in oakland, a rally will start at 3pm at fruitvale plaza. with a march at 4pm heading to san antonio park. also, a few high schools have noted students will be walking out of class tomorrow... and marching down international boulevard. (justine) about 400 city workers in sunnyvale will strike tomorrow... on international workers' day. most city offices will be closed. union employees have not received a raise for over five years. in the last round of negotiations, the city offered a 10-percent raise and 6-thousand dollar bonus. union leaders are asking for a 14-percent raise. critical public health and safety workers, including police, fire crews and garbage collectors will remain on duty through the strike. at least for now. top capitol hill negotiators have reached an agreement on a one trillion-dollar plus spending bill that would fund the day-to-day operations of virtually every federal agency until october first. the "catchall spending bill" would be the first major piece of bi- partisan legislation to advance during president trump's presidency. the measure rejects white house proposals to cut popular programs such as funding medical research and community development grants. it adds 15- billion dollars to strengthen the military. it also does not include money for a wall along the u-s mexico border. police say a half moon bay man accused of hitting a cyclist on highway one this weekend didn't just leave the scene of the crime but he also had the victim's bike dragging under his car.kron four's spencer blake reports from the stretch of the highway where the deadly crash happened.

(looklive)this lane of northbound highway one was closed for a few hours saturday morning when first responders learned about a man lying on the side of the road. (pkg)this cyclist saw some of the commotion going on. "traffic was slow actually right here south of where all this blue tubing is. they had it all blocked off."paramedics say the man died there on the road.california highway patrol noticed several pieces of debris and other evidence that led them to believe the victim had been riding a bike, but niether the bike, nor the driver who hit him, were there. "there was two or three highway patrol vehicles, and guys kneeling down measuring stuff, so i figured there was some kind of accident; i didn't know what it was."c-h-p officer art montiel says they eventually found out the bike the man had been riding, got dragged away - lodged underneath an s-u-v."being hit by a car, that's sure a possibility. but hit and run, that's just - this is such a nice, friendly little area." soon, c-h-p was able to trace the evidence to an address near the scene of the hit-and-

run, close to furtado lane. they arrested angel gongora on suspicion of a deadly hit- and-run.(nats)the highway, which is one lane in each direction to begin with, is particularly narrow at the spot of the collision."it's good, but it's really hard to pass by up there because it's really dangerous."that's why this man wasn't the only one we found taking an alternate trail on the ásafe side of the guardrail.the area may have been busier than normal, too, because it was a saturday. (justine) tragedy for a family in the east bay. a toddler was killed after he was run over by a car in the parking lot at shopping center. this happened yesterday afternoon at the shopping center off decoto and alvarado-niles roads in union city. police say the 23-month-old boy darted away

from his parents who were shopping in a store... and ran into the parking lot. that is when a slow moving car hit the boy. he became trapped underneath it. the driver is cooperating with the investigation. this appears to police to be a tragic accident. we now know the name of the man found dead on the oakland waterfront. police have identified the victim as kevin mulholland of alameda. the 48-year-old's body was found around eight friday morning beneath a pier near the embarcadero. it is unclear how mulholland ended up there. but officers say there were no obvious signs of foul play. an autopsy is scheduled for tomorrow. (justine) in los angeles... police are investigating whether two suspects arrested for a carjacking are connected to a shooting rampage that killed one and injured three others. according to police-- a man and woman matching the description of the shooting suspects were taken into custody last night outside a motel in whittier. authorities say the suspects

opened fire while driving around in a vehicle. this was after a woman was attacked in the pico rivera area. one man was transfered to the hospital where he was pronounced dead. the victim of the carjacking was unharmed. (jr stone) in sonoma county. a preliminary magnitude 4.0 earthquake woke up many residents this morning. it struck just after three a.m. near the geysers geothermal steamfield. viewers from petaluma, rohnert park, and sebastopol all contacted us saying they felt the quake. one viewer said it shook their home pretty good. no word on damage or injury resulting from this earthquake. (jr stone) and in southern california. a small earthquake has rattled an inland area about 55 miles east of los angeles. the u.s geological survey says the magnitude 3.1 quake struck just before one p.m. just south of san bernardino. there have been no reports of damage or injuries tonight. down in a few minutes. all the rain we've had is bringing with it a deadly problem at sea.dozens of dead sharks are washing up ashore all around the bay area.kron 4's hermela aregawi spoke with the experts about why this is happening. biologists... the calves have been killed by orcas-- or killer whales. the biologists say a family of nine orcas are responsible. orcas commonly feed on gray whale calves. because the calves and their mothers are migrating to mexico a few weeks late this year... the killer whales are extra hungry. and the adult orcas might be been teaching their youngsters how to hunt. coming up at eight. deadly stroms rip through the south east. we'll have more on the frantic search to find those still missing tonight. plus a massive explosion caught on camera. how police say a wrong way driver is to blame. and delays at s-f-o to start the week... why you should check your flight information if you're planning to fly out of sfo anytime soon.... we'll explain why.

