some chilly temperatures early on this morning. numbers dropping down into the 30s in the north bay valleys. some mostly clear skies, just a couple of patches of. we'll talk about that coming up. >> quiet on the road coming up. we have overnight roadwork traveling eastbound 580 approaching north livermore avenue. we'll show you your latest travel times plus check mass transit for "kcbs traffic" coming up. >> looks crowded already. >> that's our most crowded camera. don't let it deceive you. [ laughter ] the mystery behind a barge out on the bay just grows. all we know is looks like a floating construction project belongs to google. kpix 5's brian webb in an exclusive report got up close to investigate. reporter: we shove off for treasure island, destination the mysterious floating google barge and the secrets that lie within. something even san francisco's own mayor admits he has no idea about. >> no, they kept the secret from me, as well.

>> reporter: as we cruise up, almost close enough to touch, you can see cargo containers stacked four high with dark netting at one end on a barge some 250 feet long. theories range from a floating data center, retail store, a super secret laboratory, all the way to a floating paintball arena. the crew says they did some work on the project but are sworn to secrecy so we found our own expert an architect whose designed projects using shipping containers and building on water. >> at this scale for a floating structure it's the first i have heard of. >> reporter: joe says cargo containers are functional, cheap and by building on water, you're out of reach of many regulations. he thinks the theory of a data center cooled by sea water is interesting but his money is on a floating google shopping center. >> they wouldn't be doing something so visibly public with so much secrecy if they didn't want some kind of

marketing blast when they announced what it was. >> reporter: but alas, the google-built barge on treasure island will keep its secrets at least for another day. brian webb, kpix 5. >> one of our sources believes the barge will become retail space for google glass but it's a guess because the mountain view company is not talking. that isn't the only mystery google barge. there's another one like it floating off the coast of maine. 4:32. a san jose man is missing after heading for the sierra to mine for gold. 65-year-old walter steveer left to enjoy his hobby about a week ago today but hasn't returned home. his car was found in a fire lane in a rural area outside nevada city. 100 volunteers joined the novato county sheriff's department and other agencies now to search the area for him. they have been climbing up rocks and cliffs and rugged terrain trying to cover an area of more than 100 acres. people who live in his west san

of an entire community. >> all the songs that were there gave you a little punch in the heart. >> it's the story of all the people. >> reporter: inside the church a standing room only crowd came to pay their respects and find peace with andy's death last week. >> i think that maybe being here in church might consolidate you for a few minutes, but then the nightmare just will never go away ever. >> reporter: many at the mass knew the teen. >> they took away one of my friends from his parents and from my life. >> reporter: for others, andy's face was a stranger in the crowd until his death. now the 13-year-old a symbol of violence heading too close to home. >> heart-wrenching. it was very heart-wrenching having seen the mother -- i can't even fathom what she is going through. >> reporter: look after he was returned to the funeral home and family left to mourn in

private, the crowd stayed and parade for a child who could have been their own. >> this has to stop. no more. >> reporter: andria borba, kpix 5. >> yesterday more than 1,000 people marched to the sheriff's office in santa rosa to protest the killing of andy lopez. another march is planned in downtown santa rosa this afternoon. a california lawmaker wants to reintroduce a bill now requiring all toy guns to look like toys. state senator kevin deleon on the left originally made the proposal back in 2011. he wants fake guns to be translucent or brightly colored like that one. the nra and some toy companies fought the proposal. it never passed. ben tracy asked deleon about that. >> i imagine the people who make these toy guns say the point is for them to look real and no one wants a gun that's bright pink, yellow or orange. what do you say to that? >> we're talking about children's lives. we're talking about lives that have been cut short,

