>> governor newsom signed several bills today to try and make college more affordable and accessible for californians our capitol bureau reporter ashley zavala explains how much money the state will spend on the plan. >> we have the plan and this year we have the money to get big things. governor gavin newsome wednesday scientists 7 bills to make college in california. more affordable for california students. it's because we have an historic budget surplus this year. testament to the head with 80 billion dollars. texas. >> it. >> a tennessee newsome officially approving the spending plans at a pep rally like news conference at csu northridge in los angeles. the legislation includes a 2 billion dollar investment to boost the availability of affordable housing for college students and campus staff. men and women should be able to focus on jobs or their education and not worry about

where they will sleep that night. the bills also include efforts to expand student financial aid provide thousands of more spots for in-state students who want to go to a california state or university of california school and make it easier for community college students to transfer those efforts are what lawmakers say are the highlights of california's 47.1 billion dollar higher education package this year. we're trying to reconcile. the fact that we haven't been investing. >> and our system of higher education of the course. the last few decades. the bill signed wednesday are just a fraction of the more than 40 higher education proposals. governor newsom plans to approve an order for us to thrive like we are doing today. we need 1 million more college graduates. >> you and you and you and everybody else in our community to get a college degree to help our state survive and thrive. >> this could be one of the last bill signings we see this week as governor newsom's deadline to sign or veto legislation for the year is sunday at the state capitol. ashley zavala kron 4 news.

>> the biden administration is announcing major changes to the federal student loan forgiveness program. the changes, make it easier for certain borrowers to qualify for debt relief. the u.s. department of education announced the changes this morning. the department says it will bring relief to more than 550,000 people, including more than 20,000 borrowers who will now be automatically eligible for loan forgiveness without having to take additional steps to qualify. that includes some military service members teachers, nurses and others. meanwhile, the san francisco unified school district is running out of money and the district could be taken over by the state. the school district is facing a 116 million dollars. shortfall. now the california department of education is stepping into try to help get the budget in order. part of that plan would including the school board cut 13% from its budget for the next year. the district would also have to put hiring freezes in place until the budget is balanced.

if that is not done, the state would then step in and take over the san francisco unified school district has until december 15th to submit a plan about how it will fix the budget. >> now to the drought emergency here in the bay area residents is sonoma and marin counties are going to have access. now to free water saving kits this weekend. the kits are available on a first come first serve basis and they're also limited to one per household. so inside the kit will be a one gallon bucket to catch water for reuse. a low flow. shower head writer also a 5 minute shower timer, a garden hose nozzle with the self closing toilet leak detection die tablets. and water saving tips and information. there are multiple locations giving away. these items from 08:00am to noon on saturday. just head to our website. kron 4 dot com to find the one that's closest to you. and starting tomorrow

big question, of course, is what be able to see the stunt scene and will it be safe for them to fly. >> i got you can answer. that is standing right here. yes. so we do have some storms out there right now. kind of cruising by. >> that makes things a little bit sketchy going into the weekend. the good news is i think as we get into the weekend. >> we're looking great high pressure taking over. we're going to see some offshore winds a few him to a san francisco to check out the blue angels going to be a beautiful sight. mostly sunny skies. it will be breezy in the afternoon. just that afternoon, sea breeze kicking in 10 to 20 miles an hour. the temperatures very comfortable into the upper 60's. so enjoy that is going to be gorgeous all weekend long here comes that cold front slides across our skies right now. you see some of the clouds out there are crews mom by in fact, doppler radar is the big about some moisture out there. most of this not hitting the ground, but that cold front sliding on through and in the north bay, you see some of that moisture moving on by most of the smoke rain drops all but evaporate before they hit the surface. seeing some

in the meantime, i'm really travel incidents. those are on the rise again, new federal aviation administration numbers show. >> more disruptions on commercial flights in the past week. then any other week in the past 2 and a half months. the faa says there were nearly a 130 new incidents reported by flight crews. bring this year's total more than 4600 incident. data shows about 72% of the issues the past week were. over the federal transportation mask the faa has adopted a 0 tolerance policy in the agency is proposing more than a million dollars in fines against unruly airline passengers this year. taking a bearish meant to us as humans it is ridiculous. >> lawrence karnow would never do that on the plane. he gentleman and a scholar he is a scientist t knows all about the weather and this is a live look from the top of out temple pious on what a cool day felt like fall here in the bay. it is fall. and yeah, you

know, but it just we have another rain going yet. so now i things are kind shifting years. >> here we go. what looks like we've got those clouds rolling in now. we do have a cold front moving by. they're just not much energy to it that said, doppler radar start to pick up on some moisture outside clouds over san francisco right now. the winds a little bit breezy out there and well, we're seeing those temperatures coming down a bit too high today of 62 degrees well below the average in san francisco 66 in oakland, 70 in san jose 71 a little more 75 for a high in concord and 72 degrees in santa rosa. so that cold front rolling on in breaking down the ridge of high pressure. not much energy left, but you can still see couple raindrops, little green out there on our screen right now. yeah. most of that scattered stuff. most of the not going to hit the ground, but of the south as we look at a little more substantial into the santa cruz area. the santa cruz mountains. maybe they get a couple of drops in the ground there. it's going to be fairly light to not going to

>> now at 6, we hear about it just about every day. covid receding here in california, especially in the bay area. certain counties could lose their indoor masking mandates sooner than others. good evening. thanks for joining us for kron 4 news at 6. >> i'm ken wayne. and i'm pam moore. santa cruz county has already dropped the indoor mask mandate and now bay area county health officials are determining what it will take for them to do this is a map that shows the level of community transmission around the bay area. you can see all but 2 bay area counties are in the substantial category napa and solano county right there. they're still in the high level of transmission. but covid has not gone away. and with the delta variant continuing to circulate medical experts are warning health officers to be cautious. kron four's. dan kerman is live in san francisco tonight with more on all of this stand. well, they area health officers are meeting trying to come up with tight criteria. they can all
