this morning comes out of the east bay. police are looking for a woman who attacked and bit a female jogger on the arm.(robin) kron4's sara stinson is live at the east bay regional parks police station in castro valley with more.sara? a woman was jogging when a dog attacked her - she attempted to defend herself with pepper spray when the dog owner then attacked her by biting her as well. take a look at the map so you can see where this happened yesterday morning around ten 30 at the anthony chabot regional park right near the chabot equestrian center.this is right on the goldenrod

trail. we have a picture of the jogger's injuries - this is a bite from not the dog - but from the woman whose dog attacked the jogger. the dog owner not only bit her but also punched her several times causing signifigant wounds. police are hoping people can help identify the woman who did this and her dog.here is a picture of them walking away. the dog owner appeared to be in her early 20's with blonde or auburn colored hair and had two dogs with her - one was possibly a rottweiler mix. if you have any information or have encountered this dog owner before call the east bay park district police department.live in castro valley, sara stinson, kron four news. the san francisco premium outlets in livermore on wednesday. police say the two men drove off in a dark colored s-u-v. ( james ) another big story we are following this morning... more bad news for p-g-and-e. several insurance companies are filing lawsuits... blaming the utility for the deadly camp fire that destroyed 14- thousand homes in butte county. the fire led to billions of dollars in insurance claims. the most recent lawsuit was filed by allstate... state farm... and u-s-a-a. this is in addition to severl other lawsuits filed by victims of the fire. investigators still have not determined how the fire started. ( robin ) in the east bay ... investigators identified the body found at a landfill in livermore ... as 23-year-old karina banta of hayward. here are pictures of her. the alameda county sheriff's office says they've had interactions with her in the past ... and she had a history of mental illness and sustance abuse. deputies now believe her death may have been the result of an accident or overdose and not a

( robin ) a 61-year-old woman was fatally stabbed in san francisco's tenderlion neighborhood. it happened wednesday just before noon in the area of ellis and leavenworth streets and is the first homicide of the year in the city. a 49-year-old man has been arrested. police have not yet released the names of the suspect or the vitcim. ( james ) on the peninsula.. the man arrested after he was found asleep in his moving tesla ... pleaded to not guilty to driving under the influence. 45-year-old andrew samek is the planning commissioner for the city of los altos. last november ... the chp tried to stop his tesla model- s ... traveling on highway- 101 at 70- miles an hour. officers say samek was asleep at the wheel ... and had to drive in front of his tesla to activate the car's auto stop feature. a warrant revealed that his blood alcohol level was well over the legal limit. he is due back in court in april. ( james ) in the east bay ... oakland's homicide rate is at a nearly 20- year low. city officials say its all due in part to a change in tactics. overall, major crimes were down 11- percent in 2018 from the year before in oakland. mayor libby schaaf says the downward trend for homicides and shootings has 68- people were killed last

( james ) now to our big national story. speaker nancy pelosi and house democrats passed two proposals aimed at ending the government shutdown ... which is now in its 14th day. the house first passed a stop-gap bill to fund the department of homeland security until february eighth. the measure would only push back the dispute over border wall funding until next month. after that, lawmakers passed a separate appropriations package that would fund all shuttered parts of the government through september.me

in sight for the government shutdown ... many federal works remain off the job or are working without pay. we spoke to one bay area family ... who is struggling to make ends meet. peter wall works in law enforcement for the coast guard. his job is considered essential so when the government shutdown last month, he had to stay on duty without being paid. his wife kaitlynn hopes the president and lawmakers can cut a deal soon. (robin) on the peninsula... daly city police say they need help identifying a fraud suspect. on december 18th .. this woman committed identity theft and made a withdrawal of 75-hundred dollars ... from the victim's checking account. two days later, the suspect returned to the bank ... and attempted to cash a check but was unsuccessful. she left the bank before police arrived.
