right now at 11:00, some bay area elementary schoolchildren now have their first dose of protection against covid. less than half a day after the cdc gave the green light for a lower dose vaccine for children 5 to 11, parents line lighting up their pediatricians' phones looking for an appointment. i'm laura garcia. >> i'm marcus washington. some families did not miss a beat, becoming the first in line. kris sanchez joining us from los gatos. >> at this practice alone there are 500 children in the 5 to 11 age range that have appointments to get their first covid shots

and they've already staffed up because they know the days ahead are going to be very busy. oliver and alexander were happy to get the first dose of their covid vaccine because they're looking forward to playing ice hockey without their masks some day. these sisters are excited to be able to celebrate again. >> they're actually pretty excited. i think things that we've been not doing are avoiding indoor birthday parties that were so fun and gathering indoors for christmas and things like that. my girls are big disneyland fans. we've been waiting and we're excited to go back to do some of that stuff again. >> here we go. count to 10. one, two, three, four. all done. >> wow. you did it. >> as soon as dr. julie kim posted on instagram the clinic would be ready to vaccine 5 to 11-year-olds, families booked 500 appointments. for the parents who say they won't vaccinate or want to wait and see, she says worry more

about the effects of having covid than the effects of the vaccine. >> we have a fair amount of kids who have cardiac problems because of it. these were healthy kids who were suffering from some sort of various cardiac complications from having had covid. is that uncomfortable for you? >> try your pediatrician or doctor's office first because that may be where your kids are most comfortable. if you can't get an appointment, check with your local county or school district. they'll be holding vaccination clinics for kids in this age group and pharmacies have the lower dose option as well in the coming days. kris sanchez, nbc bay area news. meanwhile, marin tells us this large-scale clinics are set to begin this saturday but pharmacies and pediatricians may start sooner. the same goes for contra costa county with its vaccination clinic beginning saturday.

in sonoma county, shots are available next monday at vaccination clinics. in napa county also next week. alameda county may be a couple of weeks, maybe not until mid-november. solano county, same thing. these dates are good for county vaccination sites. your pediatrician, hospital or pharmacy may have a different timeline. >> just in, the green bay packers quarterback aaron rodgers tests positive for covid. he went to cal and he actually said back in august that he was, quote, immune against covid. the green bay head coach would not comment on rodgers' vaccination status. there are some reports that rodgers is unvaccinated. the league has not mandated covid vaccinations, but it has put in place stiff penalties for teams with unvaccinated members. jordan love will make his first nfl start in the place of rodgers. >> how does no more needles sound? thanks to stanford science there

kid get vaxed and what are possible side effects. the bear area taking a step in the wrong direction when it comes to covid transmission. the cdc updated its map. soleano and sonoma are back in that red tier which is considered high. all other counties are in the orange including san francisco and marin which were yellow until monday. local health experts are still confident that there won't be another surge like the one last winter. >> it can't be like last year because we have 80% vaccination rates in many areas of the state. and we have a lot of natural immunity. last year's winter surge was having almost zero immunity in the population. so it won't be like last year. >> and because bay area vaccination rates are so high, health leaders are not expecting to see a surge in hospitalizations. let's take a peek outside to san francisco this morning. the clouds moving through. golden gate bridge from the distance in the background may be kind of clear for now but more rain is on the way.

let's check in with meteorologist kari hall with a look at the time table. >> we've got all kinds of weather in the forecast. we started out with fog this morning. it's still foggy in palo alto. i did see low visibility going across the san mateo bridge. it's nice and clear in san jose but spots in south san jose dealing with the fog and it's gradually clearing out. temperatures in the low 60s. headed for low to mid-70s for today. going to feel very nice with those low 70s for many spots in parts of the south bay and inland east bay. but mainly 60s elsewhere. by tomorrow morning this storm system, that's basically knocking on the door, will be here as we go into the overnight hours. so i'll time it out for you and talk about how much rain you may see in your microclimate coming up in a few minutes. >> we'll check back with you. authorities are still looking for vandals who targeted los gatos high school on halloween. three groups of people trashed the campus.

some of the teachers had names spray painted along with racist and homophobic slurs. also eggs were thrown at almost every building and a giant pumpkin smashed. the principal sent a letter saying unless people help us take a stand i'm afraid these destructive, hurtful acts will be repeated as the perpetrators become more brazen knowing they were not held accountable. it is disheartening and frightening to our staff and student body to know this behavior could go unpunished. developing right now, a bay area man asking for help finding the person who attacked his elderly parents in downtown san francisco. an attorney and advocate charles young showed us a video of the attack. a man pick up a construction sign and then throws it at his parents. young says police were initially unresponsive so he took matters into his own hand. going to the scene and finding this surveillance video. >> we just want a record to be known that, look, there's this guy attacking old asian people on the street.

