though young man. >> this is just really tragic for our city 119 homicides. a senseless act of violence in our community continues to sicken me that we continue to see these type of incidents occur in our city. >> now it's 6 oakland police chief leronne armstrong value for justice for jasper. wu community leaders in oakland now offering a $10,000 reward for information that leads to an arrest in the shooting death of the young boy. thanks for joining us this friday for kron 4 news at 6. i'm ken wayne and i'm pam moore. the 23 month-old boy died last saturday after getting hit by a stray bullet while his mother drove them home to fremont along. interstate 80. >> for shells. clifford was at the announcement today with oakland leaders. >> well here in oakland on friday, the chinatown chamber of commerce crimes against asians, reward fund and the san francisco police officers association have teamed up to offer a $10,000 reward to

encourage anyone to come forward with information on this case this past saturday. 2a month-old jasper. wu was riding in the back of this white lexus being driven southbound by his mother along 8.80. there were 2 other adults and 2 other children in the car around 02:00pm near the split between 8980 a bullet struck the car and injured jasper. he later died at the hospital the california highway patrol is leading the investigation. but so far released very little information. we don't know the motive for the shooting or who was responsible, although the highway patrol is leading the investigationb they are being assisted by the oakland police department. opd chief armstrong said on friday that he believes the reward money could help but that it will take more than that. of rewards help influence people to bring forth information. >> we hope that this additional money will help somebody feel like they are encouraged to bring forth that information. it's much needed. i think the outcry from the community as well asking for that information will also be helpful. so i think it's a collective effort. i don't

think money alone is the we need people to feel remorseful for this family. we need people to feel empathy for what happened and we need people to think about what if this was a child of yours. what if this was a relative of yours. would you want people to bring that same information forward so that the people responsible could be held accountable. i think they would a go fund me page has also been set up to provide financial assistance to jasper wu's family. so far over $200,000 has been collected. >> anyone with information is asked to contact the california highway patrol or the oakland police department in oakland. charles clifford kron 4 news. >> in the wake of the jasper wu shooting surveillance cameras are now being considered along oakland freeways. the police chief says he supports that idea. however, it would likely take additional support from city leaders to help get the ball rolling kron four's haaziq megan has that part of our coverage. >> i would definitely welcome freeway cameras in oakland. think any addition of technology would be helpful. it helps us solve these

body. police say 24 year-old natalie iowa asked the bad end. another man for a cigarette while his truck was idling with his one year-old baby girl inside at around 5.45. thursday night. both said no. then the auto body shop surveillance video shows who is believed to be iowa jumped in the driver's seat. >> audio technician ulysses anguiano witnessed the truck speed off with the father chasing behind on foot. it's crazy to see that was a child involved, especially, you know, having 2 of my own the abduction and theft set off an amber alert issued by the california highway patrol. we heard the amber alert, but i had no idea the thing about my house nearly 2 hours into the investigation. police say the abandoned truck was found near army street in pittsburgh. a woman says a neighbor called to tell her someone was blocking her driveway and they said it was weird because they hadn't heard the baby screaming. >> crying, screaming crying

and then they looked in their last. the life of a missing near the door was open and they got the baby and just after midnight. police were tipped off that medley. iowa was walking on bourbon street. >> she was arrested and booked for kidnapping and vehicle theft. >> she's being held at the martinez detention facility. her bail set at $100,000 in pittsburgh. phillipe djegal all kron 4 news. >> as fully mentions the the pittsburgh car theft that happened yesterday around 5.45 conquered police also confirmed that a second vehicle was stolen in the east bay last night. it also had a child in it. that theft happened around 10:00pm a 4 month-old baby was in the car when someone jumped in and took off with the baby still inside video shows the emotional reunion between the mother and her child holding on. it appears to be for dear life. police were grateful to locate the abandoned car with the child inside in just 30 minutes an extensive search for the canine and air support again for the suspect car thief. but that person has not

