bigad. >> reporter: the president's return here to chicago comes after two days of intense campaigning in the battleground states of ohio, florida, colorado, new hampshire and the president right now is hoping for the best as he waits to find out if he will be re- elected for another term. reporter: president obama is spending election day in chicago. he cast his ballot there during early voting almost two weeks ago. the president wrapped up his campaign in des moines last night just steps away from his iowa headquarters during his first presidential bid in 2008. president obama made one final plea for votes in the critical battleground state. >> after all the months of campaigning, after all the rallies, after the millions of dollars of ads, it all comes down to you. it's out of my hands. >> reporter: president obama plans to continue his election day tradition of playing basketball with friends. i'm bigad shaban in chicago.

i'm randall pinkston in boston. mitt and ann romney voted this morning in the boston suburban of belmont. he won't waste anytime today. he is now headed to am can pain rallies in cleveland and pittsburgh, saying momentum is on his side. >> these last months of our campaign have seen the gathering of strength of a real movement across this country. >> yes, sir! >> it's evident in the size of these crowds. >> reporter: and the first election results are in. >> this has never happened before in dixville. we have a tie. >> reporter: dixville notch gave 5 votes to each, president obama and mitt romney. it's the first town in the nation to vote. and we just received word that mitt romney and ann romney have cast their ballots as he was leaving the polling place someone asked him, who did you vote for? his response, i think you know. reporting live in boston, i'm randall pinkston. back to you. >> i think we all know. all right. randall pinkston in boston, thank you.

vice president joe biden and his wife jill cast their ballots early this morning just after polls opened in delaware. biden is expected to head to chicago later to await the election results with president obama. often overshadowed by the race for the white house the battle over control of the u.s. senate. democrats currently hold a 51- 47 edge over republicans with two independents caucusing with the democrats. the races to watch include massachusetts where polls show republican incumbent scott brown in a close race with democrat elizabeth warren. in missouri, democratic incumbent claire mccaskill faces a tough challenge from republican richard mourdock despite his controversial comments about rape. in all, 33 senate seats are up for grabs with races in several states that can go either way. closer to home now it's less than an hour before the polls open up here in california. but many people have already voted. cbs 5 reporter cate caugiran is at the alameda county

registrar's office with more. >> reporter: we spoke with the registrar of voters just half hour ago, who says they have been ready. they actually came here about 5:00 this morning. normally 26 people work in the office but they are adding about 200 more to deal with possible crowds today. as you mentioned polls will open in about less than an hour. but thousands or hundreds of thousands of bay area voters have already turned in their ballots. here at the alameda county courthouse, the registrar says they saw thousands of early voters in the past few days and they are prepared for the big crowds today. [ pause ] >> reporter: if you have voted before and your name is on the roster, you won't need an id. but if this is your first time and you are registered by mail without your californiaism d or don't have the last four digits of your social security number you may need a photo i.d., paycheck our utility bill.

poll workers will be on hand to help you. and another thing we wanted to note that the registrar brought up is if you have one of these mail-in ballots still on hand, you actually cannot mail them in today. it is too late. you do want to bring that to a polling location or here at the courthouse. live in oakland, cate caugiran, cbs 5. >> thank you. let's check the weather. lots of people are going to be out there getting out the vote. at least it's great weather. >> heading to the polling booths in shorts and t-shirts. lots of sunshine as temperatures will make records toward the afternoon. a nice start to the day. we have mostly clear skies around the bay area. the one exception a couple of patches of ground fog in the north bay. temperatures all over the match. we have chilly 40s into santa rosa and also fairfield. but 61 already in san francisco. and 60 in pacifica. this afternoon, high pressure brings you one more day of some heat and then big changes after this low begins to drop in toward the coastline. so yeah, we could see a few more possible records outside.

