united these lines cleared quickly. >> we're following the latest developments in hayward with a water main break-in water in the middle of the street right now. it is at the intersection of jackson and santa clara. mike belts and is on the scene. >> you can see the water continuances bill and to the intersection. it is pulling in the crosswalk and creating a mess for crews out here this morning. they continue to try to close the valve here and turn the water off at the intersection. this began just after 330 this morning and crews are still trying to turn the water off. that should happen any minute now and they're doing that using a special tool. they're bringing it and how to use it to help force close the valve on the water main. that will determine help
them determine whether and not the pipe burst or there is a problem with the valves. from there crews will come in and repair whatever problem it is. they hope that the water turned off the next couple of minutes when there is no telling when this intersection will reopen. >> it looks like traffic is flowing ok? >> they are worried as the morning progresses there will be a residual back up but there is a partial closure in all four directions. you can get through but it is down to one lane. >> congress has nearly avoided a fiscal cliff. the republican-led house of representatives agreed to a compromise late last night less than 24 hours after the deal pass the senate. the final house vote was 257 to 167, with 85 republicans joining democrats. the vote capped off weeks of back and forth between chambers.
president obama praised the compromise saying he does not want a repeat of the bickering in future negotiations. >> the one thing that i think we will focus on is seeing if we can put a package like this together with a little less drama. not scare the heck out of folks quite as much. we can come together as democrats and republicans. we can cut spending and reduced revenand increase revenue for everyone who was willing to work hard. >> the bill keeps income tax is just about the same for everyone except for people making $400,000 a year or more. it also delays automatic spending cuts in defense and government programs for two months and extends long-term unemployment than the benefits that were set to expire. the measure had to present obama who has promised to sign it. he left
percentage wise we're seeing bigger for the nasdaq. it is up 2.1 percent, almost 30 points. rinceau car company at avis is buying was a car for more than $490 million expanding its business to include cars sharing services. avis will pay $12.25 per share which is 49% premium to the company's closing price from friday. the companies put the total value of the deal at approximately $500 million. the close of the spring. >> the bay area air quality management district has called another spare the air day today. bad weather predictions are to blame. it

head into tomorrow. overall general lead dry weather. it looks like the next weektwo weeks should be relatively dry. january is off to a pretty good start. future cast four highlights the hours for you and 8:00 a.m. 30's and land and forties around the heart of the bay. by lunchtime, check out all the light blue that indicates '50s. still holding on to some upper '40's along the delta of. actor known highs looks like everyone is in the '50s and a little bit warmer than yesterday's. the breakdown for use san jose coming in at 57, 55 for oakland and hayward, 54 for san francisco. satellite and radar show high pressure and control reaching as over the west coast. we will not see
any rain like we originally thought on thursday, saturday as well looks to be a dry one. the first opportunity for some rain as saturday morning but there is a good chance the moisture will stay off shore. 7 day around the bay extended forecast, tranquil weather for the next string of days. temperatures on the up. we're climbing to the upper 50s and unfortunately it will not be as cold for the next couple of days. and lows are only dropping to the upper 30's. 7:17 a.m. and on to traffic. >> we have been monitoring a multi card traffic crash and it hasn't cleared from the lanes of the nimitz freeway. it is completely gone. i just checked with chp and they'd tell me that all of the vehicles and towed trucks have left the scene. it did create a delay on 880 southbound but it is likely that this will clear fairly quickly as traffic is so light. light enough in fact
that even with the metering lights active at the bay bridge toll plaza there is no back up. we did not see quite a return to normalcy that i expected this morning. it will have to wait until everyone gets back to work and school. for most, that will be next week. the san mateo bridge is still pretty light traffic at a time when on a normal day we may see a 15 to 20 minutes drive time is still only an 11 minute drive across the bridge. the golden gate bridge is a little more traffic than over the last week and a half but is still an easy and delay free ride. not only for the bridge but the ride through marin county on the 1 01 southbound. >> the time is 78 seemed a am and your tax rates may not be changing under the fiscal cliff an agreement but your paychecks will be smaller, starting with your next paycheck. as the 2% so security tax break that everyone enjoyed last year is going away. here's how it affects your bottom line. if