been located. police are looking through surveillance video in that area for any potential clues as to who drove away in that car. >> and a 3rd similar crime happened. this time. a car with a 7 month old child inside was stolen in the city of auburn, which is near sacramento. the parents were dropping their other child off at daycare when it happened. that is when police say 2 women jumped in the car and took off with the baby inside the woman that led police on a chase down highway. one 93. than the car crashed into a utility pole. fortunately the baby was not injured. one woman was arrested immediately after the crash. the other woman took off running. police checked her down about 30 minutes later and she too, was arrested. >> to read more about jasper wu or the east bay carjackings just head to our website. kron 4 dot com there. we have information about jasper wounds go fund me as well as how you can help police find the second suspect in the concord carjacking.

>> in the north bay. the sonoma county sheriff's department is investigating the shooting deaths of this horse. sheriff's deputies say early monday morning, someone shot and killed this 26 year-old american quarter horse named buddy in a roadway in cars and arrow that said in the mountains north of the guerneville area and the russian river. anyone who has information on this is asked to call the sonoma county sheriff's department in san francisco today. police released more details in the crash that killed an elementary school educators. 70 year-old susan, then rucci has been arrested. police say she drove through the red light at the intersection of union and franklin streets that resulted in a multi vehicle crash that also killed 32 year-old andrew zeman. investigators say impairments does not appear to be a factor route. she faces charges of vehicular manslaughter and running a red light zeman was a beloved educator at the nearby sherman elementary school. the community continues to mourn his loss

leaving a memorial on the sidewalk in the area of the crash. >> the threat of a 5th wave of coronavirus has prompted california health officials to promote covid booster shots for all adults. and that includes those outside of the current federal guidelines, the director of the california department of health doctor tomas are gone sent out this memo yesterday. it instructs medical offices and pharmacies across the state not to turn away anybody requesting a booster shot as long as they meet certain criteria. they have to be over the age of 18 and they can only get a booster if it has been 6 months since their second pfizer or moderna shot or if it has been at least 2 months johnson and johnson collation. >> if you think you will benefit from getting a booster shot. i encourage you to go out and get supplies available. >> the announcement comes as california is seeing a slight increase in covid hospitalizations and cases nationwide are rising as well.

>> new at 6, a los angeles city council has made some minor changes to the mandate. requiring proof of covid vaccine to enter businesses, including removing malls from the list. they also change the ordinance to require proof of vaccine only for people who are over the age of 12, the mandate requires that everyone eligible for a vaccine must show proof of full vaccination at businesses, including restaurants, coffee shops, movie theaters, gyms and nail salons. the law went into effect this past monday. but enforcement isn't set to begin until november 29th in order to give businesses more time to comply. some say the city's ordinance was one of the strictest in the country. >> let's check on our 4 zone forecast on this friday. a live look outside tonight at the exploratorium in san francisco along the embarcadero on a clear night. beautiful out there and north lot of people think about the weekend and what they're going to do here outside what's to be like. yeah, this weekend is going to one of those great weekend to get outside these

t-mperatures, almost spring-like out there today. had a feel for tomorrow. maybe just a little bit warmer outside, too. if you believe that out there now we've got nice, clear skies around most the bay area we've seen just a hint of fog along the marine headlines. but so far looking good. temperatures today. very, very nice above the average high. 70 degrees in san francisco. 68 in oakland, 75 degrees today just gorgeous in downtown san jose. little more checking that 7 degrees. a little cooler in the concord. 64 and warm right back up in santa rosa 73 number similar all around the bay area today. just some really nice weather outside 50's coast side. you cool off there but you get inside the bay. you're still at 68 degrees almost 70 right now in hayward. a nice evening there. 63 of berkeley 60 now in san francisco. 66 insanely and 61 degrees in the bottle. looks like the high pressure is going to continue to hold on the air. in fact, it likely see that ridge strengthen over early saturday. then you see some changes in the sunday with a few more clouds. the rain line up in the pacific northwest. again, some very, very heavy rainfall that the