(jr stone) police say one person was killed in a crash on a busy ohio freeway. ohio department of transportation cameras caught it all on camera in dayton ohio. an accident then the explosion. officers believe the crash was caused by a wrong way driver. the driver of the car was confirmed dead in the crashwhile the truck driver has minor injuries. police are investigating are trying to determine if drugs or alcohol played a role in the crash. (jr stone) people in martinez and pleasant hill were left without power this

morning when a car collided with a power pole. it happened overnight on alhambra avenue near paso nogal road. authorities say the collision knocked down the pole and electrical wire blocking all lanes of the road. according to police... the underage driver had fallen asleep at the wheel... he was not injured. authorities do not believe drugs or alcohol were a factor in this crash. (justine) near the beach volleyball courts in santa cruz, police found a murder victim this morning. a 52-year-old man was found on main beach. police closed the popular volleyball courts to investigate. police tell us he was not shot or stabbed. but had been in a fight with another man earlier. officers say the victim and the suspect were both homeless. and had been camping on the beach. (jr stone) police are on the hunt for a man they say exposed himself to a group of people on the campus of stanford university. officers say the man was outside of a car when he exposed himself. he then drove offthe car he was in is

described as a newer white sedan. the man is described as being 30-50 years old , about six feet tall, heavy-set with short dark hair and a short beard. he was wearing glasses, a dark polo shrt and a dark track-suit jacket. (jrstone) the san francisco international airport is still experiencing flight delays because of the repair work on one of the two main runways. this is a live look at sfo right now. 42 flights have been canceled... and nearly 500 have been delayed. the repair work is expected to be finished in early june... the last time this runway was paved was in 2008. the new runway will feature long- lasting l-e-d lights and new ground markings. airport officials advise travelers to regularly check with their airlines for flight information. flight times should be back to normal tomorrow. lawrence karnow: we made it two in a row today with sunshine and above normal temperatures. it finally feels like spring is here to stay but will that be the case? we are looking at mostly clear skies outside tonight with mild temperatures. the winds are a little stronger today especially near the coast. but the temperatures were still in the 70s and 80s and 60s at the coast. these temperatures are still running about 10 to 12 degrees above average for this time of year and it's going to get hotter.you can see the huge dome of high pressure now building over california. as it continues to strengthen, offshore winds will start to blow. that means as we head into the middle of the week it will be hot inland and even warm all the way to the coast. highs at the beaches will be in the 70s. you can see the clouds staying away from the coast over the next several days with the offshore wind. i think we'll see the hottest temperatures so far this year with some places soaring into the 90s. highs tomorrow will begin to warm with some places moving into the upper 80s inland with 70s returning to san francisco. by tuesday i think we will see a few 90s

showing up with 70s at the coast. the hottest day will likely be wednesday before a cooling sea breeze returns on thursday. a major drop in the temperatures is likely friday and into next weekend and we can't rule out the chance of rain.

(jrstone) as the warm weather melts the snow in the sierra nevada... forecasters expect at least one california river to hit flood stages this week. forecasters expect the merced river in yosemite national park to rise about a foot over its banks on wednesday. the wet winter brought a record amount of snow to the sierra nevada mountain range. the national weather service says northern california usually doesn't see temperatures this high until early july. forcasters warn that rivers may run extra cold and extra fast. coming up- the latest season of the netflix series "orange is the new black" could start early- thanks to hackers. where you can reportedly see the unreleased episodes. coming up brand new stop signs were installed on laurel street in san carlos .. but the no u turn signs are oldi'm an attorney man i'm trying to figure out what's going on (you're an attorney) well i'm telling you wants going on

(jr stone) there are thousands of traffic signals and stop signs in the bay area and the numbers are likely to increase.(( justine 2sh )) in san carlos, a shortage of stop signs led to a decision to put up more..(jr stone)but not all drivers are abiding by the news signs. one ran the stop sign yesterday and made a u-turn cut in front of

me that two tickets right there right u-turn and going through the stop sign. i love the stop sign on every intersection i almost died on this street people like fly through think it's great i was here on a stop sign and he had a stop sign it was my turn to turn left and the car just ent throughok here the deal on laurel street in the city of san carlos four stop signs have been installed .. one-two at cherry and the other two at olive some people say adding a new stop sign is something drivers should be permitted to get use to after all it is new the stop signs have orange flags that are visible from a block away although one person thought they were pedestrian flags to assist in crossing nats ambiance the entire area also has no u-turn signs; they are not new .and for the most part many of the drivers have adjusted to the change nats: ambiance well, some have not because it wasn't tough to find drivers running the stop signs orange flags and all .

