>> pam :it is the prep. before the storm. communities are bracing for another round of hard rain, wind, flooding and mudslides tonight as more el-nino weather heads our way. good evening. i'm pam moore. rain, rain and more rain. all predicted to start falling tomorrow and continue through the weekend. a flash flood watch is in effect. and the bulls-eye for the worst of the stormy weather. is expected to be in the north bay.

that's where we begin tonight. with kron-4's jeff bush. the ground is completely saturated and standing water can be seen all over the northern >> jeff : part of petalumaa part of town that is a traditonal place for flooding. it's a mater of geography and the fire department says people need to be rescued from this part of town every time there is a major flooding event. battalion chief jeff holden petaluma fire department >>:there is a large basin that feeds the river systemfeeds the petaluma river. so, we monitor rain fall and then we monitor the streams. >> jeff : the area near stony creek road and petaluma boulevard is where firefighters will be paying the most attention. you can see this area is where the flood waters can build up. this video from 2014 shows an example of the flooded conditions that usually accomany heavy percipitation like what is expected on thursday. >> holden : that is where the confluence of all the creeks come inall at the north end of town. so, if we get a bunch of rain to the west of us and a bunch of rain to the east of us

and it all comes down to the river at the same point that is where we, typically, experience most of our flooding in the last ten years. jefffire officials say they are ready for rescue operationsusually it's drivers who get stuck in flooded intersections but they say many mobile homes are nearby and may need to be evacuated if the water gets too high. i'm jeff bush in petaluma, kron four news. >> pam :to reduce flooding in san francicso. city crews are already cleaning out catch basins and rolling out removable barriers. they will be set up along two- blocks. near 17th and folsom. this is video of the barriers last saturday. the 400- foot- long plastic barriers. are filled with water to keep them stable.they can be deployed quickly when heavy rain and flooding are predicted. san francisco also provides sandbags, and encourages property owners to get flood insurance. here is something californians have not heard in a while.... the army corps of engineers is

currently dumping water from lake sonoma... in order to reach lower levels in preparation for the upcoming storms. as of now the reservoir is completely full. just a few months ago... video of the lake showed much lower amounts. officials started draining some of the water monday... they are expected to reach the targetted amount by thursday. lake sonoma provides drinking water supply for more than 600- thousand people in sonoma and marin counties. here's a live view from our weather radar. and you can see the storm system's movement. kron-4's meteorologist brittney shipp joins us now. with more on what to expect tomorrow morning as you head out. >> brittney : we're going to see what roads for tomorrow morning and for the next couple of days so just prepare that it will be wiped out their--wet out there the satellite radar is showing us a few of these light showers starting to push into santa

rosa and just to the north of san francisco you release start to see the rain fall by the time you go to work tomorrow morning and when you come home as well here is the storm tracker \ 4 this system is situated to the north of us but we will see a few of the systems move to route during the next couple of days so these showers will be sure in the morning closer to 7:00 a.m. and then slowly transition its way toward san francisco and san mateo and oakland all by 10:00 and will continue as we go through the day on and off you will still need your imbroglios as you can see--your umbrella thi another round of heavy rain on friday saturday and sunday as

well so there is a flash flood watch in effect all the way till sunday as the concern is that some of the smaller streams and creeks may flood flush flooding is possible and just a reminder to not try to go through flood of broadway is make sure you turn around and find another way--flooded roadways >> pam :the weather is delaying the demolition of that pacifica apartment complex. dangling from a crumbling cliff-side. it was supposed to be brought down thursday... but now it is rescheduled for friday. however even that date is tentative. hinging on what the weather is like on the scheduled demolition day. the building at 320- esplanade is red -tagged... because city officials believe, it could fall into the ocean as the coastline erosion continues in that location. ace commuter trains are up and running... that's after a train derailed two- nights ago. in

