(both chuckle) (switch clicks) -- captions by vitac -- complete bay area news coverage starts right now. this is bay area news at 7:00. >> good evening. it's friday, november 1st. i'm mick -- i'm gasia mikaelian. happening now we have the story live from l.a.x. with the latest on the situation and the investigation. >> reporter: it's returning to business as usual here at los angeles international airport except for in terminal three

where the shooting occurred earlier today, but now with people looking to figure out what all went down as passengers were stranded and filled with panic earlier today. a chaotic scene friday morning after a shooting at los angeles international airport. the los angeles airport police chief says a man with an assault rifle approached a security checkpoint inside terminal 3. >> he proceeded up into the screening area where tsa screeners are and continued shooting and went past the screeners back into the airport itself. >> reporter: a tsa officer was killed. the first to die in the line of duty since the agency was established in 2001. the gunman has been identified as paul anthony ciancia. >> he's 23 years old. he's a u.s. citizen. he's formerly a resident of new jersey. we are currently investigating his background and more about him.

>> reporter: the incident raised some questions about security inside the nation's airports, especially a sprawling complex like l.a.x. >> a lot of airports you have one main entranceway like atlanta that gets you into all the areas of the airport, but it's much easier to secure it.  airports like l.a.x., dallas/fort worth, kansas city, there are so many portals into the airports and so many areas to secure that they're tough and l.a.x. is one of those tough airports with so many different portals in. they have additional issues that maybe some other airports like hartsfield don't have. >> reporter: hundreds of flights to and from l.a.x. were affected throughout friday. hours after the incident many passengers remain frustrated. >> we were on the tarmac five hours. first they moved us to international. then they said we'd have buses take us off. >> reporter: and there are passengers everywhere in other terminals. there are passengers wheeling their bags all throughout the hot california sun this afternoon trying to find a

place to go. now business is resuming. they're saying anyone who ran and abandoned their luggage in terminals throughout the airport, they can go back and claim them now. the airport is reopened to passenger and vans. i'm stephanie elam live at l.a.x. the shutdown at los angeles international caused chaos for thousands of passengers included those headed to the bay area. passengers on a virgin flight were held for three hours before they could take off. they had just boarded when they saw travelers pouring onto the tarmac from terminal 3. they tell us it appears they missed the shooting by minutes. >> we were getting settled and my daughter looked out the window and saw people exiting the terminal and standing underneath the airplanes. >> in all los angeles international says nearly 750 flights were affected. 46 flights were diverted. the rest were held at l.a.x. or the airport where they originated. in the south bay six airlines operate a total of 29

daily flights between san jose and los angeles international. five of those flights were canceled. three were delayed. one was delayed due to the shooting. the airport stepped up k9 patrols and increased personnel at screening check points. oakland airport tallied 13 cancellations today. flights are mostly back on track. our patty lee is live at the oakland airport with more on the ripple effect the shooting is having on security measures. >> reporter: there is heightened security here at oakland international and at sfo. the law enforcement here provided by the alameda county sheriff's department, at sfo by san francisco police, but every department has its own agreement with their named airport. for the most part it's any given moment at any major airport. there are established minimum response times for officers. flight cancellations and delays led to frustration and confusion at oakland international today. >> i heard this morning about the shooting, so i knew it was

going to be a long day and when i got here after i got up to the counter i found out my flight had been canceled. >> reporter: wait and see was the attitude most passengers seemed to have about their travel plans and about the tsa shooting investigation. nobody we spoke with believed there's a broader problem with airport security. >> we can't all stop living our life because there's crazy people. >> reporter: aviation consultant mike mccarren says tsa screeners are not armed because they are regulators, not law enforcement, but they are protected. there are panic buttons at each security checkpoint. minimum response time for armed officers to arrive is generally around one minute. at l.a.x. today authorities say they were on scene almost immediately. janet hague, a flight attendant for 20 years says she feels safe going to work at airports. >> anything can happen any time anywhere. so this doesn't shake my confidence in going to work because millions of people do

this every single day without incident. >> reporter: aviation consultants say the only way to protect against what happened in los angeles today would be to add another layer of security on the outside and screen people before they go inside, but even then that would not protect the screeners from being vulnerable. reporting live in oakland petition lee, ktvu channel 2 news. >> go to wtvu.com to see more. a young man from gilroy is under arrest tonight suspected of driving urge the influence after a crash that killed a roadside worker. it happened about 2:45 this morning on northbound interstate 680 in milpitas. one suffered minor injuries. the other work efforts frankie jimenez was killed. -- worker, frankie jimenez, was killed. >> he was a great friend. if you ever needed anything,

he'd come right over. seems like they take all the good people away out of the world. >> the driver was identified as 20-year-old adrian valencia sanchez. he suffered serious injuries and was taken to the hospital prior to his arrest. continuing coverage now of today's car fire in the first floor of the caldecott tunnel. the intense smoke caused people to abandon their vehicles and children were carried to safety. the chaos caused major traffic backups. several people were hospitalized for smoke inhalation. paul chambers reports the drivers say it was a frightening experience. >> reporter: you can hear a firefighter yelling out commands leading people to safety. this video we obtained shows exactly what it looked like inside the no. 1 bore of the caldecott tunnel this morning, heavy smoke and people carrying their belongings trying to escape the fire inside. >> we got everybody out of their cars out of the tunnel as fast as we could. >> reporter: as people walked to safety, you could still see smoke rolling out behind them.