580, brake lights in livermore approaching vasco road. slow and go from the altamont pass to the dublin interchange. the nimitz and westbound 24 through the caldecott tunnel so far look good. that is "timesaver traffic." back to you guys. >> thank you. one of the most contentious statewide issues in california is prop 30. governor brown's plan for temporaryta, hikes to reduce the state deficit -- temporary tax hikes to reduce the state's deficit. elissa harrington reports from the newsroom. >> reporter: this is one we'll follow closely because the fate of prop 30 is up in the air this morning. an "l.a. times" poll shows support at 46%. but it needs majority to pass. governor brown has spent the last few days making a final push traveling up and down the state holding rallies, visiting phone banks and reaching out through social media to try and get more votes. here he is in san francisco yesterday. >> keep the california dream alive. yes on 30. thanks! calls for a 7-year hike on income taxes for those who earn more than a quarter million dollars per year. it would also raise the state sales tax by a quarter cent for four years. it would bring in an estimated $6 billion a year. if prop 30 loses it would trigger automatic deep spending cuts to k through 12 schools, community colleges and state universities. >> $27 billion of red ink. that was the debt. and we have cut -- we have slashed -- we've -- i mean, it's amazing! >> reporter: the governor mentioned a doomsday scenario. do you see that happening if it doesn't pass? >> i -- i'm not going to predict doom for this state because i just will never do that. but i think it could be a very rough go. >> that was senator dianne feinstein rallying beside brown. >> reporter: governor brown has also been concerned about rival proposition 38 also designed to get funding for education. prop 38 includes tax hikes on a sliding scale. if both propositions pass the

one with the most yes votes would actually win out. prop 30 is showing a much stronger standing in the polls. in the newsroom, elissa harrington, cbs 5. >> thank you. another measure on the statewide ballot is literally a life-or-death situation. prop 34 would repeal capital punishment. if it passes life in prison without parole would replace the death penalty as the maximum punishment in california. prop 36 is another crime and punishment measure. it would revise california's "three strikes" law to impose a life sentence only when the third felony convicts is for a serious or violent crime. other statewide propositions include 32 which calls for more restrictions on political contributions by labor unions. they would not be able to use money from members' payroll deductions. >> and prop 37 has to do with the food you eat. it would require companies to put special labels on raw or processed foods that are made from genetically all theerred plants or animals. and you can stay with cbs 5

last week. a nor'easter is expected to hit new york and new jersey tomorrow. there could be heavy rain and winds gusting to 60 miles an hour. and that within a problem for crews trying to restore power to a million homes and businesses. and more flooding is likely along the coast. it's so heartbreaking to hear that because these guys need a break. >> lawrence has a little measure of good news because it looks like it might stay offshore a little bit? >> the core of the low may stay a little further off the coastline so hopefully they won't get hit with the brunt of the winds. but cold air will bring snow. so tough going on the eastern seaboard. out west, high pressure dominating our weather. mostly clear start although we are seeing some patchy fog in the north bay and then sunny around warm again as we'll see some records around the bay area at least in a few spots maybe not quite as warm as yesterday. but after that some major changes coming in our direction. high pressure holding on for one more day but you can see this low developing in the gulf of alaska that will move in

closer as we head into tomorrow. today though will be exceptional. a sea breeeze kicking in so so much for that offshore flow. looks like tonight that sea breeze brings in more low clouds and fog along the coastline. and some much cooler temperatures for tomorrow. flying out of sfo or expecting somebody in easy-going weather- wise. lots of sunshine and clear. around the country not bad in houston, 75, sunny. 72 denver. showers in chicago and 45. chilly but clear in new york. around the bay temperatures well above the average. 81 degrees expected in san jose. that can be a record if we hit that temperature. 75 in half moon bay, 77 hayward. 80s in the valleys. 81 in the napa valley. about 84 in pleasanton. and 83 in livermore. north bay looking at 80 degrees in santa rosa, 81 sonoma and about 77 degrees in san

francisco. next couple of days we change things. by thursday and friday a chance of scattered showers around the bay area and cold enough we could see a dusting of of snow in the mountains. things turn dry toward saturday and sunday. warm he weather expected then, too. it's going to feel different around here. on the roads this morning we have an accident on the upper deck of the bay bridge. sounds like a smaller fender- bender. it's a hit-and-run near treasure island. and apparently at this point still blocking one lane so bridge crews are aware of it. likely they are cycling through the metering lights a little slower than normal so we have delays behind the pay gates and it's growing beyond that first overcrossing. it looks like it's already pushing beyond the 880 overcrossing so yeah, already a good sized wait to get on the span. and then it's a tight squeeze up that incline until you get past treasure island. then things improve into the city. elsewhere more live traffic cameras. here's a live look across the golden gate bridge. no issues across the span.

