it is very slick out there on the roadways. more showers, not continual rainfall but showers on and off throughout the day today, even the possibility of thunderstorms. pretty good cell making its way across the bay. we'll see more pop-up showers throughout the day as showers move onshore. we are getting in the cold air sector of the storm. this is the neat part of it where you may see sun and then showers. the temperatures right now staying in the 50s generally across the board but yeah, by the afternoon still cool and maybe a little bit wet outside at times. temperatures will only be in the 50s and the 60s. liz? >> okay, thank you, lawrence. we are getting some flooding reports. we actually talked to chp a couple of minutes ago and project the biggest problem spot now through marin county northbound 101 lucky drive. this is often the spot where it floods and the worst of it is in the fast lane so they warn to take it slow. you don't want to hydroplane

this morning. it's between lucky and sir francis drake. and the warning signs are up. you can see it. it's slick out there and there's puddling in the middle lanes approaching the bay bridge toll plaza. so we'll give you your travel times, update you on any hazards and show you a check of mass transit coming up. >> take it slow. thank you. the weather probably played a role in a fatal accident in vallejo. a man was struck by two cars on broadway last night. he was trapped under the second car and dragged for about a mile before somebody got the driver to stop near a park. by then, it was too late. >> we have had some heart rain and it's -- hard rain and it's wet out. that probably had something to do with it. that's more reason to slow down driving. >> the police say the driver wasn't aware he had hit someone. the pedestrian was not in a crosswalk when he was hit. pg&e has crews working to restore power all over the bay area right now. the most outages are in the

south bay with more than 1700 customers without electricity right now. more than 500 outages reported up in the north bay, east bay 168, san francisco and the peninsula only about a dozen outages at the moment. the rain knocked out power to thousands including a number of folks in the dogpatch neighborhood in san francisco overnight. power problems were at their worst last night with 15,000 customers losing electricity. san francisco police say they have identified a suspect in a murder stemming from a minor car accident in a parking lot. mel kiesha warren was in a car with a friend at 6th and jesse streets early sunday morning. another car bumped into them. police say an argument broke out when warren got out to look at the damage, a man from the other car then shot the two women. a sister, a daughter, a coach, a mentor, a teammate.

yes, they will come together. they'll bond. but there will always be a piece missing. >> warren's friend was critically injured. san francisco police are still looking for the suspects but at this point, they are not releasing his identity. so how did the city college of san francisco student heading to class from the bayview end up in the san leandro marina? that's a big question for police now investigating his death. the alameda coroner identified 12-year-old derrick shao says as the man found in the water last week. the coroner is working to find the cause of death. 25 years ago 9-year-old michaela garecht went missing. dozens gathered to remember her. she was kidnapped in 1988. her mother and supporters tied yellow ribbons around trees in front of the grocery store where she was taken. >> at this time, she is the

same age i was when i was kidnapped. and, you know, thinking of her having grown up like that, of course, i have to wonder where she is. if she has children herself. >> although mikaela is still missing, her mother hopes she will come home. 14-year-old in juvenile hall accused of using a pellet gun to steal money from an 1 1- year-old in oakland. the victim was first told to give up his cell phone but instead the 14-year-old robber settled for 5 bucks. the two boys didn't know each other. the investigators say the suspect called police saturday to turn himself in. it's a device called a kill switch and it's considered by many as a way to curb cell phone robberies but as kpix 5 reporter christin ayers reports, big phone companies don't support it. reporter: it can happen anywhere anytime, walking on a city street or even buying

tickets for public transportation. thieves will do almost anything to get their hands on smartphones. >> here in san francisco, it's very significant. it's almost 50% of all our robberies an thefts. >> reporter: san francisco district attorney george gascon along with new york's attorney general say the solution is a kill switch, which would disable a stolen phone making it worthless to thieves. but law enforcement sources tell cbs news when manufacturers like samsung made smartphones with a kill switch earlier this year, the five major wireless carriers -- at&t, verizon, t-mobile, sprint and u.s. cellular -- would not support it. in these emails obtained by cbs news, an industry executive who was involved in the negotiations tells samsung that they have received responses from all five major u.s. carriers and they have all denied our preload in their image. meaning the major carriers refuse to sell a smartphone with a free kill switch built

