night in an east bay neighborhood. several people are recovering from a dog attack. kpix 5's cate caugiran is in antioch with the attack that forced officers to shoot one of the dogs. cate. >> reporter: michelle, police are still trying to determine the breed of the dogs. some neighbors say they look like pit bulls or pit mixes. let me tell you what we know so far. we know a man was walking his two dogs on larkspur drive southeast of bellflower before 9:00 last night. he was getting off the trail. he and his two dogs were bit by two other loose dogs. as that was going on, three neighbors heard the ruckus and went out side to check it out and they were bitten, too. antioch police arrived on the scene quickly and the two dogs were still there. >> the dogs charged at the officers and the officers were forced to fire upon the dogs killing one, one of the dogs ran away while still on the scene another dog came back. we were able to capture that dog, as well. >> i heard people screaming and there was like a bunch of

cop cars out here and i was scared and i heard gunshots and ran inside and i was like really scared. >> reporter: all four people were either treated at the scene or taken to a local hospital. officers say they had multiple dog bites but will be okay. now, police are also looking for a possible owner of these two dogs. they didn't have tags on them, and neighbors in the area said they hadn't seen them around before. reporting live in antioch, cate caugiran, kpix 5. >> the dogs will be tested for rabies and the victims will be notified when the results are in. 5:02 now. a santa rosa man is bringing more allegations against a sonoma county sheriff's deputy who fatally shot 13-year-old andy lopez last week. jeffrey westbrook claims the same deputy erick gelhaus pulled a gun on him two months ago. westbrook says he was carpooling to work on 101 when the deputy pulled him over for failing to use a turn signal. westbrook says he offered to make room for gelhaus to stand

on the highway's narrow shoulder. >> as the car starts to move, he screams, turn the car off! and, you know, as i'm still looking at him, he pulled his weapon out and now he is just point-blank. >> westbrook is in the process of filing a formal complaint against gelhaus. gelhaus right now is on administrative leave following the lopez shooting. a lawyer for deputy gelhaus told the "san francisco chronicle," gelhaus and another deputy thought andy lopez's gun was a real ak-47. a mother couldn't hide her emotions after her son was found guilty of crimes that could lock him up for decades. >> i love you, baby! >> a marin county jury convicted 19-year-old max wade of grand theft auto and attempted murder. the stolen car with celebrity chef guy fierro yellow lamborghini that was taken from a san francisco dealership. he was also found guilty of trying to kill a man who was with a girl he liked. >> i think it's a very, very

difficult time for the family. >> wade was 17 when the crimes happened but he was tried as an adult. he could get up to 30 years in prison when he is sentenced in december. a state senator from southern california is accused of accepting $60,000 in bribes. al-jazeera broke the story about ron calderon a democrat from montebello. the news agency cites a classified federal affidavit. calderon is accused of accepting the money from undercover fbi agents in exchange for writing legislation that is favorable to the film industry. so far calderon has not been charged though with any crimes. a man who lived in a now closed assisted care facility has been missing for almost a week. investigators say 65-year-old edmond bascom wandered away from valley springs manor in castro valley on friday. that was a day before paramedics rescued the remaining residents after discovering the home was shut down and operating with a skeleton staff. now we're learning the alameda county fire department was

called to the facility four times late last week. >> but because of the way they appeared the fire crew that was there when they went in between thursday and saturday never recognized there were too few people or what the appropriate number was. >> the fbi and other law enforcement agencies are expected to meet today to discuss the investigation. hayward police say they now know who shot and killed a father back in november of 2009. they arrested this man, 24-year- old dereak turner of vallejo on tuesday night. investigators believe turner got into an argument with thomas cunningham over dogs and opened fire. cunningham was killed in front of his 13-year-old daughter. being police chief doesn't prevent someone from becoming a crime victim. san francisco chief greg suhr told people at a town hall meeting that someone broke into his car outside his home a few weeks ago. he says a jacket was stolen. the chief says he is not immune to crime. there are no suspects. some other headlines around the bay area on this thursday,

searchers looking for a missing bay area gold miner have found a body. no confirmation though that it is walter steveer. the body was found about 1500 feet from his truck. steever left his home in west san jose a week ago to mine for gold in the rugged area near the south yuba river. the body found hasn't been identified but we're told steever's family is at the scene. another accident involving a truck belonging to the rec and parks department. a 12-year-old boy was struck yesterday near girard and bacon streets and then collided with an oncoming car. the boy is expected to be okay. police are still looking into see whose fault it was. a warning light kept more than 100 people from getting to san francisco on time. a delta flight was supposed to come to san francisco from tokyo nonstop but possible engine problems forced it to land in a remote area of alaska. kpix 5's joe vazquez with how

the passengers passed time in the tiny town. >> reporter: there's not much in the cold bay, aleutian islands every alaska, but more than 170 people had to deplane because of engine problems and wait for another plane. some waited in a near school, others waited at the only bar in town. that other plane finally came and after about a six-hour flight and a total of 20 hours into their journey, they arrived at sfo around 9:00 exhausted. ever been to alaska? >> no. now i can add it to my bucket list and cross it off. [ yelling ] >> reporter: among those arriving were tim and tiffany neilson from lodi and one-year- old ellie, their newly adopted daughter from china. >> just what's going on here? and then all of a sudden, we could see that they were turning in order towards alaska and like, okay, something's wrong.

