, this election was stolen from you, from me, from the country. >> this is a big lie that had been propagated for months by the president. this was not a slip of the tongue. he knew exactly what he was doing and the outcome was deadly. >> reporter: new reports in "the wall street journal" about his desperate attempts to hang on to the white house may bolster the arguments. house impeachment manager eric swalwell announcing the time frame, the president scheming to replace the doj member. the former president also tried to push the justice department to go directly to the supreme court to challenge joe biden's victory. the justice department has not commented on the report, and trump has not addressed these

specific allegations against him. 17 republicans are needed to join all democrats to convict trl mo pnt sinceru f the white house. >> i think the trial is stupid. it's counter productive. we already have a flaming fire in the country. and it's like taking a bunch of gasoline and pouring it on top of the fire. >> reporter: the trial will not start for another two weeks. we're looking at the week of february 8. this is a delay that both sides agreed to. it will give democrats more time to prepare his defense. rachel scott, abc news, capitol hill. >> and our thanks to rachel. at least two people were injured after a police car plowed through a crowd gathered for street racing in tacoma,

washington. we want to warn you, this is difficult to watch. authorities say that the officer feared for his safety. he tried to back the car up but was unable to do so because of the crowd. he drove forward, striking at least two people. that officer, a member of the force for nearly 30 years has been placed on paid administrative leave. one person has been released in the hospital so far. wicked weather is coming to much of the nation. a snowstorm is battering the midwest and moving east. several inches of snow could hit the nation's mid section, along with several feet in california. southern california could see several inches of rain and flash flooding. the early weather forecast looks good for super bowl lv. as tom brady and patrick mahomes meet in the post season for the third straight year. >> brady's first year in tampa leads to his tenth year to make a super bowl appearance.

time for the mix. >> and we start with an incredible rescue in texas. we're hearing from an amazon driver in houston now who helped reunite a 5 month old with the child's mother after finding the baby on the side of the road. >> what? >> the infant was left there by a carjacker last monday. juan carlos flores brought the little boy to a nearby home and flagged down police who had been looking for the baby. >> and they came like about five, ten cars of police and the mom crying and everything is happening to me i think in my jobs. >> i love it. the carjacking suspect still on the loose.

the lowest since december 14th. >> i think the next four weeks will really tell a lot, whether that dip is a temporary dip from the highs after the holidays or we can sustain that downward trajectory to improve our nation. >> now president biden is issuing a new travel ban, restricting travel from south africa as well as re-imposing the travel ban from brazil, and 26 european countries. as variants of the virus from south africa continue to spread around the world. >> the virus is basically telling us that it's going to continue to change. and we've got to be ready for it. >> it comes as the white house faces growing pushback after unveiling its $1.9 trillion relief plan. it would include another round of payments to most americans, this time for $1400. although they say they're open to putting more money in americans' pockets, many senate republicans are worried ed about the bill's overall price tag. >> i believe the economy's going to come roaring back, and spending and borrowing trillions of dollars from the chinese

among others is not necessarily the best thing we can do to get our economy strong long term. >> the bill includes $160 billion for vaccine distribution. this weekend the u.s. passed 20 million shots administered, a number the trump administration promised to reach in december. but some states are forced to cancel appointments because supplies are running out. the new cdc director acknowledges they're not even sure how much vaccine is out there right now. >> the fact that we don't know today, five days into this administration and weeks into planning how much vaccine we have just gives you a sense of the challenges we've been left with. >> key figures from the start of the pandemic are opening up about president trump's coronavirus task force. in a candid interview with the "new york times," dr. anthony fauci says, despite clashing with trump, he never considered

resigning. dr. fauci tells the "times," i always felt if i did walk away the skunk at the picnic would no longer be at the picnic, adding he couldn't resign because someone had to push back from the nonsense being spouted bit administration. dr. deborah birx going farther saying that president trump presented graphs last year that she never made. >> i saw the president presenting graphs that i never made. i know what i sent up. and i know that what was in his hands was different from that. >> and miami heat has a new covid security strategy. the team will use specially-trained dogs to sniff fans for the virus. the fda has not signed off on whether using dogs is an effective way to screen. president biden is expected to sign an executive order repealing restrictions on transgender people serving in the military. the obama administration lifted the previous ban in 2016, but president trump largely reversed the policy in 2017. it's unclear how many transgender people actually serve in the military, but it could be as high as 15,000. house democrats are hours away from delivering a single article of impeachment to the

senate. former president trump is set to face trial the week of february 8th. a growing number of republican senators are making the argument that impeachment is needless since trump is now out of office. democrats say he must be held accountable. they'll need doing joined by at least 17 republicans to get a conviction. and former white house press secretary sarah sanders is set to launch her bid for governor of arkansas today. sanders has been expected to make a run for the job since leaving the white house in 2019. her father, governor mike huckabee, led the state for more than a decade. the election is scheduled for november 2022. crews are working overnight to restore power in a cincinnati neighborhood after a train left the tracks and knocked down power lines. seven cars of a csx train left the tracks yesterday and spilled 1,000 gallons of diesel and knocked down power lines. no one was hurt. the cause is under investigation. turning now to weather and a four-letter word that's rarely uttered in malibu, california, snow. >> probably a lot of other

