of our sensors this morning. northbound 680 approaching sunol an accident is clearing. it had been blocking a middle lane so you see some of the slow sensors northbound out of sunol towards pleasanton. here's a live look near the dublin interchange. westbound 580 we got the usual roadwork going on between hacienda and san ramon. they have several right lanes blocked from 3 to 5:00 so again hopefully that is clearing now. in the meantime your drive time still in the green so no big delays so far through the altamont pass. the nimitz freeway looks good as you pass the oakland coliseum oakland airport with a flight to catch. it's 13 or 14 minutes between hayward and foster city. 5:01. on the scene of breaking news down in the south bay. san jose firefighters are at work at delmas avenue and brown street near the interchange of interstate 280, state route 87

there. a prayer shrine that was in the attic started a fire about 3:30 this morning. four people have been displaced so far but nobody has hurt. live images now of the capital building in washington on day 2 of the federal government shutdown. the house's republican majority won't support a spending bill unless it delays or defunds the obama administration's healthcare reforms. the white house says the affordable care act is not negotiable. some republican lawmakers tried to make their point yesterday posing at a table across from empty chairs. as cbs reporter susan mcginnis reports, both sides appear to be preparing for a long battle. >> reporter: day 2 of the first government shutdown in 17 years begins and there's no resolution in sight. one leading republican says the shutdown alone may not bring democrats and republicans together. >> most budget agreements in the past have always involved debt limit increases. that's what we think will be the forcing action to bring us

-- the two parties together. >> reporter: last night they tried to fund three bills. democrats say it's all or nothing. >> now they are focusing on trying to cherry pick some of the few parts of government that they like. >> reporter: as lawmakers debate, americans across the country are feeling the impact of the shutdown from closed museums and parks to federal workers furloughed. >> this is not how you run a country. that's what they are in there, then they can remove their self and then they will understand to feel how it is to go without a pay check. >> reporter: joe brought his family to the air force museum in dayton, ohio. the plane he flew during world war ii is displayed behind the locked gate. >> that was very, very important to see where he sat, what he did. [ crying ] >> oh, i'm sorry, i simply can't say any more. >> reporter: the u.s. economy is estimated to lose $300 million each day the governor

is shut down. susan mcginnis, cbs news, washington. >> investors weren't fazed by the shutdown. perhaps because it was no surprise. stocks did very well yesterday. check it out. all three indices closed up. new this morning the government shutdown forced president obama to cancel two stops on his trip to asia this weekend. he called off his stops in the philippines and malaysia. the president canceled trips to asia back in 2010. he wants to stay in washington for votes on the healthcare law and another time due to an oil spill in the gulf of mexico. the shutdown could hurt tourism in california. $12.1million are lost every hour and $202,000 a minute if you are counting. with the shutdown at yosemite national park and other national attractions surrounding businesses won't be getting tourist money. at yosemite more than 600 employees will be furloughed and campers are forced to leave the park.

visitors can enter but all restrooms and visitor centers have been shut down. more than 10,000 people from all around the world visit yosemite in october but now travelers have to change their plans. >> it's cost us a lot of money to come over here. and i think because it has, it's very unfair that we're not going to be able to enjoy all of it. >> campers have to be out of the park by tomorrow. people are reservations inside the park will get refunds. u.s. forest service will also shut down its lake tahoe base and management unit and other facilities it operates. this weekend's fall fish festival is among the canceled events. forest service roads and gates will be open for now. we have a lot more information at kpix.com about how the government shutdown will affect you. the new healthcare law moves forward. glitches caused backlogs on the first day of enrollment. at this call center in concord people were on hold for more

than half an hour. more than a million people had logged on by 7 a.m. yesterday. some people are excited to get coverage. >> for years, my parents could not get my sister on any kind of insurance coverage because of this conditions, a prekissing condition. i'm trying to hold back the tears. you know? big guy like mean. but i'm glad that this happen. >> the "covered california" website reported about 10,000 hits a minute for much of the day. you have until december 15 to get coverage. obamacare starts january 1. a san francisco firefighter could face charges for the death of a 16-year-old who survived the crash of that asiana sfo crash in july. san mateo county prosecutors are expected to make a decision later this month. a woman was killed when she was hit by a fire truck. she had been left on the tarmac

