"this broadcast realtime captioned by becky lyon." president obama does a little sightseeing. why he made a surprise visit to the lincoln memorial. an alaskan airlines flight on its way to hawaii returns to sacramento. the problem that forced the pilot to turn around. >> i lost my insurance in 2009 when i lost my job. and that's why thousands are waiting in line for hours to get free health care. everything from check ups to eye glasses. good evening, i'm ann notarangelo. the coastguard right now is searching for one of two people missing after their boat cap sized near san francisco's ocean beach. one person was pulled from the water just before 3:00 p.m.

this afternoon. that person was treated for hyopthermia. the coastguard helicopter is looking for the second person. the water was quite choppy today. museums and national parks are open for business. and that's what washington, dc, visitors discovered hours after a late night congressional compromise averted a federal government shutdown. some took advantage and did sightseeing. >> reporter: president obama thrilled tourists at the lincoln memorial with a brief unannounced visit saturday. federal museums and other things would have been closed if lawmakers had not reached a last-minute deal just before midnight to avert a federal government shutdown. >> because congress was able to settle its differences that's why this place is open today and everybody is able to enjoy their visit. >> reporter: this couple visiting from dallas say they are relieved their trip to the nation's capitol wasn't a bust.

>> right up to the end it was either going to be a matter of going into these museums or walk around outside. >> reporter: this is likely just the first battle among many this year as the president tries to navigate with a republican-led congress. compromises will have to be reached on raising the buying limit and fiscal year which begins october 1st. >> reporter: the deal includes 38.5 billion in spending cuts. although both sides claim victory republicans are already calling for more cuts. >> since january we have been urging president obama to listen to the people and work with us to reduce spending. >> lawmakers approve ad short term measure friday night for the federal government to continue operating for a week. votes on the final deal will be held next week. in washington, cbs5 news. >> it threatened the tourist industry in san francisco.

thousands of people bought tickets to tour alkatraz. but tours could have been canceled. it wasn't the case and some tourists who traveled to the bay area today learned at the last minute they could go on their trip. >> we were out of pizza last night and we were watching the t.v. just trying to figure out if we could go or not and they finally said they are going to extend the bargaining talks. >> alkatraz is an historic site operated by the national park service. while national parks remain open, state parks here in california could soon close. but no one knows exactly which ones. earlier this year governor brown asked the parks department to choose which of the state's 278 parks to close. that list still isn't public. that could pose a problem for californians making summer vacation plans. for now the agency is still accepting reservations. refunds will be issue if the

parks close. governor brown could soon change his budget strategy. the governor may ask the legislature to approve the extension to help balance the budget. brown was going to give voters an opportunity to vote to extend those taxes or repeal them, a move republicans have so far blocked. governor brown is expected to release an updated budget plan in mid-may. community members today remembered a popular restaurant owner one day after he was shot and killed in oakland's fruitvale area. they gathered for a previously scheduled town hall meeting with oakland mayor jean quan but the discussion quickly turned to questions about the man gunned down outside his restaurant on international boulevard yesterday. police say this is a high priority case. >> it is a priority for us not only to track down the assaillants but to put resources in the community. >> an initial investigation

shows he may have been killed in a botched robbery attempt. a reward of more than $70,000 is being offered in this case. the question more californians are asking themselves these days, how can i get mental and dental treatment without insurance? anne makovec has one answer. >> reporter: it wasn't a game or a concert that had people lining up to spend the night outside the oakland coliseum, it is the promise of free health care. >> i came here yesterday evening at 11:00 p.m. >> i have been up since 5:00 a.m. friday morning. >> i made an effort to be here at 11:00 p.m. >> reporter: all people with similar stories. >> i came here because i didn't have any insurance. >> i lost my insurance in 2009 when i lost my job. >> i have been unemployed since august of '09. >> reporter: gail westman used to work at a printing company. >> i also have got type 2 diabetes. >> reporter: which means she needs testing supplies and

medication. >> trying to get somebody to prescribe them for you. you pay through the nose with a doctor. >> reporter: today she is getting the works thanks to this clinic organized by the charity remote area medical which turned the coliseum into a city of clinics. op tomoptometrists and dentists . >> that's why you'll see that the dental and vision sections are so full. >> reporter: the clinic will be here and will likely have an overnight line through tuesday helping up to 1000 people each day. >> i'm sleepy and i'm tired and i'm hungry. >> but you're still smiling? >> i'm still smiling, yes. >> reporter: they are still looking for more california licensed medical practitioners.

