(catherine) a big story we're tracking. tonight we have information from the brother of the yountville shooter...who says he had serious anger problems after serving in the military.(steve) kron four's spencer blake brings us up to speed on what we know about albert wong's background. when albert wong came back from serving in the army in afghanistan, his brother tyrone lampkin says everything appeared normal on the surface. but anger was an issue, especially over petty things. lampkin says wong would fixate on the small stuff.a friend of christine loeber, one of wong's victims, shared his feelings about the shooter with kron four."no one knows what pain he was in, how sick he was. maybe he was just a bad person. ya know, but at this point, it doesn't matter. it's just, ya gotta go on and keep her memory alive."lampkin says his brother had some physical ailments from war, in addition to struggles with bipolar disorder.but he wouldn't always take his

medication because he didn't think it was working.lampkin also says, though he hadn't seen his brother in years, had heard that he started drinking. "you can't describe it other than, the guy needed help. he went to battle for our country, he came back not healthy, and didn't get enough help."we do know wong had been in a treatment program for veterans, and had been asked to leave.c-h-p still hasn't commented on what spurred wong getting kicked out of the program that was trying to help him."and christine tried and it didn't work and just, ya know...it happened."wong was also licensed by the state as an armed security guard in 2008.he was authorized to carry a nine-millimeter handgun, but that license expired in octber when he didn't pay the annual fee.in yountville, spencer blake, kron four news. are investigating following a deadly police shooting in last night. it started as a call about a man down in the road around 40th and market streets last night... blocks away from the macarthur bart station. when firefighters arrived ... they saw that the man had a gun ... and called police for back up. officers came to the scene and gave the man verbal commands. the man reportedly did not comply... and police shot him. police treated the man ... but he died from his injuries. police say a gun was recovered at the scene. the alameda county district attorney's office is leading the investigation. (steve) former oakland raiders player aldon smith pleaded not guilty in court today. he's charged with domestic violence, assault, false imprisonment and vandalism in connection with an incident in san francisco on march 3rd. a protective order has been filed against smith which prohibits him from contacting the alleged victim.... smith is due back in court april 5th. (catherine) three north bay college campuses were evacuated today after getting bomb threats. police

say solano community college got the threat for all its campuses. in fairfield, vacaville, and vallejo. as a precaution...there was a mandatory evacuation. solano county sheriff's tweeted out these photos.. showing the police dogs which checked the campuses... all classes remained cancelled for the day. over the weekend. both victims were threatened with guns.. the first incident was saturday morning near california and broderick streets. that's when a suspect came up to a man in his car while pointing a gun... he demanded that the man get out...and then drove away in his car. then saturday night -- a 77 year old man was getting out of his car on madrid street and persia ave... police say he was carjacked by two people - who also threatened him with a gun... although no weapon was seen. (steve) new at 8. a man is arrested twice over the weekend.... on suspected dui charges in santa rosa. 41-year-old felipe celis...was stopped friday evening on mountain view avenue...suspected of driving under the influence. officers say as celis tried to pull over... he ran completely off the road and into a ditch. he was arrested... but was released after posting bail. then around two yesterday afternoon...police went to grange road for a hit-and-run investigation. however once at the scene...officers discovered celis had drove his

(catherine) but sonoma county sheriff deputies are looking for another five suspects, four men and one woman.(steve) during today's search - kron four's maureen kelly reports that residents of one novato neighborhood were asked to shelter in place for hours. éit was here on this private

road in petaluma where two carloads of a total of nine suspects came armed at around 3amand according to sonoma county sheriff's committed a series of home invasions on three residences here.they knocked down fences kicked in doors tied up people pistol whipped a man and look and search for marijuana. when they realize they had the wrong house, there was no marijuana present in any of the homes they left no one needed to be hospitalized.but one resident who would not go on camera would only say it was super scary..another neighbor voiced his concerns. it's terrifying, i heard it was a mistake it's scary because it could happen to anyonemarin county sheriff department search and rescue operatives could be seen loading up to help scour the area near 101 and atherton ave where one of the suspect's rental cars was dumped with three guns inside.. one suspect was apprehended after turning up on the doorstep of a home on woodhollow drive asking to use phone to call an uber, the resident called 911 instead. that neighborhood was asked to shelter in place while swat teams and other law enforcement searched the area for hours for the four other suspects from that vehcile that got away.. the second vehicle was spotted by employees at the novato costco. officers responded to that area they arrested three out of that vehicle and one female got away the sonoma county sheriff department lifted the shelter in place at around 2 pm once they were sure the missing suspects were no longer within the permeter. the sonoma county sheriff's department says the suspects are from out of this area, some believed to be from north carolina, others from the

sacramento area. investigators will now be following up hotels around here to see if any of their recent guests match the suspects descriptions. maureen kelly kron4 news (steve) until recently, it's been a fairly warm, dry winter in california. that has led to a bit more water use....at least more than water managers would like to see.(catherine) there's a renewed call for water conservation. the water

resources people clearly don't want us getting too confident.. it's reporting that the amount of water saved by urban users has fallen in seven of the last 8 months. a lot of the extra use is happening in southern california, where a dry, warm winter led to more outdoor water use. bay area residents are still using less than they did before the five year drought ended.. but most water managers still want to see conservation of at least 20 percent. < ".....we need to conserve, we need to do better, these are some little yellow flags that say we need to do more conservation...">(catherine) bay area residents still managed to cut water use by 6-point-9 percent this past january. that's less than half of what it was a year ago. (catherine) a big story we're following... three explosions which happened when people picked up packages outside their homesin austin, texas -- appear to be connected.(steve) all the explosions happened when people who lived at the homes went outside and picked up

packages. police say the packages were not delivered by the postal service or delivery services like ups or fedex. mary moloney has the latest.... chief brian manley/ austin police: "the victim in this incident came outside her residence and found a package out front. she picked up the package, and at the point the box, the package, detonated."a 75-year-old woman was critically injured in austin, texas monday after finding a package bomb left outside her front door.this is the third package explosion in the city in the last 10 days, and the second one on monday. the first two explosions each left one person dead.all three bombs resembled delivered packages and were left outside of residences. each exploded when picked up or moved.chief brian manley/ austin police: "this evidence makes us believe that these incidents are related. we do not have a specific victimology or ideology that we have identified... we're not ruling anything out at this point."on march 2nd, a 39-year-old african american man was killed in what police say they originally thought was an isolated incident. then came the two explosions on monday, which began in the morning when a 17-year-old african american teen was killed at his home after finding and opening a package.authorities are urging residents to be
