will begin work on the bart silicon valley extension project. this is happening in downtown san jose.( darya ) kron4's will tran has more on the impact it could have on the morning commute.will? happening today ... crews will begin work on the bart silicon valley extension project. this is happening in downtown san jose. the work could disrupt traffic on east santa clara and north 3rd street. that is the area outlined in red on the map. this first phase of the construction is expected to last about 7 weeks. a spokesperson for the project says the impact of this work should be minimal. here is a diagram shwoing what the finished bart station will look like. today's work is just the first phase of the construction and most of the work is not scheduled to begin

yesterday for senator harris....when she officially announced that she's running for ( darya ) senator harris says, she thinks she will be the best person to lead the country. our washington correspondent alexandra limon was in washington when she made the announcement at an event. the california senator announced her 2020 bid on martin luther king day...sen. kamala harris / presidential candidate (ca-d)i love my country, i love my country. and i feel a sense of responsibility to stand up and fight for the best of who we are.the slogan for her campaign is kamala harris for the people - those are the words she said daily in court as a prosecutor harristhere is a lot that i did as a prosecutor that i'm proud of. both progressives and

( james ) in national headlines ... senate republicans say they are on track to introduce curity bill today. this as the government shutdown enters day 32. the he'll agree to sign a bill to provide some illegal immigrants temporary protection from deportationif democr s 5.7 billion for the wall.. democrats say they'll spend the week focused on border security. that includes spending money on technology to better scan cars at checkpoints for drugs. however the bill would not spend any money to build a wall between the u-s and mexico. senate minority leader chuck schumer is calling the president's plan a non starter.

( james ) hundreds of thousands of federal workers are attempting to cope without their paychecks. over the weekend one in ten t-s-a officers called out of work. the t-s-a says their employees are not able to report to work due to financial limitations. despite the high rate of absences ... the t-s-a says wait times were within the normal range. they say flyers usually wait about 30- minutes in standard lanes and t-s-a pre-check flyers normally wait about 10 minutes. ( darya ) new this morning ... troubled singer chris brown has been arrested overseas after a woman filed a rape complaint. this is video of brown from one of his previous appearances in court. he was arrested in paris france yesterday. two other people were taken in by police as part of the rape claim the woman filed. brown has been in repeated legal trouble since pleading

guilty to the felony assault in 2009 of his then- girlfriend, rihanna. he completed his probation in that case in 2015. brown's publicists at sony music have not commented on his most recent arrest. ( darya ) happening now... police in fremont are looking for the driver involved in a hit and run accident. it happened in the area of calaveras avenue and blacow road. one woman was seriously injured but police say she has no memory of what happened. police believe that the car was traveling east on calaveras when it hit ( darya ) a body was found in the water near pier 40 in san francisco. police have not released many details but they say it was a man between the ages of 45-50. at this point .. police are unsure about whether or not the man was a transient. ( darya ) officials also found a body below the cliff house in san francisco last night. officials say, the body is unrelated to a report of a sinking ship that

happened in the same area. police say the report came in of a sailboat sinking about a mile away from the scene. police believe the body is not related to any coastal incidents. ( james ) two people are recovering after a backyard deck collapsed in san francisco. firefighters say this happened at a private residence on the 16-hundred block 39th- avenue and lawton in the outer sunset district. its unclear how the deck collapsed. ( james ) new this morning. an internal memo from uber says the people tasked with investigating safety issues are overworked, underpaid and at times ... traumatized. according to uber's special investigations unit handles more than one thousand cases a week. from criminar crashes and deaths. but most of the cases involve sexual assaults, sexual misconduct and rape by uber drivers. a cnn investigation found more than 100 documented cases.but sources say the true number of reported rapes to uber is much

higher. another cnn report detailed thousands of convicted criminals, even sexual offenders, and felons-- who were approved to drive for uber. of the nearly 12-hundred cases uber investigates ... the company says some of those reports are found to be unrelated to uber, withdrawn or fake. celebrated martin luther king junior by jumping on the caltrain "celebration train. people traveled from san jose to san francisco.... making stops in palo alto and san mateo. the ride commemorates the 54 mile civil rights march led by dr. king, from selma to montgomery, alabama in 1965.

