tweets that democrats should be ashamed and that they look forward to a fair trial in the senate. now, a reminder, to impeach means to formally accuse the president and direct the senate to hold a trial. so it appears donald trump, the 45th president of the united states, will be impeached. but it's up to the senate to decide whether to throw him out of office. so what happens now? the judiciary draws up articles of impeachment. the house votes. and t president is impeached. let's go back to nancy pelosi, a dramatic moment this morning during the speaker's press conference when she was asked if she hates the president. >> do you hate the president, madam sp'tear? hate anybody. i was raised in a catholic house and nobody hates anybody. not anybody in the world. so don't you accuse me of - acc representative collins yesterday suggested that the democrats are doing this simply because they don't like the guy.

start to the day. that's a live look at walnut creek, with our temperatures that will be in the upper 50s. then as we go through the day it doesn't look like we'll see much sunshine before that next storm comes in. in fact, as we track it with storm ranger, we are seeing some dry conditions right now and there may be a few spotty sprinkles but for the most part we are going to see a break in the rain. the next storm system comes in heading into tomorrow. you can see how large it is out there in the pacific. it's also going to bring us some high winds and some heavy rain. so as we take it hour by hour, once again today we are just seeing some clouds rolling by. tomorrow late morning into early afternoon we'll see rain pushing from the north bay into the rest of the bay area. and tomorrow evening looks pretty wet as we see rounds of ugso where we see the oranges and the reds indicates the heaviest rain and that will continue into saturday. so we are going to have another wet weekend for the bay area. i'll talk morebo the rainfall totals we're expecting,

how this will impact the sierra and how much snow will fall and when we'll see all of this clearing out. it's coming up in the full microclimate forecast. with flash flood warnings in the kincade fire burn areas and heavy rain coming, a lot of anxiety in communities prone to flooding. >> tom jensen is in sthere wher they have seen a lot of problems. you can see by looking at the creek, it's very low. it will have to come up well more than 10 feet to almost 15 feet. once it's halfway up the bank we might see people start bringing sandbags out and hoping for the best that they don't get the flooding. the last big flood we all remember was 2015 when many of the stores in the downtown suffered damage. some businesses never did recover, including one of the community's favorite restaurants.

the homes in some of the neighborhoods prone to flooding have been raised since that event. everyone here seems to know just how much another major flood could affect san anselmo. >> of course. for business and for us. but eventually the water will go down and life will come back again. >> our house was flooded. we had about 3 feet of water inside of our house on the first floor, on the ground floor. >> yeah. >> so our whole neighborhood had to move out of our houses. >> some people didn't raise their house and they must -- they live in fear of the flooding. and it gets close pretty much every year. >> reporter: back live, you can see once again san anselmo creek just at about 2 feet right now. that flooding from 2015, the creek has come up to 17.8 feet

so we would be underwater where we are right now, maybe even waist deep. custody. he was is facing murder charges, accused in the fatal stabbing of a good samaritan on a b.a.r.t. train just about two weeks or so ago. prosecutors say that the good samaritan was trying to stop him from stealing another passenger's sues. he is accused of stabbing oliver williams with williams' own pocketknife. brim had recently been released from jail in san francisco where he had been awaiting trial on weapons charges and he also walked away from a san leandro hospital and been reported missing and endangered. now, the judge did grant that delay to the public defender representing mr. brim and we're told that that delay will be until wednesday or the 11th next week. live in dublin, i'm roz pl bay, meanwhile the b.a.r.t. board is expected to okay money for new b.a.r.t. cars. they would run between oakland and san francisco. riders hope more new rail cars

will cut down on overcrowding. >> they could use more rail cars for sure, yeah. there's pretty much standing room only on the cars during commute hours. >> at the end of the line like this, we are way too many people so we need everything we can get. >> meantime, who's going to patrol the new san jose b.a.r.t. station? the plan now is for b.a.r.t. police toat.r. part of the new station, but vta will be there too, which pays santa clara sheriff's office for the patrols. that contract will expire soon. in fact both b.a.r.t. and vta will vote on new contracts today. meantime, the city of san jose says the station should be patroled by the san jose police. too many police officers not usually the problem on b.a.r.t. our investigative unit taking an in-depth look at the issues on the line. you can watch our entire series of reports right now at nbcbayarea.com. a new movement in the quest

for san jose's mayor to patter w -- part waysster-owned utility. a co-op of sorts. the mayor's office says that the plan is now backed by a coalition of 114 elected leaders in communities across the state. the coalition adopted what it calls seven operating principles to operate a new utility. things like how it would handle the workforce and safety response. pg&e is already fighting the co-op idea in san francisco as the city looks to take over power lines running through the city. next, a deadly shooting at pearl harbor. we have the latest on a tragic timeline of shootings at that very base and some good news for california homeowners in the wildfire ny hnee had their insue

state's insurance commissioner said there is a rising number of homeowners being dropped from their coverage. a report says almost 350,000 home insurance policies were cancelled in the last four years. most of those policies are for homes in high-risk areas. >> so today i am calling for one-year statewide moratorium on wildfire-related nonrenewals in order to give consumers temporary breathing room while we work on lasting solutions. >> wildfire claims from 2017 and '18 have soared above $26 billion. sonoma county wants to give victims of last month's kincade fire a break as well. property taxes are due december 10th, but anyone who sustained more than $10,000 in damage can defer the payment. to do so, they have to file an office. property to determine a prorated assessors will revalue the tax. new details, learning the identity of a woman killed in a home fire in novato overnight. a passerby reported the fire

