edge of the airport property. there was one person on board. no word on that person's condition. shore bay is closed between holly and cormorant. this is near the san carlos airport. that's holly and 101. but on the east side of the highway. the emergency response is causing much distraction as you can see imagine and traffic is slow past the scene. we are keeping an eye on this one and we'll bring you more information as we get it in. san francisco firefighters are answering a lot of emergency calls but many turn out not to be emergencies. kpix 5's joe vazquez on the responses now taking up most of their time. jo. >> reporter: i'm here at fire station number one the busiest station most of them have nothing to do with battling flames, 30 calls a day. san francisco firefighters on the scene at 7th and market this afternoon but there is no

fire. the crew is there to take a sick homeless person to the hospital. it's a common scene. in fact, in san francisco only about 1.5% of all fire calls are for house or building fires. about 29% of the calls are for other types of fire emergencies. the other 70% are for medical calls. >> the number of homeless calls have increased. >> reporter: when the bell rings the men and women of the department respond professionally not knowing who they will encounter but when get to the scene they often recognize the caller. >> yeah. we -- we have our frequent flyers who we know by first name. you know? and yeah, it's -- but again, you don't know who is on the other end of the phone when the call comes in. >> often times we are responding to homeless. we are an integral part of that but just a piece. >> reporter: the fire chief says city agencies are working together to come up with creative ways to deal with the volume of 911 calls for

homeless people. the next door homeless shelter at polk street had a high volume of 911 calls this year about 80 per month. many were not necessarily emergencies. so the city department of public health put a nurse at the shelter and now the number of calls is cut in half. >> the end result is that you have a unit available that much more often as opposed to spending time that we needed on a call that wasn't really what we would typically be responding for. >> reporter: the chief says they are about to revive a program that identifies these frequent 911 callers and gets them services with the city before the fire department ends up having to go to the rescue. in san francisco, joe vazquez, kpix 5. >> new at 6:00, two people suspected of sparking a strip mall fire in santa clara have now turned themselves in. police say that one of them 47- year-old woman was behind the wheel and drove her car into a gas line yesterday. the fire erupted and she took

off. a total of five businesses were destroyed. kpix 5's devin fehely spoke to customers who came by to survey the damage. >> i was heartbroken that these people that had these small businesses are now left with nothing but a burned building. >> reporter: a burnt blackened ruin all that's left of the plaza after hit-and-run driver plowed into a gas line sparking a fast-moving and stubborn fire wednesday afternoon. the building and businesses appear to be a complete loss. investigators say a security camera captured video of a woman driving an older model white honda accord smashing into the gas line and then speeding away from the scene. >> i think they are cowards. i think that they have no sense of responsibility. i mean, they could have warned somebody. they could have gotten out and told somebody to call instead

of running. >> reporter: much like a torch leaking gas in a column of flames high into the air, while on the ground firefighters struggled to control the blaze that spread from one business to the next destroying a shopping center that had been a fixture in the community for decades. >> i used the laundromat at one time before i bought a washer/dryer. at one time i get my haircut at the barbershop. one time i wanted to watch a football game at the television and went to the sports bar. >> reporter: some of the business observers returned to survey the damage, too, distraught to talk on camera after their life's work went up in smoke. in santa clara, devin fehely, kpix 5. >> the santa clara county d.a.'s office will soon take over the investigation. a violent confrontation ends with another fatal police shooting in oakland. it happened early this morning near macarthur boulevard and van buren avenue. opd says that's where their officer was viciously attacked. kpix 5's da lin is live for us in oakland, where he spoke with

witnesses. da, what did they say? >> reporter: yeah, well, police say this was a very dangerous attack and dangerous situation for the lone female officer. we actually obtained radio traffic audio from the female officer as she was describing the attack to the dispatcher and calling for backup. take a listen. [ screaming ] >> i need -- i need -- [ indiscernible ] medical -- i have been shot in the head by the suspect! need an ambulance. >> okay, i copy 940b. where are you? >> macarthur and van buren. please. >> a lot of people saw the attack. police say a man kept swinging a metal chain at a woman police officer. >> the officer was hit in the head multiple lacerations. >> the first swing that he swung hit her on the side of the face. >> reporter: police say the 18-

