pushed inland at least a good 45 to 50 miles. i'll talk about the impact this will have on your cinco de mayo forecast. >> it's busy out there. we are tracking delays for drivers through the altamont pass, also if you are using mass transit. we'll take a look at the times coming up. good morning, it's friday, may 5. i'm michelle griego. >> i'm kenny choi. the proposed healthcare bill is moving forward. >> kpix 5's anne makovec joins us now to tell us how it's different from obamacare. >> well, americans could certainly expect a lot of differences when it comes to what's now required for healthcare. but that is when this passes the senate. the changes in the house plan are profound. it would provide tax credits to people help them buy insurance but many low income and older americans would get less than obamacare currently provides. it also would allow states to opt out of obamacare's protections for people with pre- existing conditions.

build and organization that will look to fund and invest in groups that have impressed her since her stunning 2016 election loss. californians could have more of a say in the next election. it would move up the june primary to the third tuesday in march making california the third primary in the nation after iowa and new hampshire. supporters of the bill say that it would give californians more influence in national decisions. two san jose police officers involved in a 2015 deadly shooting will not face charges. they shot and killed adrian rivera. the gang member attacked them with a meat cleaver. neither officer was equipped with a body-worn camera. the fatal shooting was a lawful use of self-defense. the confrontations happened as rivere what was being arrested for a stabbing. the victim survived. hayward police are looking

for joseph darling in connection to a 2015 fatal shooting. police say that darling may be in hayward, union city or fremont. anyone with information on his whereabouts is asked to call hayward police. now to traffic and weather. a live look outside. and at the roads. the morning rush is on. you can see that. drivers hitting the roads heading on to work. but as we start the weekend some changes are coming to our forecast. >> what's happening, roberta, with the forecast? first let's go to jaclyn with the commute. >> good morning. right now, anyone who is taking amass transit, we are tracking delays and this is due to ace train number one about 30 minutes late. ace train 3 starting to see some of those delays as well due to signal problems. so your ride on 580 the altamont pass may experience a few more cars on the roadway folks using that as another option this morning instead of using mass transit. we are starting to see a few more brake lights on that stretch in the yellow 30

minutes from 205 to 680. in the south bay, not too bad. we have that earlier accident and it looks like chp still on the scene. there was a gas spill on the road there so they had to get some absorbent and cleaning it up. our live weather camera shows a little bit of clearing around the rim of the bay. otherwise we are filled in with the areas of low clouds and fog for this friday morning. this is sunrise over the mount vaca area. we have the low clouds inland against mount vaca. 53 santa rosa, 57 san jose. settled into the 50s. satellite-radar does suggest that we have this weak upper level trough sagging over the state of california. it will produce a slight chance of a rain shower over the weekend. i don't think it's going to happen here but maybe just south of monterey bay. all right. the winds are breezy this morning. sfo at 13.

17 san francisco. we have winds up to 9 in concord. 21 fairfield. with the breezy winds west 10 to 20 today, 50s, no sunshine at the beaches. 60s peninsula, 70 morgan hill. east bay 60s and 70s. we'll have ample sunshine in the north bay but blustery in stinson beach at 64. the full weekend forecast is coming up. some big parking changes in the outer sunset. but first city officials want to hear from neighbors. jackie ward joins us from the sunset ahead of a public meeting later this morning. jackie. >> reporter: proposed changes the city believes would make drivers and bicyclists happy. but not everyone in the outer sunset is on board with these changes. between 39th and 40th on vicente they want to put in striped bike lanes that you see here on ortega street. the sfmta says this will give

bicyclists their own safe space on the road. farther down between 44th and 46th, the city wants to change the parallel spots to perpendicular ones for more spaces. some people who live in the area say not so face. >> i have four kids under 11. so i definitely don't want cars being parked at the degree where they are playing in front of one mishap and they are going to run one of them over. >> reporter: while the sfmta would be adding spots in some areas, they say for safety reasons, they would actually take some away for what they called daylighting purposes boy removing the spots on the corner of intersections by schools, drivers can see people in crosswalks oncoming traffic and kids walking to or from school more clearly, they say. so these are just proposed changes. they haven't been approved yet. that's why the sfmta is hosting another public hearing this morning at 10 a.m. at city hall. in san francisco, jackie ward, kpix 5. right now, some south san