legacy. kron 4's maureen kelly has the story. the sidewalks around the caltrain station were packed.....with many families with young children excited to celebrate the memory of the civil rights leader they've learned about in school. he did so many good speeches he did not fight with his fists he had a dream and his dream came true for all of us (singing)the march was led by mayor london breed and others singing we shall overcome.....moments before she was asked by reporters for her reaction to president trumps tweet in his ongoing shutdown standoff with house speaker pelosi ...that ended by calling the city's streets disgusting. after defending the action being taken to that end ....she said it's important to take the high road....we just have to continue to remember why we're here today to honor the legacy of someone who talked about love you talked about light talked about hope we talked about the kind of things that bring us together more about

governor gavin newsom appointed doctor nadine burke harris. she's the founder and chief executive of the center for youth wellness in san francisco. burke harris is also a pediatrician. newsom says she will focus on combatting the root causes of serious health conditions by using her office to reach young families across the state. burke harris will be sworn in as surgeon general on feburary 11th. helicopter rescue in yosemite. it happened last wednesday morning. two men from england ... both in their mid 20s ... had become lost in the snow hiking around north dome the day before. chp found them wedged in a crevasee on the east side of north dome. they had lost sight of the trail in the snow, and now were faced with a 2-thousand foot drop with no way to move. that's when they called 9- 11. rescuers were able lift them off the cliff they had slept on overnight, and get them to safety. they were treated by paramedics after being taken down the mountain. this morning... a san jose grandmother was shot and killed and her shooter is still on the loose.( darya ) kron 4's j.r. stone is following the story and has details from the south bay. sot boom oh my goda witness describing the gun shot that he heard in his east san jose neighborhood on saturday night. a gunshot that proved to be fatal for a grandmother who lived at this home two doors down.sot i was playing outside soccer when i heard the gunshot i was just playing soccer with my friend and we just hear the gunshot and we see the guy running by the houses hopping the fences by my neighbors house.this is snapchat video sent to us by a kron 4 viewer showing police out on the scene after that shot was fired. witnesses in the neighborhood say there was a disagreement between at least two people.sotthe husband came out with a gun and tried to shoot him in the truck and when he tried to

the first state in the nation to offer parents six months of paid leave. new legislation has been introduced at the state capitol. research shows that longer paid maternity leave can increase the rate of mothers who attempt breastfeeding by as much as 18 percent. governor gavin newsom says that's one of the many benefits in the plan. lawmakers still do not know how the state will pay to keep parents home longer with their baby. the bill, sponsored by the california lawyers

( james ) to the south bay now. six people are looking for a new place to stay after a house fire in milpitas. the fire broke out yesterday morning ... on the 400 block of manferd street the six people were able to safely get out of the home by the time firefighters arrived, but one pet did die

( james ) p-g&e's plan for bankruptcy is expected to take center stage at protests in sacramento today. kron 4's ashley za-val-a explains how activist erin brockovich is getting involved. when lawmakers return from the holiday weekend tuesday, they'll be greeted by protesters brockovich will help protest alongside north bay and camp fire victims, urging lawmakers to not allow pg&e to file for bankruptcy.pg&e has said it's making preparations to begin filing by the end of the month. pg&e officials say they believe a court supervised process would best enable the utility to resolve its potential liabilities. legal experts say the company could avoid paying victims in full for the many fire-related lawsuits filed against it. tuesday's protest is expected to draw about 100 people.just before the protest, on a different side of the building.. calfire and the

state's board of forestry and fire protection are set to announce new vegetation management plans to try to reduce wildfires.the planned announcement comes after governor gavin newsom revealed he's budgeting $1 billion dollars over the next five years for forest management. dealing with old fires and preventing new ones will be an ongoing debate between lawmakers inside the capitol. tag. dozens of volunteers came together in natomas, just outside of sacramento, -- to build bikes for children and teens. it was the seventh year of the 50 -bikes for 50- kids program, . those involved say, dr. martin luther king junior day.. should always be treated as a day of service. so teams of volunteers worked with dsassemble their new bikes. several bike mechanics were also on hand yesterday -- to ensure the bikes were put together correctly.

fire fighters face dangerous situations each day but now - crews are confronted with one of their toughest battles yet (chief alan ernst, modesto fire department)"it's really heartbreaking because it's a beloved station for us firefighters, for the community."chief alan ernest says water damage from recent storms have caused fire station number one's roof to leak and collapse(nat)"this is some area that's damaged and there's been some buckling."creating an unstable environment(nat)"this office hasn't been occupied in over two years."now - desks beds and other furniture have been replaced by buckets pails and fans(nats)"just a matter of limiting the damage that's coming down."chief ernst says crews and contractors have made ongoing repairs throughout the years - but recently the problem came to a head(chief)"ultimately the recommendation was that we needed a complete new roof structure for the firehouse." the chief says they have to choose whether or not to save the 80 year old building.
