(grant) back to our breaking news... a rough commute if you're traveling to the north bay tonight. all but one lane on westbound 5-80 is closed right before the richmond- san rafael bridge-- because of a gravel spill. this is a live picture-- and you can see just a few cars driving through. driving through. the c-h-p says 200 yards of pebbles spilled on the road-- and right now they are trying to find out who is responsible. here's a look at traffic in the area.. allow extra time if you are heading in that direction

(vicki) a big story we are following tonight... this afternoon, congress passed a resolution to terminate president donald trump's emergency declaration on the southern border.(grant) twelve senate republicans joined democrats to pass the measure - but the president has already promised to veto it. so what happens next? omar jimenez has the details from washington. "mr. merkley, aye"and with that - a striking rebuke of president donald trump"the yeas are 59, the nays are 41, the joint resolution has passed. senators-- including several republicans-- passing a resolution blocking his national emergency declaration to fund a wall along the southern border. sen. lamar alexander, (r) tennessee: "this declaration is a dangerous precedent"sen. mitt romney, (r) utah: "this for me is a matter of defending the constitution and the balance of powers"this...despite a last-minute push by the president to win his party's supportpres. donald trump: "it is pure and simple, it's a

vote for border security. it's a vote for no crime."it's a symbolic blow to the white house - but not a crippling one.the resolution was passed by the democratic-led house last month, and now heads to president trump's desk... where he's made this promise: pres. donald trump: "i'll probably have to veto, and it's not going to be overturned." this vote comes after a months-long battle over one of president trump's key campaign promises - leading to the longest government shutdown in u.s. history earlier this year. after congress reached a deal for 1.3 billion dollars for border security, the president declared a national emergency to free up billions more in additional funding. from here -- the declaration will likely be tied up in court for years, as several states have filed lawsuits.in washington, i'm omar jimenez. (grant) and of course... president trump is responding to this on twitter. today he said... "i look forward to vetoing the just passed democrat inspired resolution which would open borders while increasing

(vicki) also tonight at 5:30... kron4 is always tracking local stories. here's a look at what's going on in your neighborhood right now. (grant) in the east bay... the alameda coliseum authority will vote tomorrow... on a lease agreement to allow the raiders to stay in oakland next season. the raiders new stadium in las vegas isn't áscheduled to open until he 20-20 season. one coliseum offical says the team had reached an agreement to stay in oakland... but it fell apart after the city sued the raiders for moving to vegas. the new agreement would also allow the raiders to start the 20-20 season in oakland if the vegas stadium is not ready. if the coliseum authority approves the lease... it will still need to be approved by

the city council. ... (vicki) on the peninsula... the move to ground all boeing 737 max planes means a lot of empty jets at s-f-o. kron 4's sara stinson details on how this is impacting flights and how passengers feel about the jets being grounded. "i spoke with several passengers here at s-f-o flying out and they tell me they are so relieved that president trump decided to ground all boeing 737 max eight and nine. we're the last country to do and passengers say it's about time.""a great relief. i think it's the right decision.""i think it was the right call, cautionary call to figure out what exactly the problem is."as other countries began grounding the aircrafts, the f-a-a said there was no data to showing the boeing max's were unsafe.that was until president donald trump issued the emergency order wednesday saying new information has come to light in the ongoing investigation into the crash."i guess since

other countries have done it, it's got to be for safety." satelite based tracking shows there are similarities between the deadly ethiopian airlines and the lion air crash that happened back 18. i spoke with a miracle - a commercial pilot - not working for airline about the decision to ground these aircrafts investigation."being safe is the first concern. i think the f-a-a does a good job. i think measures are good, but i need to find the cause of both airline the investigation is ongoing and being held in paris, france.in the mean time - all boeing 737 max and nine will be grounded (grant) in the south bay... police in morgan hill say they arrested a man in possession of several illegal weapons. officers got a report of a person possibly impersonating an officer on friday. when they served a search warrant at the suspect's house... they found bunch of guns and magazines. 34-year-old daniel kor-sunky has been booked into the santa clara county jail on felony weapons violations. (vicki) now to the north bay.. where road construction could cause some delays for people in marin . that's on top of the gravel problem on the richmond san an emergency repair project will tie-up drivers on highway 101 southbound between spencer ave and the robin williams

tunnels. cal trans is working to repave part of the road... which is expected to last until monday. and they're shutting down several lanes because of it. caltrans says the work on 101 will improve the riding surface and enhance safety. but, with all this construction... be prepared to add extra time to your commute. lawrence karnow: it was another gorgeous day with sunshine and warm temperatures. highs were mainly in the 60s. it is dry on the doppler radar across the state as high pressure has taken over. tonight will see a few passing clouds and cool temperatures with lows in the 30s and 40s. on the satellite you can see the dome of high pressure along the west coast. it will strengthen through the weekend and bring many 70s to the bay area. tomorrow will be mostly sunny with highs in the mid to upper 60s. dry warm weather will last through monday. on tuesday the clouds start to roll back in and then there's a chance of rain on wednesday.

(grant) in national news tonight... secretary of commerce wilbur ross was on capitol hill once again answering questions, about the controversial decision to add a question about immigration status to the u-s census. (vicki) as kron 4's washington correspondent alexandra limon reports... democrats say there's proof wilbur ross lied to congress about why he added the question. secretary of commerce wilbur ross is under fire a question on the 2020 census...that asks if you are a us citizen... . rep. elijah cummings / chair, oversight committee md-dafter experts at the census bureau warned, and i quote that it

today-- and we are now learning what caused the lengthy outage yesterday. facebook says it was the result of a server configuration change. the outages affected countless users and advertisers worldwide. some people weren't able to reach facebook's website and apps, including facebook messenger, instagram and whatsapp. facebook did not say how many users were affected or why the outage was so long. (vicki) one of the most notable parents involved-- actress lori loughlin. these are sketches from her court appearance. since starring on full house, she has had several leading roles in hallmark channel movies. today hallmark announced they are cutting ties with the actress and have stopped all productions involving her. loughlin's daughter is also losing deals because of the scandal. today sephora said it's dropping it's social- media relationship with olivia jade. she is a youtube star with millions of followers and frequently pushes products online. lynette mathews-- the c-e-o and founder of 'the college planning center.' a brown university spokesman says the ivy league school has completed "a case-by-case review" of its athletes, which "generated zero concerns" related to the college admissions scandal.brian clark said thursday that the review looked at every varsity athlete admitted and enrolled as part of the athletic recruitment process over the last four years.he says it's part of an effort to verify the integrity of the admissions process.golfer phil mickelson on thursday said his family hired the man at the center of the alleged scheme, william "rick" singer, but emphasized they were not involved in any fraud. mickelson's daughter attends brown.asked about her, clark declined to disclose student names but said university officials reviewed a student's application material and academic credentials and that the review "raised no concerns at all."cosmetics company sephora says it's dropping its social-media relationship with actress lori loughlin's daughter after her parents were charged in a bribery scheme to get her into college. paris-based sephora says in a statement thursday that after reviewing the developments, the company has ended its partnership with 19-year-old olivia jade giannulli "effective immediately." giannulli is a social media star with millions of