year veteran feared for her life and shot the man multiple times. >> she was shaking when she shot him like physically shaking. >> it's extremely stressful. no police officer ever wants to take somebody's life. >> reporter: witnesses say despite the attack the officer used excessive force. >> she might have could have shot him in the leg. anything but shot him all in the chest area stomach area, i think it was a little uncalled for. >> the officers are trained to shoot to stop the threat. ultimately if somebody is in very close proximity to you swinging a chain, it may be very difficult under the circumstances to get the kind of aim it would take to hit somebody in the leg. >> reporter: police say it all started around 6:45 this morning. someone living at a complex at macarthur boulevard and van buren avenue called mine 101 saying a man with a bike chain was trespassing in the garage area. the person tells the dispatcher when he asked the trespasser to leave, the man beat him up. police say when officers arrived, they couldn't find the

trespasser. two hours later, a female officer came back alone to take a victim statement. as the officer was getting ready to live detectives say the suspect came back to the area and immediately swung the chain at the officer. >> we don't believe there was dialogue before he charged at the officer. >> reporter: anti-police protestors are gathering at the spot of the killing. they are protesting the shooting. they are saying that this was excessive. police haven't released the name of the suspect. as for the officer, she is in stable condition. live in oakland, i'm da lin, kpix 5. some new scrutiny coming for pg&e from top to bottom just weeks from the fifth anniversary of the san bruno pipeline explosion. state regulators approve a wide- ranging probe of that utility. the cpuc's safety and enforcement division will take a look at all aspects of pg&e. the company from operations to safety to the corporate culture

there, $2 million has been set aside to hire an independent factfinder. in this so-called drought of the century, californians are earning good grades for water conservation. the state water board says we cut overall water use by 31% last month compared with july 2013. and that number far surpasses the amount we saved in june. as well as the governor's 25% reduction. take a look at some of the biggest offenders though. the city of livingston in merced county missed its target by 28.9%. san diego county the utility missed by 27.4%. san bernardino county another district missed its target by 26.5%. turns out our drought may be sparking a new business opportunity. kpix 5's john ramos with how it all stems from free recycled water. >> reporter: if you travel anywhere in east bay suburbia, you might see a lot of these

odd looking takes in the back of pickups. and there's a good chance they are heading to or from a place like this. >> so i go shopping and i stop here and get a load on the way home. >> reporter: fill stations like this one in dublin are seeing brisk business these days as people search for a way to keep their gardens growing, the demand for free recycled water has turned from a trickle into a flood. >> last year, on a peak day, we would have 250 people come to get water. we thought we were being slammed. already this year we have had over 1200 people come on one day. >> it's free water. it's just my time. >> reporter: that's the real magic in this. people will line up to get 300 gallons of free water. an amount that might normally cost about a quarter. >> it's an example of how crazy this drought has made us because if you use just one gallon of gas to do this, it means you just spent over $3 in order to put 25 cents worth of water on your plants. >> it is kind of crazy. but you're saving water. that's what we need to do in

coroner's office has identified the victim as 46-year-old laura yolanda reyes of san jose. now, by all accounts, miss reyes was simply walking down the sidewalk here when a car came southbound barreling down the road here crossing over the lanes and jumping the curb right here. you can see the paint that the police department investigators put down here. you can see the continuing trail of paint as -- marking the spot where the car ended up. it ended up hitting miss reyes and throwing her back into that intersection. at that point, this was a fatal accident. she died here at the scene. and then the car took off. >> we located the vehicle a short distance away. the vehicle was reported stolen. the driver was seen fleeing from the scene on surveillance. the driver is a male in his 20s with a shaved head wearing shorts and a black jacket. >> -- the name of the

neighborhood, requesting for speed bumps, something to slow the traffic down, to no avail. >> reporter: neighbors have been telling us that they are not really surprised that this would happen here because of all the traffic, the traffic goes through at a high rate of speed sometimes not stopping at this stop sign here. and there are schools and there's a park here welch park. people are crossing all the time. it's a very dangerous situation. in the meantime, back to the police investigation, they are looking for that suspect who escaped on foot here this morning. anyone with information on this is asked to call the san jose police department. reporting live in san jose, len ramirez, kpix 5. the "shrimp boy," raymond chow, loses a round in court today. a federal judge rejecting arguments that chow is being selectively prosecuted while others caught in a government probe were let go. the judge ruled there was no evidence to support that claim. ciao is one of 28 defendants charged -- chow is one of 28

