nbc's richard engel is in cairo. once again, richard, good morning. >> reporter: good morning. i am now under a bridge in cairo with several protesters. they have been shot at by a police station just down the street, and there are casualties already. >> reporter: egypt is showing no signs of flexibility deploying more armored vehicles in cairo this morning. an emergency law in effect. detentions permitted. live ammunition authorized. negotiations with the protestors who demand that the president from the muslim brotherhood be restored, seen far off. the muslim brotherhood leading the opposition isn't talking peace either. the supporters attacked churches, set fire to government buildings, and killed dozens of policemen. but it's still the demonstrators
doing nearly all the dying. families collected hundreds of dead from a mosque in cairo yesterday. many overwhelmed with grief. bodies lined up on a wet floor, and tears soaking through a women's veil. until overnight even the mosque was raided by police and the bodies seized. president obama had harsh words for the military-backed government and cancelled a joint military exercise. >> the united states strongly condemns the steps taken by egypt's interim government and security forces. we deplore violence against civilians. >> reporter: washington gives egypt's armed forces more than 1 billion dollars in aid a year. they have long been a reliable u.s. ally. it still has. egypt's government said the president's comments encouraged the opposition to protest more,
leading to more violence. right now i am watching some of the wounded being taken out on the backs of motorcycles. they have been authorized to use live fire and they are doing that. >> david, let's join you. good morning to you. >> good morning, savannah. >> the real point of leverage is the $1.3 billion in u.s. aid to egypt. any chance the u.s. with draws that aid? if it did would it lose the influence it still has left? >> that's the real question. within the white house, they call that a knee-jerk move at this point. they are trying to calibrate up the president's response and administrations response. you have both members of congress, republicans and democrats starting to sound more angry. the egyptian military is putting them in a impossible situation. it's august, they go home and they have to defend giving $1.5 billion to ae kwrupt and a lot
of that to the military when they are responsible for the deaths on our tv screens. i think there will be more momentum. the obama administration want the leverage over the military and it's tied to the money. >> they want the money. at the same time we're still giving the money and the u.s. asked the generals not to engage in this violent crack down repeatedly and they went ahead and did it. john mccain said the military in egypt is ignoring us. >> and that's striking, savannah. as you know, the best part of the relationship between the united states and egypt is the military to military relationship. remember, it's the military that stabilizes things. the top members of the government, security of state john kerry and others felt when morsi was ousted they had this under control. they would quickly usher instability and get back to the democratic path. now they have got to do it and do it quickly. the administration still has the faith in the military but they're losing it day by day as the imagines play out.
>> very quickly, david, the violence is being blamed on the egyptian streets by both sides. they're trying to walk this line but getting no credit for it. >> right. what is american influence right now? what is the u.s. prepared to do? the u.s. doesn't want to be seen trying to engineer a political outcome. where is u.s. clout right now? i think a lot of people are asking that question. >> you more on "meet the press" as well as the stop and frisk policy with police commissioner, ray kelly. >> you get the look and you get the sense the entire city is country is falling apart, and in cairo, life seems to go on in almost contradiction. >> you see the mix of what is going on, those trying to go on normally and then that going on in the distance. >> yeah, people just seemingly going about this business and enjoying life.
meanwhile, breaking news overnight out of washington tied to the national security agency. a report that rules are routinely broken when it comes to their controversial surveillance programs. here is nbc's kelly o'donnell. >> good morning, matt, a new batch of secrets is out and this time the nsa which is supposed to track only foreign intelligence violated the rules and broke privacy rules protecting americans thousands of times. this comes one week after the president promised new safe guards and ways to make these programs more transparent. >> i want to make clear that america is not interested in spying on ordinary people. >> reporter: but it has happened. despite laws that forbid spying on americans. the "washington post" reports today that nsa leaker, edward snowden, provided secret internal odd kwreuts that reveal the nsa's own record of breaking privacy rules. >> we also found cases in which the nsa reported to no one
because there's complicated rules about what to report and whom to report it and they found fairly significant incidents when they didn't think they had to tell anyone. >> reporter: according to documents obtained by the post, they found 2700 violations in a 12 month period. they say that is above the average and blames a variety of factors including changes in technology and shortcomings in procedures and foreign targets that roamed into the u.s. many of the privacy violations against americans appear unintended like tracking the wrong phone numbers due to
a programming error, but other incidents are more serious. the federal surveillance corp. that has jurisdiction over the nsa ordered it to destroy after five years all the call data records that it gathers on innocent americans. it did not do that. there were several thousand files.