oakland fire says just before 10:00 this morning a call came in a vehicle was on fire on the eastbound bore. the cause was unknown. the heavy smoke was the reason paramedics transmitted seven people to the hospital, many of which were children who were carried to safety. >> some of the people in the tunnel during the incident suffered minor smoke inhalation. so they're being transported to the hospital for precautionary purposes. >> reporter: but the aftermath caused headaches for others, the long backup of cars sitting. >> i just need to go back to san francisco. i'm giving a ride to my friend, so i need to go back. >> reporter: abe cruz was on his way to a doctor's appointment when the backup began. usually he can dart around motorists with his motorcycle, but today even that wouldn't help him. >> i'm actually ahead of everybody, so i can see the tunnel from here and all the ambulances, but now i'm kind of stuck because i can see it's closed. >> reporter: everything was back to normal by 11:30.

the abandoned cars, caltrans towed them to a safe location to be picked up by the owners. >> the fire inside the caldecott today is a reminder of a deadly 1982 fire for many. it was late on the night of april 7th. seven people died. a drunk driver crashed in the westbound tunnel in 1982. a gasoline tanker truck hit that car and next an ac transit bus hit both vehicles. the tanker caught fire. several vehicles burned. in response a law was passed banning trucks with flammable liquids in the tunnel except between 3 a.m. and 5 a.m. the family of a teenage boy shot and killed by a snohomish county sheriff's deputy is filing a claim against the sheriff's department. this comes less than two weeks after the fatal shooting of 13- year-old andy lopez. the suit claims the department encourages use of deadly force even when there's no public safety threat. officials said lopez was

carrying a bb gun that looked like an assault rifle and he refused to drop it. the county -- sonoma county said this is premature since the investigation is still active. a vehicle shot and killed a mountain lion yesterday morning. he was tagged when he was caught earlier in an aqueduct in santa cruz. >> it didn't mean it would do great the rest of its life. it had many other challenges and having this information from all these collared animals helps us bring science to help deal with these management problems. >> thes have puma project is -- the santa cruz puma project is still tracking 18 other mountain lions. jobs, trade and development coming to a long quiet corner of oakland. this afternoon governor jerry brown joined other dignitaries to break ground on a $1 billion cargo hub at the former oakland

army base base. the project will include a railyard. the money comes from state and federal sources. state one should take five years to complete. workers at university of california may soon be walking a picket line. afscme voted overwhelmly to authorize a strike over what they call up fair labor practices. the union claims there have been several incidents of managers threatening to discipline workers who exercise collective bargaining rights. uc denies the allegations. a tough new smoking badge takes effect in one part of the bay area and it's sparking a backlash already. critics say the new rules are beyond unfair. >> reporter: we're in crockett tonight for hercules at john swett, a live report coming up. >> a nice warm-up across the entire bay area, but some changes on the way, how much cooling you can expect for saturday and when a wind

in just a few hours we should know whether bart's two biggest unions approved a new contract. the results are expected at 11:00 tonight following the vote of atu and sciu members. if the agreement is ratified, it will go to the board of directors for approval. the deal came following a pair of strikes, one in early june and the other that ended 10 days ago. honda is recalling more than 300,000 odyssey minivans. a problem with the braking system can cause the vehicles to brake suddenly without the brake lights coming on. the part won't be available until early next year to repair the problem. meantime the automaker issued instructions online on how to prevent the problem from happening. apple fans are getting a chance to buy the newest

tablet. the ipad air went on sale today. it starts at $499 goes up to $629. later this month apple plans to start selling a new ipad mini with a retina display. the dow rose 69 points. nasdaq gained two. it had more technical problems. regular stock trading was not affected. a walnut creek smoking ban bans smoking in public places within 25 feet of doorways and within any multi-occupied questioning including owner -- multi-unit dwellings including owner occupied dwellings. >> i think the city overstepped their bounds. >> advocates say public hearings showed 95% approval for the smoking ban. city councilman justin woodell cast the only no vote and plans to circulate a petition calling for a citywide vote next june and hopes to suspend the ordinance until then.

a bicyclist ran into a muni streetcar this morning after the bike's wheels got stuck in its tracks just after 8:30 this morning. the cyclist was thrown from the bike into the side of the streetcar. the cyclist was taken to a hospital complaining of neck pain. no one on the streetcar was hurt. pg&e customers won't be paying quite as much as expected for the utility upgrades in the wake of the san bruno disaster. the city expects to replace 145 miles of pipe, not the original estimate of 185 miles. the oakland tribune says rate payers will be on the hook for about $900 million, down from 1.1 billion. the initial rate increase approved last december added an average of 88 cents to residential customers' bills. a federal judge threw out a lawsuit by the humane society and other u.s. animal protection groups today clearing the way for horse slaughterhouses to once again begin operating in the u.s. the group alleged the department of agriculture failed to conduct proper environmental studies

when it issued permits to valley meatpacking company in roswell, new mexico and an iowa company that slaughters horses for human consumption. the decision ends for now a two year battle by valley meat to reopen its horse slaughterhouse. a bay area group renewed efforts to keep convicted animal abusers from adopting pets. the legal defense fund says it's creating a nationwide animal abuse registry it hopes to launch early next year. the group plans to ask states including california to provide data on convicted abusers. back in 2010 a bill to set up such a registry in california failed to pass the state legislature. the issue of bullying is coming up among nfl players and it has done so after one miami dolphins player left the team earlier this week. no. 71, jonathan martin, apparently had been bullied and taunted by teammates while he was dealing with personal issues. martin played college ball at stanford. one teammate said he hopes martin is okay and comes back