covered with firefighting foam. two other chinese students died in the crash. two men are charged with murder of an 8-year-old girl. 22-year-old darnell williams and 27-year-old joseph carroll allegedly gunned down alaysha carradine in july. she opened a door and a bullet killed her. >> i have been waiting for this day since the day i got the phone call that she was dead. no more years with my daughter. and i don't want them to see any more years. i don't want them to see any more light on this street. i want complete justice for my daughter. >> police think it was a revenge killing and the intended target was a man the suspects believed was responsible for a murder in berkeley earlier that night. in other news, the suspect in last week's murder of justin valdez in san francisco is scheduled back in court this

morning. nikhom thephakaysone is charged with shooting the 20-year-old san francisco state sophomore as he got off a muni bus. he is charged with murder and possession of an illegal assault weapon. all classes should be back on schedule at uc-berkeley today after that power outage and explosion disrupted parts of the campus a few nights back. the university brought in some generators yesterday to provide electricity to the affected buildings. the authorities say monday's outage was connected to the theft of copper wiring and they believe that it is related to the underground explosion that happened just a couple of hours later. bart and its unions go back to the bargaining table today. that's as the october 10 deadline looms when the bay area could see another strike on october 11. anne makovec is live at the walnut creek station with more on where the two sides stand. anne. >> reporter: more anxiety here at this bart station because the deadline is on the 11th. both sides are back at the

table today. reporter: the sounds of trains rolling is not to be taken for grant as bart and the unions prepare to discuss a new proposal today. here's where negotiations have the do end the two sides so far. on august 10 the union was requesting a 21.5% raise, then 17% by mid-september. they won't say where the latest proposal stand now but the last proposal bart has put forth gives a 10% raise. if an agreement is not reached by the end of the cooling-off period on october 10, station agents, train operators and mechanics could strike like they did for four days in july. >> reporter: and union representatives say they are expecting a response from management as soon as today. [ signal breakup ] >> well, the unions are calling for a three-year deal. management wants a four-year contract but that's also subject to negotiations. time now is 5:09. coming up, tense moments at a jacksonville airport last

tacoma, washington. no kidse on board either bus during surveillance cameras captured these images of a crash involving two school buses in tacoma, washington. no children were on the buses. the drivers were not injured, either. state police ticketed the woman driving the bus and officials are looking into it. new details on the five- hour evacuation and shutdown of jacksonville's international airport. two suspicious packages shut it down for several hours yesterday. sheriff's department says one of the packages, quote, had some destructive nature. that package was later taken off the site. by the way, that airport is now back open this morning. jacksonville is trending right now. also trending, biker beating. more arrests are expected today in a violent confrontation caught on camera between an suv driver and a biker gang. government shutdown. americans are turning to social media to blast congress over the partial shutdown.

have several lanes blocked until 9:00. that's for ongoing roadwork approaching north greenville and here's a live look at the nimitz freeway 880 in oakland. very quiet commute so far all the way towards the macarthur maze. san mateo bridge still no problems in either direction and bart now has 41 trains and fortunately they are all running on time so if you have to get to work this morning, weather-wise out the door right now, kind of a cool start. partly cloudy skies. we are still seeing some upper 40s a few 50s outside, as well. inland 52 and those coastside, that's where you will see upper 40s so chilly. bring a jacket. but by this afternoon everyone should be seeing sunshine a little breezy along the bay. we'll see 60s along the coast, 70s around the bay and getting close to 80 degrees in our inland spots. so this high pressure system is building. it will move east bringing us warmer weather this weekend. we could see beach weather by saturday and sunday. here's a look at your temperatures by later on this