>> reporter: the agency said in a state to nbc news, when nsa makes a mistake in carrying out its foreign intelligence mission, the
agency reports the issue internally and to federal over seers and aggressively gets to the bottom of it. the white house declined to comment. they also acknowledged that some of the methods did violate 4th amendment rights so changes were made. the nsa says it has 300 employees whose job is to work on preventing the breaches and beef up compliance. matt? >> kelly, thanks very much. >> meantime, new developments in the oscar pistorius case. >> yes, that's right. he is accused, as you know, of murder in the valentine's day shooting of his girlfriend. prosecutors charged him in two accidental shooting incidents that took place earlier. one in january and the other in 2012. the january case involved pistorius firing a gun in a
restaurant. >> emergency officials are assessing the damage from a series of strong earthquakes that rocked new zealand today. the initial quake was 6.6. the studio inside this radio station shook, as you see there, sending staff under their desks. it was followed by several after shocks measuring 5.0 and higher. widespread power outages were reported. there were no reports of injuries. ntsb got the flight recorders from the ups plane crash in birmingham, alabama. the initial investigation showed no evidence of engine failure. two pilots were killed in the fiery crash. they hope to have complete access on the black boxes later today. there is concern about the nuclear program surrounding the
nation's nuclear facilities. specifically the nuclear reactors used to power much of the nation's power grid. tom costello joins me in washington. good morning. >> reporter: good morning. researchers say the nation's 100 working nuclear reactors are not prepared to defend against a terrorist attack on the scale of what we saw on 9/11. they argue 12 years after 9/11, civilian nuclear reactors are vulnerable to similarly organized attacks by a ground force, by a ship sitting offshore from a reactor or from a hijacked plane that could crash into a reactor causing a meltdown. the nuclear industry says it dramatically beefed up security and successfully doing it would be difficult in need. 116 million americans live within 50 miles of a reactor including from boston to new york, miami to chicago, new orleans to san diego. natalie? tom costello, thank you so much. a wild ride ends in a tree for hot air balloon riders in new jersey.

million people or more will have come to the iowa state fair. back to you. >> we look forward to more from you from there. now to an alarming new report on the nation's obesity epidemic. one in five white and black americans die from obesity. nancy schneiderman, good morning to you. about 18% of the american population dies from an obesity related illness. >> some people really took shots at this study saying it doesn't done well, i disagree. i think this is a real insight into the ongoing epidemic. we don't, on death certificates, list obesity as a cause of death, so i think these numbers
are real. >> the study breaks down the populations into groups, black women are the highest at 27% followed by white women at 21%. white men 15% of obesity related deaths, and the lowest is black men at 5% risk. >> here is what you have to remember. men do risky behavior. they die of accidents and homicides, women don't. if you take out the other causes of death, women die from obesity more. if you look at people who have a 40 or over bmi, that is up 350% in the last few years. two thirds of americans are overweight or obese. we don't have enough money in
the bank to sustain this. >> and socioeconomics plays a big part of this as well. people who drink 28 cups of coffee a week, four cups a day, have an increased risk of death. i always here that and say we don't we all have the same risk of death. >> this is a savannah cup here. >> you increase your odds by 56%. >> big headline and i'm going to poke a few holes in there. it did not account for the people in the study had worst cardiovascular disease, were not taking care of themselves, and many times people drink is because they're sleep deprived. i happen though believe there has been no great study that

in a small community and used that authority to marshal the law against the husband of his secretary, a woman the judge wanted to marry. >> michael thornsberry was released pending trial. the result of a joint state federal investigation. >> i'll be acquitted. >> reporter: for the past 16 years, he's been the only circuit judge on the kentucky border, population 26,000. prosecutors say in early 2008, judge thornsberry began an affair with his married secretary. one she broke off a few months later. >> in the process, he corrupted the system of justice in mingo county for his own nefarious purposes. >> a federal grand jury accuses the judge of trying to have her husband, identified in court documents only as r.w. arrested by getting someone to plant illegal drugs on his pickup truck. that plan fell through.
so then court documents say he persuaded a west virginia state trooper to falsely accuse r.w. of stealing from his employer. those charges were later dismissed. prosecutors say the charges were filed by brandon moore, he was named state trooper of the year in 2009 around the time that investigators claim he was doing the judge's bidding. the state police say he's now been placed on administrative leave. the indictment says trooper moore also falsely told a state grand jury that r.w. was stealing at work. no comment from him. the government says george thornsbury kept up his campaign of intimidation against r.w. for more than a year before finally giving up. he's now charged with conspireing to violate the man's civil rights, the right against unreasonable arrest, and the right not to be deprived of liberty without due process of law. >> no comment from a lawyer for judge thornsbury. he's been ordered to stay away from anyone who might be a victim or witness in the case. a list of more than 50 people,
