jaclyn, thank you. there are new details about a murder in san jose. investigators say a couple was killed by their daughter's ex- boyfriend. police shot and killed the suspect. we first told but the shooting yesterday morning. it happened at a home in the willow glen neighborhood. kpix 5's maria medina reports. >> didn't give this family choices. he didn't give my officer a choice. >> reporter: a couple murdered in cold blood inside their home while their kids were there. >> it's a tragic, tragic incident perpetrated by evil. >> reporter: a family friend tells kpix 5 this was a good immigrant family who did everything right and didn't deserve a fate like this. the coworkers at juniper say they just saw the vice president of engineering. >> he was a good person. good human being. >> reporter: the suspect identified by a police source as mirza tatlic. also now dead, shot by a cop after taking the couple's 13- year-old son hostage >> he was armed with a gun, got

to the residence and really surprised the victims. >> reporter: the police chief says the suspect's failed relationship with the couple's daughter the reason behind the motive to kill. according to a police source, rachel prahbu may have moved to boston to get away from tatlic. his instagram account includes texts with rachel and rambling captions but says: >> i know he has had some troubles. this is bad to hear. >> reporter: neighbors say police often went to the suspect's campbell home because of family fights and that he seemed sad recently . the chief says the suspect had a history of domestic violence and mental illness. >> what can you say? it's a horrible, horrible crime. >> reporter: aria medina, kpix 5. >> a man who reportedly kidnapped a woman in berkeley is in jail. 60-year-old whittier buchanan, police say he is a convicted

sex offender who was released in 2014. the attack happened on tuesday. neighbors heard a woman screaming for help on monterey avenue. police tracked her cell phone and found her in a van about a mile and a half away on hearst avenue. police aren't releasing the victim's age or hometown. this morning, we are getting a look at three suspects wanted for taking part in that violent protest in berkeley a few weeks abow. police says they were all part of the demonstration and are wanted in connection with the violent attack. if you have any information berkeley police want to hear from you. the pro-trump and anti- trump protestors clashed in civic center park last month. 20 people were arrested. no one was seriously hurt. republicans are closer than ever to repealing the affordable care act after the house passed a healthcare bill yesterday. >> obamacare is dead. so when you compare something to obamacare, obamacare is no longer living. and we have something that's going to be i think one of the best anywhere in the world and

we look forward to it. >> the house bill passed without a single democratic vote. the final tally, 217-213. the bill eliminates or alters key elements of obamacare. it does provide tax credits to help individuals buy insurance but many low income and older americans would get less than under the current law. insurers would be allowed to charge older customers 5 times more than younger ones. right now it's capped at 3:1. and states would also be allowed to eliminate requirements that insurance plans cover a set of basics including maternity care and emergency services. the gop plan would affect healthcare and insurance coverage for millions of people. it might be a matter of life and death for one woman in berkeley. >> reporter: 33-year-old olivia colt is the owner of berkeley catering company salt and honey. she employs 30 people but behind the infectious laugh she has -- [ foreign language ]

>> a rare bloodies order where my blood cells disintegrate when they enter my bloodstream from my bone marrow. >> reporter: she is one of only 50,000 americans with the disease that causes life- threatening strokes. there's a twice monthly treatment that she gets at ucsf. >> do this every two weeks. i will do this for the rest of my life until there's something else. and it's $90,000 a dose. >> reporter: that's $2.3 million a year just for the medication. not doctors visits or hospital stays. olivia fought for years to get covered under medi-cal but was constantly denied due to her pre-existing conditions until the affordable care act became law. >> i was able to get access to all these additional resources that i didn't have and that was because of the aca and i'm so thankful for that.

all my medical bills were covered. >> reporter: the california pan ethnic health network says olivia is one of 5 million californians with pre-existing conditions who would find themselves without health coverage if the aha is signed by the president. >> people will die because of this. people are going to lose their healthcare coverage. >> reporter: olivia says the affordable care act isn't a free ride. >> right now i actually have a bill for about $5,000 that i need to, like, that's my co- pays. and that's with getting everything else currently covered. >> reporter: she is worried about what the future holds. if she will even be able to live ... >> it's devastating. um -- this doesn't appear to be a lot of options. >> reporter: ndria borba, kpix 5. >> all 14 of california's republican representatives voted in favor of the gop bill. california's attorney general javier becerra says the house vote, quote, takes a dangerous

hikers who became stranded off an extremely steep hillside... close to dodgers stadium.. firefighters used a two-line rope system to save the men.. you can see just how far dow l.a.x. fire department rescued two teenagers hiking on a hillside close to dodger stadium. they used a rope system to save the teens. you can see how far one of them was from the helicopter above. paramedics say that neither of the teens was seriously hurt. it's unclear how the hikers got stranded and how long they were stuck on the hill.