deadly shooting and old sacramento. is in police custody at a hospital where he is being treated for gunshot wounds. police say it all started as an argument inside the barges after 9:30 p.m. monday that became a physical confrontation. when employees tried to break up the fight he was shot as were the woman and another man. the man 35 and the employee was in his 20s died at the scene after suffering multiple gunshot wounds. the arms as they ran out of the bart toward a street crowded with holiday revelers but was caught quickly by officers chasing them. please cancel the midnight fireworks show the conduct the investigation. >> sam francisco police are searching for two minutes away from a store employs a 75 year old woman in the head after she confronted them. it happened on polk street and the woman refused medical treatment. the suspects are described as
between 25 and 30 years old. >> new court documents show that murdered venture capitalists raveesh kumra have been accused of making bad business deals and that's only the beginning. you are looking at video from the sky seven h the abc news. this was a scene of invasion and the monte carlo monte sereno back on november 30th of where he was killed in the incident and his wife was injured. that does show that congress has been accused by former associates for tried to hide millions of dollars from creditors and creek feeding creating a fake divorce. a man and woman were walking their dog on the beach when
he what the man was swept out to in the water. the women and all were able to get back to shore but the man did not. he described as a 59 year-old man in his identity has not been released. >> looking at gas prices across the bay area of the average for a gallon of regular gas intemperances go is $3.64. across the bay in san jose and oakland the average is $3.55 and $3.54. these prices compared to the morning state average of $3.57. >> the federal aviation administration is ordering $5 million in new inspections of its boeing 737. in its response of publicized all that was on the roof of an aging and southwest airlines plane during a flight in july 2009. the pilots and of making an emergency landing. the aft at 88 is now calling

there is still relief from the c street temperatures -- freezing >> it feels even colder than the 32 degrees. i was so you sold the cars from the parking lot. all morning i've been showing you this and even though the sun is up it is not selling at this time. over here, this car parked a while ago and as you can see when the owner drove year had to use the defroster to clear off the back window. it is starting to freeze again. same thing with the cars over here. the cars that did not use the defroster came out and realize there was frost all over their window. they probably had to without a credit card to start scraping the windows. it is very cold at this hour with people walking to bart this morning with their hands in their pockets.
>> let's get you caught up on how cold it is in your neighborhood before you step out the door. >> we are getting straight to the numbers, this cold definitely below freezing and several spots. 28 seems to be the theme for vallejo and that of 29 out the door and concord. low 20s for san francisco. considerably low more mild there. we have a freeze warning in frost advisory in effect. it looks like the advisory expires at 9:00 a.m. this morning. headed into the afternoon we will see temperatures starting to rise a little warmer than what we had yesterday. >> as we continue to monitor really light traffic around the bay area, take a look at the bay bridge. the quick commute check shows even highway 4 and interstate 580 where we started the morning
looking at some slowing through the all to my through antioch is no longer the case. it is like conditions once again all around the bay area. also my train the problem getting into hayward on 880 here. this is northbound 880 leading to eastbound 92 or jackson street. on jackson there has been some flooding in various lanes closed from time to time. >> going to this water main break that is flooding the way here mike pelton is on the same. it looks like they almost have the water shut off? >> they are trying to. you could see right here on live tv there trying to turn the water off. because of this water main break they have had to partially shut off the road and all four directions. this was just after 330 this morning. they
brought in a special tool. they have used to that special tool to close off the valves to these intersection. they said just because the water is boiled in the middle of the intersection that is not where the break is. now they have the water turned off they're going to attempt to find what the problem is. they're trying to determine whether a pipe burst or if there's something wrong with the valves. they're going to try and repair the problem. although they have the water turned off there is no timetable as to when this said intersection will be fully reopened. >> and the delays for the freeway? >> the traffic going to the freeway is pretty easy. that delay is coming here along santa clara and you could see a long row of cars waiting to go through here.
>> thank you for the update we will check back with you later. >> and other bay area and is in san jose a tense police standoff with a naked man armed with an assault rifle and samurai sword ended after three hours. video from skies seven abc news shows the man trying to make a run for as police moved in. he tried to jump the fence but fell down and finally dropped the sword before being arrested. the man was identified as cocoa bennett. >> the subject entered the vehicle without any clothes. he was naked with just a samurai sword. his statement as he got out of the vehicle was you are going to have to kill me. the officers for safety reasons and stood back and called in reinforcements. >> police later showed reporters this sort of assault weapons taken from the man's truck. san jose police officers are looking into what prompted the
suspect at the way he did including his state of mental health and whether drugs or alcohol were factors. he is being booked on charges of brandishing a sword and possession of an assault rifle. we and a video of the deadly crash in the mission district. his videos show what happens after the grass. two people were killed yesterday morning after a driver crashed into a liquor store. this all happen after police pulled over the driver of this black car. shots were fired near the valencia gardens public housing complex and the car fit the description. as officers walked over, he sped off. >> also new this morning police say how or out the was killed by a car after taking photos of justin f. bieber is white ferrari on the los angeles street. here is video of the scene authorities say bieber was not in the ferrari at the time of the accident but a friend of the singers who
was driving the car was pulled over for a traffic stop. the photographer was struck as across the street nearly a year at getty center drive. l.a. police said the photographer grabbed at a hospital shortly after the crash. his identity has not been released. police say no charges are likely to be filed against the motors to hit the man. >> doctors at new york presbyterian hospital's the secretary of state and hillary clinton is making " excellent progress ". there cough and a blood clot located in a vain between the brain and skull will dissolve. she did not suffer a stroke or neurological damage. mrs. clinton is being treated with blood thinners and is expected to be released from hospital where peridots of the blood thinners is maintained. the new judges have been sworn in as members of the san francisco superior court. brandon conroy and right hbraden woods are now part