francisco parents are waking up outdoors after an overnight campout. they are hoping to be first in line to sign their kids up for after-school programs. kpix 5 reporter jessica flores is live at orange memorial park where the parents are braving the chilly weather. >> reporter: michelle, that's right. these parents are now packing up. they are packing up some of their tents. they are waking up in this cold weather. but they are doing this because they want to make sure that their children get into some of those programs. registration opens at 7 a.m. the city is offering the program to city students, kindergarten through fifth grade. they have about 600 total spots. but only 40 openings. the programs aren't free. they cost about $400 a month. >> i mean, the monthly payment alone is going to be crazy but i mean it's what we have to do. we have no choice. you know, um, again, just to

water district would rent out space in the reservoir to westland water district. westland doesn't need it yet but could use it to irrigate crops if it faces a water shortage in the future. currently it's at 98% of its capacity. later today, we should get an update on the sunken both in the bay. it capsized south of the bay bridge during a storm last month. the sunken boat is sitting on top of the transbay tube. coast guard divers have been working to flip it over and pull it to land. and they hope to get that done on sunday. coast guard officials are holding a press conference about the barge today at noon to give more details. relief for people living in the muir beach area. today highway 1 between the panoramic highway split and green gulch reopens. winter storms sent parts of highway 1 sliding down a hill.

it's not the only area hit hard. caltrans officials say there are 17 storm-related work sites in marin so far which cost an estimated $13 million. time now 6:15. jaclyn, you told us you were going to explore some beaches last week. was it baker beach? >> i went to baker beach and i also was down at ocean beach. and i took my dog. she loves the beach but doesn't like water. >> oh, yeah. >> that's okay. >> at baker beach everyone was clothed there? >> the section i was at, yes. >> a lot of nude bathers out there, right? >> especially when the weather is conducive which with won't be this week. so keep the clothes on. it looks like bart will have a weekend closure so bart running on time now, i should say that first. but between fruitvale and west oakland, the track will be closed. no trains will be running between those two stations all weekend long. and you can expect 20 to 40- minute delays. now, they will have a bus bridge in place for you, a free shuttle. but you will need to factor that into your ride coming up this weekend. we are tracking some earlier problems along highway 4. an accident near morello. you can see those slowdowns approaching 242 and 680. you will be tapping on the brakes under 35 minutes as you make your way out of antioch into hercules. here's a look at the san mateo bridge. er stalled vehicle not blocking languages. just a visual digs tracks. still in the green 15 minutes from hayward to foster city. a backup at the bay bridge continues through the maze but we are getting reports of some

of green here and there. that's that chance of a light shower. but if we see anything, just a couple of raindrops. again, i really don't think it's going to happen. all that precipitation will be south of monterey bay. so sunday we will see some clearing of the skies but boy, it's going to be a breezy weekend. some wind gusts up to 25. we have a wind advisory in place for today for the high sierra. some of these gusts up to 35. rain around the northwestern quadrant of the state. 85 in fresno. 72 in yosemite where we have a flood warning in effect and that's basically for the merced river. so the low clouds and fog spilling across the area today matching this morning's sunrise, which was at 6:09 setting at 8:04. we'll see it, not so much at the coast where today's high temperature in the 50s. 60s bayside, 60s peninsula. up to the low 70s away from the bay. here's the extended forecast. unsettled this weekend with partly to mostly cloudy skies. we'll begin to clear out late on sunday into your monday. and by the way, cinco de mayo

more than younger wednesday instead of three times more. states would also be allowed to eliminate requirements that insurance plans cover a set of basics including maternity care and emergency services. >> it's a very good bill right now. the premiums are going to come down very substantially. the deductibles are going to come down. >> democrats taking a firm stand against it. none voted for it in the house yesterday. california's delegation in congress is speaking out across the board. >> it's not going to pass the senate in this form. and we'll have the time now i think to further make the case to the american people about why if you have a pre-existing condition you may have just lost your healthcare. >> reporter: under obamacare insurers couldn't refuse coverage to people with pre- existing conditions. and those people could not be forced to pay more. the house's planned alternative is a high risk pool to cover

camping out at a city park in south san francisco right now for a chance to sign up their children for after-school programs. kpix 5 reporter jessica flores is live at orange memorial park with the latest. jessica. >> reporter: michelle, it's been a long night for these parents. they slept overnight in tents hoping to snag a spot for their kids in after-school programs. now, i want you to take a look behind me. they have now packed up their tents. they are standing in line. dozens of parents. and the doors open here in about half-hour at 7 a.m. so they can register their kids, hopefully register their kids, or get on a waiting list for the before and after-school programs. some of these parents have been lined up since yesterday early- morning hours around 3:30 a.m. that's when the line started. the city parks and recreation department is offering the programs to city students, kindergarten through fifth grade. they have about 600 total spots but only 40 openings total. some schools only have about 10 spots open. >> what are we going to do with

