warning residents to be on alert as we move into fire season.(ken) kron 4's terisa estacio spoke to firefighters who are urging caution tonight. we are here up high in the hills in lafayette and i am surrounded by dry brush fire officials say it is this and these winds that are kicking up today, that have them worried (estacio) ryan bain, contra costa fire prevention district. "right now, looking at the high winds durign the weekend and low humidity and fuels beginning to dry out, fire danger is rising." ryan bain with the contra costa fire prevention district on the fire danger out in the bay area right now. bain, so what do we do? be careful. keep an eye on our properties, make sure our grass, shrubs, cut down and keep them watered. he says if you do plan to tackle your yard this weekend, heed this warning. bain. mow early when humidity is high. watch welding anything that could produce a spark, keep extinguishers handy. bain also says never throw out a cigarette out on the freeway, they deal with alot of spot fires that way and with north

(ken) but, with the program comes a stigma. only low-income families and individuals can qualify...(ken) and, they can be unfairly associated with illegal activty that might prevent a landlord from accepting a tenant. but as kron four's philippe djegal reports in-depth tonight... average americans, like a man in the south bay you're about to meet right now, rely on the program... because they have no other choice. (philippe)nats- "alright kids." seven years in this home...nats- "nothing more." and, now it's time to go. jeffrey koening/tenant- "it started out fine and they've deteriorated ever since." 50-year-old disabled grandfather jeffery koenig (co-nig) is refering to the condition of this house he's rented in south san jose.

the one from which he's now being evicted. he lives here with two of his daughter's and a five-year-old grandson.jeffery koeing/tenant- 'the property owner doesn't do anything to for upkeep." koenig is on section eight... the federal government's largest program for assisting low- income families, elderly and the disabled afford safe and clean housing.jeffery koening/tenant- "everytime something happens in this house, i'm blamed and we get threatened for eviction." the santa clara county housing authority administers the section eight program in san jose. this house rents for 38-hundred-dollars a month. jeffery only contributes 500. the rest is paid out by the housing authority directly to the landlord -- making up the difference. but the program requires the housing authority to make annual inspections to ensure the home is up to code. if not, then either the landlord, tenant or both could be removed from the section eight program.jeffery koenig- "they failed three inspections, three different times. so, that's nine inspections total that they've failed." on

april fourth... the housing authority notified jeffrey that their most recent inspection revealed electrical and general health and safety violations. and, that the property owner is being held responsible.nats- "all this termite damage." the home is breaking down inside and out.jeffery koening/tenant- "oh, i shouldn't be touching this, but this is the black, some of the black mold that was left here from uh, black mold up here." the mold has affected jeffery's breathing.nats- he's been routinely hospitalized, suffering from hypersensativity pneumonitis (new-man-eye-tiss)... emphysema and c-o-p-d. and, he's still dealing with the physical pain that landed him on section eight in the first place.jeffery koening/tenant- "i went through the windshield of a big rig in 96. i was in a coma for six and a half weeks. i was in a hospital four and a half months. i had 24 surgeries. i'm disabled -- i'm not a low life." g-d properties in milpitas is listed as the property owner. they did not respond to our requests for a comment on this story. they were given 30 days by the housing authority to make the necessary repairs to the house... but did not comply. jeffery and his family were forced to move out this week.nats- it appears g- d properties may not be allowed to house another section eight tenant here. but fortunately jeffery was able to find a new home this week and is moving in... his section eight voucher transfers to the new place because he isn't being blamed

for the home damage. one challenge conquered -- though many more may lie ahead. in san jose, philippe djegal, kron four news. (ken) the koenig's new landlord is allowing them to move in without a deposit. but that'll have to be paid out at some point. the family has a go-fund-me page. we have provided a link to it on our website. just click on this story on kron four dot com. ( pam ) it appears the sky is not the limit when it comes to bay area real estate prices. prices are continuing to hit new record highs... one example, a san mateo house selling for more than two- million dollars. this house on west 3rd avenue sold in march.. for just over 2-point-one million dollars. but it turns out, the new owner did not want the house.... just the land. all 84-hundred square feet were demolished before escrow closed. while neighbors are a bit dumbfounded by the

price of the lot, one real estate broker says, she is not surprised. she says, the lack of inventory is driving up prices.maureen mclean/coldwell banker real estate broker: "there's 13 houses on in san bruno, or sell city the same. san mateo has 50 but san mateo is a big city i so it should have more than that. we get more than 50 people at an open house and we've only got 50 houses on so it's bad." the new owner of the property is an investor contractor. mclean estimates, the new house built on the lot could fetch between four- and five- million dollars. (ken) the secret service helped arrest a teen... accused of hacking into ygnacio valley high school and changing grades. (pam) he reportedly changed his grades ... and the grades of his classmates.. kron 4's lydia pantazes has the story. police believe the juvenile sent an email to a teacher in the mount diablo school district. the teacher clicked on the "phishing email" which gave out her credentials to the

judge in california hit san francisco based wells fargo... with another black eye.. she ordered the embattled bank on thursday to pay more than 97- million dollars in damages to its mortgage employees. the employees brought a class action lawsuit, claiming the bank did not pay them enough for the breaks required by state law. wells fargo plans to appeal. the ruling is the latest problem for the bank.. which has been hit by a series of scandals. those include ..... creating fake customer bank accounts... slapping customers with unfair mortgage fees... and charging them for car insurance the did not need. (ken) a major decline in traditional mail use is severely impacting the u-s postal service. in fact, losses more than doubled in the first three months of the year -- totaling one- point-three billion dollars. the agency says it's because a lot of people aren't using their service anymore. revenue from "marketing mail " -- first class mail and junk mail -- fell by one-point-four

brown is proposing a revised state budget of 138- billion dollars... as revenues continue to surge. governor brown released the spending plan today, kicking off his last round of negotiations with democratic legislative leaders. the latest version of the budget is up nearly six- billion dollars.. from an earlier proposal in january. brown wants to save most of the surplus to protect spending during any future recession. the proposed budget will also include funds for universities, courts, state facilities, flood control and the homeless. (pam) a warning for netflix users. there is an email scam making the rounds .... and it is designed to steal your credit card information. the email ... tells users that their netflix subscription is on hold. it then says, your account will be suspended if you do not respond to the email. it is supposedly signed .. by the netflix support team .... and claims that the payment information needs to be verified. if you click on the link -- the website with the netflix logo .... will ask for all of your personal information. but this is a fake website. netflix wants customers to know .... the company will never ask for personal information through an email.

(hermela aregawi)yes, depending on how wide the street is.. they will have an

extra 1-5 seconds. that may not seem significant to some people but advocates say it can be the difference between someone crossing the street.. and almost crossing the street and potentially getting hit by a car. they say this is especially important to seniors and people with disabilities. we reached out to sfmta about the new plans. they tell us it was largely driven advocacy groups.. which have members that are directly affected by this. they are either elderly, or use a cane or wheelchair or for whatever reason need a little more time to cross the street. every year, there are about 20-30 pedestrian deaths in san francisco.. and advocates say.. this extra time will hopefully prevent at least some of them. the city tells us they will be implementing the new plan at 1200 intersections total. many of them are in the downtown, financial district and south