a plane carrying four people on board crashed this afternoon in southern california. the aircraft caught fire after hitting a storage facility located near the airport. three people escaped with minor injuries. a fourth is hospitalized in serious condition. an f.a.a. spokesperson said the plane took off from chino airport and reportedly lost power as it approached the airport. a scary moment for passengers on a plane bound for alaska. 163 people were on board and had just taken off from sacramento on its way to maui when a bird struck one of the plane's engines. the pilot decided to turn around as a precaution. the plane landed safely in sacramento and the passengers boarded another plane to hawaii. a sea of blue. a measure to make sure fans are safe in and around the safety. traffic is part of the way

police are looking for 41- year old elmera an amber alert issued for two children in solano county. police are looking for 41-year- old almon stewart who took her children from their home. the children are identified as 10-year-old hadden and 5-year- old kayleigh both with blond hair and blue eyes. police fear for their safety because stewart's husband says she has been acting strangely. stewart is believed to be driving a red 1992 toyota corolla with california license plate 4ybn 892. the vehicle's front hood is painted a differentiated of red from the rest of the vehicle. anyone who sees the group is asked to contact police.

the l.a. dodgers instituted zero tolerance policy following the beating after giants fan during opening day last week. the team's owner, the city's police chief and the los angeles mayor announced stricter code of conduct and more visibility. >> as fans we must enjoy the sport in a way that promotes mutual respect, common decensy and good sportsmanship. violence will not be tolerated. >> the team is reconsidering beer specials after a report alleged alcohol played a role in the beating. the team received criticism for its initial response to the incident. the two suspects are still at large. there is now a $150,000 reward for information in this case. and brian stow's condition has improved a little bit upgraded from critical to stable condition but he remains in a medically induced coma.

hollywood has lost another legend. the award winning director of such films as network and night falls on manhattan has died. his family confirmed he died this morning at his manhattan home. 86 years old and had suffered from lymphoma. he moved to new york city as a child. the city became the setting in more than 30 of his films. he survived by his fourth wife and other family members. it is the most intensive crackdown on distracted driving in the bay area. and in just the first two days of the campaign nearly 1000 tickets were written. highway patrol officers say they wrote more tickets monday and tuesday in the bay area than they usually write across the entire state. san jose follows that county.

the price of a ticket $260. more than 250 police agencies are taking part in the not worth the risk campaign getting people to put down the phone and drive. it may come as no surprise for those who drive it but highway 4 ranks amongst the most congested. it runs into solano county. the worst is weekday mornings. most congested commute corridor and ranks 27th in the nation according to a traffic data tracking firm. it takes 3 minutes to drive that stretch with no traffic and an average of 12 minutes on weekdays and it with take 20 minutes to drive those 3 miles at its worst. >> wouldn't you want to do it on a beautiful day like this? >> yes. that's when you roll down the window and enjoy. >> well, or inhale the exhaust. >> that's true. if you're stuck out there that long. >> it was gorgeous. gosh, it was lovely. >> sunshine out there today. a little brisk in spots out

towards the coastline. winds blowing pretty good in areas. you've had gusts as high as 33 miles per hour in toward the san jose area an out towards the coastline and those winds continue to blow but looks like we have a pretty nice night on tap for the bay area. mostly clear skies early on. patchy fog may redevelop out on the coastline. still got 60s showing up in the valley. 62 in concord. 58 degrees now in san jose. cool 53 and pretty breezy in pacifica. we are looking at a lot of sunshine in the central valley tomorrow. 60s here. but the high country, yes, you've got partly cloudy skies. if you plan on headed up the sierra nevada another storm coming could bring a mixture of snow and rain as we head into monday. looks like good skiing conditions. fresh powder as we head into the week. high pressure finally building into the bay area. will hold on ever so briefly until one more day so we will bring in mostly sunny skies tomorrow. the coastline the exception. may see more patches of fog.

enough on the green and it ends up backwards started as does day who shoots. rory mcilroy finished strong with birdies on 13, 15 and 17. the 21 year old is now at 12 under for the tournament and he will take a four-shot lead into the final round. >> i have been talking about it with my little team all year about just playing stress free golf. i felt as if last year i had a chance to win a lot of tournaments and i didn't do it just by making a few little mistakes here and there. >> when you look back on this round will you be pleased with the way you play or not? >> pleased with the way i played? i had nothing. i had so many putts early that looked like they were going to go in and didn't go in and also had a couple 3 putts out there. >> mcilroy will be playing with