in. gascon suspects that's because it would cut into big profits the phone companies make selling anti-theft insurance and replacement phones. >> we're talking about a $60 billion a year industry and about a half of that seems to be attached to the replacement of phones that are being stolen so we're talking about a lot of money here. >> reporter: the wireless association which represents service providers said it's working on alternatives to a kill switch including a database to prevent stolen phones from being reactivated. in oakland, christin ayers, kpix 5. another protest this afternoon in san francisco. dozens spent an hour and a half in front of the san francisco police department mission station yesterday. officers were in riot gear but there were no problems. the protestors say police used excessive force when they arrested dj williams for riding his bike on a sidewalk on friday. the video shows williams and

rain just yet. it's not going to be that steady rain like we had yesterday. more showery for today. temperatures generally in the 50s now. i think as we look toward the afternoon, well, may see enough heating that could give rise to possible thunderstorms so we have some 50s and 60s on tap for us a chance of some scattered showers. you're going to see a little sunshine in between some of the clouds here and then a wandering shower coming by again. so unsettled weather continuing for today. the main cold front moving on through. then behind that you have that cold air outside so that will keep things unsettled. dkhokharry that umbrella, you may need -- so carry that umbrella, you may need it from time to time. showers toward the evening hours. looks like things begin to taper off but we may see a lingering shower into early tomorrow morning and then looks like things will begin to settle down. around the state snow in the high country rain in the lake level toward the afternoon. 60s into the central valley with showers. temperatures around the bay mainly in the 50s and the 60s. looking out over the next

couple of days, the unsettled weather continuing. slight chance of showers on thursday. then drying out and warmer on the weekend and staying dry the first part of next week. but the roads are very slick now. let's check your "kcbs traffic" with elizabeth. >> thanks, lawrence. it has been causing problems overnight and into this morning. there's a solo spinout probably our biggest issue right now if you're heading towards the bay bridge. it's on the skyway. two lanes are blocked, one open but again it was a driver probably going too fast for the conditions. this is usually the problem when it gets wet. these solo spinouts hit a guardrail and again lanes are blocked. there are some slight delays. there were flooding reports of standing water on the connector from northbound 101 to eastbound 80. other flooding reports, chp says this is the worst of it as far as standing water goes. it's out in marin county often floods here northbound 101 at lucky drive. the cms warning signs run and it sounds like it is blocking the fast lanes. if you are heading towards the

bay bridge, ponding in the middle lanes towards the toll plaza. if you take it slow everything should be fine coming into san francisco. typically we see a lot of overnight roadwork on northbound 880 closer towards downtown oakland exits. not this morning. caltrans suspended all overnight roadwork due to the rain. mass transit great option especially today. bart systemwide on time. muni caltrain and ace train 1 also reporting no delay. that's your latest "kcbs traffic report." a man charged with a gun crime says vice president joe biden is to blame. jeffrey barton cites remarks made by the vice president in february when he said americans don't need semi-automatic weapons for protection. >> if you want to protect yourself, get a double-barreled shotgun. if there's ever a problem, just walk out on the balcony here, walk out, put that double- barreled shotgun and fire two

ccw training at his firearms school in vacaville. it's a 16-hour course that covers everything from gun safety to the legal dos and don'ts of actually firing. baptist says for years, all that training still couldn't get you a permit because you still had to prove good cause. >> personal safety will never be the sole reason for an approval. >> reporter: but things changed in 2009 after a grand jury found the solano county sheriff may have had an informal policy of denying access and/or discouraging applicants. the number of people applying for new concealed carry permits has skyrocketed in solano county from 27 in 2011 to 254 so far this year. a similar scenario played out in sacramento county after the gun rights group cal guns filed a lawsuit over the same issues. the county went from issuing 95

permits in 2009 to 727 in 2013. in the nine-county bay area the numbers are all over the charts. san francisco, for instance, has not issued a single ccw permit in years. marin county, only has nine active permits. while on the other end of the spectrum, napa has 359 and solano the most at 451. >> a legal challenge can definitely motivate an official to act differently than they otherwise would whether or not that challenge is merittous. >> reporter: cody jacobs with the law center to prevent gun violence has helped to defend half dozen california sheriffs against what he thinks is orchestrated attacks by the gun lobby. >> their goal is to intimidate local officials into just giving everyone permits. >> a person who is the chief law enforcement officer of the county not actually following state law, it's impossible to say that we're out there intimidating them. >> reporter: cal gun's president gene hoffman is a leading champion of second