unfortunately by law enforcement because law enforcement did not have the ability within a split nanosecond to discriminate between the real thing and a fake gun. >> federal law requires imitation guns to have an orange tip at the barrel but the law doesn't cover pellet guns. following the shooting in santa rosa, police departments all around the bay area are warning trick or treaters not to carry toy guns on halloween tomorrow or anything else that could be mistaken for a weapon. 4:36. you know, a lot of trick or treaters out tomorrow night so they want good weather. >> yes. you know, this is that time of year we have to start to worry about some of the rain but i don't think we'll get it. looks like it should be a nice night for trick or treaters. a little cool out the door. a few passing clouds and fog in the north valleys. out the door a nice start to the day and a lot of sunshine to finish. cool temperatures down to 39 degrees right now in santa rosa, 45 in san jose a. and 50

degrees in san francisco. as we head into the afternoon cooler temperatures but warmer than yesterday. average numbers usually in the 60s and 70s so yeah, cooler than average. about 68 degrees in livermore. 60 even in san francisco. and about 66 degrees in concord. all right. let's check your "kcbs traffic" with elizabeth. >> thank you, lawrence. outside we go, we'll show you a check of bridges. if you are heading towards the bay bridge, eastbound 80 not until you get to powell all the way towards 4 there's roadwork but on the bay bridge itself and over at the toll plaza everything is clear. the roadwork on the lower deck was picked up ahead of schedule. here's the golden gate bridge. they should be doing some lane changes around this time of the morning getting four southbound lanes open in the commute direction. east bay 880 we are not seeing our usual roadwork. often times there's roadwork 880 northbound at embarcadero. that may be cleared out.

dublin interchange, westbound 580 headlights, so far clear coming out of tracy on 205 and continuing out at the speed limit all the way through the livermore valley. also a mass transit check bart so far all on time. that's your latest "kcbs traffic." back to you. >> thank you. newly released surveillance video shows four suspects in the shooting of a nightclub worker in downtown campbell. it shows three men and a woman at the spot a nightclub on orchard city drive around 2 a.m. saturday. investigators say one of the four people shot the worker after he asked the group to turn down their music in a parking lot. police say the victim is recovering. one person is dead and three others were hurt in a suspected drunk driving crash in wine country. the chp says a jaguar veered into a toyota on highway 121 in sonoma valley around 7:00 last night. officers believe the driver of the jaguar was under the influence. his passenger was killed. three people in the toyota were injured including a 5-year-old girl. some other headlines now

around the bay on this wednesday. santa clara's looking to hire more than 100 police officers for the new levi stadium. they will be on duty during 49ers games, concerts, college games and the "super bowl l" in 2016. they will be paid $55. a vote to close san francisco parks overnight is delayed. scott weiner proposes to close parks between 12 and 5 a.m. opponents say it targets homeless. the vote is next tuesday. the transit system is about to get 50 new hybrid buses. they will replace 50 older buses on the muni fleet and will be in addition now to the 62 hybrid buses previously approved. the total cost about $40 million. 4:39. a brazen bear out foxes california wildlife rangers and no one knows where it went. >> what happened to the water

furry fugitive. a black bear. the bear was running golf course in granada hills yesterday. it then dart police officers swarmed a southern california neighborhood to catch a black bear. the bear was running on a golf course in granada hills yesterday. it then darted across the street up an embankment and jumped over a fence into someone's front yard. for hours the bear terrified neighbors and outfoxed and outmaneuvered game wardens. >> he's huge. probably one of the biggest black bears i have ever seen and i have seen quite a few because i used to do -- i was on a bear rescue committee and he looked scared. >> the tag on the bear's ear makes it clear he has been around before. eventually climbed up a tree where it was tranquilized. it got away again and was found asleep yesterday afternoon. >> a tired bear. >> yeah. well, it is a bizarre and puzzling problem and one of