good morning is 7:45 a.m. in your watching kron4 morning news. it is the coldest morning we have seen all season. we have a freeze warning in effect across advisory until 9:00 this morning. 42 and san francisco 44 out the door and san jose. concord, upper 20s and 36 and san carlos. in the afternoon we will start to warm things up and we're looking at warning conditions and what we saw yesterday. upper 50s in the
south bay and 57 and san jose. i think will be in the low 50s today for pittsburg, antioch and 52 and pleasanton. sunny skies, dry conditions in the north bay and drive downtown san francisco at 54 degrees. 7 day around the bay shows mild, dry weather for the next several days. the storm track has been added to our north. a little bit of a chance of rain as we head into sunday. temperatures will start to climb and as we take a look at your snow bomb not come ski report you will not have any problems getting to leave the resorts. ing a base of 81 to 107 in.. if you are heading to squaw valley their reporting a base of 63 to
121 in. and no fresno reported. >> we have a few problems as morning but it is in the midst of a much much wider commute. -- lighter no delays at the bay bridge toll plaza even though the metering lights were activated. at the san mateo bridge we not seen any spikes in drive time that would normally occur in the 7:00 hour. the golden gate bridge 1 01 southbound is a beautiful ride and a light one as well. we have been tracking one incident in the east bay and that is on eastbound jackson and santa clara. it also affected the connecting ramp from northbound 880 on two eastbound jackson. not a real problem that you need to concern yourself with. southbound traffic looks great, no delays for 1 01 to eight year 85. in the north bay still under 25 minutes drive from novato headed south to the golden gate bridge. >> 7:47 a.m. and checking in

crews are still on the scene of the water main break in hayward. kron4 mike pelton is the thinnest section of jackson in santa clara. >> they did manage to turn off the water but they do not know yet what the problem is. they stated that they're not sure this is a different problem. they stated that once they locate the problem that will work to repair it. it is a very time-consuming process and all of this have the traffic in all four directions blocked. there are traffic backups along santa clara. they did bring out more construction equipment and additional crews are on the scene. water is still spilling into the roadway and there is a lot of mud. they stated that will be out here all morning
long. >> in other bay area news. in san jose 8¢ police a standoff with a naked man armed with an assault rifle and a sword ended after three hours. here is video from skyes 7 abc news. it shows the man trying to make their run for as police mold them. he tried to jump a fence, but he fell down and finally dropped the sword before being arrested. the man has been identified desks coco bennett. >> his statement was that they wouldwe would have to kill him. it we have a call and reinforcement. >> police later showed

eyes and very deep. >> two people watched with concern as to people slid down to and i suggest lick on christmas day. one man walked his dog on it. in moments the people were frozen with fear. one man's life ended when he fell through the ice. >> we saw his arms flailing. someone said he could not swim. it went from there and it turned into a panic. it was hard to watch it really was. we saw the guy go on the three times in the third time we did not think he would come back up. >> one after another people came on to the ice to help only to find themselves falling in to the frigid waters. >> and chain reaction of slip and fall. >> i ran back up to the car and i got the rope in the car i went back down to the edge of the water i threw the rope it was a 25 ft. piece of rope and coming up 7 ft. short. >> by this time ofhermans