nats: ambiance this driver not only ran the stop sign he made the illegal u-turn all in one fell swoop but i have a feeling he'll be back i'm an attorney man i'm trying to figure out what's going on (you're an attorney) well i'm telling you wants going on you made a u-turn in a no you u-turn zone and i video taped it, that pretty much cut and dry it appears he was so worried about getting a ticket he calls sheriff if i'm going to get a ticket, i would rather deal with it right now, i told you i'm from channel 4 not the police (ok) for the record last time i checked the police sont stand on corners with camera to record violations to mail to the driver because if they did all the illegal u- turns and stop sign runners would be drowning in fines stupid people huh? (justine) deadly tornadoes and severe flooding in several states have rescue crews scrambling tonight. we're learning the latest victim is a 2-year old... who was killed when a metal soccer goal was blown over during heavy winds in tennessee. (jr stone ) across the u-s 11 people have been killed by tornadoes and flooding. david daniel has more on the destruction left by the series of storms.

"we are still in the search and recovery aspect of this disaster."widespread damage in parts of texas, after at least three tornadoes touched down about 60 miles outside dallas. mayor lou ann everett / canton, tx: "the damage was extensive. butt sot "it is heartbreaking and upsetting, to say the least."roofs were torn off .. homes and buildings demolished..vehicles and tractor trailers overturned...and according to officials, at least 4 people died .. and more than 50 others were left injured. search and recovery efforts began saturday but conditions made that process difficult. dr. dan kirkpatrick / van zandt county judge: "after the first reports, first response efforts were hampered due to the continuing severe weather coming through the area. butt sot "we would get out there start working and get reports of another tornado on the ground so we'd had to pull back."texas isn't the only state dealing with severe weather.in missouri, the governor declared a state of

(justine) almost ten years after a little british girl went missing -- her parents are speaking out to mark the anniversary. three-year- old madeleine mccann disappeared from during a family vacation in portugal on may third 2007. her disappearance sparked global interest as pictures of her and her grieving parents were seen across the world. madeleine's parents say they still have hope their daughter is alive. (gerry mccann/father): "no parent is going to give up on their child, unless they know for certain their child is dead, and we just don't have any evidence."(kate mccann/mother): "my hope for madeleine being out there is no less than it was almost 10 years ago, i mean apart from those first 48 hours nothing has actually changed since then, i mean - i think the difficult thing has always been how will we find her."

(justine) british detectives say they are still pursuing leads in the case... and say there is no "definitive evidence" on whether the girl is alive or dead. season five of netflix favorite " orange is the new black" isn't due for release until june. but one hacker... say's he's releasing several episodes now. the hacker, which goes by the name " the dark overlord"...ann ounced the move on twitter this weekend. the post included a link to an illegal file-sharing sevice where 10 episodes from the upcoming season were reportedly available for download. the hacker had been demanding that netflix pay an unspecified ransom in exchange for not leaking the episodes prematurely online. netflix has yet to comment. an ohio family gets a visit from a tech billionaire . why mark zuckerburg is visiting all 50 states this year. plus former vice

insists he will not be not making another presidential bid in 20-20. the former vice president made the announcement today during a speech at an annual new hampshire democratic party dinner. biden's post- election visits to the state fueled speculation about presidential ambitions in the days leading up to the event. but he put those rumors to rest today. pennsylvania are developing a device that recreates a pregnant mammal's womb. the team hopes to one day to test it on humans. lynda kinkade has more on the device and the ethical issues it's raising. for decades scientists have been trying to develop an artificial womb... this could be the closest they've come.it might look more like a plastic bag but it has some key similarities with the womb of a mammal.dr. alan flake, the children's hospital of philadelphia: "it works by two major components: the first one is a circulatory system that goes through an oxygenator. so it's a connection through the umbilical cord vessels that allows blood to flow out of

the fetus through the oxygenator and back into the fetus and exchange gas like the placenta does. and the other component is a fluid environment that surrounds the fetus and allows the fetus to swallow and breathe amniotic fluid like it's supposed to during development."the research led by the children's hospital of philadelphia tested the artificial womb on five premature lambs who were the equivalent in size to a 23 week old human fetus.the lambs grew for four weeks showing normal brain and lung development. across the world it's estimated one in ten babies are born prematurely. and the chance of survival for babies born before 23 weeks is almost zero and for those that do survive they often suffer severe problems.doctors say much more work is needed to research the safety of this device but human trials could happen in about three years. ethical questions are far reaching - some worry science would allow some babies the

sitting, stuffed in their like a sardine.. what about enjoying some yoga? riding a bike? or taking a seat at the bar? kron 4's tech reporter gabe slate met with a tech company.. that wants to change the game... so airlines can offer a more comfortable experience. airbus is one of the largest maker of commercial airplanes. they have an outpost here in silicon valley called a=cubed based that is developing technology to improve the in- flight experience.this month as san jose mineta airport in terminal b near gate 19 they are giving the public a first time look at what they have been working on. gabe slate /tech reporter in san jose says:
