their decorations won't be back in time...(grant) thanks for joining us i'm grant lodes...(vicki) and i'm vicki liviakis.... this latest theft happening at a home on celilia way in tiburon. that's where we find kron 4's charles clifford... he is live for us tonight in tiburon with details. charles....this isn't the first time we've seen a halloween grinch.... yes, last week we reported on decorations being stolen in san francisco along lake street. a family here in tiburon saw that story, called us and said hey, we had stuff stolen too! but the good news here is that they caught the their on surveillance video. around midnight on monday october 23rd, this car pulled up in front of a home along celilia way in tiburon. the driver, gets out and inspects the house from the sidewalk. after a few minutes he picks up two skeleton arm decorations that were sitting on the front lawn and puts them in his car. he then walks up the driveway and

takes a closer look at the other decorations. at one point he looks directly into a surveillance cameras mounted outside the house. after several more minutes he picks up a fullsize zombie sitting near the front door. he walks it back to his car, puts it in the trunk and drives off.sot couldn't believe it because it was so brazen.carolyn dilena lives here with her family. she's stunned that someone would take their decorations. sotwe were home sleeping not far away from the front door. the guy takes his time. he was here 7 or 8 minutes, inspecting everything.carolyn did report the thefts to the tiburon police department. they told kron 4 on monday that the case is under investigation but so far, the this man has not been identified.the tiburon thefts also occurred on the same night that someone stole halloween decorations from a home along lake street in san francisco, which is roughly a ten to fifteen minute drive away. in that case, several items were stolen including this full size witch. so far there is no indication that these thefts were commited by the same person.carolyn concedes that she's probably not going to get her decorations back but she hopes that whoever did this will be found.sotat this point, i think my zombie is gone. i would really like to see the guy identified and brought to

(grant) in the south bay....after a months long investigation...san jose police have arrested a serial robbery suspect. now they are looking for more possible victims. 21-year-old lawrence carter is accused at least seven robberies that targeted elderly east indian and asian women. investigators say he would approach them and yank gold chains off their necks. police have released this surveillance video....which they say shows one of the robberies. you can see the suspect get out of an s-u-v and approach two women. investigators tell kron four... carter may be responsible for several other heists in san jose and possibly other bay area cities. to be a problem across the bay area... this is video of a sideshow this past summer... showing you just how chaotic they can get.... and now san jose police are on the hunt for a man they say hit an officer with his vehicle... and then sped off. all this happened during a side show crack down last night. kron 4's ali reid has the details. it was somewhere along here on hostetter road near highway 680, where an officer was injured by a vehicle during a traffic enforcement stop.last night, c-h-p, morgan hill p-d and the san jose police department executed racer enforcement in different locations throughout san jose. reckless driving is a problem in the south bay, and police cracked down last night.the officer was treated at a nearby hospital. one neighbor tells me he suffered a foot injury.police say the driver of that 2 door nissan sped awayand is still on the loose. he's being described as hispanic or filipino, in his early 20's, and clean shaven. the maroon or brown colored

(vicki) the c-h-p has released these aerial pictures of the motorcycle sideshow that happened over the weekend. the sideshow started around one saturday afternoon.... with about 200 motorcycles on highway 880 in oakland. c-h-p chased several motorcycles into the castro valley area. officers followed them onto city streets where they arrested four motorcyclists. another biker was found and arrested in redwood city.

(grant) tonight fire crews are getting closer to fully containing the north bay wildfires... but questions remain in sonoma county for property owners eager to get the rebuilding process started. kron 4's ella sogomonian is live in santa rosa to help sort out some confusion. yeah before you rebuild you've got to clean up but even within that first step there is a bit of a process. tubbs fire victims whose homes were destroyed are bombarded with information.they're now close to the first step of the recovery process.which is