our kids after school? you know? we have to work until 6:00 or whatever. and you have to have child care. you know? so we can work. and so with only ten spots open, you have to get in line for it. >> reporter: and these programs aren't free but parents say they are the most affordable options for them. they cost about $400 a month. returning families are preregistered and for families who don't get remaining spots parks and rec will open up waiting lists. now, the programs run at six different schools across the district. monday through friday 7:30 a.m. to 6 p.m. live in south san francisco, i'm jessica flores, kpix 5. time now 6:34. so roberta, it looks like this weekend is going to be different than last. >> i said i had a little story. 70 in morgan hill. east bay numbers remember wednesday 95, 96? no chance. 60s and low 70s at best. and with the sunshine, but the breezy winds west 10 to 20, 70 in sonoma, we have big-time changes coming up for your weekend. we'll talk about that. but right now let's send it over to jaclyn. good morning. we are tracking a couple of problems for drivers making their way across the lower deck of the bay bridge. some debris in the lanes has caused a few cars to get some flat tires and they are reported to be blocking one of those lanes just before treasure island. if you are heading eastbound across the lower deck. right now, over at the bay bridge toll plaza, it looks more like a parking lot and traffic is backed up to the foot of the maze there. once you get past that, though, it moves into the city. we are seeing slowdowns for folks making their way through berkeley along westbound 80. you can see speeds drop get low 50 miles per hour. no accidents along the stretch. we're in the yellow for all of our "super commuter" routes.

that is a check of traffic. thank you. california voters could have a shot at repealing the new gas tax. assemblyman travis allen filed papers with the state attorney general yesterday to try to get a measure on the ballot. he wants to gather 365,000 signatures from voters so they can repeal the new laws. governor jerry brown signed the bill to raise gas taxes and increase vehicle fees. allen says voters should have had a say. if he collects enough signatures, the initiative could be placed on the november ballot next year. we are following breaking news out of west virginia where the pilot and copilot were killed when a cargo plane ran off the runway. this is the scene a short time ago in charleston. you might be able to see the smoke there in the distance. the plane was landing and skidded down a steep wooded hillside. airport officials are in the middle of trying to find money to extend and rebuild the runway. family members of the victims of the san bernardino terrorist attack are suing several bay area tech giants.

their lawsuit claims that facebook, google and twitter provided a platform for the "islamic state" to recruit members and grow. in december of 2015, syed farook and his wife opened fire at an office christmas party killing 14 people and they died in the shootout later with police. in the complaint the plaintiffs said: most feared terrorist group in the world would no been possible." man accused of killing police officer will be back in day. mark e is facing murder charges. he pleaded not guilt case. the man accused of killing a hayward police officer will be back in court today. mark estrada faces murder charges. he pleaded not guilty in the case. prosecutors say he shot and killed sergeant scott lunger three years ago. lunger was a 15-year police veteran. other officers claim estrada started shooting for no reason. today's hearing will determine if there's enough evidence for him to stand trial. we may find out today avert in the high-profile murder

buffett is dumping shares in a tech icon. joining us now is kcbs radio's financial reporter jason brooks. >> reporter: good morning. happy friday. good news on the job market. the labor department says employers added 211,000 jobs in april. that was more than expected. although it did revise march's weak gain a little lower. the unemployment rate fell by a point to 4.4%. that's the lowest it's been since may of 2007. and wages continued to grow up another 2.5% compared it a year earlier. it's a good start for the economy in the 2nd quarter after the 1st quarter was slow as far as growth. and it's all about buying low and selling high when it comes to investing but even a billionaire like warren buffett can sometimes get it wrong. buffett is selling a third of his 81 million shares in ibm. he bought into ibm several years ago but the stk was trading near an all-time high.

it's been lower ever since. ibm really losing out in its professional services as amazon and microsoft have made big inroads into cloud computing. as a result ibm shares are falling on that bit of news. the stock market overall is fairly flat and mixed this morning. let's check it. a a 900- square-fo a little bit of health from the tech sector as they rebound from yesterday's results. >> thank you, jason brooks from kcbs radio. a broken-down 80-year-old 900-square-foot home in palo alto just sold for $2.6 million. the home hit the market in february for an asking price of just under $2 million. and it sold well over the asking price. tech workers say they have launched many public complaints about the obscene cost of life in the valley. fremont is going green. earlier there week a city council member changed the