coverage. >> people right now buying their own insurance, it's often very daunting. >> reporter: if you are one of the seven or so million californians without health insurance, you're exactly the person the affordable care act is hoping to get covered. larry leavitt is senior vice president of the kaiser family foundation and says there's a lot of government aid to cover the cost. >> now there will be tax credits or help from the federal government for people to buy insurance for they are buying it on their own and those tax credits will vary based on income. not just for low income. middle income people will get help as well. >> reporter: tax credits will help you pay for your monthly premium. but there are also cost sharing subsidies for those who qualify to help for copays and deductibles. you can only use the assistance only if you're in "covered california." >> the medi-cal is also expanding. so more people will be eligible

for medi-cal. >> reporter: under the new rules the threshold for qualifying for medi-cal is higher so anyone even near the poverty level will be eligible. it's estimated an additional 1.4 million californians will qualify including adults without children, a group previously excluded. and there's a new option for young people, too. >> one of the early changes under obamacare which is already in effect is that young adults can stay on their parents' insurance policies until they are 26 years old. there is a special provision that provides a catastrophic option so this is a very high deductible plan that only kicks in if something horrible happens. >> reporter: adults can get coverage under the catastrophic plan up to age 30. no matter what plan you choose, the premium can't go up all of next year and an initiative on next year's ballot could give the state insurance commissioner the power to reject increases that insurance companies propose in the future. elizabeth cook, kpix 5. >> all the experts we talked to

valley. back to you. >> thank you. pinole police reopened the case of a girl who went missing decades ago. amber was 7 when she disappeared from the front yard of her home in pinole in 1988. the case was closed in 2009 after a convicted child molester confessed to kill her and dumping her body in arizona? her body was never found. police say they reopened the case in an effort to get more information about the search for amber. one of the bay area's most notorious kidnapping crimes continues to motivate a nonprofit group aimed at protecting children. polly klaas was kidnapped during a party at her home in petaluma 20 years ago. since then the foundation named after her has helped search for more than 860 missing children. when one girl was snatched from lodi as a 12-year-old in 1994, klaas's searchers scared the suspect 23 hours later. >> so he ran. the only reason i'm alive is

because of the people out there searching for me. >> today klaas kids volunteers are still trying to find the body of sierra lamar of morgan hill. a man with a detonating device robbed a bank in san mateo monday on fourth avenue wells fargo handed the teller a note and showed a silver detonating device with a red button. the suspect was wearing a white t-shirt with a logo on the pocket and dark hat with blonde wig. the man left the bank with the money. no one was hurt and police don't know if the device was real or fake. death of two dogs in brentwood over the weekend sparked a petition to change a state law to allow people to kill dogs attacking their livestock. a neighbor told police he killed the dogs because they got into his chicken coops and killed 40 birds. the dogs were beaten with a shovel, burned and buried.

the owners are upset about a law that allows a person to defend his livestock even if it means killing another animal. a district attorney in northern california is accused of arson and now is quitting his job. sutter county d.a. carl adams won't finish his 8th term. he is under pressure to resign since august when he was accused of setting fire to the home of his former lover, a paid escort. police say he acted out of jealousy. >> when the detectives told me i was blown away. >> i haven't done everything perfectly. in my personal life, i've made mistakes. >> adams is not speaking publicly about the allegations except that he hopes a one night stand won't overshadow his 31 years of service. 5:39. stock futures are down sharply this morning. traders are reacting to the possibility of a lengthy government shutdown. gg stone of cbsmoneywatch.com joins us now. good morning. >> reporter: good morning. the futures are pointing to a

lower opening this morning here on wall street. the big monthly jobs report is scheduled for release friday but it may not happen due to the government shutdown so instead of reports due out today from payroll processor adp what's being so closely watched by investors, adp says companies added 166,000 workers in september missing estimates and just shows a modest hiring gain. a big recall for chrysler affecting more than 142,000 pickup trucks and suvs worldwide. chrysler says software glitches could cause issues with the braking system. and 2014 jeep suvs and ram pickup trucks are affected. there is a new way for netflix streams to be seen. it's free at the library. you can see it anywhere you want through an app on tablet or pc. just click on a film to borrow it. it's free. >> the price is right. let's talk the shutdown.