that should at least be documented. >> he says he's speaking out because he wants people to be proactive in the asian community when they are victims of a crime. pleasanton leaders have approved a new measure meant to keep guns from falling into the hands of young children. it requires everyone to either store their guns in a locked container or use an engaged trigger lock. other bay area cities have passed similar ordinances including dublin, san jose and redwood city. the criminal fraud trial for elizabeth holmes resumes with more testimony from a one-time investor. we have new video of holmes walking into court this morning. on the stand yesterday, former state attorney daniel moseley saying he invested $6 million into theranos. this after being introduced to holmes by former secretary of state henry kissinger who once served on the company's board of directors. moseley also recommended theranos to other investors and took everything at face value when it came to the blood

testing data. you can follow our reporting of the theranos trial online. head to nbcbayarea.com and click on elizabeth holmes trial coverage. possible new help for families struggling the most to make it in the bay. fremont may become the next bay area city to launch a universal basic income program. next bay area's bob redell has more on the next steps. >> reporter: on tuesday night, fremont city council voted to research this pilot program. to see if they'd be worthwhile to provide guaranteed income to the poorest residents here in the city of fremont, namely those families at risk of homelessness and young people transitioning out of foster care. this move directs city staff to explore ways to fund the pilot, including applying for grants. los angeles and oakland are already investing in universal basic income as a way to battle poverty. you might recall that stockton tried this guy giving $500 a month to residents selected at random. paid for by donations from private organizations.

the program found that people did not stop working in spite of the guaranteed monthly income. their stress levels decreased. mental health improved and people were better mothers and fathers as a result. now incidentally, wednesday is the last day to apply for oakland's universal basic income program which is also privately funded just like stockton. provides low-income families of color $500 a month for a year and a half. there's no strings attached. phase two has space for 300 families. to be eligible they must meet three criteria. live in oakland, have a child in the household under the age of 18 and have an annual household income of no more than 138% of the federal poverty line. you can apply on the city of oakland website. a crash leaves one person dead and a raider star now facing charges. ahead, new details emerging in the case. a big loss for the democratic party. virginia governors race has been called. why the high-stakes race goes

new details this morning. a rising star for the raiders suddenly off the team facing serious charges after a deadly car crash in las vegas. this is a booking photo of henry rugs released by the police. ruggs was driving 156 miles per hour behind the wheel last night. police say ruggs crashed his corvette into a toyota rav4 shortly before 4:00 a.m. and that car caught fire. the driver became trapped and

died. ruggs and his girlfriend were both hospitalized with nonlife-threatening injuries. his blood alcohol level was twice the legal limit. if convicted, he could be sentenced to prison for 20 years. scary moments for one east bay photographer after finishing up a photo shoot at the golden gate bridge. he was followed and robbed just outside his home. police say those thieves tracked that victim after he was taking sunset pictures. the robbery was caught on video. it shows two men approaching as he parked his car. one smashed his rear window and stole a camera bag while the other headed to the getaway car. the photographer then put his car in drive or reverse trying to catch those guys. take a look at it there. >> i did chase after them, unwisely so. and impacted their car to just kind of interrupt from -- them from actually escaping. and that's when i saw the gun pointed at me.

>> so one shot was actually fired. you can kind of see it there in that video. his family came out running. thankfully no one was hurt but that victim is calling on camera makers to include anti-theft technology. fremont police have now arrested one suspect in connection with that robbery. just in, charges will not be filed against the man arrested in connection with the deadly weekend halloween party shooting in the south bay. the trial deputy sheriff tells us this was a large, chaotic halloween party that ended with a tragic shooting and homicide. and they are looking for more witnesses. four people were shot early saturday morning. this is outside of the home of a gilroy council member. sadly, a person died. two others were critically injured. drama on election night. glenn youngkin actually set to become virginia's first republican governor in 11 years. and a stunning victory for a political newcomer.