treasure island. there are two barges here and a third we've learned t kpix 5 has uncovered more details about those mysterious google barges floating near treasure island. there are two barges here and a third one in maine. we have learned that a tenant called buy and large, or bal, is leasing space across from the barges on the island and there's a sign telling anyone

allowed in to turn over their phones and cameras. sources say those barges could be retail centers for google glass. still, google isn't saying anything about what's going on. well, this is a first. a woman in san diego just got a traffic ticket for wearing google glass while driving. that's a ticket by the way. she was pulled over for speeding but when the officers saw her google glass, he gave her a ticket. she was so surprised she posted the ticket on google plus. the woman says her google glass was off but the officer said too bad. it was blocking her view. so google glass is trending this month as well as world series because i think the red sox won something, something last night. >> i heard that, too. >> contaminated spices. the fda found that 12% of all spices imports are contaminated. mcdonald's coffee plans to sell bagged coffee next year and finally happy halloween.

high pressure builds in overhead. going to stick around over the next couple of days. tomorrow could be warmer and then this ridge is going to break down. low pressure is going to drop in out of the gulf of alaska and before you know it we'll cool things down over the weekend but for today looks like a very nice halloween lots of 70s inside the bay. you'll see 60s in the high country and about 63 degrees and sunny into monterey bay so a nice day all around the state and beautiful here in the bay area. 70 degrees in mountain view. 71 in san jose. 69 in fremont. and 61 degrees and sunny skies in pacifica. 74 one of the warmer spots in livermore. 73 in walnut creek. and about 70 degrees in benicia. we'll find temperatures running up to the 70s in much of the north bay too away from the coastline 73 in santa rosa, 71 in san rafael and 65 degrees in sausalito. next couple of days, we'll heat those temperatures up a little further tomorrow. then a few spooky looking clouds come our way on saturday and sunday. the temperatures beginning to come down just a bit. looks like into monday we'll watch those temperatures dropping off too but right now

no rain in the forecast just yet. by the way, i think i'd much rather have a traffic ticket than a traffic tickle. i'm just saying. i'll just take the ticket. >> thank you very much [ laughter ] thanks okay. 5:17 now. a state official is recommending pg&e be fined the maximum amount over its recordkeeping for a gas pipeline in san carlos. records as well as internal memos created concern that the gas line could fail there and cause a repeat of the san bruno disaster. administrative law judge proposed the fine of nearly $6.8 million. the public utilities commission could make a decision on the final amount this coming december. happening today, protestors plan a march and rally this afternoon aimed at saving city college of san francisco. a march to city hall is scheduled to start at the school's civic center campus on eddy street at 3:30. a rally is set for 3:00 to demand mayor ed lee's support efforts to keep the school open. city college of san francisco

is facing closure next year because of accreditation issues. it's one of northern california's smallest high schools. >> it may be small but that's not such a bad thing. it is pescadero high school tucked away in a beautiful coastal community. and it's this week's "cool school." reporter: it's a short 50- mile drive down route 1 from san francisco all the while surrounded by spectacular ocean views. just a two-mile trip inland sits the biggest little high school in northern california. >> everyone knows everyone. everyone knows everyone. sometimes too much. but they're okay with it. >> reporter: welcome to pescadero high, home to 99 homegrown high schoolers where bigger isn't necessarily better. >> it's more of a community rather than a school i think, since it's so small and so close-knit. >> you can't get away with things easily. two people taken to the hospital. but they are expected to be okay. new this morning, there's an effort under way to protect trick or treaters from sexual predators. the state will be checking up on parolees tonight as part of operation boo. kpix 5's anne makovec is live at sfpd. officers will be making sure sex offenders are not handing candy out to trick or treaters. >> reporter: yeah. the sfpd is one of many local agencies participating tonight making visits to local parolees and they are really trying to make sure that sexual predators are kept away from halloween celebration. >> reporter: even scarier than spiders and goblins what might be lurking behind a closed- door. that's why the state department of corrections is enforcing special rules for all sex offenders out on parole. there are about 6500 of them in california. and tonight -- >> so they can have rights on, there can be no decorations and they can't even leave their homes. >> reporter: if they open their door to anyone not law

enforcement, they are subject to arrest. >> it keeps them away from children. it's a high risk population. many of them have had prior convictions against children. >> reporter: it's a concern many parents trick or treating with their kids hadn't thought of when planning their route. >> participating maybe who has the most decorations and i try to go by that. >> reporter: of course, the danger isn't just at homes. hundreds of paroled sex offenders live on the streets and later today, they will be rounded up and taken to a state facility to stay during trick or treats hours. >> we'll provide them access to the parolee clinic for programs. actually receive instruction that evening. >> reporter: some say all these rules are harsh. >> i think it's taking away their right to express themselves. why can't they have halloween decorations in their windows? >> reporter: others are glad the state is extra vigilant. >> i'm happy that they are doing that. i hope, you know, they help