defendants charged with racketeering and conspiracy. former state senator leland yee and keith jackson pleaded guilty in july. when a new condo goes up another building comes down. in the bay area there seems to be a pattern in which businesses are being forced out. kpix 5's mike sugerman on a san jose shop that just got the bad news from its landlord. mike. >> reporter: veronica, in downtown san jose, they expect $1 billion of construction in the next four years. that's good news for the city. that's a lot of tax money. but not so good news for artists and small businesses. we heard this story before? the question is, is the glass half empty or half full? ch is artists and small businesses are -- san francisco artists and small businesses are getting blown out, that's well known, but the rest of the bay area economy is sizzling as well and gentrification is all

over. what are you making? >> a big bluefish. >> reporter: she lets off steam by coming here to the bay area glass institute in san jose. it's housed in an old del monte cannery building that houses several spots for artists. but it's set to become about 400 units of new housing. the only glass will be in the windows. and it's an old story in a new place. >> it's no less serious in the south bay than it is going up the peninsula. >> reporter: he is the executive director here looking for other locations. and at least half a million dollars to pay for the move in a market as hot as the 2000 -- >> rent is going up. it's hard to find affordable rent for businesses like ours. >> reporter: it's the place silicon valley was born but has lost its luster to the startup craze in san francisco. now it's facing the same problems and concerns for which, as of yet, there are no answers. >> i think you need a balance.

and yeah, you need places for people to live but you also need art. you need to have well-rounded people that can add to society. >> reporter: and there's no glassing over it. you think they might have found a place in kelley park in san jose but they are still going to need money. and they have to be out of here by the end of january. in san jose, mike sugerman, kpix 5. everything getting expensive. things heating up except the weather of the it's cooling off. >> oh. the only thing going down now the temperatures. warm is nice. we do warm -- 102? we need a little change from that. you like 102? >> i do like that. >> we have to get veronica to the desert. death valley. our top stories tonight, an oakland police officer

recovering in the hospital from a violent confrontation that ended when she shot and killed her attacker. witnesses say a man suddenly charged the officer and began feeding her with a chain. the officer fired a fatal shot. this is the fourth fatal police shooting in oakland this year. >> a pedestrian killed in a hit- and-run out of san jose this morning has been identified as 46-year-old laura yolanda reyes. police are still looking for the driver. it happened in a residential neighborhood. the car was found nearby with broken tires and a shattered windshield. san francisco's growing homeless population has resulted in more emergency calls that are not really emergencies. the fire department says many of the calls it answers are for homeless people that could be helped in other ways. one possible solution a nurse at a homeless shelter cut calls in half from there. the cbs affiliate in roanoke, virginia is

remembering two people gunned down by a former coworker on live television. that man who grew up in the bay area. cbs reporter craig boswell takes a look. >> reporter: investigators say the man who ambushed a reporter and cameraman on live tv was armed with ammunition as well as disguises. a search of vester flanagan's car turned up a glock pistol, ammunition, a briefcase with three license plates, a wig and a black hat. flanagan, known on air as bryce williams, gunned down alison parker and cameraman adam ward during a live interview wednesday morning. he later killed himself. wdbj's morning team was back on the air this morning. members struggled with their emotions as they paused to remember their colleagues. >> please join us now in a moment of silence. >> reporter: morning anchor kim mcbroom says it's difficult to move on. >> that's all we can do is just go forward and tell their story and hopefully it doesn't happen to anyone again.

>> reporter: the staff stood united behind the general manager who told reporters about how flanagan was removed from the building by police when he was fired in 2013. >> he handed a wooden cross to the news director on the way out, who was at that time dan dennison and he said you'll need this. he also made a derogatory comment to adam ward the news photographer he killed yesterday. >> reporter: flanagan had been fired from other jobs but wdbj had only received positive references when he applied. police say he became a person of interest after texting a friend he had done something stupid. craig boswell, cbs news, moneta, virginia. >> the general manager of wdbj says flanagan did not have any confrontation with former coworkers when he saw them around town in the 2 1/2 years since he was fired. flanagan worked here at kpix as a production assistant in the '90s and graduated from san francisco state university and skyline high school in oakland.

tropical storm erika has killed four people on the caribbean island of dominica. three deaths occurred during a massive mud slide and floods have brought waves every water through the streets sweeping up cars. check out the strength of the flash flooding. a river of water flowing down a street. that's why officials are telling people to stay put. residents are also struggling with power outages and water shortages. the storm do impact florida by late sunday. president obama was in new orleans today. he is marking the tenth anniversary since hurricane dolores hit the crescent city. he received a warm welcome in the historic trem may area. he was one of -- it was one of several neighborhoods inundated with floodwaters that left more than 1800 people dead. today, newtown homes line the streets.