around 10:30 last night. when firefighters arrived, the home was engulfed inspect flames. officials have identified the victim as 84-year-old ardith parra. debris inside the home is hindering the investigation into the cause of the fire. a developing story now. the navy is now leading the investigation into a deadly shooting at pearl harbor yesterday. officials say that an american sailor opened fire at the naval ship yard, killing two people before then killing himself. nbc's miguel almaguer as the latest on this tragic event. >> reporter: this was the panic on pearl harbor, active shooter forcing the historic military base into lockdown, an apparent witness describing the scene to nbc affiliate khnl. >> i heard like loud pops and i kind of recognized that as, you know, gunshots. >> reporter: a navy official says a u.s. sailor opened fire at a dry dock killing two civilian ship yard workers and

injuring a third before taking his own life. >> this is certainly a tragedy for everyone here, but certainly our sincere thoughts are with the families of the victims and everyone involved. >> reporter: the military did say the gunman was assigned to the uss columbia, a submarine that was at the ship yard for maintenance. >> we'll be looking at every aspect of it. what lessons we can learn, what additional security procedures would be needed. >> reporter: the shooting unfolded across the harbor from the iconic memorial, commemorating the japanese sneak attack on the base during world war ii. sailors there set to mark the 78th anniversary of that raid in just two days. today officials are still looking into the motive of that shooting and trying to determine what kind of weapon was used during the attack. personal weapons are not allowed on the base. the military says their investigation is just beginning. back to you. marines. >> not much movement this morning on the stock market. president trump had said an impeachment would definitely hurt the market. at least not so far. dow industrials up just very mildly, about 15 points. hundreds of thousands of people across the country will lose access to food stamps. presid to tighten the work requirements for those who receive the benefits. under the plan, able-bodied people between the ages of 18 and 49 who are childless would have to work 20 hours a week or be part of a work program to qualify for the snap program. advocates for the poor say food stamps are about fighting hunger, not about motivating people to work. happening tonight, the east bay class that went viral with their version of lizzo's hit song "truth hurts" will be seeing the rap star in person. the pittsburg says dorothy milar and her class were offered tickets tonight. if you haven't seen the original

viral video, this is a little bit of it to get you started right. ♪ >> radio station 99.7 gave the class the tickets. no word on whether the kids will meet lizzo in person, but we know it's going to be a great experience for them. we know she liked the video because she tweeted our raj mathai about it. that's pretty neat. >> it's such an adorable video. we'll take any excuse to run it. >> all right, kari. i think your truth hurts right now. it's storm at least tonight fo concert with lizzo being in town, it's going to be pretty good, so we are staying dry. if you want to head out to christmas in the park, today is your day. look, we're getting a little bit of sunshine out there, although it may be filtered by some clouds, but we see it all set up there and we're also going to have a break in the rain. although we haven't seen the clouds clearing from san francisco. we started out with some fog

this morning and storm ranger is showing not a drop of rain anywhere across the bay area. but most likely by this time tomorrow we'll at least start to see that rain approaching the north bay. so as we look at our high temperatures for today, we'rein but this is about normal for this time of the year. we should be seeing at times some rain and highs only in the upper 50s and low 60s. going into the day, we're still going to see these clouds sticking around. a slight chance of rain, especially farther to the north but some of the heavier rain will be reserved by tomorrow. it starts to move in by late morning until early in the afternoon, a lot of green shows the light rain. as you see the brighter colors, that shows where the rain will be heavier, so the yellows and the oranges, even some red shows some really intense rain. that starts the roll across the rest of the bay area going into the evening commute. by 8:00 we've all pretty much had some rain at that point and we'll see it staying with us in waves as we go into tomorrow

night. pretty much off and on throughout the day on saturday into early sunday. so during that time we could see some significant rainfall totals. some of the models showing 5 plus inches just north of santa rosa, while santa rosa will get about 3 inches of rain. they have been pretty consistent on showing mostly about an inch of rain for parts of the south bay and the east bay. walnut creek getting over an inch of rain and concord ghngf . san francisco about an inch and a half. so this is the possibility we'll have as we go into the next couple of days. now, looking at the wind forecast, that's going to be another issue because w anve already saturated ground. you add in wind speeds of 30 to 40 miles per hour and that could bring down some of those trees. so that's what we'll be watching for, with the southerly wind going into tomorrow evening. look at these wind speeds at about 30 to close to 40 miles per hour. that includes san francisco as

well as oakland. going into saturday, it is still going to be gusty, so this is going to last a while before those winds start to calm down saturday evening into early sunday. that's a look at heavenly right now. they're enjoying the break too with a fresh coating of snow on the ground. the resorts are definitely picking up on some beneficial snow. there will be some more in the forecast, looking at another 2 to 3 feet of snow. if you don't get on the road by tomorrow morning, it's going to be hard getting to the sierra, so get there, watch the snow come down and hopefully you don't have to rush back on sunday. we're going to see this storm system coming in, temperatures in the low 60s and even a chance of thunder and lightning on saturday. we'll be watching for that as the system starts to taper off, wind down and move out. we do have a period of some dry weather early next week, so scott and kris, we're going to see finally some sunshine. but that happens mostly next week. >> well, we'll wait for it. all right, thanks. coming up, christmas music