if you are commuting through san rafael, here's a live look at 101 and 580. so far the marin county trip is a nice one. slowing down the eastshore freeway, that's new in the last few minutes. drive time 25 minutes now from the carquinez bridge to the maze. so that is in the yellow. also brake lights through livermore that's why you see that drive time 24 minutes from the altamont pass to the dublin interchange. but things still look great up the nimitz and westbound 24 if your commute takes you through the caldecott tunnel. elsewhere along the peninsula, an early-morning flight to cash over by sfo, no delays right now on 101. 280 looks okay. so again these are live drive time sensors showing you the current traffic conditions on your major roads, guadalupe parkway, 280 through downtown san jose, 101 we have a few brake lights but nothing big right now. just your usual slowdowns. so your usual commute across the south bay. traffic and weather together every 10 minutes. back to you guys.

>> thank you. new this morning, an arson arrest down in san jose. investigators say mental illness apparently played a role in a house fire that caught fire early this morning. a man is accused of setting fire to his home shortly before 3:00. there were no injuries. the cause of the fire is unknown. a former bay area elementary school principal has been found guilty of failing to report suspected sexual abuse. lyn vijkayendran was principal at o.b. whaley elementary school last year when an 8-year-old girl gave her vivid details about an incident involving a teacher. a jury found vijkayendran guilty and the judge sentenced her to two years' probation and community service. after sentencing, jurors had strong words for the former educator. >> she stuck her head in the sand when she should have been pulling the alarm. >> the teacher craig chandler is now charged with committing lewd acts against five children. he is in jail awaiting trial. that man accused of smashing the windshield of that muni bus after the giants world

registrar of voters in san jose. but first, we go to cbs 5's cate caugiran live at the alameda county registrar in oakland. >> reporter: good morning. the registrar has been here since 5:00 and they plan to be here until 2 a.m. of the it's going to be a long day. normally this office has about 26 employees but they have added an extra 200 just for this election. the polls open in about 30 minutes. but hundreds of thousands of bay area voters have already turned in their ballot. here at the alameda county courthouse the registrar says they saw thousands of early voters over the past couple of days and now they are prepared for the big crowd today. >> the polls will be busy. so if you are going to vote, first thing in the morning, after work, they are busier. if you can get out during the day that's better but also if you have a vote by mail ballot in alameda county over 50% of the people vote by mail, it's too late to put it in the mail.

so please, don't do that. bring it to us at the courthouse in downtown oakland or go to any polling place in alameda county and drop it off. >> reporter: now, here's some tips we want to clarify. if you have voted before and your name is on the roster you won't need your identification. but if this is your first time and you're registered by mail without your california id or your last four digits of your social security number, then it's a good thing to have on hand that identification or paycheck or utility bill. we also want to let you know that poll workers will be on hand to help you find out what you need and where you need to go. the one thing that the registrar here wanted to emphasize if you do have one of these mail-in ballots, it's too late to mail it. you want to bring them to a polling location or another registrar's office. even here at the alameda county courthouse people asked us where the polling locations are so we have a couple of early voters this tuesday morning but i wonder what it's like in santa clara.

that's where we find matt bigler. how's it looking? >> reporter: well, we have some drive-through voting going on this morning. people who have mail-in ballots are stopping by this what looks like a high bay area book box and dropping off their -- a library book box and dropping off their ballots. it's easy to do it if you're an absentee ballot voter. the registrar of voters of santa clara, how are things going? >> well so far. people are voting, it started at 5:30 a.m., dropping the ballots off. the polls open at 7:00 and everything is going well. >> reporter: how are you facilitating this drop-off voting mechanism? >> we have about five people per site to manage it and would normally have -- we have five people to take ballots to put in the box. >> reporter: if you're voting the old-fashioned way this morning, actually going to the polling place and casting your ballot, we understand that santa clara county has an app that you can download for iphone or android to help you find your polling place what can you tell us about that? >> one of the many questions

