(vicki) and i'm vicki liviakis.... the shelter in place has been issued in the area and within the last hour it has been expanded... the fire is burning at a scrap yard near south 4-th street and wright avenue in richmond. that's where we find kron-4's charles clifford...charles what are the concerns tonight? well, right now i'm standing along 4th street and this fire is burning behind me in the simms metal management scrap yard. here's a closer lookthe fire was reported around 5 this evening. the flames are burning in a scrap yard just south of interstate 580. the pile is about 20-30 feet high. there are multiple fire crews here trying to get this under control. there's also a huge plume of smoke blowing to the north west. that has prompted a shelter inplace advisory for anyone living in the iron triangle or north richmond areas. residents are asked to stay in their homes and keep the windows shut until further notice. we will be here through out the evening with updates. in richmond,c harles clifford kron 4 news.

lawrence karnow: we enoyed a lot of sunshine and warmer weather today with some highs in the low 70s. it will be a nice mild evening and more spring like weather is ahead. if you're going out tonight you'll need a light jacket or coat. temperatures will begin mild but cool off rapidly. you can see some rain on doppler radar but it is well to the north. high pressure can be seen on the satellite image. it's a rather flat ridge allowing a few clouds to move over from time to time but we'll stay dry. as we head toward the later part of the week the ridge will strengthen to bring more sunshine and temperatures well above normal. for tomorrow we will see sunshine and a few clouds with mild temperatures in the 60s. we can expect a similar day on thursday. by friday offshore winds begin to clear our skies and bring warm

police say a man is charged...with shining a laser multiple times at a c-h-p helicopter flying over an oakland sideshow. 24 year old ponciano bojorquez is behind bars... potentially facing prison time and thousands of dollars in fines. the incident happened early sunday morning... during a sideshow near 54th avenue and international. authorities say there were some 200 vehicles on hand and at about 2-18am...a man shined a laser into the chp chopper multiple times. the suspect..identified as bojorquez...was arrested...and is being held on $110 bail. damaged. the latest incident happened yesterday on interstate-280 in san francisco... when someone smashed a window. earlier this month on the same highway...vandals broke the windows of six buses chartered by apple and google. while police work to stop these incidents from happening...a protest is planned friday in san francisco. the organizer of the event says the goal...is to stop abuse of private roads by corporations... and stop the increase of gentrification. (grant) in the south bay... tonight we are learning more information on the police shooting in san jose... tonight officers have identified the woman as 55- year-old teresa haddox...and she áis expected to survive. the shooting was yesterday on feller avenue... police haddox was armed with a shotgun...and threatening to commit suicide. the chief says most officers have undergone mandatory training in dealing with suicidal individuals... but in this case...there was little time for officers to engage haddox... police say she came out of the house holding the shot gun and pointed it at officers... and that's when

students attending california state universities should get ready to pay more for tuition this fall.(grant) california state universities are considering raising tuition for the second year in a row. the board of trustees say governor brown's proposed state budget is only offering a fraction of what the 23 campuses need. the trustees discussed a proposal that will raise in-state tuition by 228 dollars for the 20-18...20-19 academic year. an increase was approved last year, for the first time since 20-11. the university of california regents also tried to raise tuition last week... but the vote was postponed until may. (vicki) this year, you'll actually have until april 17th -- since tax day -- falls on a sunday to file your taxes. but regardless of the extra days, there are a number of

good reasons for getting those taxes filed early. for one -- if you're getting a refund, you'll get it sooner. and if you owe the i-r-s money, it also helps to file early. you'll have more time to figure out exactly how you'll pay that tax bill. filing early can also prevent tax fraud. the i-r-s has software that flags duplicate returners. so, once you get your return filed and on record, it makes it harder for a scammer to file a second one and grab your refund. (vicki) tonight a san francisco elementary school teacher has been arrested on a felony child abuse charge. interenstingly thoughmany are rallying for that teacher in hopes that he will be allowed to return to school.(vicki) kron 4's j.r. stone is following the story and joins us live tonight from san francisco police headquarters. j.r. you talked with students who know this teacher. (j.r.)i did and they are all saddened that he is not at school. they say that he was joking around like he usually does and admit that maybe he took the joke a bit too far. this is a picture of 47 year old andres tobar. he is the teacher facing a felony charge of child endangerment/abuse. the school district says on december 19th mr. tobar was seen cradling a student and holding the student over the balcony on the 2nd floor of marshall elementary school. that school is in the mission district of san francisco. the district says the school

immediately contacted the parent of the involved student and mr. tobar was placed on paid administrative leave while the district conducted a thorough investigation. i asked one parent in support of tobar what he would do if it was his child held over the balcony.i would have wanted to understand the facts and circumstances of it i'm sure he was messing around depending on what actually happened. it's unclear on what actually happened. it's absolutely shocking. he's a critical part of this school. bedrock of this community. bedrock. always involved with the kids. it's absolutely shocking.this case actually happened last month but today the arrest warant for tobar was issued and the teacher then turned himself in. in just thirty minutes you'll see what students are saying about this case. reporting live in san francisco, j.r. stone kron 4 news.

and arresting their traffickers and pimpsthe san rafael police department was one of the 80 law enforcement agencies that took part in the operation.sotwe post an ad, we pick a hotel or apartment or street corner, we engage in conversation with the john about a sex act in exchange for money, then when the suspect shows up, he is taken into custody.the sting in marin county resulted in 2 men being arrested for soliciting an adult for prostitution and the arrest of 2 men who authorities say were planning to have sex with a child prostitutes. another man was arrested for pimping. and during a reverse sting and 2 females, one 19 and another 21, were offered services to get out of the life. authorities say this is not a victimless crime.sotgirls are brought in at a very early age and brainwashed and force to believe that these traffickers and pimps actually care for them and love them and brainwash them into making money for them by selling their body and no girl on the face of this planet want to raise their hand and say i want to be a prostitute. 14 is usually when they are brought into this lifestyle and it's often hard for them to get out.similar stings are expected throughout the year. dan kerman kron 4 news.

(vicki) a new report identifies several structurally deficient bridges here in the bay area. and thousands of motorists cross those bridges on a daily basis. the report by the

american road and transportation builders assocation... examined this bridge... where 680 goes over monument blvd in contra costa county... calling it structurally deficient meaning - one of the key elements is in poor... or worse condition. in total...of the 25,657 bridges in the state... 1,603... or 6.2 percent are classified as structurally deficient.