monday. president biden is scheduled to sign another huge piece of legislation. the one 0.2 trillion dollar infrastructure bill and the congressional budget office is saying that more than 250 billion of that still has not been paid for. again, potentially making inflation worse. can. >> catherine, thank you for that. the ports of los angeles and long beach are implementing a new system starting tuesday to try to ease the backlog of cargo ships. it will require that ships that arrive early must anchor and 150 miles off the coast rather than sit in a large group act within a 40 mile perimeter. port. officials say the plan will dramatically reduce number of ships near the ports. it will also cut down on air pollution. they'll be assigned a space in the queue based on when they left their last port of call this will allow them to spread out rather than crowd into contested waters close to shore. also fines start monday for shipping companies that leave cargo containers at the port beyond

said it will take time in the meantime, he recommends for holiday shopping season that she by early and perhaps by local to make sure that gifts are tnken care of. well, let's check on the 4 zone forecast. a live look outside at coit tower all lit up for this friday night looking very stately out there tonight. chief meteorologist lawrence karnow joining now with a look ahead yeah. nice and clear out there, too. and i think we're really setting up that one of those beautiful weekend high pressure taking over ahead. we're going to see that ridgh building. >> i think specially tomorrow as we'll see lots of sunshine and probably a little bit warmer outside clear out of the golden gate bridge for the most part right now. we have seen a couple of patches of fog try to roll over the marine headlines. but that's about it tonight. going stay mostly clear the exceptions of patchy coastal fog tomorrow. here comes that sunshine again at the temperatures going to be warm inside the bay near the coastline. some of those numbers pushing well, in the 60's and you'll see lots of 70's mid 70's, even inland sunday. we'll see a few more clouds coming our way in the temperatures. a cool just slightly, but still a bit on

the warm side. all right. they're getting all the rain action up in the pacific northwest. we're getting a much needed break actually here across california. offer really an incredible start to the rain season. high pressure going to build back in after that front moves through these that ridge is going to start to amplify on that is going to warm those temperatures up again. look at all of a sudden you see these arrows coming out of the north. that is more of a northerly flow. that is that offshore wind, that develops. that means temperatures will warm up very nicely. the one exception you may see some patchy fog in the central valley of course, that will keep things a little bit cooler there, specially the early start to the morning temperatures outside. now we've got some 50's and some 60's. not a bad evening outside. it's going to remain dry. it will be a little bit chilly overnight tonight, plan overnight lows in the 40's and the 50's. but by day tomorrow. what a gorgeous day. it's going to be look at these numbers around the bay area. well, in the 70's inland about 75 degrees in livermore, 75 in concord, oakland checking in at 70 degrees. 72 degrees in redwood city and about 75 degrees in san jose.

>> for your money tonight. another round of california stimulus checks are being sent out today. the state franchise tax board is issuing nearly 750,000 checks to those who filed paper tax returns this year. some of the payments will also be direct deposits in order to qualify for the $600 payment. residents must have earned $75,000 or less per individual and 2020. this is the second round of state stimulus payments checks could take up to 3 weeks to arrive.

chp officers and 3 golden gate bridge district employees were hurt after a collision. >> during a covid vaccination mandate protest at the golden gate bridge. we first brought you this story last night as breaking news here at 6 o'clock and tonight kron four's maureen kelly reports that accident happened as officers were trying to keep demonstrators from taking their protests into the lanes of traffic. >> you can see the collision unfolding in this video from the golden gate bridge traffic camera happening is a crowd of a few 100 people protesting covid-19 vaccine mandates on the east side of the toll plaza was starting to boil over during the evening commute. thursday, there were threats to take over in the traffic lanes. officers we teach me as well as for bridge closed down the number 3 lane station officers and other individuals there to prevent them from actually getting into lanes. and it was at that