>> it's a major blow to democrats and president biden who carried the state by a wide margin in 2020. in another surprise this morning, the new jersey governors race, too close to call. nbc's garrett haake has more. >> reporter: in virginia's closely watched governor's race republican businessman glenn youngkin has emerged triumphant. >> all righty, virginia! we won this state! >> reporter: narrowly defeated his democratic opponent, former governor terry mcauliffe in a state president biden won by ten points just one year ago. >> this is the spirit of virginia coming together like never before. >> reporter: former president donald trump who endorsed youngkin and held telerallies for him released several statements overnight claiming victory and thanking, quote, maga voters. youngkin successfully kept his distance from mr. trump and did not campaign with him. our nbc news exitol the former president remains unpopular with most virginia

voters. while a majority viewed youngkin favorably. youngkin cut into margins in democratic margins winning back voters trump lost in 2020 by focusing on education. including the controversial critical race theory which highlights the role of racism in u.s. history, but isn't actually taught in virginia. >> we are going to re-establish excellence in our schools. we're going to embrace our parents, not ignore them. >> reporter: in what may have been the racist turning point, youngkin seized on this controversial comment by mcauliffe in a debate. >> i don't think parents should be telling schools what they should teach. >> reporter: mcauliffe said the comment was taken out of context. all but acknowledging defeat overnight. meanwhile in new jersey's governors race -- >> we're going to wait for every vote to be counted. >> reporter: democrat phil murphy is locked in unexpectedly tight battle with republican jack ciattarelli, a race still too close to call. >> you know those polls?

>> reporter: the two gubernatorial races could have major implications for president biden and the democratic party. with the president's agenda stalled in congress and the midterm elections one year away. the president in scotland asked if the virginia race is a referendum on his administration. >> i am not seeing any evidence of that. whether or not i am doing well or poorly, whether or not i have got my agenda passed or not is going to have any real impact on winning or losing. looks like the oakland a's are playing hardball with bay area fans, upping the ante on a move to las vegas. they sent a survey to fans of the las vegas minor league affiliate. a questionnaire meant to gauge fan support on a move to sin city if they prefer an open-air stadium or retractable roof. it also asked about possible locations in respect to the vegas strip. oakland is still trying to hammer out a deal on the new waterfront ballpark. credit the san jose sharks.

not only are they still showing up despite one of the sports world's largest covid outbreaks yet. they're finding a way to win. seven players and head coach were sidelined last night due to covid protocols. this despite the entire team being vaccinated. they played in front of a sparse crowd. the lightest in team history with full capacity allowed. they beat the buffalo sabres, 5-3, for their second straight win. happening today, i want you to get the puffy jacket and lace up the skates. a popular ice rink opening in san francisco. >> a live look at the safeway holiday ice rink. i was distracted by all the twirls. kind of strutting their stuff there. >> yeah, it's all a celebration this morning to mark the first skate of the season. you think he knows he's on camera? >> panda guy. you're going to go viral. last year there was no ice rink due to the pandemic. >> the ice is back. we've been here since 2008.

pretty nice for an afternoon outside. and our temperatures will reach into the low to mid-70s for the south bay. we'll reach up to the 75 in gilroy and 73 in east san jose. 71 today in walnut creek and fremont reaching 72. san mateo headed toward 69 degrees. and some upper 60s downtown and in the mission district. and our north bay highs reaching near 70 degrees with sonoma today headed for 70. but then tonight the north bay will be the first ones to see the rain moving in. we could see it farther to the north now. going to make it north to south as we go hour by hour. we can see the rain in the forecast as it starts to roll through. but then by sunrise and by the time most people are heading out, this rain is going to be wrapping up. there may be some spotty sprinkles throughout the morning but a quick moving one and done. i like these rainfall events where it doesn't really change your plans. we get the rain but it doesn't really change how you go through your day. and so we're looking at rainfall totals that could reach about a

quarter, maybe closer to a half an inch farther to the north. then you head to san francisco and parts of the east bay it's about 0.1 inch and maybe a little bit less for the south bay. that storm number one coming in, there will be another one coming in for the weekend, but that stays to the north of us so if you'll be traveling north of the bay area you'll run into some rain. and then by monday, we'll have another storm system coming in that will bring us rain into tuesday. but take a look at the outlook for november. the climate prediction center says that, hey, the bay area could get some above-average rain. that's really great news coming off of a very wet october. and then our temperatures will be slightly cooler than normal, which is what we're basically seeing right now with a couple of storms every few days and we do get those breaks in between to let that water soak in. so take a look at our seven-day forecast for the inland areas. we have upper 60s for the weekend. a mix of sun and clouds and then for early next week, we'll be watching that next storm system