low clouds and fog playing tag along the san mateo coast. here comes that weak disturbance. then we begin to clear out slightly before the clouds increase on your saturday turning partly to mostly cloudy through your sunday. so meanwhile we'll break it down like this. a big getaway friday. temperatures in the 60s at the coast. a thunderstorm in the high sierra. today we have cinco de mayo upper 50s at the beaches, low 70s inland. good morning. we'll begin over -- take a look at your ride along 580 because we are tracking some delays. this is on the south portion of 580 as go towards 205. we are tracking some slowdowns all due to caltrains overnight roadwork. they were supposed to have that wrapped up by 3:00 this morning. both lanes in the northbound -- or westbound direction, i should say, remain shut down. once you get on to the other portion of westbound 580 from the altamont pass to 680, you're okay in the green.

$74 for an expired meter. >> it's horrible! just like, come on, man. another one? >> reporter: he and his wife know it all too well. >> basically, every time that we park, we have been getting marketing tickets because we can't pay -- parking tickets because we can't pay the meters and then we can't pay the tickets because they are more than the meters. >> reporter: they moved to san francisco in september with their 2-year-old daughter. starting out, this van was their home. >> from the minute the meters start until they quit working i'm worried about parking tickets. >> in january, we have, like, $1,300 in parking tickets. >> reporter: now willow has a job and they are in transitional housing but they are still digging themselves out of a deep parking ticket hole. >> i get my $700 for the month and $500 of it goes to the mta. that's money from the government that i now have to give back to the city. >> for somebody making one or 2,000 dollars a month, that's that $500 fine is not payable.

>> reporter: the san francisco treasurer wants to change san francisco's fines and fees system. his suggestion in low income residents should be able to pay part of the ticket not the whole thing. large people can't pay it. and so in fact, the city gets less revenue than we have seen in other cities where when you reduce the fine to something that was payable, "sometimes" the revenue to the city increases. >> reporter: the individual would have to be eligible for social services. someone would be able to look up someone's low income status. it's hypothetical now. >> tend of the day it's about fairness to everyone and -- at the end of the day it's about fairness to everyone and ensure everyone pays a flat fee. >> reporter: muni is not opposed to the idea. >> it's too early to say whether or not we would support any specific concept coming out of the discussions. >> reporter: but he points out the mta already provides options for low income residents like a payment plan or community service to pay off

tickets. willow took part in that already reducing his $1,300 fine to $300. >> it is something that has been in place for years to ensure people who can't pay right a way can pay a little at a time. >> reporter: san francisco has the most expensive parking ticket structure in the country. an expired meter here costs $74. to compare, in oakland, it's $58. in new york city, $65. dc, 30. and in boston, $25. >> you think a $74 ticket is appropriate? >> at this point in time in san francisco, for the rules we have to enforce, it is appropriate. >> reporter: mta makes $290 million a year in traffic fees and fines. rose says if the city does change its current program, revenue loss from tickets would have to come from somewhere else. bianca and willow hope lawmakers realize this systemic change could be just the ticket they need for a shot at success. >> it's hard trying to get ahead when you got to pay parking tickets. >> reporter: in san francisco, susie steimle, kpix 5.

seashore where highs today will be in the 50s with no clearing there. 60s around the bay and peninsula. up to 73 degrees inland. we're taking a live look at the richmond/san rafael bridge toll plaza. those headlights westbound. if you are planning on exiting at bellham boulevard the traffic lights are stuck on red. treat it as a four-way stop. a new report this morning about a deadly bus crash in texas. authorities say the driver of a pickup truck swerved into oncoming lanes dozens of times before he slammed into a church bus. this happened west of san antonio in march. 13 people died. the 20-year-old driver told police he was texting on his phone and had taken prescription medication before the crash. he is not charged. new trouble for uber. the ridesharing company is now at the center of a federal investigation into secret software program known as gray ball. uber used it to deceive

transportation regulators worldwide and specifically in areas where its service is not approved. gray ball identified government officials trying to crack down on uber. then the company canceled the rides that they requested or showed them phantom cars on the app. according to reuters, the u.s. justice department is trying to determine if the use of the software broke the law. this is just the latest trouble for uber. in february this video surfaced showing the ceo lashing out at one of his own employees. kalanick apologized for that rant later. the company also found itself in a sexual harassment firestorm earlier this year. the justice department has not commented on the new investigation nor has uber. the serious giant plane at sfo caught a lot of people's attention this week trending on twitter. we made some calls turns out it's a private aircraft operated by a russian cargo crew. the crew has been delivering machine parts to a manufacturing company here in the bay area. we are told the plane's shape