>> now moderate lawmakers from both parties are calling for stimulus checks to be more targeted for americans who need them the most, raising concerns in a call with white house officials about the nearly $2 trillion price tag of the president's proposal. here's abc's andrew dymburt. >> reporter: the u.s. surpassing a staggering milestone over the weekend. 25 million confirmed cases of covid-19, 5 million since january 1st. more than 418,000 lives lost. president biden issuing a new covid-19 travel ban blocking most non-u.s. citizens traveling from south africa after a new variation of the virus has begun to spread around the world. he's reinstating the ban on travelers from brazil, ireland, and 26 european countries after former president trump sought to end the ban. the variant of the virus dented in at least 23 states. the virus is basically telling us that it's gone to continue to change and we have to be ready for it. >> reporter: the president has

promised 100 million doses of vaccines in 100 days. over the past week, the country is averaging about 1.1 million doses per day. >> we've got to try our best to control this. the vaccine is our best tool right now. >> biden using his executive authority to ramp up production and distribution efforts. >> this is a war-time undertaking. >> directing fema to establish 100 federal vaccination sites in the country in the next month and employing the defense production act to order private companies to manufacture specialized syringes to get more doses out of vials. governor murphy on cnn. >> we are getting about 100,000 doses a week. a little more than that. we could probably take 200,000 or 300,000 easily. >> but the administration struggling to assess how much supply is available. >> the fact that we don't know today, five days into this administration and weeks into planning how much vaccine we

over the entire process. i'm hopeful with the biden administration's plan for the federal government to take a larger role in distribution that we'll have a better idea soon. >> president biden is imposing more travel bans because of concerns that those new mutations of the virus from the uk and south africa may be more deadly than we thought. how concerned are you about these new mutations right now? >> well, the scientific community is still learning about the mutations. i will state that mutations are not unexpected. something we knew that like all viruses would occur. the key to controlling mutations is controlling the spread of the virus. i'm not overly concerned about the current mutations, but we really need to stop the spread of the virus so that future virus particles don't mutate into something more concerning. >> dr. ravi, thank you. we'll take it. >> thank you, kenneth. and today in washington, house managers will walk to the senate to hand deliver the article of impeachment against former president trump. some republicans say the trial

should be canceled, because trump is already out of office. but democrats insist the president's actions have left them with no choice. abc's rachel scott has more. >> reporter: democrats say they have even more evidence to add to their case against former president donald trump. he is charged with incitement of insurrection after he told his supporters to march to the capitol. >> we're going to walk down, and i'll be there with you. make no mistake, this election was stolen from you, from me, from the country. >> this is a big lie that had been propagated for months by the president. this was not a slip of the tongue. he knew exactly what he was doing and the outcome was deadly. >> reporter: new reports in "the wall street journal" about his desperate attempts to hang on to the white house may bolster the arguments. house impeachment manager eric swalwell announcing the time frame, the president scheming to replace the doj member. the former president also tried to push the justice department

washington. we want to warn you, this is difficult to watch. authorities say that the officer feared for his safety. he tried to back the car up but was unable to do so because of the crowd. he drove forward, striking at least two people. that officer, a member of the force for nearly 30 years has been placed on paid administrative leave. one person has been released in the hospital so far. wicked weather is coming to much of the nation. a snowstorm is battering the midwest and moving east. several inches of snow could hit the nation's mid section, along with several feet in california. southern california could see several inches of rain and flash flooding. the early weather forecast looks good for super bowl lv. as tom brady and patrick mahomes meet in the post season for the third straight year. >> brady's first year in tampa leads to his tenth year to make a super bowl appearance. meantime, mahomes makes his

time for the mix. >> and we start with an incredible rescue in texas. we're hearing from an amazon driver in houston now who helped reunite a 5 month old with the child's mother after finding the baby on the side of the road. >> what? >> the infant was left there by a carjacker last monday. juan carlos flores brought the little boy to a nearby home and flagged down police who had been looking for the baby. >> and they came like about five, ten cars of police and the mom crying and everything is happening to me i think in my jobs. >> i love it. the carjacking suspect still on the loose. police say home surveillance camera captured the man leaving the baby in its carrier at the side of the road. >> so thankful that the baby is okay. wow, some scary moments there.