millbrae. he work for an after-school program at an elementary school. he is out on bail due in court december 5. the man shot by san francisco police officers in the marina district will be arraigned today. police say 19-year-old romel nar va rez tried to rob a man of his iphone on sunday but ran off after allegedly firing off his gun. narvaez was found a few blocks away. they say they shot him after he point that gun at him. police say a man driving a stolen car caused a crash in san francisco's inner richmond district. the stolen car apparently ran a red light at 10th and geary and plowed into a lexus suv. a total of 4 drivers ended up in the hospital with a passerby hit by debris. a state senator wants to know why the new bay bridge was so overbudget and behind schedule. senate transportation committee

chairman mark deesonier will hold three hearings in the next several months. in 1998, officials estimated the self-anchored suspension span would take four years and cost just over $1 billion. it actually took 11 years and cost more than $6 billion. the first hearing is set for november 13. and new this morning, syria has destroyed all of its publicly declared facilities for producing chemical weapons. that's according to the opcw, the international chemical weapons watchdog and now the wharton country and its embattled regime has to get rid of its chemical weapons stockpile by mid-november. google and yahoo have been targets of the national security agency. the "washington post" reports the nsa broke into those centers and retrieved millions of communication records from the companies. an italian magazine says the nsa recorded vatican phone calls when cardinals were gathering to elect a new pope. general keith alexander director of the nsa says the latest allegations are false.

mike rodgers questioned sebelius about security concerns with the website. in a newly released internal memo a medicare official wrote, from a security perspective the aspects of the system that were not tested due to the ongoing development exposed a level of uncertainty that can be deemed as a high risk. >> they believe that was in their words an acceptable risk which means you put millions of americans' personal financial information at risk to hackers. >> reporter: republicans complained insurance companies are canceling millions of policies because they don't meet the standards of the affordable care act. president obama addressed that concern during a speech in boston. >> if insurers decided to downgrade or cancel the substandard plans we said under the law you have to replace them with quality comprehensive coverage. >> reporter: the obama administration insists the website will be fully functioning by december. susan mcginnis, cbs news, washington. >> the widespread computer problems aren't the only issues plaguing the rollout of the affordable care act. >> there are now reports that

many americans will now pay more for insurance under the new system. here to explain why this is happening is cbs news business analyst jill schlesinger. good morning. >> reporter: good morning. >> so, jill, how many uninsured people are expected to pay more under this new system? >> reporter: the government said it's going to cost about 328 bucks per month per person, right? well, that's a little bit different depending on what group you fall in. so here we had three specific groups of uninsured americans. according to the kaiser family foundation 38% of uninsured americans fall below the poverty line so that means they should be eligible for expanded medicaid, okay? so that's one group. a big chung, 52% will qualify for tax credits on a sliding scale based on household income. but there's this 10% of americans who don't have insurance right now who earn more than 4 times the poverty level so that's about household income for a family of four

we're talking about $94,000. so those 10%, the bill for healthcare is going to be steep and could be, you know, 30, 40% more expensive than the government's initial estimate. of the average. >> wow. so why are some that may have private policies going to have to pay more then? >> reporter: you know, like we heard in that package right before this piece under the new law insurance companies must provide a base level of healthcare. well, that means that a lot of the current high deductible plans that offer catastrophic coverage only, they have to be replaced with more comprehensive and by extension more expensive plans. some companies just are not going to be able to provide those plans so approximately 2 million americans have been notified that they will lose their existing coverage. >> jill, is there anything else these people can do? >> reporter: you know, unfortunately, i think the choices are stark. either you're going to pay more for more enhanced insurance or you're going to pay the penalty

in georgia could mean a new investigation... video has been released showing seven- year- old kendrick johnson new details on a mysterious death in georgia could mean a new investigation. video is released showing 17- year-old kendrick johnson at school on the same day he died.

johnson was found dead inside a rolled-up gym mat at his high school. the family petitioned the video to be released after the death was ruled an accident. >> the only one that fit the physical and forensic evidence and the testimonial evidence we received was this is an accident. >> when i went and viewed his body that sunday, you can see something happened. you can tell he was beaten. >> his parents had kendrick's body exhumed and there was evidence of foul play and the teen was missing his organs. today a u.s. attorney is expected to decide whether to launch a federal investigation. 5:46 now. a national panel of experts is recommending a new system to better track the impact concussions have on our younger athletes. a new report from the institute of medicine says there's a lot we still need to learn about head injuries. part of the problem is kids don't want to report them in the first place. >> at least a culture of resistance when it comes to the roing concussions because you can't see a concussion. people hide their symptoms because they don't want to let