the east bay because of a mudslide on the tracks. nobody was killed. however, nine people were injured. this video of the wreckage shows where the train landed. it derailed with more than 200- people on board near sunol. workers say, the tracks were not badly damaged. but some concrete ties had to replaced. happening tonight. detectives in san leandro have been questioning a suspect. in connection with some racially- offensive graffiti. the vandalism was discovered earlier this week. at the administrative offices of the san leandro unified school district. kron four's philippe djegal has the story from police headquarters. >> phillipe :racial slur is so graphic we had to blow them out --blur them out in red and white paint, the f- bomb, a derogatory term used to demean african americans and the words "white power" sprayed on the glass. the discovery made by an employee for the san leandro

unified school district, when monday morning, police say that employee walked up to the graffiti marked on the district offices. ever since then, police lietenant robert mcmanus says this case has had his department's full focus. >> : and, that means diverting resources, that means working long hours, that means not stopping and that means not stopping until that person is in police custody. >> phillipe :and, now he is. two and a half days after the graffiti was first reported. a 21-year-old caucasian man hush suspected in the crime. mcmanus says he lives around the corner from the district office and was arrested on unrelated charges, including a probation violation. >> : and, when they found him, he was riding a bmx style bicycle that appeared to have been freshly spray-painted in red and white colors. the same colors used in the hate motivated racial slurs that were spray-painted on the doors to the san leandro unified school district office. >> phillipe :lieutenant mcmanus says the suspect was born and raised here in san leandro and in the past, has never been arrested for or convicted of a

hate crime. his motive in this case, mcmanus says, is unclear. the suspect is being held in jail without bail, and could be charged with vandalism and a hate crime. in san leandro, philippe djegal, kron four news. >> pam :new video shows the man. who bart police believe. could be connected to a murder in west oakland back in january here is the video. you can see the man police are looking for. he is wanted in connection with the murder of 19-year-old carlos romero. romero was shot and killed at the west oakland bart station back on january 9th. police say, he was on a stopped bart train when he was shot several times. pasbart had previously released still pictures of the suspect they are looking for, but they hope by releasing this video, it might lead them to someone who if knows this man. bart is offering a 10,000- dollar reward. for information leading to an arrest a los gatos man has filed a civil lawsuit. against his adoptive parents. twenty- three- year- old denis

flynn. is accusing his parents of years of sexual abuse... when he was a child. flynn was born in russia. after his mother died... he stayed at an orphanage, before he as adopted at nine years old by ralph and carolyn flynn. the couple brought him to their home in los gatos. shortly afterward... he says, ralph flynn would invite him to the bedroom. denis flynn filed a civil lawsuit... alleging his adoptive parents brought him to the united states. with quote - the "intent of making him their sex slave." >>:it was once or maybe three times a month and turned to once every day and they told me that they did it out of love and i had to relearn what love was >> pam :the suit says, when flynn turned age 15... his adoptive mother carolyn joined in. both adoptive parents are also facing criminal sexual abuse charges. ralph flynn remains behind bars

with bail set at 2-point-5 million dollars. carolyn flynn is out on bail. a small earthquake shakes the east bay tonight.... the u-s geological survey reported. the quake was a 3- point-0 magnitude. it happened just after seven- thirty... six -miles south-east of livermore. there are no reports of damage or injuries. in concord, a mother takes action this morning.when a strange man is seen photographing her 12-year-old daughter in a craft store. police say, when she confronted the man...he claimed he was an undercover police officer. she then demanded the phone from the stranger... and deleted the pictures of her daughter. she took his name down and called police. the man admitted to them that he was lying about being an officer. but police say, they could not cite the man. because he did not commit a crime. they are investigating further. take a look at this. newly released video shows the moment a google self- driving car. got a lesson in fender- benders. the lexus s-u-v, outfitted by

was shot and killed by officers two years ago in bernal heights park. at the time, police said nito was poiting something at them.that they believed was a gun. --pointing the incident started when officers received reports that someone was walking around with a gun. they fired as many as 59 shots in just 30 seconds. it turned out it was not a gun nieto was holding but instead a taser. hillary clinton and bernie sanders debated immigration and other issues tonight. six days before voters head to the polls in the key states of florida and ohio. the forum aired on cnn and the spanish -language network univision. which accounted for the focus on immigration. clinton faulted sanders for repeatedly voting against a comprehensive immigration reform bill. sanders faulted clinton for opposing an effort to let people. who were in the country illegally. obtain driver's licenses.