debris removal but already have questions about that.sot: sylvia parkinson, lost home to tubbs fire// "everything is confusing about the clean up." at this time, there is no debris removal happening in sonoma county. the environmental protection agency first has to check damaged property for hazardous materials before anything else can happen. once it is checked a sign will be left on the property that it's ready for clean up.after that there are two options that both require paperwork. either opt in for the army corps of engineers to clean it for you by signing a county right of entry permit. or you opt out and hire and independent licensed contractor to remove debris by signing a form not yet available.then go to insurance for approval.sot: sylvia parkinson, lost home to tubbs fire// i'm told that my homeowners insurance after my dwelling would be paid for that whatever is left over will go toward the clean up. but what is the clean up? is it 50 thousand is it 20 thousand is it 80 thousand, 'm not really sure so i think that's the most confusing part for me."the office of emergency services says insurance policies will pay for the clean up only if they specifically covered debris removal to lessen the burden on tax payers. so it depends

how much was set aside for that. sot: eric lamoureux, cal office of emergency services// "most people's insurance policies have an item in it for debris we're looking to collect just that amount. we're not going to take any money they need for the rebuild."lamoureux says if debris removal wasn't included - the state will cover the cost. county officals say if a homeowner hires an independent contractor they may be billed for more than their insurance covers and are then responsible to pay the differnce. the oes projects clean up across the more than 5000 properties damaged in sonoma county to be done by spring of 2018. oes spokesperson tells me the epa is ahead of schedule and encourages fire victims to get the right of entry that looks like this signed as soon as possible at the department of health services if you want state help. if you want to get someone else to do it the county board of supervisors will consider a set of standards for the process tomorrow. once approved there will be an opt out form to fill out at the same location.

improvement projects that money will be paying for? remember, there will be projects all around the state getting money from this tax, but there are some major spots near the bay bridge, and on i-80 in the east baythat will be getting underway. filling up is about to get more expensive, thanks to senate bill one, which the state legislature passed back in april. "that's a pretty sizable percentage to the dollar."starting wednesday you'll pay 12 cents more per gallon of gas.that will add up to about 58 billion dollars over the next ten years and that money will be used for transportation projects. "there's a very long list of projects that either wouldn't have been funded or were waiting for funding several years down the line, and we can do it a lot earlier now." bob haus with caltrans explained some of the bay- area-specific projects that are happening because of the gas tax.128 million dollars will go towards raising the

a young father is critically injured in a hit and run... and police are still searching for the driver.(grant) the crash happened in san pablo... on emeric avenue not far from rumrill boulevard. that's where kron4's maureen kelly talked to one of the victim's friends. robert armstong had just finished sunday dinner a little after 7pm october 22nd at this house on emeric avenue. the accident happened just after he'd walking back across the street after escorting his girlfriend and their two three year old twins to their car.i seen people running toward him and when i got there i thought maybe he was gone that's what i thought that's what i thought the way his body was mangled really i thought that was the end of him.charlotte sherman says the 22 year old flew up 15

(vicki) east palo alto police are asking for your help in finding a missing teenager. this is a recent photo of 17-year-old jonathon bedolla... he was last seen about five o-clock on thursday, october 26th, leaving his job at stanford shopping center in palo alto.... jonathon lives in east palo alto... and police say despite numerous calls and text messages sent by his worried family... jonathon has not responded... which is not something he does... (vicki) jonathon attends serra high school in san mateo where the administration sent out a statement expressing it's deep concern for jonathon's well being. caltrain, bart and other police agencies are helping with the case and jonathon's family has reached out for help on social media

(grant) new at nine... a former top immigration official choked back tears... as he watched the treatment of a 10-year-old undocumented immigrant in texas. rosa maria hernandez has cerebral palsy - but she was still detained by border patrol agents right after she had surgery on tuesday. reporter courtney friedman has the story... silence.overwhelmed, former ice deputy director alonzo pena collects himself, after watching a video of border patrol agents escorting 10- year-old rosamaria hernandez from corpus christi's driscoll children's hospital. the same hospital where pena's son died. alonzo pena, former ice deputy director:"it's totally unnecessary, just not necessary to do that. she could have been given a notice to appear, she was just getting out of the hospital having surgery and they're going to put her in a