we have on the election day is where do i vote? for the app we find your polling location to find out where you need to go and driving directions. if you are new to the county, you can get you driving or walking directions to the polling location. it's an easy app and beneficial for the voters. >> reporter: well, thank you. >> thank you. >> reporter: back to you guys. >> kcbs radio's matt bigler down in san jose, thank you. one of the biggest statewide issues in california of course you have heard the governor talk about it prop 30. that's right. that's governor brown's plan for temporary tax hikes to reduce the state deficit. >> keep the california dream alive. yes on 30. thanks. >> the governor held a campaign event yesterday in san francisco. prop 30 calls for a temporary hike on income taxes for those who earn more than a quarter million dollars per year and a temporary quarter cent sales tax hike. if prop 30 loses, it would

trigger automatic spending cuts to education including community colleges and state universities. >> i have worked hard. i have told the truth. i have leveled with the people. when i ran for governor i said, i would ask the people if they wanted to raise tax, if they thought it was important. we're asking the people. and whatever they say, i'll carry it out. >> prop 30 opponents say it would go to the general fund and there is no idea how much would go to schools. there is a mystery behind $11 million donation to defeat prop 30 and support prop 32. the money came from the virginia based americans for job security and the arizona based center to protect patient rights. but the individuals behind the groups are still unknown. the groups' donors are other nonprofits and those individual contributors' names are secret. this issue may linger long after the election. bay area voters will decide on several high-profile

measures. in san jose, measure d would raise the minimum wage for workers in the city up from $8 to $10 an hour. there would be later adjustments for inflation. measure e would increase the maximum number of gaming tables at the city's two casinos, the it's backed by bay 101. other local measures including taxes in soda in richmond a penny per ounce. it would be the first of its kind in the nation. berkeley voters will decide whether to approve a ban on sitting on sidewalks intended to keep homeless off the streets. over in alameda county, a tax on the ballot would supply funds to the oakland zoo for animal care and various upgrades. >> the weather is beautiful. so no excuses. >> if i were running for office i would win in a landslide. >> we'll see you in a week. >> in a couple of days maybe not. about the significance of iowa really for him it's where everything started off with that initial support at the last election that helped spur his career or his campaign rather and get little to the position where he is now. in terms of what the president hopes to do today, in his election day tradition that he hopes to continue here, he actually is planning on picking up a game of basketball with friends and some campaign aides. he hopes to sort of have a good luck charm that worked well for him in the past and there is a possibility he may try to visit some of his volunteer centers here in chicago to thank the people that have been working so hard for his campaign. >> it's been a long campaign for both candidates. they deserve a rest today. they can just watch it all unfold tonight. bigad shaban live in chicago, thank you. how about mitt romney? he also voted a little earlier this morning. the republican challenger and his wife cast their votes at belmont, massachusetts. less than an hour ago. campaigning is not over for mr. romney though. he plans to rally supporters in cleveland and pittsburgh today.

like a survival kit of voting, where you have to go and what you will find when you go there. after you do that, let's say you don't even have a phone that will run apps. let's say you have a simple phone. call 866-our-vote -- using that voice system you can find out where your polling place is. interrer active voice system. so real simple if you don't know where to go. this will help you get there. and free. not even an app. for results later on tonight, if you are not able to get in front of cbs 5, then we like the cbs news and cnn apps both outstanding in terms of following results and getting them realtime. and the last one that's interesting is called settle it. it's an app that will let you figure out what the candidates really did and stood for and what their decisions were in their recent political history. they are all of us say i did this and that. you never know which is true. this may settle those bar bets. no did he this or that when he was in college or what have you. >> it's a factfinding of sorts about the backgrounds of the candidates. >> are there more apps?

>> reporter: there are dozens. there are so many out there, but we like these because they are free. they work really well and they are available on the major platforms. >> all right. brian cooley, thank you very much. for more go to cbssf.com/mornings. we are going to take a live look out in wisconsin where paul ryan is putting his vote in. we did see mitt romney earlier in belmont, massachusetts. but, of course, this is the vice-presidential candidate putting his vote in with his family apparently. apple doesn't have as big a share of the tablet market as it used to have. here now is jason brooks with kcbs and cbsmoneywatch.com with more. >> reporter: good morning. apple still does command a healthy lead in the tablet market but we are seeing some companies online with new tablets that its share has dwindled. according to idc in the 3rd quarter apple took 50% of the market compared to 65% in the

2nd quarter at 60% a year earlier. two companies that really surged forward were samsung, going from 6.5% share a year ago to 18% with a galaxy tab and amazon with the kindle fire didn't have that out a year ago and that took 9% of overall sales in the 3rd quarter. apple still sold three million more tablets in the 3rd quarter compared it a year earlier. but overall tablet sales went up 50% to 28 million in the quarter. another sign of rebounding housing market. prices on average in september were up 5% from the year earlier. biggest year over year increase since 2006. prices declined after increases marketing the end. summer home buying season. market off to a positive start on this election day. let's take a look at the numbers. the dow is up 64 points. s&p up 5. back to you.

victims of superstorm sandy are all able to vote. people in both states are being allowed to cast ballots at any polling place in their states. ballots have been distributed to some of the emergency shelters, as well. and shuttle buses are taking people to polling places. so whatever they can do to get folks that have been hit hard by the storm. >> no kidding. it's 6:51. let's check the weather here. looking nice. >> gorgeous weather around the bay area. record-breaking temperatures yesterday. i think we'll see a few records again today as high pressure sits overhead. lots of sunshine as we look to our mount vaca cam right now. maybe patchy ground fog into the central valley. patchy fog in the north bay. sunshine, temperatures well above the average this afternoon but enjoy it. there are some major changes coming in our direction. high pressure holding on for one last day but you already see the storm system developing in the gulf of alaska. that's going to be sweeping in closer as we head in toward tomorrow but today, another day of some possible record-

breaking temperatures by the afternoon. lots of sunshine all day long and then the computer models starting to see that sea breeze kick in and then here come the low clouds and fog overnight tonight in toward tomorrow morning. and some much cooler temperatures. highs around the state good, nice travel day 79 degrees in sacramento, 86 and sunny in fresno and a beautiful 78 degrees into monterey bay. temperatures warming up into the 80s in the south bay today. 80 degrees in milpitas. 81 in san jose. that will be a record if they hit that number. 82 in palo alto. and about 75 degrees in half moon bay. east bay temperatures running up into the 80s once again maybe a high as 48 degrees in pleasanton and 81 in the napa valley. should be about 80 in sunny in santa rosa and 77 degrees in san francisco. so looking out over the next couple of days, looks like that ridge of high pressure finally breaks down tomorrow. much cooler temperatures kicking in with that sea breeze. but by thursday and friday, these temperatures really take a nosedive. chance of some scattered showers, we could even see a couple of snowflakes across the tops of our mountains so big changes in the works, elizabeth. >> i would call that a major

change. >> yeah. >> major changes. all right. thanks, lawrence. let's go out live towards the bay inning were. we're closely watching the bay bridge this morning. just checked in with chp. the accident is still blocking the right lane near treasure island. not helping the commute for folks on the bay bridge heading towards san francisco. it's jammed solid through the macarthur maze. all the approaches are very backed up, as well. checking some alternate bridges around the abay area. the san mateo bridge looks great. this is the commute direction westbound 92. 14 minutes out of hayward over the high-rise off to the other side towards foster city. if you are heading towards the east bay no brake lights at all on eastbound 92. to our maps show you where else it's slow. westbound 580 obviously 23 miles per hour, that's one of our live drive time sensors. slow and go from 205 out of tracy all the way through livermore and approaching the dublin interchange. so that's one of our slow spots as well as highway 4 often slow at this time of the morning but you're seeing some red traffic sensors through antioch and out

towards the pittsburg-bay point area in those westbound lanes. checking drive times for you, westbound 80 coming down the eastshore freeway. carquinez bridge to the maze. more than a half hour drive time now 32 minutes in those westbound lanes. but the super busy spot once again westbound 580 free and cheaper up the nimitz and 24 so far, so good heading out of orinda towards oakland through the macarthur maze. that's a check of your "timesaver traffic." your top stories after this break. ,, ,,,,,,,,,,,,,,,,,,
