neighbor say they are relieved that an arrest has been made. they are shocked. he lived here with this his aunts. here is how one number describes the suspect. >> he didn't seem like he would be capable of that. he was just a weird, quiet guy, you know. said he would just talk to himself walking up and down the streets. >> reporter: neighbors say the suspect and the victim did not know each other. now he is facing one count of murder and violating his probation. in santa clara, kron 4 news. an astonishing one third of oakland's police officers had to turn in their brand-new guns this week. that's after it was discovered that the new weapons were not working properly. ifsit arose just when the force work on another problem. >> reporter: first oakland police officers couldn't communicate with each other.

now opd guns were malfunctioning and had to be recalled. this is what the weapon looks like. >> the problem with the new guns was discovered while they were being tested but assistant police chief howard jordan will not say what the issue is with the glocks. >> the malfunction was discovered in training. none of the officers were injured. >> recalling the guns so that officers will not encounter any malfunctions when they are on duty. >> even with the other issues with the radio we have responded immediately once we found out about it. the city has invested a lot of time and energy and money to fixing that problem and at no time at all was the public at risk either in this case or the other cases. >> is it frustrating, embarrassing? >> it is a little bit of both but like i said we have to deal with it. and we found it, we discovered it ourselves during a training

exercise and we are making corrections to fix that problem. >> the officers' old guns were returned to them for the time being. the assistant chief jordan says the new guns are under warranty and are being sent back to the manufacturer to be repaired. in oakland, kron 4 news. an oakland man is under arrest tonight. he is accused of trying to sell high powered weapons to undercover police officers. an alleged gang member attempted to sell an assault weapon and semiautomatic. police received a tip. after getting a search warrant police set up a sting. he has a prior criminal history. san jose's anti-gang efforts have caught the attention of the nation's top law enforcement. he was in the south bay today where he met with students to discuss violence in their

communities. he says san jose's gang prevention task force is about the best in the nation. >> but i really think that the approach that is being taken here to really kind of look at individuals. youngsters. and to deal with all of the issues that they are confronting is ultimately the way in which this nation will get a handle on the approximate that for too long have bedeviled us. >> the gang prevention task force was set up back in 1991 by former mayor susan hammer. it brings together various local agencies to reduce gang activity in san jose. here is a shot outside from our roof camera overlooking san francisco. a quick look at what's on tap for the next 24 hours. temperatures are going to decrease down to the upper 40s into tonight. wind gusts could get up to 15 miles per hour for san francisco county. as we head into tomorrow morning expect patchy fog along the coast. temperatures in the 50s for your bay locations.

vicesburg, mississippi, was killed when the river crested earlier than expected. hundreds of homes are flooded. about 2000 people displaced. warren county deputies have traded in patrol cars for a boat trying to make sure people are out of danger. they are now hearing that some local residents won't come back. some mississippi homeowners are taking flood protection into their own hands building small earth levees around their houses, holding up pretty well. although you can see some of the dirt washing away. flood walls appear to be holding despite a few leaks. if is there a silver lining scientists doing testing at this swamp in louisiana say flooding will be good for nature in the long run. the extra water good for local fish and birds and trees. and after weeks of sour news another casino has reopened in mississippi. a bit of good news for the local economy complete with a big welcome back to visitors. >> if you hadn't been here for

that this kind of violence is not welcome in our community. i have lived here in this same house. i have seen people come and go and it is just a shame for this to happen here. >> no arrests have been made in the murder. the napa state hospital opened its doors to the media today. that's after several violent attacks within the last year. last year two therapists were attacked by patients. one of them died. last month a patient died after being subdued by hospital staff and just last week another therapist was injured. looking at what measures are being taken now to keep the same problems from striking again. >> reporter: here at the napa state hospital we got a rare look inside. take a look as our camera captured this video. officials gave us this tour to show new safety measures in

place. assault and a murder of donna gross, a worker at the hospital. see this area right now. this is where she was murdered. there used to be a large wall right here. she was attacked, robbed and stabbed inside the wallet. each of the treatment wings used to have these walls but they now have to be torn down to provide a better view of all entrances. although their mission is to treat people and not house them with in a prison. cops are a steady presence like this one you see here. and locked doors are everywhere. kron 4 news. in news around the bay, a san leandro police officer has pleaded not guilty to charges that he sold more than 1 pound of marijuana to a police

informant. the officer had been working on vice narcotics units since 2008. his wife is a dispatcher for the police department has been placed on administrative leave. in san francisco more criminals, accused criminals could get off scot-free. that's because the police who arrested them are being investigated for police misconduct. according to the public defender recently released video shows officers contradicting their official reports. 85 dayses already dismissed. others delayed. the public defender is reviewing hundreds of cases which the accused officers were involved in. this man who was on the nation's 15 most wanted list is now in police custody. police say back in november of 2010 shawn michael sullivan whose picture you see here was arguing over an outstanding debt when he shot two men paralyzing one from the waist and killing the other. authorities found sullivan

yesterday in a marine grow hos in oakland. in gilroy, this man could face a life sentence for killing a chihuahua puppy. he is accused of throwing the puppy across the room during an argument with his wife. he now faces felony charges of animal cruelty. because of prior convictions he could be tried under california's three strikes law. tomorrow marks the end of days according to one christian group based in oakland. harold camping, family radio worldwide, has predicted the rapture is coming on saturday evening. we are taking a live look outside at conditions here over the san mateo bridge. currently a strong wind advisory is in effect so definitely watch your speeds across the span. a quick look at your weather headlines shows slightly cooler conditions heading into monday. low clouds and fog will be the big story as we head into tomorrow morning and temperatures going to get in

the highs of the 50s to mid- 70s. we will have more on that in your extended forecast. so as we cool back down to the overnight hours your morning lows mostly in the 40s across the board. only 50 degrees for hayward. 44 expected for napa. 49 for oakland. 47 for redwood city. but as we head into tomorrow afternoon we will see conditions very similar to what we saw today mostly in the 60s for your bay and coastal locations. getting up into the 70s. so warming up nicely for those of you in the north bay and some of our inland spots. 75 degrees expected for napa. warm 72 in fairfield. mid-60s around the bay area. 68 for mountainview. looking at low 70s for those of you down in the south bay. 70 for san jose. warm 72 for those of you down