santa clara valley's best known creeks. a mile stretch of stevens creek in cupertino and sunnyvale, it's bone dry now and kiet do reports a lot of fish are dying as a result. reporter: hike down into stevens creek in sunnyvale and you'll see it doesn't look like much of a creek at all. >> as of last friday, we had no creek. >> reporter: he has lived next to the creek for 19 years. last week, he was shocked to see this. steelhead trout dead after a dried-out section of creek. it's a threatened species. 100 carcasses were mixed in with other fish and crawdads. it's a seafood bonanza for the birds and racoons. you're saying this turns into a raccoon buffet? >> raccoon and herons. >> reporter: it's happened suddenly. there's water in this photo taken october 19. and this is what it looks like nine days later. the santa clara valley water district has been releasing

water into the creek from local reservoirs but it's vanishing. >> it's been a dry year. we had been keeping the water going to fremont avenue and expected national water would continue to flow there so it's a little un-- we just don't know what happened. >> reporter: but he hiked the creekbed and found 29 dried-out pools and says if nothing is done, remaining pools could be lost. >> i don't consider myself an emotional person but after getting into that hike the other day, it was pretty sobering. it was sad. >> reporter: the water district says they will be cracking open a valve about a mile and a half up the creek that water will come from the delta and it will take some time for the fish to repopulate this area. in sunnyvale, kiet do, kpix 5. >> there's a possibility that water being pumped at two sites upstream is to blame. the valley water district has ordered a reduction of that pumping while it investigates. the window opens friday for the mavericks surf contest near half moon bay. the world's best big wave

surfers will be on speed dial when conditions are right. that includes waves higher than 30 feet breaking at regular intervals. good visibility and light winds are also required. the contest could happen anytime from november through march. so lawrence, get ready. >> yeah. >> i'm ready to go, yeah! >> speed dial! >> can't wait for that. a little chilly headed out the door this morning but i think we'll see some improved weather over the next couple of days. enjoy it. i think we have some major changes coming our way toward next week. out the door a couple of patches of clouds and moonlight. temperatures down to the 40s and 50s. by the afternoon we are going to see some sunshine all the way to the coastline but tool temperatures at the beaches only mid-50s, 60s inside the bay, sunshine and warmer in the valleys near 70 degrees in some of the warmest spots there. high pressure now building into the bay area. that low finally kicking its way eastward so slowly warming up for today. but then i think into the next couple of days that ridge will be sliding overhead. more warming expected making

for a great halloween with lots of sunshine for all you trick or treaters. 70s in the central valley today. 55 partly cloudy in eureka. about 58 degrees and cool into monterey bay. our temperatures going to be nice this afternoon although below average. 67 degrees in san jose. 66 in sunnyvale. 59 degrees and sunny in half moon bay. 60s in how much of the east bay. almost 70 by the time you major your way into livermore and brentwood. and then inside the bay a little cool into san francisco at 60 degrees. 55 degrees but sunny in daly city. and 65 in novato. next couple of days we'll warm those temperatures up. halloween looks good. friday looks even better. and then for the weekend a couple of spooky looking clouds but no rain then. in fact no rain into early next week. let's check the roads "kcbs traffic" with elizabeth. >> that's a good-looking forecast. looking good on the roads too. still no big hot spots. we have a little bit of the usual overnight roadwork but nothing much to really slow you down. seeing a lot of green on those traffic sensors. here's a live look if you are

questions. reporter: health and human services secretary kathleen sebelius will be in the hot seat today testifying in front of a house committee about problems with healthcare.gov. >> the president should ask the secretary of health and human services kathleen sebelius to resign her position because of the disastrous rollout of obamacare. >> reporter: in prepared testimony, secretary sebelius blamed contractors hired to build the website for the centers for medicare and medicaid services or cms. she says unfortunately a subset of those contracts for healthcare.gov have not met expectations. >> do you swear that the testimony you are -- >> reporter: but in testimony last week, those contractors said the real problem was with cms, which demanded last-minute changes and did not allow enough time to fully test the website. >> i want to apologize to you that the website has not worked as well as it should. >> reporter: ed head of cms says fixes since the launch have improved the website.
